According to a recent national poll, an estimated 10,000,000 individuals in the United States have been shot and injured in their lifetimes.</text></paragraph><paragraph id="id856d9bced4404f7f9b44bb5c135908c6"><enum>(3)</enum><text>In that same poll, approximately 58 percent of adults in the United States reported that they, or someone they care for, have experienced a form of gun violence, including a gun suicide, a gun homicide, domestic violence involving a gun, or an unintentional shooting.</text></paragraph><paragraph id="id120774a6784040bea9710c3248a21970"><enum>(4)</enum><text>Nearly two-thirds of gun-related deaths in the United States are suicides. Most individuals who attempt suicide do not die—unless they use a gun. Approximately 90 percent of gun suicide attempts end in death, whereas 4 percent of suicide attempts not involving a firearm result in death.</text></paragraph><paragraph id="id1645391d39a84941ad868366e85261ad"><enum>(5)</enum><text>This is particularly concerning for veterans, children, and teenagers. Veterans are 1.5 times more likely than non-veterans to die by suicide, and in 2017, 69 percent of veteran suicides were by gun. Among children and teenagers, the rate of gun suicide has increased 59 percent over the past 10 years.</text></paragraph><paragraph id="ida58555e732c64457bb91e3174b1c3d42"><enum>(6)</enum><text>An estimated 40,000,000 adults in the United States report someone they cared for had attempted or died by suicide with a gun.</text></paragraph><paragraph id="ide73c91093e874249a30cc180323ff6e4"><enum>(7)</enum><text>More than one-third of gun-related deaths in the United States are homicides, and in 2015, the gun homicide rate in the United States was nearly 25 times higher than in other high-income countries.</text></paragraph><paragraph id="id93c391a055de4615b9f4b79af1f8f32d"><enum>(8)</enum><text>Gun homicides in the United States occur disproportionately in cities, particularly in racially segregated neighborhoods with high rates of poverty. Gun homicide disproportionately affects communities of color, and Black Americans represent the majority of gun homicide victims.</text></paragraph><paragraph id="id34c7375727eb4508a7a2bac6dd23b968"><enum>(9)</enum><text>More than 600 mass shootings, defined as shootings in which 4 or more individuals were shot and killed or injured, took place in the United States in 2020, and more than 2,600 mass shootings have taken place since the shooting at Sandy Hook Elementary School in Newtown, Connecticut, in 2012.</text></paragraph><paragraph id="idbae67e2c773140b187559b438eb40350"><enum>(10)</enum><text>Firearms are the leading cause of death for children and teenagers. In 2019, more than 3,300 children and teenagers were shot and killed. Each year, approximately 15,600 children and teenagers are shot and injured. Black children and teenagers are 14 times more likely than their white peers to die by gun homicide.</text></paragraph><paragraph id="idfd2e47799528421897ea4acdbf0cdf65"><enum>(11)</enum><text>During an average year in the United States, more than 600 women are shot to death by an intimate partner, and many more women are shot and injured by an intimate partner. Nearly 1,000,000 women in the United States who are alive today have been shot or shot at by an intimate partner, and approximately 4,500,000 women in the United States today have been threatened with a gun by an intimate partner.</text></paragraph><paragraph id="id517af4d6f77e4249a3fa119f3e572a29"><enum>(12)</enum><text>More than 10,300 violent hate crimes committed in the United States in an average year involve a gun, or more than 28 each day. The vast majority of hate crimes are directed against communities of color, religious minorities, and individuals in the LGBTQ+ community.</text></paragraph><paragraph id="id6d867c08e61442dc81685276314a420a"><enum>(13)</enum><text>In 2020, communities and cities across the United States experienced an increase in gun violence and gun homicides as the country struggled with the economic and social uncertainty caused by the COVID–19 pandemic.</text></paragraph><paragraph id="idaf675d79480247e4b7a3b2a73bd4fdbf"><enum>(14)</enum><text>From March 2020 through November 2020, an estimated 17,400,000 guns were sold, an 81 percent increase over the same period in 2019. This unprecedented surge in gun sales put children, victims of domestic abuse, and communities of color at an even greater risk of gun violence.