<section id="id28ff2136-8e9b-41af-af5d-6cadb7bc7c9d" changed="not-changed"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act: </text> <paragraph id="id7ad3da76-787a-4ff2-9fa1-67d0283f12b6" changed="not-changed"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the National Oceanic and Atmospheric Administration.</text></paragraph>
<paragraph changed="not-changed" id="id11FA376F7C0B4B85A91AF2E2B8275C7C"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means each State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands of the United States, and any other territory or possession of the United States.</text></paragraph></section> <section id="id3874fa0d-1c45-4e98-9021-2e25ddc7791a" changed="not-changed"><enum>3.</enum><header>National Integrated Flood Information System</header> <subsection id="id62a1ebd7-5e8f-4641-aadd-6fbfda396b77" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Administrator shall establish a system, to be known as the <quote>National Integrated Flood Information System</quote>, to better inform and provide for more timely decision making to reduce flood-related effects and costs.</text></subsection>
<subsection id="id7d3fbefd-1a3f-48a2-b22f-b34c9bfbdc00" changed="not-changed"><enum>(b)</enum><header>System functions</header><text>The Administrator, through the National Integrated Flood Information System, shall—</text> <paragraph id="iddd800f60-98ad-4b70-8c0f-62bf8943412e" changed="not-changed"><enum>(1)</enum><text>provide an effective flood early warning system that—</text>
<subparagraph id="idcee08550-6dad-4662-ba2b-4f3a95964d6f" changed="not-changed"><enum>(A)</enum><text>collects and integrates information on the key indicators of floods and flood impacts, including streamflow, reservoir release and diversion, precipitation, soil moisture, snow water equivalent, land cover, and evaporative demand;</text></subparagraph> <subparagraph id="idef32ee87-afa6-48d2-9d7f-4a63eb205ccf" changed="not-changed"><enum>(B)</enum><text>makes usable, reliable, and timely forecasts of floods; </text></subparagraph>
<subparagraph id="ide729ac86-188f-4dbc-9c2b-291d6dc9d79f" changed="not-changed"><enum>(C)</enum><text>assesses the severity of flood conditions and effects; </text></subparagraph> <subparagraph id="id7b5dd5a1-b6b5-4d07-a6fa-197f292a4ceb" changed="not-changed"><enum>(D)</enum><text>issues flood watches and warnings when necessary;</text></subparagraph>
<subparagraph id="id27bd3396-3887-496b-bd52-e4ce0262a7d2" changed="not-changed"><enum>(E)</enum><text>provides information described in subparagraph (A), forecasts described in subparagraph (B), and assessments described in subparagraph (C) at the national, regional, and local levels, as appropriate; and</text></subparagraph> <subparagraph id="id854cba1f-6fad-4799-b1f2-f6a204079ab8" changed="not-changed"><enum>(F)</enum><text>communicates flood forecasts, flood conditions, and flood impacts to public and private entities engaged in flood planning, preparedness, and response and post-event flood extent, including— </text>
<clause id="id8148780d-797f-4b93-a67c-a452bc858223" changed="not-changed"><enum>(i)</enum><text>decision makers at the Federal, State, local, and Tribal levels of government; </text></clause> <clause id="idbcf43cb6-7669-485a-be3f-ab6df2d7461a" changed="not-changed"><enum>(ii)</enum><text>the private sector; and</text></clause>
<clause id="ide1128301-5411-4ba7-8bcf-82dd676082e6" changed="not-changed"><enum>(iii)</enum><text>the public;</text></clause></subparagraph></paragraph> <paragraph id="id95f3a0d3-0471-4c93-9262-c7c9b1c33508" changed="not-changed"><enum>(2)</enum><text>provide timely data, information, and products that reflect differences in flood conditions among localities, regions, watersheds, and States; </text></paragraph>
<paragraph id="id64667598-732f-4363-9499-83c816da9796" changed="not-changed"><enum>(3)</enum><text>coordinate and integrate, through interagency agreements as practicable, Federal research and monitoring in support of the flood early warning information system provided under paragraph (1); </text></paragraph> <paragraph id="id0d7e3d7a-ba42-4fc8-a60c-71bfdb870783" changed="not-changed"><enum>(4)</enum><text>use existing forecasting and assessment programs and partnerships;</text></paragraph>
<paragraph id="id76f92e86-1ac9-4b15-a577-c11527f0e0db" changed="not-changed"><enum>(5)</enum><text>make improvements in seasonal precipitation and temperature, subseasonal precipitation and temperature, and flood water prediction; and</text></paragraph> <paragraph id="idc6677ef0-c08b-435e-9506-5443aa7836c5" changed="not-changed"><enum>(6)</enum><text>continue ongoing research and monitoring activities relating to floods, including research activities relating to—</text>
<subparagraph id="id974c6a67-1106-4bb7-bc28-8d48389fa199" changed="not-changed"><enum>(A)</enum><text>the prediction, length, severity, and impacts of floods and improvement of the accuracy, timing, and specificity of flash flood warnings; </text></subparagraph> <subparagraph id="idf2e15cd2-5063-4676-89d3-c2779111b77c" changed="not-changed"><enum>(B)</enum><text>the role of extreme weather events and climate variability in floods; and</text></subparagraph>
<subparagraph id="ida9356a89-a582-4e13-8e2e-bcf82a9da387" changed="not-changed"><enum>(C)</enum><text>how water travels over and through surfaces.</text></subparagraph></paragraph></subsection> <subsection id="id6a751cf8-e7a7-4b45-a7dd-493ea85f6814" changed="not-changed"><enum>(c)</enum><header>Partnerships</header><text>The Administrator, through the National Integrated Flood Information System, may—</text>
<paragraph id="id4300bd9b-efc2-4bd7-88d6-10796411e08a" changed="not-changed"><enum>(1)</enum><text>engage with the private sector to improve flood monitoring, forecasts, land and topography data, and communication, if the Administrator determines that such engagement is appropriate, cost effective, and beneficial to the public and decision makers described in subsection (b)(1)(F)(i);</text></paragraph> <paragraph id="id1d8ff897-45f1-47db-a7b1-3b663e27f43a" changed="not-changed"><enum>(2)</enum><text>facilitate the development of 1 or more academic cooperative partnerships to assist in carrying out the functions of the National Integrated Flood Information System described in subsection (b); </text></paragraph>
<paragraph id="id4641dea1-9650-4ab1-a2e1-722856573a39" changed="not-changed"><enum>(3)</enum><text>use and support monitoring by citizen scientists, including by developing best practices to facilitate maximum data integration, as the Administrator considers appropriate; </text></paragraph> <paragraph id="id514DF3585DF64BB6AE510BD70692D4BA" changed="not-changed"><enum>(4)</enum><text>engage with, and leverage the resources of, entities within the National Oceanic and Atmospheric Administration in existence as of the date of the enactment of this Act, such as the National Weather Service with respect to forecast and warning functions, the National Integrated Drought Information System, the Regional Climate Center, and the National Mesonet Program, to improve coordination of water monitoring, forecasting, and management; and</text></paragraph>
<paragraph changed="not-changed" id="id697591EF920549D5BF9355D291DACF0A"><enum>(5)</enum><text>engage with and support water monitoring by the United States Geological Survey— </text> <subparagraph changed="not-changed" id="id537365EAA51A45E0B09BFFAEF1BC82C0"><enum>(A)</enum><text>to improve the availability and continuity of streamflow data at critical locations through the deployment of rapid deployment gages and the flood-hardening of at-risk streamflow gauges; and </text></subparagraph>
