which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Natural Gas Act to provide that the United States district courts shall not have jurisdiction to condemn property in which a State holds any interest, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ending Natural Gas Companies' Seizure of Land for Export Profits Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id6AAB88E0C1F54503AA9A9290BE5FDBA3"><enum>2.</enum><header>Jurisdiction of United States district courts over certain eminent domain proceedings</header><text display-inline="no-display-inline">Section 7(h) of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717f">15 U.S.C. 717f(h)</external-xref>) is amended—</text><paragraph id="idB11959043B884BCFA89C850B71B52547"><enum>(1)</enum><text display-inline="yes-display-inline">in the second sentence—</text><subparagraph id="id242934F9877143F08B083F2780181CCD"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>situated: <italic>Provided, </italic>That the</quote> and inserting the following: “situated.</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAE8F7D467A484650B7EC69D0D69B8CDD"><paragraph id="id973DCDBAE50140E48B2FC5B2D1B6E984"><enum>(3)</enum><header>Jurisdiction of United States district courts</header><subparagraph id="idC7AA8580832A45C4B5AFC0163897AB41"><enum>(A)</enum><header>In general</header><text>The</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idB3625383DFC0487D85DE08780985B7F5"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF2E7FEBEF22B4B8F8194C16FF4FA9763"><subparagraph id="idD48CD108C9C647C0A4A7AD7C6257314C"><enum>(B)</enum><header>State property</header><text display-inline="yes-display-inline">The United States district courts shall not have jurisdiction to condemn property in which a State owns any interest.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id5B6F18AC18794824B28ADFEA0F8F0659"><enum>3.</enum><header>Prohibition on the use of eminent domain for exports</header><text display-inline="no-display-inline">Section 7(h) of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717f">15 U.S.C. 717f(h)</external-xref>) (as amended by section 2) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id920e36c1220045a6a65479deb4099deb"><paragraph id="id22344a974068479e8af0030ea12c4b3b"><enum>(4)</enum><header>Limitation on use of eminent domain for exports</header><text>A holder of a certificate of public convenience and necessity may not exercise the right of eminent domain under this subsection if the project covered by the certificate is a project to be constructed substantially for the purpose of transporting natural gas to an LNG terminal or to other pipelines for export from the United States to a foreign country.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