</text></paragraph><paragraph id="id800cbf56893045c3b380419f51b33dd4"><enum>(15)</enum><text>The individuals who survive gun violence every year in the United States face a lifelong process of physical and emotional healing, in addition to the heavy economic costs faced by those survivors, their families and communities, and society as a whole. Furthermore, victims of gun violence are often unaware of or have trouble accessing many available resources that could help them in their recovery.</text></paragraph><paragraph id="id5b722aa65e97453daa82f71f66fc5d54"><enum>(16)</enum><text>Victims of gun violence experience persistent mental health problems, including post-traumatic stress, depression, self-harm, anxiety, and substance abuse. The National Center for PTSD (Post-Traumatic Stress Disorder) of the Department of Veterans Affairs estimates that 28 percent of individuals who witness a mass shooting develop PTSD, and about one-third of those individuals develop acute stress disorder. Victims of gun violence suffer from increased rates of unemployment, and young victims of gun violence are more likely to have lower grades and more absences from school.</text></paragraph><paragraph id="idf9574c32d5be4c13b92965415739a054"><enum>(17)</enum><text>Young people who survive gun-related incidents are also at risk of experiencing gun violence again in the future. One study estimated that nearly one-fourth of the individuals who survive a gun shooting at age 24 or younger will be shot again within the next 10 years.</text></paragraph><paragraph id="id7d48703334dc46aa9e18dc393d63d640"><enum>(18)</enum><text>Given the immense physical and emotional toll of gun violence on victims, Congress must do more to ensure that victims of gun violence have access to the resources they need to recover from their trauma—especially for victims experiencing common, everyday gun violence in racially segregated neighborhoods with high rates of poverty and chronic disinvestment.</text></paragraph></section><section id="id03184e1919604b51ac68d1d9591c2fd3"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id95c63bcba7b34c1aa2a7b86facc6f224"><enum>(1)</enum><header>Advisory council</header><text>The term <term>Advisory Council</term> means the Advisory Council to Support Victims of Gun Violence established under section 4.</text></paragraph><paragraph id="id444eada8cc474b45b33cb2703d1f6d86"><enum>(2)</enum><header>Appropriate committees</header><text>The term <term>appropriate committees</term> means the following:</text><subparagraph id="id0d70e5ef7e4841c2b924d82ecd524616"><enum>(A)</enum><text>The Committee on Health, Education, Labor, and Pensions of the Senate.</text></subparagraph><subparagraph id="id2af4fe68312c484681208ca29d3c59b1"><enum>(B)</enum><text>The Committee on the Judiciary of the Senate.</text></subparagraph><subparagraph id="idf0de0f8bf2734fc6bcdeaaa4072b83d1"><enum>(C)</enum><text>The Committee on Education and Labor of the House of Representatives.</text></subparagraph><subparagraph id="id8bbd1d00803042cd8612cb96947881b3"><enum>(D)</enum><text>The Committee on Energy and Commerce of the House of Representatives.</text></subparagraph><subparagraph id="id9d8511b9414942f7a7ac61e948b9184f"><enum>(E)</enum><text>The Committee on the Judiciary of the House of Representatives.</text></subparagraph><subparagraph id="id0c2ec539b08d4b4e905aa53e558f8298"><enum>(F)</enum><text>Any other relevant committee of the Senate or of the House of Representatives with jurisdiction over matters affecting victims of gun violence.