which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Veterans Affairs to submit to Congress a report on the use of video cameras for patient safety and law enforcement at medical centers of the Department of Veterans Affairs.</official-title></form><legis-body><section id="idE377000693574FB7A183ECB834E6E09D" section-type="section-one"><enum>1.</enum><header>Report on use of cameras at medical centers of the Department of Veterans Affairs</header><subsection id="id1d48a491dd904ccdbb4a918a4032fae7"><enum>(a)</enum><header>Report required</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs, in collaboration with the Office of Operations, Security, and Preparedness of the Department of Veterans Affairs, the Veterans Health Administration, and the Office of Construction and Facilities Management of the Department, shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report analyzing the policies, use, and maintenance of cameras deployed by the Department for patient safety and law enforcement at medical centers of the Department.</text></subsection><subsection id="idc5095bebe16e4dda83b4cbe8e8bdc3a3"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall include the following:</text><paragraph id="ida9ce461469d94cbe83f18ccfabff149d"><enum>(1)</enum><text>A comprehensive review of the policies and procedures of the Department regarding the use and maintenance of cameras at medical centers of the Department with respect to the following:</text><subparagraph id="idcaa6ecddf71f419ab6eb04bb84e4c16c"><enum>(A)</enum><text>Patient safety, including—</text><clause id="ide4d1ef0024994cc186e719cff299b1a5"><enum>(i)</enum><text>an analysis of how cameras are used to monitor staff and patients;</text></clause><clause id="id1e67caab2a71468199bfa0e0446699f3"><enum>(ii)</enum><text>an analysis of the specific units within medical centers in which the use of cameras is prioritized to protect patient safety;</text></clause><clause id="idbd078157df7e487183af03cccab3f2c8"><enum>(iii)</enum><text>an analysis of the procedures regarding the positioning of cameras; and</text></clause><clause id="id0313bcc3f8704b4ab5a3e00a1938e9f1"><enum>(iv)</enum><text>an analysis of the extent to which cameras monitor locations where drugs are stored to ensure that drugs are accounted for, and an assessment of whether that is a widely used practice.</text></clause></subparagraph><subparagraph id="idfafd32de13c34ab7aacb5b770e656a18"><enum>(B)</enum><text>Law enforcement, including—</text><clause id="id25a3ed8e80ff4e7489ffdf72834189af"><enum>(i)</enum><text>how exterior cameras are used;</text></clause><clause id="id3bc1e48ed87f405bba927ffb62949e95"><enum>(ii)</enum><text>how interior cameras are used; and</text></clause><clause id="idac364182c4d1471e8695d00fce4e4e5a"><enum>(iii)</enum><text>an analysis of locations, interior and exterior, in which use of cameras is prioritized.</text></clause></subparagraph></paragraph><paragraph id="id8f9be7d95a7b4404aa6325fc3217c62f"><enum>(2)</enum><text>Recommendations of the Secretary to improve patient safety and law enforcement, including—</text><subparagraph id="id12977addb88d49c0a05ed77a7aed0cde"><enum>(A)</enum><text>the placement and maintenance of cameras at medical centers of the Department;</text></subparagraph><subparagraph id="idf111d55a7bda447880230091d9b17bb9"><enum>(B)</enum><text>the storage of data from such cameras;</text></subparagraph><subparagraph id="idd9c9277401db4942a29d3172f1d6a9bb"><enum>(C)</enum><text>the authority of supervisors at medical centers of the Department to review recordings from such cameras;</text></subparagraph><subparagraph id="ide712e4b988d04f8d907e45fa7ccb05dc"><enum>(D)</enum><text>the number of staff required to monitor live footage from such cameras at each medical center of the Department;</text></subparagraph><subparagraph id="idc7fa762af3984f51ab0735585ec93800"><enum>(E)</enum><text>the funding necessary to address shortfalls with respect to the use of such cameras and the specific uses for such funding; and</text></subparagraph><subparagraph id="id6843cc4da0f94c9982d7ed820dd67e6d"><enum>(F)</enum><text>such other matters as the Secretary determines appropriate.</text></subparagraph></paragraph></subsection><subsection id="id736f7b0995ca4855b8808c38af1c7a3a"><enum>(c)</enum><header>Camera defined</header><text>In this section, the term <term>camera</term> means any video camera used at a medical center of the Department of Veterans Affairs for purposes of patient safety or law enforcement. </text></subsection></section></legis-body></bill>