<subparagraph changed="not-changed" id="idBFA96C5E939D42819F59FC3CAA6469EA"><enum>(B)</enum><text>to increase storm surge monitoring data through the deployment of additional storm surge sensors. </text></subparagraph></paragraph></subsection> <subsection id="idbaa133b3-eba9-45b0-aa9a-812ea2c1445e" changed="not-changed"><enum>(d)</enum><header>Consultation</header><text>In developing and maintaining the National Integrated Flood Information System, the Administrator shall consult with relevant Federal, State, local, and Tribal government agencies, research institutions, and the private sector.</text></subsection>
<subsection id="idf62c3f71-a8ce-487c-a62b-78ba636151c5" changed="not-changed"><enum>(e)</enum><header>Cooperation from other Federal agencies</header><text>Each Federal agency shall cooperate as appropriate with the Administrator in carrying out this section.</text></subsection></section> <section id="idfd2f93e1-0c82-4117-bd2a-cf01f20501c1" changed="not-changed"><enum>4.</enum><header>Observations and modeling for total water prediction</header> <subsection id="id709ca9cf-ca1f-456b-b130-e7f1418db4ea" changed="not-changed"><enum>(a)</enum><header>Partnerships</header> <paragraph id="ide4554680-b284-4f72-b9e4-6c41c9bc1f44" changed="not-changed"><enum>(1)</enum><header>In general</header><text>The Administrator shall establish partnerships with 1 or more institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)) to evaluate observations that would improve total water prediction.</text></paragraph>
<paragraph id="idf4106d4e-cb87-4026-8bc7-8cca9fed91d8" changed="not-changed"><enum>(2)</enum><header>Priority observations</header><text>In establishing partnerships under paragraph (1), the Administrator shall prioritize partnerships to evaluate observations from uncrewed aerial systems.</text></paragraph></subsection> <subsection id="id8afc3ed6-d869-473c-9126-359cae1cc4ea" changed="not-changed"><enum>(b)</enum><header>Maintained observations</header><text>If the Administrator determines that incorporating additional observations improves total water prediction, the Administrator shall, to the extent practicable, continue incorporating those observations.</text></subsection>
<subsection id="id2bb2e9d4-5e8e-40be-a40f-a60ded160004" changed="not-changed"><enum>(c)</enum><header>Modeling Improvements</header><text>The Administrator shall advance geographic coverage, resolution, skill, and efficiency of coastal oceanographic modeling, including efforts that improve the coupling of and interoperability between hydrological models and coastal ocean models.</text></subsection></section> <section id="idc2c580a9-00ce-4cdf-b507-9a2142111980" changed="not-changed"><enum>5.</enum><header>Service coordination hydrologists at River Forecast Centers of the National Weather Service</header> <subsection id="id784727a4-3771-4215-a1da-f943df811df9" changed="not-changed"><enum>(a)</enum><header>Designation of service coordination hydrologists</header> <paragraph id="id89436e3a-5124-4c94-8c80-d4aed4d92f7d" changed="not-changed"><enum>(1)</enum><header>In general</header><text>The Director of the National Weather Service (in this section referred to as the <quote>Director</quote>) shall designate at least 1 service coordination hydrologist at each River Forecast Center of the National Weather Service. </text></paragraph>
<paragraph id="id64cbb195-ecf5-412e-af7c-3ec05cce257b" changed="not-changed"><enum>(2)</enum><header>Performance by other employees</header><text>Performance of the responsibilities outlined in this section is not limited to the service coordination hydrologist position.</text></paragraph></subsection> <subsection id="id96947e15-4481-4d7e-b5d6-c130ab9cd9fd" changed="not-changed"><enum>(b)</enum><header>Primary Role of Service Coordination Hydrologists</header><text>The primary role of the service coordination hydrologist shall be to carry out the responsibilities required by this section. </text></subsection>
<subsection id="idff9a2652-ec35-4344-adac-9c96049cc2a5" changed="not-changed"><enum>(c)</enum><header>Responsibilities</header>
<paragraph id="id30cbc0a0-9778-464e-8a36-43c75082127a" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), consistent with the analysis described in section 409 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/25">Public Law 115–25</external-xref>; 131 Stat. 112), and in order to increase impact-based decision support services, each service coordination hydrologist designated under subsection (a) shall, with respect to hydrology— </text> <subparagraph id="id679fe6ab-0035-4dbf-b443-78c72df5c2c0" changed="not-changed"><enum>(A)</enum><text>be responsible for providing service to the geographic area of responsibility covered by the River Forecast Center at which the service coordination hydrologist is employed to help ensure that users of products and services of the National Weather Service can respond effectively to improve outcomes from flood events; </text></subparagraph>
<subparagraph id="idad246750-e4dc-4e8a-b9ba-6aeeffc6b190" changed="not-changed"><enum>(B)</enum><text>liaise with users of products and services of the National Weather Service, such as the public, academia, media outlets, users in the hydropower, transportation, recreation, and agricultural communities, and forestry, land, fisheries, and water management interests, to evaluate the adequacy and usefulness of the products and services of the National Weather Service; </text></subparagraph> <subparagraph id="idfb966dd0-c623-4849-8c06-b2305e9c6c73" changed="not-changed"><enum>(C)</enum><text>collaborate with such River Forecast Centers and Weather Forecast Offices and Federal, State, local, and Tribal government agencies as the Director considers appropriate in developing, proposing, and implementing plans to develop, modify, or tailor products and services of the National Weather Service to improve the usefulness of such products and services; </text></subparagraph>
<subparagraph id="id35aec1a4-3bd5-4cce-a1fb-a11db5e8def1" changed="not-changed"><enum>(D)</enum><text>engage in interagency partnerships with Federal, State, local, and Tribal government agencies to explore the use of forecast-informed reservoir operations to reduce flood risk; </text></subparagraph> <subparagraph id="id45ca93e8-8d62-450c-8a5b-ab96c3ffd686" changed="not-changed"><enum>(E)</enum><text>ensure the maintenance and accuracy of flooding call lists, appropriate office flooding policy or procedures, and other flooding information or dissemination methodologies or strategies; and</text></subparagraph>
<subparagraph id="id756bb066-4aa5-444c-b5fa-04b81fbe0580" changed="not-changed"><enum>(F)</enum><text>work closely with Federal, State, local, and Tribal emergency and floodplain management agencies, and other agencies relating to disaster management, to ensure a planned, coordinated, and effective preparedness and response effort.</text></subparagraph></paragraph> <paragraph id="idb09a8d11-fe00-43bd-b6e0-95b7078e9fee" changed="not-changed"><enum>(2)</enum><header>Other staff</header><text>The Director may assign a responsibility set forth in paragraph (1) to such other staff as the Director considers appropriate to carry out such responsibility.</text></paragraph></subsection>
<subsection id="id9e62d789-5c19-48aa-93f5-c5c716fd9c97" changed="not-changed"><enum>(d)</enum><header>Additional responsibilities</header>