</text></subparagraph></paragraph><paragraph id="iddff26f5fe3d242d698a61c03d990a16e"><enum>(3)</enum><header>Gun violence</header><text>The term <term>gun violence</term> means—</text><subparagraph id="id8f69ceae578543eda93c40fdb317b351"><enum>(A)</enum><text>suicide involving firearms;</text></subparagraph><subparagraph id="id9e2f581b21bd4de69351f5d09d6b12fc"><enum>(B)</enum><text>homicide involving firearms;</text></subparagraph><subparagraph id="idfbecfb883fd44ba0b3dd7bf3a6ffec1a"><enum>(C)</enum><text>domestic violence involving firearms;</text></subparagraph><subparagraph id="ida663d63c368946b8874841dc7c4992b9"><enum>(D)</enum><text>hate crimes involving firearms;</text></subparagraph><subparagraph id="idb176e87b6ec04e96a75e47aabf1eba14"><enum>(E)</enum><text>youth violence involving firearms;</text></subparagraph><subparagraph id="id8e777fd21ce4467ba3c395a70b9fc7b9"><enum>(F)</enum><text>mass shootings;</text></subparagraph><subparagraph id="id2ab494e1f63c4f29beb1b0076f3e7bd6"><enum>(G)</enum><text>unintentional shootings;</text></subparagraph><subparagraph id="idbca0af5a500a4c27a84ecf12c5f4f61b"><enum>(H)</enum><text>non-fatal shootings; and</text></subparagraph><subparagraph id="iddc22ca8c09f54e41a08582e5cec17f65"><enum>(I)</enum><text>threats or exposure to violent acts involving firearms.</text></subparagraph></paragraph><paragraph id="idf31844eefeca4f4da59571b12e2ee80f"><enum>(4)</enum><header>Victim assistance professional</header><text>The term <term>victim assistance professional</term> means a professional who assists victims of gun violence, including—</text><subparagraph id="idea68a70c2ae547c8a60e4031c0b9e0e4"><enum>(A)</enum><text>a medical professional, including an emergency medical professional;</text></subparagraph><subparagraph id="id5ca2c17a53404aabbddcb8bf5077425a"><enum>(B)</enum><text>a social worker;</text></subparagraph><subparagraph id="id06e689dc980b493f8ff7d5abe60cf89f"><enum>(C)</enum><text>a provider of long-term services or care; and</text></subparagraph><subparagraph id="idDEE57B431ACB4861BD06BC500301AC46" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>a victim advocate.</text></subparagraph></paragraph><paragraph id="ide2429e82935e4031b3f4fd4895500229"><enum>(5)</enum><header>Victim of gun violence</header><text>The term <term>victim of gun violence</term> means—</text><subparagraph id="id3e1f1ee9fbd848a2b4f89f1d608f4ca2"><enum>(A)</enum><text>an individual who has been wounded as a result of gun violence;</text></subparagraph><subparagraph id="idf0b334a08b884cdd8b38bfe44e68a399"><enum>(B)</enum><text>an individual who has been threatened with an act of gun violence;</text></subparagraph><subparagraph id="idb9af07390dfd47479962bf860334e51d"><enum>(C)</enum><text>an individual who has witnessed an act of gun violence; and</text></subparagraph><subparagraph id="id3f9c08d2bb21463fbffd214beaed2d82"><enum>(D)</enum><text>a relative, classmate, coworker, or other associate of—</text><clause id="id702C90FDF62E46268C24AFBA0A28D52B"><enum>(i)</enum><text>an individual who has been killed as a result of gun violence; or</text></clause><clause id="id24E8D57E619941B7BD3BA83F1BA73A18"><enum>(ii)</enum><text>an individual described in subparagraph (A) or (B).</text></clause></subparagraph></paragraph></section><section id="idfceb408dd35b4f279690b00e905e5f99"><enum>4.</enum><header>Advisory Council to Support Victims of Gun Violence</header><subsection id="id95cc3119ae50409dadd7d5ddf7d524ff"><enum>(a)</enum><header>Establishment</header><text>There is established an Advisory Council to Support Victims of Gun Violence.</text></subsection><subsection id="idaa77d9cfe5ef4e36b3c1dd12ff39bee4"><enum>(b)</enum><header>Membership</header><paragraph id="ide2bda0cc3aae4e059d849668afe9ba64"><enum>(1)</enum><header>In general</header><text>The Advisory Council shall be composed of the following members or their designees:</text><subparagraph id="idc605ce7f1ec44e7d9fb4b768e057acd1"><enum>(A)</enum><text>The Secretary of Health and Human Services.</text></subparagraph><subparagraph id="idbc6fb71fb8864b63933b9db9e9b4017d"><enum>(B)</enum><text>The Attorney General.</text></subparagraph><subparagraph id="id2601c6831a9045e290535101630f5212"><enum>(C)</enum><text>The Secretary of Education.</text></subparagraph><subparagraph id="idfe72a31566254541b9e5218df4f3b1b3"><enum>(D)</enum><text>The Secretary of Housing and Urban Development.</text></subparagraph><subparagraph id="id10c945fc309d4628a0c736de9b804688"><enum>(E)</enum><text>The Secretary of Veterans Affairs.</text></subparagraph><subparagraph id="ide2bbf918037449a7952533707ca34a29"><enum>(F)</enum><text>The Commissioner of the Social Security Administration.</text></subparagraph><subparagraph id="ida9b7bf9be73d4b3382cf102498b22982"><enum>(G)</enum><text>The Assistant Secretary for Mental Health and Substance Use.