<official-title>To direct the Secretary of Health and Human Services, acting through the Director of the National Institute of Mental Health, to conduct or support research on the mental health consequences of SARS–CoV–2 or COVID–19, and for other purposes.</official-title>

<section section-type="section-one" id="HFB0001C86E3E497385346AE4F23C0A99"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID–19 Mental Health Research Act</short-title></quote>.</text></section> <section section-type="subsequent-section" id="idCEF66AA502254AE593A01CD5D69B7963"><enum>2.</enum><header>Research on the mental health impact of COVID–19</header> <subsection id="HEAC5E5569182421A9FD8DDC40991D7D3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>), acting through the Director of the National Institute of Mental Health, shall conduct or support research on the mental health consequences of SARS–CoV–2 or COVID–19.</text></subsection>
<subsection id="H7F49BBDBC36C4D87969C3D50770ADCB0"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">Research under subsection (a) may include—</text> <paragraph id="HB9B98561A7B741D88FC808A92B04824A"><enum>(1)</enum><text>research on the mental health impact of SARS–CoV–2 or COVID–19 on health care providers, including—</text>
<subparagraph id="H7D0D5933176843C183D5AC193AF8EB22"><enum>(A)</enum><text>traumatic stress;</text></subparagraph> <subparagraph id="H66E79465E3ED4DB8816B8ADADBE4E200"><enum>(B)</enum><text>psychological distress; </text></subparagraph>
<subparagraph id="H3F7C1CD8B4644C4FA3D5040802CA955D"><enum>(C)</enum><text>psychiatric disorders; and</text></subparagraph> <subparagraph id="id0aaa5169b8a74c20b0098e5ecaee8e56"><enum>(D)</enum><text>longer-term stress, including burnout; </text></subparagraph></paragraph>
<paragraph id="HA82B7DC022DC4DE1B300972BE3CE5A58"><enum>(2)</enum><text display-inline="yes-display-inline">research on the impact of SARS–CoV–2 or COVID–19 stressors on mental health over time;</text></paragraph> <paragraph id="H4C63B5AADE4E4BEF929978CF4E2077DC"><enum>(3)</enum><text>research to strengthen the mental health response to SARS–CoV–2 or COVID–19, including adapting to and maintaining or providing additional services for new or increasing mental health needs;</text></paragraph>
<paragraph id="H62804FD609AC495C925B41961265505A"><enum>(4)</enum><text>research on the reach, efficiency, effectiveness, and quality of digital mental health interventions;</text></paragraph> <paragraph id="HEF7B7687E33B4642933C937F0E0972E1"><enum>(5)</enum><text>research on the effectiveness of strategies for implementation and delivery of evidence-based mental health interventions and services for underserved populations; </text></paragraph>
<paragraph id="H99B3DC3BB5D440AEA609C3AE41C00AC4"><enum>(6)</enum><text>research on suicide prevention; </text></paragraph> <paragraph id="id2c13a5eff7894060ad1003b7fe062213"><enum>(7)</enum><text>research on the impact of SARS–CoV–2 or COVID–19 on the mental health of specific populations, including children and adolescents, women, older adults, individuals with disabilities, and members of racial and ethnic minority groups; and</text></paragraph>
<paragraph id="id2d20993a73414254a52f1bb5562f0f9a"><enum>(8)</enum><text>research on the impact of SARS–CoV–2 or COVID–19 on the mental health of individuals experiencing long-term symptoms or side effects after infection. </text></paragraph></subsection> <subsection id="H0F8EBA2CB05A47C380BAD68BBAFFBCBE"><enum>(c)</enum><header>Research coordination</header><text display-inline="yes-display-inline">The Secretary shall coordinate activities under this section with similar activities conducted by national research institutes and centers of the National Institutes of Health to the extent that such institutes and centers have responsibilities that are related to the mental health consequences of SARS–CoV–2 or COVID–19.</text></subsection>
<subsection id="H108C83B57F9E475CAE7339BFBD21A3FB"><enum>(d)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $100,000,000 for each of fiscal years 2022 through 2026, to remain available until expended.</text></subsection> <subsection id="id468220ae554844b983e970f861249e40"><enum>(e)</enum><header>Supplement not supplant</header><text>Amounts made available to carry out this section shall be used to supplement, and not supplant, other funding made available to the National Institute of Mental Health. </text></subsection></section>
