<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 593</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210304">March 4, 2021</action-date><action-desc><sponsor name-id="S288">Ms. Murkowski</sponsor> (for herself and <cosponsor name-id="S383">Mr. Sullivan</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To restrict the imposition by the Secretary of Homeland Security of fines, penalties, duties, or tariffs applicable only to coastwise voyages, or prohibit otherwise qualified non-United States citizens from serving as crew, on specified vessels transporting passengers between the State of Washington and the State of Alaska, to address a Canadian cruise ship ban and the extraordinary impacts of the COVID–19 pandemic on Alaskan communities, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3B96D5DEB6864FE5B4F87B4CB0788DC8"><section section-type="section-one" id="H3C0860D870CC4420A21413AAE9EB6D8D"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Alaska Tourism Recovery Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="H3AE3F5CAE42F4191BF0FBCC803687F1D"><enum>2.</enum><header>Voyage deemed to be foreign</header><subsection id="HF1BB395133764FF5B105CC7A45E50023"><enum>(a)</enum><header>Criteria</header><text display-inline="yes-display-inline">A roundtrip voyage transporting passengers between a port or place in the State of Alaska and a port or place in the State of Washington is deemed a foreign voyage for purposes of the law of the United States, if the voyage—</text><paragraph id="HDFEE3B3E46614A138599AC050FCB0297"><enum>(1)</enum><text display-inline="yes-display-inline">is made by a passenger vessel to which sections 3507 and 3508 of title 46, United State Code, apply; and</text></paragraph><paragraph id="HB58AAC3E82714059AE17A636A40D6374"><enum>(2)</enum><text display-inline="yes-display-inline">occurs during the period described in subsection (b).</text></paragraph></subsection><subsection id="H5C23AC5F6CFE4360BF96392B59C33463"><enum>(b)</enum><header>Duration of applicability</header><text display-inline="yes-display-inline">A voyage deemed to be a foreign voyage under subsection (a) is a voyage which begins not later than any date prior to February 28, 2022, on which the Government of Canada or its political subdivisions, or any port or province in Canada, prohibits a passenger vessel to which sections 3507 and 3508 of title 46, United State Code, apply from entering, berthing, or docking in Canadian waters of the Pacific Coast due to the COVID–19 pandemic.</text></subsection></section></legis-body></bill>