<paragraph id="id4245c509-9ade-4e74-b1a6-a09b43ee4073" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), a service coordination hydrologist designated under subsection (a) may, with respect to hydrology—</text> <subparagraph id="ide3b718e7-799c-49a7-aa9b-7b3cd3e8956d" changed="not-changed"><enum>(A)</enum><text>work with a State agency to develop plans for promoting more effective use of products and services of the National Weather Service throughout the State;</text></subparagraph>
<subparagraph id="ide72206ac-4194-411f-9fb0-ef08bcbfb2b0" changed="not-changed"><enum>(B)</enum><text>identify priority community preparedness objectives;</text></subparagraph> <subparagraph id="id6bd807db-08b1-4fed-8212-16b4211dbd24" changed="not-changed"><enum>(C)</enum><text>develop plans to meet the objectives identified under subparagraph (B); and</text></subparagraph>
<subparagraph id="idaa4a8e7c-953e-436a-bd33-146e7ad1cda8" changed="not-changed"><enum>(D)</enum><text>conduct flooding event preparedness planning and citizen education efforts with and through various State, local, and Tribal government agencies and other disaster management-related organizations.</text></subparagraph></paragraph> <paragraph id="idc8e5646b-ad06-4002-b598-e21824f7a8e7" changed="not-changed"><enum>(2)</enum><header>Other staff</header><text>The Director may assign a responsibility set forth in paragraph (1) to such other staff as the Director considers appropriate to carry out such responsibility.</text></paragraph></subsection></section>
<section id="id4930f9f4-f734-4ad5-b5c4-5146ffcdaa3f" changed="not-changed"><enum>6.</enum><header>Improving National Oceanic and Atmospheric Administration communication of future flood risks and hazardous flash flood events</header>
<subsection id="id71800df0-8a58-415e-a5a6-b1bde55d29d0" changed="not-changed"><enum>(a)</enum><header>Assessment of flash flood watches and warnings</header>
<paragraph id="idd20d5182-29c6-445a-b068-0b661b644ba3" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of the enactment of this Act, the Administrator shall—</text> <subparagraph id="id380511c5-4662-4c14-843e-db5f6bb197cb" changed="not-changed"><enum>(A)</enum><text>conduct an assessment of—</text>
<clause id="id1821879c-1250-4e17-ac7d-9b8472412939" changed="not-changed"><enum>(i)</enum><text>the flash flood watches and warnings of the National Weather Service; and</text></clause> <clause id="idf5a28b68-cb1d-4c8c-8800-d50561b37ec8" changed="not-changed"><enum>(ii)</enum><text>the information delivery to support preparation and responses to floods; and</text></clause></subparagraph>
<subparagraph id="id8370d9b5-ed2e-4e96-8438-d5c5c17c8d85" changed="not-changed"><enum>(B)</enum><text>submit to Congress a report on the findings of the Administrator with respect to the assessment required by subparagraph (A).</text></subparagraph></paragraph> <paragraph id="idd5718414-b962-4f7e-92c8-298bcdded891" changed="not-changed"><enum>(2)</enum><header>Elements</header><text>The assessment required by paragraph (1)(A) shall include the following:</text>
<subparagraph id="id5c70f412-d72e-4035-b678-af37dc1d03f2" changed="not-changed"><enum>(A)</enum><text>An evaluation of whether the watches, warnings, and information described in paragraph (1)(A) effectively—</text> <clause id="ida3524ea4-7d3b-41da-abb9-297885858ed6" changed="not-changed"><enum>(i)</enum><text>communicate risk to the general public;</text></clause>
<clause id="id1aad7932-7493-4398-bbf1-521505133f92" changed="not-changed"><enum>(ii)</enum><text>inform action to prevent loss of life and property;</text></clause> <clause id="id92f7b9b0-a09f-4d1f-a514-1d51bb0fe42d" changed="not-changed"><enum>(iii)</enum><text>inform action to support flood preparation and response; and</text></clause>
<clause id="id329328fb-31eb-4319-841e-03467aa9ae2f" changed="not-changed"><enum>(iv)</enum><text>deliver information in a manner designed to lead to appropriate action.</text></clause></subparagraph> <subparagraph id="ide1d576cc-c395-4eed-a9f8-d5cd86591a5c" changed="not-changed"><enum>(B)</enum><text>Subject to subsection (b)(2), such recommendations as the Administrator may have for—</text>
<clause id="id970fb6b1-d035-4bdd-aabe-083b8c6490c4" changed="not-changed"><enum>(i)</enum><text>legislative and administrative action to improve the watches and warnings described in paragraph (1)(A)(i); and</text></clause> <clause id="id174d1e13-7255-4d48-921c-19e89fc9f5ca" changed="not-changed"><enum>(ii)</enum><text>such research as the Administrator considers necessary to address the focus areas described in paragraph (3).</text></clause></subparagraph></paragraph>
<paragraph id="idd04073ac-a71d-4c2f-bbf2-3070aeaa27e6" changed="not-changed"><enum>(3)</enum><header>Focus areas</header><text>The assessment required by paragraph (1)(A) shall focus on the following areas:</text> <subparagraph id="id253d3c53-6a0d-4720-ab83-9dc2e5c182f3" changed="not-changed"><enum>(A)</enum><text>Ways to communicate the risks posed by hazardous flash flood events to the public that are most likely to result in informed decision making regarding the mitigation of those risks. </text></subparagraph>
<subparagraph id="id6e88f023-f3ec-48a9-8ff5-29efd2b04780" changed="not-changed"><enum>(B)</enum><text>Ways to provide actionable geographic information to the recipient of a watch or warning for a flash flood, including partnering with emergency response agencies, as appropriate.</text></subparagraph> <subparagraph id="id10b90dcb-59bd-4281-b7fe-b206ab191704" changed="not-changed"><enum>(C)</enum><text>Evaluation of information delivery to support the preparation for and response to floods. </text></subparagraph></paragraph>
<paragraph id="id4558f820-997c-4634-a935-8fa7622e9855" changed="not-changed"><enum>(4)</enum><header>Consultation</header><text>In conducting the assessment required by paragraph (1)(A), the Administrator shall consult with— </text> <subparagraph id="idf0773435-e516-46e8-b7c9-d7755cdb20d1" changed="not-changed"><enum>(A)</enum><text>individuals in the academic sector, including individuals in the field of social and behavioral sciences; </text></subparagraph>
<subparagraph id="id47d28df0-e681-43bc-a605-8c7ea6b4c86e" changed="not-changed"><enum>(B)</enum><text>other weather services; </text></subparagraph> <subparagraph id="id26b3f0e5-275b-4375-83fc-b92977d33c1c" changed="not-changed"><enum>(C)</enum><text>media outlets and other entities that distribute the watches and warnings described in paragraph (1)(A)(i); </text></subparagraph>
<subparagraph id="ided8a87c2-8069-40f6-a60a-f6b2b5916fe1" changed="not-changed"><enum>(D)</enum><text>floodplain managers and emergency planners and responders, including State, local, and Tribal emergency management agencies; </text></subparagraph> <subparagraph id="id9c38f3e2-abd7-4861-8765-f91452b1684f" changed="not-changed"><enum>(E)</enum><text>other government users of the watches and warnings described in paragraph (1)(A)(i), including the Federal Highway Administration; and </text></subparagraph>
<subparagraph id="id67576b20-bfac-4a07-a7ef-63cbcb8b6e37" changed="not-changed"><enum>(F)</enum><text>such other Federal agencies as the Administrator determines rely on watches and warnings regarding flash floods for operational decisions.</text></subparagraph></paragraph> <paragraph id="idc261f682-efeb-4230-a8a5-1c19ff9e7029" changed="not-changed"><enum>(5)</enum><header>National Academy of Sciences</header><text>The Administrator shall engage with the National Academy of Sciences, as the Administrator considers necessary and practicable, including by contracting with the National Research Council to review the scientific and technical soundness of the assessment required by paragraph (1)(A), including the recommendations under paragraph (2)(B).</text></paragraph>
