which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a report on the state of economic integration between the United States and the People's Republic of China.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Trade with China Strategic Assessment Act of 2022</short-title></quote>.</text></section><section id="id8ded7545b6b7413fbb90b08fceaf74fa"><enum>2.</enum><header>Report on economic integration between the United States and the People's Republic of China</header><subsection id="idb09aab0f577c45d9805bcb34e0f6e2ea"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, and every 3 years thereafter for 15 years, the Secretary of Commerce, in coordination with the United States Trade Representative, shall submit to Congress a report on the state of economic integration between the United States and the People's Republic of China.</text></subsection><subsection id="idfc4f1aa613144a56a0bc1535d93c16a4"><enum>(b)</enum><header>Contents</header><text>Each report required by subsection (a) shall include the following:</text><paragraph id="idb02dc7a66d2245db98c8d630586cc28f"><enum>(1)</enum><text>An assessment of the current level of economic integration between the United States and the People's Republic of China in each priority sector.</text></paragraph><paragraph id="id1f87bec9e80b4049bbd12ee389da2ba2"><enum>(2)</enum><text>An assessment of how economic integration between the United States and the People's Republic of China has changed, and is predicted to change, over time for each priority sector.</text></paragraph><paragraph id="idfa53973c99594c59ab34cec0c46ab13f"><enum>(3)</enum><text>An analysis of the extent to which each priority sector of the United States and the People's Republic of China should, in the view of the Secretary, become more or less integrated during the 5-year period following submission of the report.</text></paragraph><paragraph id="ida9cbb58dbc5c49cbb63293d37fb97652"><enum>(4)</enum><text>Any recommendations for changes to United States trade law or policy to achieve the desired level of integration for each priority sector identified under paragraph (3).</text></paragraph><paragraph id="id2ee98f2135f64a03ba30a7cadd81965f"><enum>(5)</enum><text>Any other information the Secretary considers appropriate.</text></paragraph></subsection><subsection id="id13ac3b5b9bc141089135760ef59458f4"><enum>(c)</enum><header>Consultation and public hearings</header><text>In producing each report required by subsection (a), the Secretary may—</text><paragraph id="id0243374ad4254140b943c86615a44c2a"><enum>(1)</enum><text>consult with any other Federal agency that the Secretary considers necessary; and</text></paragraph><paragraph id="id36f877186432419ca97ea22689cf68ba"><enum>(2)</enum><text>conduct public hearings to gather, or otherwise allow interested parties an opportunity to present, information and advice relevant to the report.</text></paragraph></subsection><subsection id="ide4eb98bdc49948c3a51ac7dfd4f8678c"><enum>(d)</enum><header>Form of report</header><text>Each report required by subsection (a) shall be submitted in unclassified form but may include a classified annex.</text></subsection><subsection id="id26c89ab20bd844d8a9090af2f083faa5"><enum>(e)</enum><header>Applicability of FOIA</header><text>Nothing in this section, or in a report required by subsection (a), shall be construed to allow the disclosure of information or a record that is exempt from public disclosure under section 552 of title 5, United States Code (commonly known as the <quote>Freedom of Information Act</quote>).</text></subsection><subsection id="id7ac5bb7e3f0246eeb897705b8e49202d"><enum>(f)</enum><header>Applicability of Paperwork Reduction Act</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">chapter 35</external-xref> of title 44, United States Code (commonly known as the <quote>Paperwork Reduction Act</quote>), shall not apply to this section. </text></subsection><subsection id="id6d4665f2f2b047489527582b07362702"><enum>(g)</enum><header>Priority sector defined</header><text>In this section, the term <term>priority sector</term> means one of the following elements of an economy:</text><paragraph id="idff5d116259844d0da581af7432b93e5d"><enum>(1)</enum><text>Electronic consumer goods.</text></paragraph><paragraph id="idbddc2093a7dc46a0bda21d6a3802c5dc"><enum>(2)</enum><text>Non-electronic consumer goods.</text></paragraph><paragraph id="id4c888fe882e14d15a8c96d6064a1e5e6"><enum>(3)</enum><text>Energy.</text></paragraph><paragraph id="idc188e08ab2ed43b2959c56639caf24c4"><enum>(4)</enum><text>Apparel and textiles.</text></paragraph><paragraph id="id8825b5345f114593b6ac0693e44a497b"><enum>(5)</enum><text>Artificial intelligence.</text></paragraph><paragraph id="idd3acee97e3d44ab6b2d642a60d560961"><enum>(6)</enum><text>Information and communication technology, including fifth or future generation technology.</text></paragraph><paragraph id="id3830dad997c142dda2c1ddf6c07b6734"><enum>(7)</enum><text>Quantum computing.</text></paragraph><paragraph id="id4ea4d671288d4ca59442e916f2e7d671"><enum>(8)</enum><text>Automobiles and trucks and parts for automobiles and trucks.</text></paragraph><paragraph id="idf6d82108a4cb4fa68588bfea74f831c4"><enum>(9)</enum><text>Ships and maritime transportation.</text></paragraph><paragraph id="ide2f9b14140034083839691b933fa0efb"><enum>(10)</enum><text>Trains and railroad products.</text></paragraph><paragraph id="id26672890ef6e489592033b0e509353da"><enum>(11)</enum><text>Aircraft and aircraft parts.</text></paragraph><paragraph id="idcbf0f420b6bd4066a4afca0854377966"><enum>(12)</enum><text>Space systems.</text></paragraph><paragraph id="id4c21cad99aee47a38289dbeb95a3531f"><enum>(13)</enum><text>Semiconductors.</text></paragraph><paragraph id="ide1e416d30d3348a7b178b91d28ce45e7"><enum>(14)</enum><text>Financial services.</text></paragraph><paragraph id="idca9539c24f184e909c2fff3a6f340fc1"><enum>(15)</enum><text>Non-financial services.</text></paragraph><paragraph id="id273f52c57ea04218881fd58c9918390f"><enum>(16)</enum><text>Agricultural products.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbd33fda0baec4013b41e99f0465db7bd"><enum>(17)</enum><text>Pharmaceuticals and medical devices. </text></paragraph></subsection></section></legis-body></bill>