</text></subparagraph><subparagraph id="id62F3CAEB37644D5DBC7E490FAEFCE252"><enum>(H)</enum><text>The Director of the Centers for Disease Control and Prevention.</text></subparagraph><subparagraph id="idCE2EFF7B32DC4CBF806E9DFEBF7F7403"><enum>(I)</enum><text>The Director of the National Institutes of Health.</text></subparagraph><subparagraph id="idfeb042ad339f4e788702e79deb097162"><enum>(J)</enum><text>The Administrator of the Administration for Community Living.</text></subparagraph><subparagraph id="id5aac9d4c4dfd42648272b2d5e56bbb5f"><enum>(K)</enum><text>The Director of the Office on Violence Against Women.</text></subparagraph><subparagraph id="idcdb2ce564831477c81d826dc67e1851b"><enum>(L)</enum><text>The Director of the Office for Victims of Crime.</text></subparagraph><subparagraph id="id57BDAF8B2953492991D7FF92C29E3982"><enum>(M)</enum><text>The chairman of the Board of the Legal Services Corporation.</text></subparagraph><subparagraph id="id81c67c85585943c9a13b4a907ac0bb9c"><enum>(N)</enum><text>As appropriate, the head of any other Federal department or agency identified by the Secretary of Health and Human Services as having responsibilities, or administering programs, relating to issues affecting victims of gun violence.</text></subparagraph></paragraph><paragraph id="idCB50BD26B936482B9B19668ECA7BC03D"><enum>(2)</enum><header>Additional members</header><text>In addition to the members described in paragraph (1), the Advisory Council shall be composed of the following:</text><subparagraph id="id80047d5d4101418ab4e120bd517171f1"><enum>(A)</enum><text>Not fewer than 2 and not more than 5 victims of gun violence, who shall be appointed by the Secretary of Health and Human Services.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5fad3ca43e1d42abbd5118b9360deb18"><enum>(B)</enum><text>Not fewer than 2 and not more than 5 victim assistance professionals, who shall be appointed by the Secretary of Health and Human Services.</text></subparagraph></paragraph><paragraph id="id8f3f242f58f54f4faab2899c16efa8bb"><enum>(3)</enum><header>Lead agency</header><text>The Department of Health and Human Services shall be the lead agency for the Advisory Council.</text></paragraph></subsection><subsection id="id23695cc3029f472fa4ec13fdf2ff26ab"><enum>(c)</enum><header>Duties</header><paragraph id="idf7ab8745b677461493a1c161bf30ebb7"><enum>(1)</enum><header>Assessment</header><text>The Advisory Council shall—</text><subparagraph id="id61E62E8D43594AA792E0388D1D94E5EE"><enum>(A)</enum><text>survey victims of gun violence and victim assistance professionals about their needs in order to inform the content of information disseminated under paragraph (2) and the report published under paragraph (3);</text></subparagraph><subparagraph id="iddaf3a892620a46ffb8f96b7c0ca2e7d8"><enum>(B)</enum><text>conduct a literature review and assess past or ongoing programs designed to assist victims of gun violence or individuals with similar needs to determine—</text><clause id="id5D9288138CE64587865F1D1CC994D10F"><enum>(i)</enum><text>the effectiveness of the programs; and</text></clause><clause id="id978932E0DC8241758E65210F0ACC4486"><enum>(ii)</enum><text>best and promising practices for assisting victims of gun violence; and</text></clause></subparagraph><subparagraph id="ideebc27868dcb4af291f71b76d8ef7b92"><enum>(C)</enum><text>assess the administration of compensation funds established after mass shootings to determine best and promising practices to direct victims of gun violence to sources of funding.</text></subparagraph></paragraph><paragraph id="id761df61ce19f4f5f95f124da8db282ec"><enum>(2)</enum><header>Information</header><subparagraph id="id7ef92407ba1d4fbda083a1198e2f4290"><enum>(A)</enum><header>In general</header><text>The Advisory Council shall identify, promote, coordinate, and disseminate to the public information, resources, and best and promising practices available to help victims of gun violence—</text><clause id="id52dbd36696a94b1e915a39aacfb2e227"><enum>(i)</enum><text>meet their medical, financial, educational, workplace, housing, transportation, assistive technology, and accessibility needs;</text></clause><clause id="id3789630362bf4186b5d0665329152e0d"><enum>(ii)</enum><text>maintain their mental health and emotional well-being;</text></clause><clause id="id402dc732d297426f8d7996cb1c81f335"><enum>(iii)</enum><text>seek legal redress for their injuries and protection against any ongoing threats to their safety; and</text></clause><clause id="id28000c2dbc634a70981775f40c293a59"><enum>(iv)</enum><text>access government programs, services, and benefits for which they may be eligible or to which they may be entitled.