<paragraph id="id716c2e8b-0b80-4614-9363-a207afbcfef8" changed="not-changed"><enum>(6)</enum><header>Methodologies</header><text>In conducting the assessment required by paragraph (1)(A), the Administrator shall use such methodologies as the Administrator considers are generally accepted by the weather enterprise, including social and behavioral sciences. </text></paragraph></subsection> <subsection id="id165125a9-1908-4e56-b674-4772ce5bbddf" changed="not-changed"><enum>(b)</enum><header>Improvements to flash flood watches and warnings</header> <paragraph id="id878d302a-a4d0-472d-a9c4-0cbe6ce3b524" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Based on the assessment required by subsection (a)(1)(A), the Administrator shall make such improvements to the watches and warnings described in that subsection as the Administrator considers necessary—</text>
<subparagraph id="idac40df0e-c093-482a-a754-a5af66f4e821" changed="not-changed"><enum>(A)</enum><text>to improve the communication of the risks posed by hazardous flash flood events; and</text></subparagraph> <subparagraph id="id4b7b2989-f024-4c8d-afba-fd39dff29679" changed="not-changed"><enum>(B)</enum><text>to provide actionable geographic information to the recipient of a watch or warning for a flash flood.</text></subparagraph></paragraph>
<paragraph id="id604d6fe1-0b02-4968-8a29-770e56903156" changed="not-changed"><enum>(2)</enum><header>Requirements regarding recommendations</header><text>In conducting the assessment required by subsection (a)(1)(A), the Administrator shall ensure that any recommendation under subsection (a)(2)(B) that the Administrator considers a major change—</text> <subparagraph id="id8cec4034-3c2c-4b99-98c0-3ef45511604f" changed="not-changed"><enum>(A)</enum><text>is validated by social and behavioral science using a generalizable sample;</text></subparagraph>
<subparagraph id="idf3023533-c8b1-4edd-b4af-0f7ee9c8b6e4" changed="not-changed"><enum>(B)</enum><text>accounts for the needs of various demographics, vulnerable populations, and geographic regions;</text></subparagraph> <subparagraph id="id23482c16-8ded-4545-8135-8856f214cff2" changed="not-changed"><enum>(C)</enum><text>responds to the needs of Federal, State, local, and Tribal government partners and media partners; and</text></subparagraph>
<subparagraph id="iddd12c9f4-3cd5-4431-b831-34dc30f60600" changed="not-changed"><enum>(D)</enum><text>accounts for necessary changes to federally operated watch and warning propagation and dissemination infrastructure and protocols.</text></subparagraph></paragraph></subsection> <subsection id="id8f1b4ef5-db8a-4fdd-8675-916537ff0db9" changed="not-changed"><enum>(c)</enum><header>Definitions</header><text>In this section: </text>
<paragraph id="id4ed26d0e-8be1-4b02-a954-30889d55fb75" changed="not-changed"><enum>(1)</enum><header>Watch; warning</header>
<subparagraph id="id58722038-752d-497c-9a2b-96740d544cc2" changed="not-changed"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the terms <term>watch</term> and <term>warning</term>, with respect to a hazardous flash flood event, mean products issued by the National Oceanic and Atmospheric Administration, intended for use by the general public— </text> <clause id="idafa0381a-401e-41ff-8e6c-c15dd3195c48" changed="not-changed"><enum>(i)</enum><text>to alert the general public to the potential for or presence of the event; and </text></clause>
<clause id="idc621407e-a123-4a16-9c90-6047c11c6a30" changed="not-changed"><enum>(ii)</enum><text>to inform action to prevent loss of life and property.</text></clause></subparagraph> <subparagraph id="idb682c68a-b191-4576-981e-6c179a746f13" changed="not-changed"><enum>(B)</enum><header>Exclusion</header><text>The terms <term>watch</term> and <term>warning</term> do not include technical or specialized meteorological and hydrological forecasts, outlooks, or model guidance products.</text></subparagraph></paragraph>
<paragraph id="id32ff4e66-9b0d-4a5d-8343-5430a108b237" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header>Weather enterprise</header><text>The term <term>weather enterprise</term> has the meaning given that term in section 2 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8501">15 U.S.C. 8501</external-xref>). </text></paragraph></subsection></section> <section id="idc3710837-e190-464d-b52f-db50d6b0840c" changed="not-changed"><enum>7.</enum><header>Freshwater monitoring along the coast</header> <subsection id="ide239f441-73a9-4d22-9bd6-3b774c553e21" changed="not-changed"><enum>(a)</enum><header>Data availability assessment</header><text>The Administrator shall assess the availability of short- and long-term data on large-scale freshwater flooding into oceans, bays, and estuaries, including data on—</text>
<paragraph id="idfe654eef-ae32-46b0-8f97-e27d15ef6e13" changed="not-changed"><enum>(1)</enum><text>flow rate, including discharge;</text></paragraph> <paragraph id="id9b02f9b3-54d1-4229-b2cd-649d0044fe9e" changed="not-changed"><enum>(2)</enum><text>conductivity;</text></paragraph>
<paragraph id="id70324c43-c181-4be7-9148-e05dbd34d9a5" changed="not-changed"><enum>(3)</enum><text>oxygen concentration;</text></paragraph> <paragraph id="id4c736023-ce8f-416f-8de1-d5099ea569f0" changed="not-changed"><enum>(4)</enum><text>nutrient load;</text></paragraph>
<paragraph id="id2c8be407-2e2a-450a-9508-4a369bb07395" changed="not-changed"><enum>(5)</enum><text>water temperature; and</text></paragraph> <paragraph id="idfdd357c7-554b-4473-ba4d-2f150cb6ce6b" changed="not-changed"><enum>(6)</enum><text>sediment load.</text></paragraph></subsection>
<subsection id="id2cf711e2-26cb-4257-a7a0-9fa1f58d8154" changed="not-changed"><enum>(b)</enum><header>Data needs assessment</header><text>The Administrator shall assess the need for additional data to assess and predict the effect of the flooding and freshwater discharge described in subsection (a).</text></subsection> <subsection id="id286fdd6e-3a3a-433c-a5c9-282996c9c632" changed="not-changed"><enum>(c)</enum><header>Inventory of data needs</header><text>Based on the assessments required by subsections (a) and (b), the Administrator shall create an inventory of data needs with respect to the flooding and freshwater discharge described in subsections (a) and (b).</text></subsection>
<subsection id="id4aefe7ee-73d0-410f-bd85-d6641cd9d758" changed="not-changed"><enum>(d)</enum><header>Planning</header><text>In planning for the collection of additional data necessary for ecosystem-based modeling of the effect of the flooding and freshwater discharge described in subsections (a) and (b), the Administrator shall use the inventory created under subsection (c).</text></subsection></section> <section id="id4a5ed754-5f80-4274-baca-e02434d8e6a1" changed="not-changed"><enum>8.</enum><header>Tornado warning improvement</header><text display-inline="no-display-inline">Section 103 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8513">15 U.S.C. 8513</external-xref>) is amended—</text>
