which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To forestall the loss of research talent by establishing a temporary early career research fellowship program.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3549568D5F6C4CF981D6CA5A8F71C4F4"><section section-type="section-one" id="H12440BCC2CE442958201148D427F5075"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Early-Career Researchers Act</short-title></quote>.</text></section><section id="H238A94095A544A0C9B4B1F633A7D2F0C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HFED4E20B1A7547F0A13CB05DC34261D5"><enum>(1)</enum><text>The Nation’s universities and industrial research labs are facing unprecedented budget pressure as part of the COVID–19 health crisis, resulting in considerably fewer openings for research and teaching positions.</text></paragraph><paragraph id="H78703B561578411AAEF02D9EEEC57960"><enum>(2)</enum><text>Emergency funding is needed to forestall the loss of research talent likely to occur if early-career researchers are forced to seek employment outside of research due to the sharp economic decline caused by the COVID–19 health crisis.</text></paragraph></section><section id="H4589C015F70048E1AC21E72896CE92E0"><enum>3.</enum><header>Early-career research fellowship program</header><subsection id="H15FC2F4FFB76430DB482B1DE4DC918CB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the National Science Foundation may establish a 2-year pilot program to award grants to highly qualified early-career investigators to carry out an independent research program at the institution of higher education chosen by such investigator, to last for a period not greater than 2 years. </text></subsection><subsection id="H9700B740B63B45B49706A24B3E774B78"><enum>(b)</enum><header>Institution of higher education defined</header><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>). </text></subsection><subsection id="id70B438702B0F465CAFFF1CB32D9A8B99"><enum>(c)</enum><header>Priority for broadening participation</header><text>In awarding grants under this section, the Director of the National Science Foundation shall give priority to—</text><paragraph id="id8FF7FAD5F6644450A1ADDE924D32CA5F"><enum>(1)</enum><text>early-career investigators who are from groups that are underrepresented in scientific research; and</text></paragraph><paragraph id="idC127F78BFDC344D7816D8F9E9EAD5757"><enum>(2)</enum><text>early-career investigators who choose to carry out independent research at a minority-serving institution.</text></paragraph></subsection></section><section id="idAE5C2F8288784076B1D2920958CED430"><enum>4.</enum><header>Reports</header><subsection id="id8ABF68A3D51B4397B9E75BFC34AA6E67"><enum>(a)</enum><header>Reports from grantees</header><text>Not later than 180 days after the end of the pilot program under section 3, each early-career investigator who receives a grant under this Act shall submit a report to the Director of the National Science Foundation that describes how the early-career investigator used the grant funds under this Act.</text></subsection><subsection id="id7C48130E3B4642F1B501010306F611BA"><enum>(b)</enum><header>Report to Congress</header><text>Not later than 180 days after the deadline for the submission of the reports described in subsection (a), the Director of the National Science Foundation shall submit a report to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives that contains a summary of the uses of grant funds and the impact of the grant program under this Act.</text></subsection></section></legis-body></bill>