</text></clause></subparagraph><subparagraph id="idfa556379b72c476b9307cd072ce14861"><enum>(B)</enum><header>Contact information</header><text>The Advisory Council shall include in the information disseminated under subparagraph (A) the websites and telephone contact information for helplines of relevant Federal agencies, State agencies, and nonprofit organizations.</text></subparagraph><subparagraph id="idfe71366ccfe9427fb5064cc45b817644"><enum>(C)</enum><header>Availability</header><text>The Advisory Council shall make the information described in subparagraphs (A) and (B) available—</text><clause id="idEC19F2E41046470BA9B7093FCFD1ABEC"><enum>(i)</enum><text>online through a public website; and</text></clause><clause id="idBFCAB9B405EE4EDC8FF2DC2791C6EED1"><enum>(ii)</enum><text>by submitting a hard copy and making available additional hard copies to—</text><subclause id="idff34de5e45c745908e55c7749d1ecb57"><enum>(I)</enum><text>each Member of Congress;</text></subclause><subclause id="idad004008af894dd0b55bc7ea23c1f21a"><enum>(II)</enum><text>each field office of the Social Security Administration;</text></subclause><subclause id="ide2cc6ec7ba8041a0843684f43b07a33f"><enum>(III)</enum><text>each State agency that is responsible for administering health and human services, for dissemination to medical facilities;</text></subclause><subclause id="id646f8b6dafe845bcb97c7b844b5e5f1a"><enum>(IV)</enum><text>each State agency that is responsible for administering education programs, for dissemination to schools; and</text></subclause><subclause id="id630f24f70dbd4ee8a7ea13f799e1f1b2"><enum>(V)</enum><text>the office of each State attorney general, for dissemination to local prosecutor's offices.</text></subclause></clause></subparagraph></paragraph><paragraph id="id03359a7f3cab4eb3a6d19b8f41009fbe"><enum>(3)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Advisory Council shall—</text><subparagraph id="idAFE4C3CF6ED24CAABCC3C95C4AC2164E"><enum>(A)</enum><text>prepare a report that—</text><clause id="id2e59f020bdbf4473844aa749c529b091"><enum>(i)</enum><text>includes the best and promising practices, resources, and other useful information for victims of gun violence identified under paragraph (2);</text></clause><clause id="idd13ef6ba79a147d48d13ea267f590d0f"><enum>(ii)</enum><text>identifies any gaps in items described in clause (i); and</text></clause><clause commented="no" display-inline="no-display-inline" id="id38aa3979ade44b3f88b00e325e59f653"><enum>(iii)</enum><text>if applicable, identifies any additional Federal or State legislative authority necessary to implement the activities described in clause (i) or address the gaps described in clause (ii);</text></clause></subparagraph><subparagraph id="idEE19E29DA276414F94AF89FEB01E8F82"><enum>(B)</enum><text>submit the report prepared under subparagraph (A) to—</text><clause id="id7805f31c11e94e5cb3067c96007c3925"><enum>(i)</enum><text>the appropriate committees;</text></clause><clause id="id42f6d3041d254b299dec76bf14448081"><enum>(ii)</enum><text>each State agency that is responsible for administering health and human services;</text></clause><clause id="id4d8a55b5c65a46488ebfa3a70a739048"><enum>(iii)</enum><text>each State agency that is responsible for administering education programs; and</text></clause><clause id="idd14d1eace8bd40ba9960be196c492cff"><enum>(iv)</enum><text>the office of each State attorney general; and</text></clause></subparagraph><subparagraph id="id4078ad15b6a6422a84f8795ea1ffa75b"><enum>(C)</enum><text>make the report prepared under subparagraph (A) available to the public online in an accessible format.