<paragraph id="idfb762d9c-c99f-44f4-8dbc-88d2d0079414" changed="not-changed"><enum>(1)</enum><text>by redesignating subsections (c) and (d) as subsections (d) and (e), respectively; and </text></paragraph> <paragraph id="id8baff9ac-d26f-4c08-bae3-cde143331359" changed="not-changed"><enum>(2)</enum><text>by inserting after subsection (b) the following: </text>

<subsection id="id33e37120-75ab-4563-a983-a1aab0f15e55" changed="not-changed"><enum>(c)</enum><header>Innovative observations</header><text>The Under Secretary shall ensure that the program periodically examines the value of incorporating innovative observations, such as acoustic or infrasonic measurements, observations from phased array radars, and observations from mesonets, with respect to the improvement of tornado forecasts, predictions, and warnings.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="idec167aa0-cc46-42e3-802f-e4ae21a8a6ab" changed="not-changed"><enum>9.</enum><header>Hurricane forecast improvement program</header><text display-inline="no-display-inline">Section 104(b) of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8514">15 U.S.C. 8514(b)</external-xref>) is amended—</text>
<paragraph id="ide1b84edd-a787-4382-828f-9add36faa30d" changed="not-changed"><enum>(1)</enum><text>in paragraph (2), by striking <quote>; and</quote> and inserting a semicolon; </text></paragraph> <paragraph id="id51acde46-64f4-4b48-9983-6107c4b5064c" changed="not-changed"><enum>(2)</enum><text>in paragraph (3), by striking the period at the end and inserting <quote>; and</quote>; and </text></paragraph>
<paragraph id="id8ed60af9-32a5-4f39-8164-b8158336c602" changed="not-changed"><enum>(3)</enum><text>by adding at the end the following: </text> <quoted-block id="idff96c7be-50ef-4412-933e-9f5961ac05ff" style="OLC" act-name="" changed="not-changed"> <paragraph id="id9b604b44-4866-4afa-930e-0823022a53da" changed="not-changed"><enum>(4)</enum><text>evaluating and incorporating, as appropriate, innovative observations, including acoustic or infrasonic measurements.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
<section id="ida04637de-76d6-4e89-8e26-633c5eb08272" changed="not-changed"><enum>10.</enum><header>Weather and water research and development planning</header><text display-inline="no-display-inline">Section 105(2) of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8515">15 U.S.C. 8515(2)</external-xref>) is amended by inserting <quote>and flood-event</quote> after <quote>operational weather</quote>. </text></section> <section id="id411b5fdf-adba-484a-8108-8f053640d4af" changed="not-changed"><enum>11.</enum><header>Forecast communication coordinators</header><text display-inline="no-display-inline">Section 1762(f)(1) of the Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/15/8521">15 U.S.C. 8521(f)(1)</external-xref>) is amended, in the second sentence, by striking <quote>may</quote> and inserting <quote>shall</quote>. </text></section>
<section id="id61c6098b-f32b-49ea-976b-5d7adbb8e5e3" changed="not-changed"><enum>12.</enum><header>Estimates of precipitation frequency in the United States</header>
<subsection id="ida40011d8-c0aa-4ed7-be5b-c3705d1816d0" changed="not-changed"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idf15fcdff-506b-416a-9452-49aaa282518b" changed="not-changed"><enum>(1)</enum><header>Freely Associated States</header><text>The term <term>Freely Associated States</term> means the Republic of Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia, which have each entered into a Compact of Free Association with the United States.</text></paragraph>
<paragraph id="id0e0a4fcc-9c9d-4417-8c32-c599cf854818" changed="not-changed"><enum>(2)</enum><header>United States</header><text>The term <term>United States</term> means the 50 States of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the Freely Associated States. </text></paragraph></subsection> <subsection id="id75bbfcd0-a59d-4ca6-aed4-c6b1b8c0b774" changed="not-changed"><enum>(b)</enum><header>In general</header><text>The Administrator shall establish a program, to be known as the <quote>NOAA Precipitation Frequency Atlas of the United States</quote>, to compile, estimate, analyze, and communicate the frequency of precipitation in the United States.</text></subsection>
<subsection id="idae162b51-b590-4ff4-b85b-40bb841b83bf" changed="not-changed"><enum>(c)</enum><header>Functions</header><text>The NOAA Precipitation Frequency Atlas of the United States— </text> <paragraph id="idb879c450-aad4-4e6d-876d-7e4072722edd" changed="not-changed"><enum>(1)</enum><text>shall better inform the public and provide information on— </text>
<subparagraph id="id4cb456db-1995-4ac0-a28c-14a69386a107" changed="not-changed"><enum>(A)</enum><text>temporal and spatial distribution of heavy precipitation; </text></subparagraph> <subparagraph id="id2120168f-4704-4930-8ba6-83d4fe250b17" changed="not-changed"><enum>(B)</enum><text>analyses of seasonality in precipitation; and </text></subparagraph>
<subparagraph id="id104bff36-4783-460a-a9ca-2ad3c57f9ada" changed="not-changed"><enum>(C)</enum><text>trends in annual maximum series data; and </text></subparagraph></paragraph> <paragraph id="id2d9454e8-dabd-491b-ab88-709c58bdecc8" changed="not-changed"><enum>(2)</enum><text>may serve as the official source of the Federal Government on estimates of precipitation frequency and associated information with respect to the United States. </text></paragraph></subsection>
<subsection id="id18e191b5-bf87-4958-b549-7a8c01fca3f0" changed="not-changed"><enum>(d)</enum><header>Requirements</header>
<paragraph id="id490a57d2-33f8-4523-9296-0606c3dbad88" changed="not-changed"><enum>(1)</enum><header>Coverage</header><text>The NOAA Precipitation Frequency Atlas of the United States shall include such estimates of the frequency of precipitation in the United States as the Administrator determines appropriate.</text></paragraph> <paragraph id="id1b812179-3f1e-4871-a31a-8923754210f0" changed="not-changed"><enum>(2)</enum><header>Frequency</header><text>Such estimates— </text>
<subparagraph id="id904707f6-a2b6-4417-99fe-6f946391c11d" changed="not-changed"><enum>(A)</enum><text>shall be conducted not less frequently than once every 10 years; and </text></subparagraph> <subparagraph id="id60adda94-fbd6-4438-ae32-c358f576a65b" changed="not-changed"><enum>(B)</enum><text>may be conducted more frequently if determined appropriate by the Administrator. </text></subparagraph></paragraph>
<paragraph id="idb5ade1e4-c14a-4a7a-ad41-7a82d8b22310" changed="not-changed"><enum>(3)</enum><header>Publication</header><text>Such estimates and methodologies used to conduct such estimates shall be—</text> <subparagraph id="id58072b2d-e120-450d-8247-206079731924" changed="not-changed"><enum>(A)</enum><text>subject to an appropriate, scientific process, as determined by the Administrator; and</text></subparagraph>
<subparagraph id="id924aeb67-e00f-456e-a2bb-6d3bbd45dfb1" changed="not-changed"><enum>(B)</enum><text>published on a publicly accessible website of the National Oceanic and Atmospheric Administration.</text></subparagraph></paragraph></subsection> <subsection id="id6b34a859-635d-4819-9825-02679d5a5dc2" changed="not-changed"><enum>(e)</enum><header>Partnerships</header><text>The Administrator may partner with other Federal agencies, members of the private sector, academic cooperative partnerships, or nongovernment associations to assist in carrying out the functions described in subsection (c). </text></subsection>
