which was read twice and referred to the <committee-name committee-id="SSGA00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date>April 27, 2022</action-date><action-desc>Reported by <sponsor name-id="S380">Mr. Peters</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/8">chapter 8</external-xref> of title 5, United States Code, to require Federal agencies to submit to the Comptroller General of the United States a report on rules that are revoked, suspended, replaced, amended, or otherwise made ineffective.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section commented="no" display-inline="no-display-inline" section-type="section-one" id="S1" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>GAO Database Modernization Act of 2021</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id8634cf584a0c4d4b86aeb0112843fba2" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><enum>2.</enum><header display-inline="yes-display-inline">Rules no longer in effect</header><text display-inline="no-display-inline">Section 801(a)(1) of title 5, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA47D918DBAA04BA8B701EEC8A025C85B" changed="deleted" reported-display-style="strikethrough" committee-id="SSGA00"><subparagraph commented="no" display-inline="no-display-inline" id="id39F6BE6BE322427F817F63E88C04AA34" indent="up2"><enum>(D)</enum><text display-inline="yes-display-inline">For any rule submitted under subparagraph (A), if the Federal agency promulgating the rule, in whole or in part, revokes, suspends, replaces, amends, or otherwise makes the rule ineffective, or the rule is made ineffective for any other reason, the Federal agency shall submit to the Comptroller General a report containing—</text><clause commented="no" display-inline="no-display-inline" id="id499A06FF5BD34491BF4E958573CFFC71"><enum>(i)</enum><text display-inline="yes-display-inline">the title of the rule;</text></clause><clause commented="no" display-inline="no-display-inline" id="idD8D530FE454547F68E78490EF81E3B09"><enum>(ii)</enum><text display-inline="yes-display-inline">the Federal Register citation for the rule, if any;</text></clause><clause commented="no" display-inline="no-display-inline" id="id00EB3C2C842D40D1A19875406376D5FE"><enum>(iii)</enum><text display-inline="yes-display-inline">the date on which rule was submitted to the Comptroller General; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idC8713F3BD79D46AE9F3694D368A734A6"><enum>(iv)</enum><text display-inline="yes-display-inline">a description of the provisions of the rule that are being revoked, suspended, replaced, amended, or otherwise made ineffective.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section commented="no" display-inline="no-display-inline" section-type="section-one" id="idfe3d7ebd-56da-45c0-9731-16e81590f934" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>GAO Database Modernization Act of 2021</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idd72dadd7-a276-4850-b7c3-bd7d8d72bd15" changed="added" reported-display-style="italic" committee-id="SSGA00"><enum>2.</enum><header display-inline="yes-display-inline">Rules no longer in effect</header><subsection commented="no" display-inline="no-display-inline" id="id2EC5FB37B6BA42339ACEBE36E3B12C25"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 801(a)(1) of title 5, United States Code, is amended by adding at the end the following:</text><quoted-block id="id84dc08d6-f746-4788-a7a0-4bd1c10b686e" display-inline="no-display-inline" style="OLC" changed="added" reported-display-style="italic" committee-id="SSGA00"><subparagraph commented="no" display-inline="no-display-inline" id="idcb09aae1-46e4-4062-b3a1-922437265fb4" indent="up2"><enum>(D)</enum><text display-inline="yes-display-inline">For any rule submitted under subparagraph (A), if the Federal agency promulgating the rule, in whole or in part, revokes, suspends, replaces, amends, or otherwise makes the rule ineffective, or the rule is made ineffective for any other reason, the Federal agency shall submit to the Comptroller General a report containing—</text><clause commented="no" display-inline="no-display-inline" id="id114173c7-d6b7-42b0-a89b-d00c1fe8347e"><enum>(i)</enum><text display-inline="yes-display-inline">the title of the rule;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7f184ca3-47ec-4903-833e-a4f6e7d350b4"><enum>(ii)</enum><text display-inline="yes-display-inline">the Federal Register citation for the rule, if any;</text></clause><clause commented="no" display-inline="no-display-inline" id="id953b4e52-3039-4705-aa0a-7d727f587c46"><enum>(iii)</enum><text display-inline="yes-display-inline">the date on which rule was submitted to the Comptroller General; and</text></clause><clause id="id117551b2-3ccd-49b5-9c86-6c6242855705" commented="no" display-inline="no-display-inline"><enum>(iv)</enum><text display-inline="yes-display-inline">a description of the provisions of the rule that are being revoked, suspended, replaced, amended, or otherwise made ineffective.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection display-inline="no-display-inline" commented="no" id="id9F765320DAA4402099D29EFA4DB1249A"><enum>(b)</enum><header>Sunset</header><text>Effective on the date that is 6 years after the date of enactment of this Act, section 801(a)(1) of title 5, United States Code, is amended by striking subparagraph (D), as added by subsection (a).</text></subsection></section></legis-body><endorsement><action-date>April 27, 2022</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