</text></subparagraph></paragraph><paragraph id="idfb4e9387023d453da712e36daa7554b4"><enum>(4)</enum><header>Follow-up report</header><text>Not later than 2 years after the date on which the Advisory Council prepares the report under paragraph (3), the Advisory Council shall—</text><subparagraph id="id54676574368343AEA5C5B60D3F40F000"><enum>(A)</enum><text>submit to the entities described in subparagraph (B) of that paragraph a follow-up report that includes the information identified in subparagraph (A) of that paragraph; and</text></subparagraph><subparagraph id="id7540AC86135E40878DEF8995FC54812A"><enum>(B)</enum><text>make the follow-up report described in subparagraph (A) available to the public online in an accessible format.</text></subparagraph></paragraph><paragraph id="id14a0b4fe2e62477290c807faf51cdd8a"><enum>(5)</enum><header>Public input</header><subparagraph id="id722437f7979747eab5ab6c1e049c618a"><enum>(A)</enum><header>In general</header><text>The Advisory Council shall establish a process to collect public input to inform the development of, and provide updates to, the best and promising practices, resources, and other information described in paragraph (2), including by conducting outreach to entities and individuals described in subparagraph (B) of this paragraph that—</text><clause id="id5A841D20C9D24066B20AB6E727009F42"><enum>(i)</enum><text>have a range of experience with the types of gun violence described in section 3(3); and</text></clause><clause id="id6FF973A982584A46BA970172A5A566DC"><enum>(ii)</enum><text>include representation from communities disproportionately affected by gun violence.</text></clause></subparagraph><subparagraph id="id5b5f7f732a8546caacde1bb414b562cd"><enum>(B)</enum><header>Entities and individuals</header><text>The entities and individuals described in this subparagraph are—</text><clause id="id33186657A23A4415A468AB80259661B9"><enum>(i)</enum><text>States, local governments, and organizations that provide information to, or support for, victims of gun violence;</text></clause><clause id="idc6e622a59f0f4e83bb5f662d4b59bc44"><enum>(ii)</enum><text>victims of gun violence; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id6e2aef78684643e194931bbe37c292a4"><enum>(iii)</enum><text>victim assistance professionals.</text></clause></subparagraph><subparagraph id="id5c3315d6fa40473388b2aeae8c3737cf"><enum>(C)</enum><header>Nature of outreach</header><text>In conducting outreach under subparagraph (A), the Advisory Council shall ask for input on—</text><clause id="idc8c007e66658446c94210b85b2bc19c6"><enum>(i)</enum><text>information, resources, and best and promising practices available, including identification of any gaps and unmet needs;</text></clause><clause id="id5d072bc209b44216b85d155c3a7811d6"><enum>(ii)</enum><text>recommendations that would help victims of gun violence—</text><subclause id="idA1356DCE6FCD41688274B10C6D2758B2"><enum>(I)</enum><text>better meet their medical, financial, educational, workplace, housing, transportation, assistive technology, and accessibility needs;</text></subclause><subclause id="id405EC71DD1DD475B865AEE6DCFB4CE59"><enum>(II)</enum><text>maintain their mental health and emotional well-being;</text></subclause><subclause id="idAF206ECADF08498780CB4F4EB0959574"><enum>(III)</enum><text>seek legal redress for their injuries and protection against any ongoing threats to their safety; and</text></subclause><subclause id="id72A717E5103144FDB5CA71D56698491F"><enum>(IV)</enum><text>access government programs, services, and benefits for which the victims may be eligible or to which the victims may be entitled; and</text></subclause></clause><clause id="id0072FB8846634924A7121A5E1CD05DF4"><enum>(iii)</enum><text>any other subject areas discovered during the process that would help victims of gun violence.</text></clause></subparagraph></paragraph></subsection><subsection id="ida7d076d030ac4581b382733afddc6e21"><enum>(d)</enum><header>FACA</header><text>The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Advisory Council.</text></subsection><subsection id="idfec5e5d2bb504d478dd3d79ad0461188"><enum>(e)</enum><header>Funding</header><text>No additional funds are authorized to be appropriated to carry out this Act.</text></subsection><subsection id="id3b2a25ec212b4481a622ec2c0f042f92"><enum>(f)</enum><header>Sunset</header><text>The Advisory Council shall terminate on the date that is 5 years after the date of establishment of the Advisory Council.</text></subsection></section></legis-body></bill>