<subsection id="id7440af4b-29f1-44ec-bd75-324a996c904e" changed="not-changed"><enum>(f)</enum><header>Consultation</header><text>In carrying out this section, the Administrator may consult with relevant Federal, State, local, Tribal, and Territorial government agencies, research institutions, and the private sector, as the Administrator determines necessary.</text></subsection> <subsection id="idc18339c3-1368-421c-bce8-560bfa73707e" changed="not-changed"><enum>(g)</enum><header>Coordination</header><text>In carrying out this section, the Administrator may coordinate with other Federal agencies.</text></subsection>
<subsection id="idedab5e00-6c7e-417b-912c-a0c8e6deccb9" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section, from amounts otherwise authorized to be appropriated to the Administrator to carry out this Act, $3,500,000 for each of fiscal years 2021 through 2030. </text></subsection></section> <section id="idb17f574f-98ff-4d08-8800-f6f0ade36f18" changed="not-changed"><enum>13.</enum><header>Interagency Committee on Water Management and Infrastructure</header> <subsection id="id627f9d6e-ce94-4600-8e9e-eab9e34320de" changed="not-changed"><enum>(a)</enum><header>Establishment</header><text>There is established a committee, to be known as the <quote>Interagency Committee on Water Management and Infrastructure</quote> (in this section referred to as the <quote>Water Policy Committee</quote>).</text></subsection>
<subsection id="id008724af-04c9-4182-a027-368800203bcb" changed="not-changed"><enum>(b)</enum><header>Membership</header><text>The Water Policy Committee shall be composed of the following members:</text> <paragraph id="idf8daa4d9-01e3-4ea9-8006-ecf59c75ba99" changed="not-changed"><enum>(1)</enum><text>The Administrator.</text></paragraph>
<paragraph id="id709878b7-3927-455b-83da-db478be1c86a" changed="not-changed"><enum>(2)</enum><text>The Secretary of the Interior. </text></paragraph> <paragraph changed="not-changed" id="id85C6DBA6BA744AC7A73BE5011BDF79C8"><enum>(3)</enum><text>The Administrator of the Environmental Protection Agency. </text></paragraph>
<paragraph changed="not-changed" id="idA48EC9F32CFD4985B9CC910A8601CBB7"><enum>(4)</enum><text>The Secretary of Agriculture. </text></paragraph> <paragraph changed="not-changed" id="id5C9998222CAC4D2B8F5CAF41E1FDB8E7"><enum>(5)</enum><text>The Secretary of Commerce. </text></paragraph>
<paragraph changed="not-changed" id="idCEF745F3787F47C3B53CC3FEFC91654D"><enum>(6)</enum><text>The Secretary of Energy. </text></paragraph> <paragraph changed="not-changed" id="id0D96DB9C5ED04F7F82BFD7F99FC61CB1"><enum>(7)</enum><text>The Secretary of the Army. </text></paragraph>
<paragraph changed="not-changed" id="idC65221B78A47400EB8B1A2B5D45CC29C"><enum>(8)</enum><text>The heads of such other agencies as the co-chairs consider appropriate. </text></paragraph></subsection> <subsection id="id23cc9a1f-6793-43e5-9d30-decf5932b3ee" changed="not-changed"><enum>(c)</enum><header>Co-Chairs</header><text>The Water Policy Committee shall be co-chaired by the Secretary of the Interior and the Administrator of the Environmental Protection Agency.</text></subsection>
<subsection id="id71190e7f-63f9-4421-83a4-26483d4a4e32" changed="not-changed"><enum>(d)</enum><header>Meetings</header><text>The Water Policy Committee shall meet not less frequently than 6 times each year, at the call of the co-chairs.</text></subsection> <subsection id="idddb2a6f7-f8aa-49c4-a41f-44c04c95ca5a" changed="not-changed"><enum>(e)</enum><header>General purpose and duties</header><text>The Water Policy Committee shall ensure that agencies and departments across the Federal Government that engage in water-related matters, including water storage and supplies, water quality and restoration activities, water infrastructure, transportation on United States rivers and inland waterways, and water forecasting, work together where such agencies and departments have joint or overlapping responsibilities to—</text>
<paragraph id="ide60cdebf-3818-4e40-ba96-221cd00883a0" changed="not-changed"><enum>(1)</enum><text>improve interagency coordination among Federal agencies and departments on water resource management and water infrastructure issues;</text></paragraph> <paragraph id="idce2b18b2-86af-47e2-95d7-dfdf04ff9c2d" changed="not-changed"><enum>(2)</enum><text>coordinate existing water-related Federal task forces, working groups, and other formal cross-agency initiatives, as appropriate;</text></paragraph>
<paragraph id="id08bd652b-4fad-42a1-81bd-60d6a2954008" changed="not-changed"><enum>(3)</enum><text>prioritize managing the water resources of the United States and promoting resilience of the water-related infrastructure of the United States, including—</text> <subparagraph changed="not-changed" id="id193C964E1FA34EA59FB2322DF23BACD8"><enum>(A)</enum><text>increasing water storage, water supply reliability, and drought resiliency;</text></subparagraph>
<subparagraph changed="not-changed" id="id09D0768B7020485C9DF26B5866186D67"><enum>(B)</enum><text>improving water quality, source water protection, and nutrient management;</text></subparagraph> <subparagraph changed="not-changed" id="id55477942D5AE405D8E6DB2FF54A414CE"><enum>(C)</enum><text>promoting restoration activities; </text></subparagraph>
<subparagraph changed="not-changed" id="id274C8E4DD35F4523872A1DF28B61D98B"><enum>(D)</enum><text>improving water systems, including with respect to drinking water, desalination, water reuse, wastewater, and flood control; and</text></subparagraph> <subparagraph changed="not-changed" id="id213B1A5EB1DA4C3984AFFF41D2598395"><enum>(E)</enum><text>improving water data management, research, modeling, and forecasting; </text></subparagraph></paragraph>
<paragraph id="id90ca9778-77c8-4b81-a5b0-5eb87b3150ef" changed="not-changed"><enum>(4)</enum><text>improve interagency coordination of data management, access, modeling, and visualization with respect to water-related matters; </text></paragraph> <paragraph id="id01e390c0-deea-417c-8e6f-66194addf268" changed="not-changed"><enum>(5)</enum><text>promote integrated planning for Federal investments in water-related infrastructure to enhance coordination and protect taxpayer investment; and </text></paragraph>
<paragraph id="id1ab73b58-032a-4c9b-ab72-364e7644353a" changed="not-changed"><enum>(6)</enum><text>support workforce development and efforts to recruit, train, and retain professionals to operate and maintain essential drinking water, wastewater, flood control, hydropower, water delivery, and water storage facilities in the United States. </text></paragraph></subsection> <subsection id="idc423638f-8b7d-4919-bf82-57cd54796393" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(f)</enum><header>Cross-Agency priority research needs</header><text>Not later than 1 year after the date of the enactment of this Act, the Water Policy Committee shall develop and submit to Congress a list of research needs that includes needs for cross-agency research and coordination. </text></subsection></section>
<section display-inline="no-display-inline" commented="no" id="id6381F48B0D63404998D0225DE7A06AAE" changed="not-changed"><enum>14.</enum><header>National Weather Service hydrologic research fellowship program</header>
<subsection display-inline="no-display-inline" commented="no" id="idAD1420CC3F484BD5B90BF87756D5430E" changed="not-changed"><enum>(a)</enum><header>Definitions</header><text>In this section: </text> <paragraph display-inline="no-display-inline" changed="not-changed" commented="no" id="id62F071FBE6AE4CBAB03073C753CF2D06"><enum>(1)</enum><header>Assistant Administrator</header><text>The term <term>Assistant Administrator</term> means the Assistant Administrator for Weather Services of the National Oceanic and Atmospheric Administration. </text></paragraph>
<paragraph display-inline="no-display-inline" commented="no" id="id02ACE6E3B0CE4E788C1353CE23C31867" changed="not-changed"><enum>(2)</enum><header>Decision support services</header><text>The term <term>decision support services</term> means information, including data and refined products, that supports water resources-related decision-making processes.</text></paragraph> <paragraph display-inline="no-display-inline" commented="no" id="id0867287450BA498AACF024A9ED21B6B9" changed="not-changed"><enum>(3)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph>

<subsection display-inline="no-display-inline" commented="no" id="idCC359578B63544349D45CBC9CD7F0147" changed="not-changed"><enum>(b)</enum><header>Hydrologic research fellowship program</header>
<paragraph display-inline="no-display-inline" commented="no" id="id63AEFB2DE02C49D88BF48B70A414DB87" changed="not-changed"><enum>(1)</enum><header>Establishment</header><text>The Administrator shall establish a hydrologic research fellowship program (in this section referred to as the <quote>program</quote>) for qualified individuals. </text></paragraph> <paragraph display-inline="no-display-inline" commented="no" id="id06A63D77E7F745F5A724B8A93711B66A" changed="not-changed"><enum>(2)</enum><header>Qualified individual</header><text>For purposes of this section, a qualified individual is an individual who is—</text>
<subparagraph display-inline="no-display-inline" commented="no" id="id283887BDDF704A21A871F8D91ECB8BD8" changed="not-changed"><enum>(A)</enum><text>a citizen of the United States; and</text></subparagraph> <subparagraph display-inline="no-display-inline" commented="no" id="id7341B08A5D844CE8B8216CA49A908D0F" changed="not-changed"><enum>(B)</enum><text>enrolled in a research-based graduate program, at an institution of higher education, in a field that advances the research priorities developed by the Assistant Administrator under paragraph (7), such as— </text>

<clause display-inline="no-display-inline" commented="no" id="id7DBB5F35793A43C1A1ADDD6A03FD15F1" changed="not-changed"><enum>(iii)</enum><text>atmospheric sciences; </text></clause> <clause display-inline="no-display-inline" commented="no" id="idC88D95AF1E624547805B9AE9AD46CEB5" changed="not-changed"><enum>(iv)</enum><text>computer sciences; </text></clause>
<clause display-inline="no-display-inline" commented="no" id="id5407E0C2AE474AD987191261D41A2ED2" changed="not-changed"><enum>(v)</enum><text>engineering; </text></clause> <clause display-inline="no-display-inline" commented="no" id="idA2997FFBB7DA4358A70458D1CF3CA867" changed="not-changed"><enum>(vi)</enum><text>environmental sciences; </text></clause>
<clause display-inline="no-display-inline" commented="no" id="id64771981744B4851BCC43CB089C170A6" changed="not-changed"><enum>(vii)</enum><text>geosciences; </text></clause> <clause display-inline="no-display-inline" commented="no" id="id014E0C4F7E424056A9E8D594B6DA43C5" changed="not-changed"><enum>(viii)</enum><text>urban planning; or</text></clause>
<clause display-inline="no-display-inline" commented="no" id="idA344D6C8F949448CAC9DE80D8CDA3D6D" changed="not-changed"><enum>(ix)</enum><text>related social sciences. </text></clause></subparagraph></paragraph> <paragraph display-inline="no-display-inline" commented="no" id="id76C477BE6A1440BF8B83D7855EB5BCB4" changed="not-changed"><enum>(3)</enum><header>Award guidelines</header><text>Fellowships under the program shall be awarded pursuant to guidelines established by the Assistant Administrator. </text></paragraph>
<paragraph display-inline="no-display-inline" commented="no" id="id2300D418B0FB4F99B8BA14708BBD34D3" changed="not-changed"><enum>(4)</enum><header>Selection preference</header><text>In selecting qualified individuals for participation in the program, the Assistant Administrator shall give preference to applicants from historically Black colleges and universities and minority-serving institutions.</text></paragraph> <paragraph display-inline="no-display-inline" commented="no" id="id612FCAE4C4E948FD80296F80BF98F922" changed="not-changed"><enum>(5)</enum><header>Placement</header><text>The program shall support the placement of qualified individuals in positions within the executive branch of the Federal Government where such individuals can address and advance the research priorities developed by the Assistant Administrator under paragraph (7). </text></paragraph>
<paragraph display-inline="no-display-inline" commented="no" id="id0D6A4FF5FEFB4FEDB533FD5E18AF0DB7" changed="not-changed"><enum>(6)</enum><header>Fellowship term</header><text>A fellowship under the program shall be for a period of up to 2 years. </text></paragraph> <paragraph display-inline="no-display-inline" commented="no" id="id12909343BA2B440F872A2D0B648F0B22" changed="not-changed"><enum>(7)</enum><header>Fellowship research priorities</header><text>The Assistant Administrator, in consultation with representatives from the NOAA line offices, the United States Geological Survey, the Federal Emergency Management Agency, and the Army Corps of Engineers, as appropriate, shall develop and publish priorities for the conduct of research by fellows, which may include the following: </text>
<subparagraph display-inline="no-display-inline" commented="no" id="idB28E3C7DE15F441EB179361E547C3BA1" changed="not-changed"><enum>(A)</enum><text>Advance the collaborative development of a flexible community-based water resources modeling system.</text></subparagraph> <subparagraph display-inline="no-display-inline" commented="no" id="id1D530E84C7AE4A549720C480F44CA849" changed="not-changed"><enum>(B)</enum><text>Apply artificial intelligence and machine learning capabilities to advance existing hydrologic modeling capabilities.</text></subparagraph>
<subparagraph display-inline="no-display-inline" commented="no" id="idFDA56DD7AEBA405FADA9E63F406C692E" changed="not-changed"><enum>(C)</enum><text>Support the evolution and integration of hydrologic modeling within an Earth Systems Modeling Framework. </text></subparagraph> <subparagraph display-inline="no-display-inline" commented="no" id="id320C2CA95071462CA7C73DDCD6CB76AE" changed="not-changed"><enum>(D)</enum><text>Improve visualizations of hydrologic model outputs.</text></subparagraph>
<subparagraph display-inline="no-display-inline" commented="no" id="id90F39104C93549699B7780384087199A" changed="not-changed"><enum>(E)</enum><text>Advance the state of coupled freshwater and salt water modeling and forecasting capabilities.</text></subparagraph> <subparagraph display-inline="no-display-inline" commented="no" id="id008A6A3183AC4773A4F3AB538F534BAE" changed="not-changed"><enum>(F)</enum><text>Advance understanding and process representation of water quality parameters.</text></subparagraph>
<subparagraph display-inline="no-display-inline" commented="no" id="idFFAE3EE0AD39422686E073DE29F6DC89" changed="not-changed"><enum>(G)</enum><text>Advance the assimilation of in-situ and remotely sensed observations and data.</text></subparagraph> <subparagraph display-inline="no-display-inline" commented="no" id="idCB19CD367902454F95C55FC3E61D9992" changed="not-changed"><enum>(H)</enum><text>Support the integration of social science to advance decision support services. </text></subparagraph>
<subparagraph display-inline="no-display-inline" commented="no" id="id9A9C4E1DCD1A468180B817DB2D95A890" changed="not-changed"><enum>(I)</enum><text>Develop methods to study groundwater sustainability and estimate the efficiency of recharge management. </text></subparagraph></paragraph></subsection> <subsection display-inline="no-display-inline" commented="no" id="idDA68F94ED7C646619EBB921E1AF1BBA2" changed="not-changed"><enum>(c)</enum><header>Direct hiring</header> <paragraph display-inline="no-display-inline" commented="no" id="id5D4A26814FF54E69AE87E9EFE4F7B517" changed="not-changed"><enum>(1)</enum><header>Authority</header><text>During fiscal year 2021 and any fiscal year thereafter, the head of any Federal agency may appoint, without regard to the provisions of subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States Code, other than sections 3303 and 3328 of that title, to a position with the Federal agency a recipient of a fellowship under the program who—</text>
<subparagraph display-inline="no-display-inline" commented="no" id="id92828C941A714C41AEA852231D5ADD1F" changed="not-changed"><enum>(A)</enum><text>earned a degree from a program described in subsection (b)(2)(B); </text></subparagraph> <subparagraph display-inline="no-display-inline" commented="no" id="id4B81C855732742528EC12007DF2E2C9F" changed="not-changed"><enum>(B)</enum><text>successfully fulfilled the requirements of the fellowship within the executive branch of the Federal Government; and</text></subparagraph>
<subparagraph display-inline="no-display-inline" commented="no" id="idAA4679D60BAD403196F7C6096CCC3841" changed="not-changed"><enum>(C)</enum><text>meets qualification standards established by the Office of Personnel Management. </text></subparagraph></paragraph> <paragraph display-inline="no-display-inline" commented="no" id="id1027966A00D2450D8DC77FB3E78BF2CB" changed="not-changed"><enum>(2)</enum><header>Exercise of authority</header><text>The direct hire authority provided by this subsection shall be exercised with respect to an individual described in paragraph (1) not later than 2 years after the date on which the individual completed the fellowship under the program.</text></paragraph></subsection></section>
<section id="H0CC1709F34AE4128A0272AF38AC7484F" section-type="subsequent-section" changed="not-changed"><enum>15.</enum><header>Identification and support of consistent, Federal set of forward-looking, long-term meteorological information</header>
<subsection id="HB79F470DED43424AAE57C18910A831AA" changed="not-changed"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="HC5BE447B2DF54BC882C962364A4091A8" changed="not-changed"><enum>(1)</enum><header>Extreme weather</header><text display-inline="yes-display-inline">The term <term>extreme weather</term> includes observed or anticipated severe and unseasonable atmospheric conditions, including drought, heavy precipitation, hurricanes, tornadoes and other windstorms (including derechos), large hail, extreme heat, extreme cold, flooding, sustained temperatures or precipitation that deviate substantially from historical averages, and any other weather event that the Administrator determines qualifies as extreme weather.</text></paragraph>
<paragraph display-inline="no-display-inline" commented="no" id="id06E0989B05324501BED3C31F1FEA3C6B" changed="not-changed"><enum>(2)</enum><header>Long-term</header><text>The term <term>long-term</term> shall have such meaning as the Director of the National Institute of Standards and Technology, in consultation with the Administrator, considers appropriate for purposes of this section. </text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HF0A4705B0E484EFB9957F0BBB41423B2" changed="not-changed"><enum>(3)</enum><header>Other environmental trends</header><text display-inline="yes-display-inline">The term <term>other environmental trends</term> means wildfires, coastal flooding, inland flooding, land subsidence, rising sea levels, and any other challenges relating to changes in environmental systems over time that the Administrator determines qualify as environmental challenges other than extreme weather. </text></paragraph></subsection>
<subsection id="id3075E4A1C24048B2904732A7070F649C" changed="not-changed"><enum>(b)</enum><header>Identification and support of consistent, Federal set of forward-Looking, long-Term meteorological information</header><text>The Administrator shall identify, and support research that enables, a consistent, Federal set of forward-looking, long-term meteorological information that models future extreme weather events, other environmental trends, projections, and up-to-date observations, including mesoscale information as determined appropriate by the Administrator. </text></subsection></section> <section id="id901599AE5627443286C647C1D5D78AA8" changed="not-changed"><enum>16.</enum><header>Gap analysis on availability of snow-related data to assess and predict flood and flood impacts</header> <subsection id="id5823CF8FE90A4CCD90712362DBE59B5E" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Administrator, in consultation with the Department of Agriculture, the Department of the Interior, and the Army Corps of Engineers, shall conduct an analysis of gaps in the availability of snow-related data to assess and predict floods and flood impacts, including data on the following: </text>
<paragraph id="id4407A9355AA34B28BEA6D92F1A5C7394" changed="not-changed"><enum>(1)</enum><text>Snow water equivalent.</text></paragraph> <paragraph id="idB4056FB27A0E49889EACBFF5D10D02C7" changed="not-changed"><enum>(2)</enum><text>Snow depth. </text></paragraph>
<paragraph id="id7CCB9CD061364715B9A28D4DD41E45E1" changed="not-changed"><enum>(3)</enum><text>Snowpack temperature.</text></paragraph> <paragraph id="id459C63AA421A4813978AD4D32C7AD68D" changed="not-changed"><enum>(4)</enum><text>Snow and mixed-phase precipitation. </text></paragraph>
<paragraph id="id99DF95734F6942BA80EC6D821B0C4492" changed="not-changed"><enum>(5)</enum><text>Snow melt. </text></paragraph> <paragraph id="idFEEF608018DE45D6885074B4BB62FC5F" changed="not-changed"><enum>(6)</enum><text>Rain-snow line. </text></paragraph></subsection>
<subsection id="idA6CE80798A814F48B02D2145F38488B8" changed="not-changed"><enum>(b)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Administrator shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report on— </text> <paragraph id="id4AA162CF3A20463D9937BDEE5B8882C4" changed="not-changed"><enum>(1)</enum><text>the findings of the gap analysis required by subsection (a); and </text></paragraph>
<paragraph id="id41CBF8FC6EDE45EC8182D00EE1FA835F" changed="not-changed"><enum>(2)</enum><text>opportunities for additional collaboration among Federal agencies to collect snow-related data to better assess and predict floods and flood impacts. </text></paragraph></subsection></section> <section id="id72837E06214F433D9BA46D637C616117" changed="not-changed"><enum>17.</enum><header>Availability to the public of flood-related data</header> <subsection id="id8FD66F283ADE4C1488A4C928F2B3F034" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Administrator shall make flood-related data available to the public on the website of the National Oceanic and Atmospheric Administration. </text></subsection>
<subsection id="id15B3C6CB7CD54F5FA58A5DC03340C761" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Cost</header><text>The Administrator may make the data under subsection (a) freely accessible or available at a cost that does not exceed the cost of preparing the data. </text></subsection></section> </legis-body> </bill>
