which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to expand eligibility for supportive services for very low-income veteran families to include former members of the reserve components of the Armed Forces, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Expansion of supportive services for very low-income veteran families to include former members of the reserve components of the Armed Forces</header><subsection id="id028812411573448BA0BF6B4CD0A3E9EF"><enum>(a)</enum><header>Expansion of eligibility</header><text>Section 2044 of title 38, United States Code, is amended—</text><paragraph id="id5F5D7F6A91614DC995225CBB6A63D00C"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text style="USC" level="section">veteran</header-in-text></quote> and inserting <quote><header-in-text style="USC" level="section">eligible</header-in-text></quote>;</text></paragraph><paragraph id="id8AB6C04AE2BB4FABB2B24A0AC6FAC41D"><enum>(2)</enum><text>in subsection (a)—</text><subparagraph id="idB6D63E4C12C24F33BECA6B931BA0E8E6"><enum>(A)</enum><text>in paragraph (1), by striking <quote>veteran families</quote> and inserting <quote>eligible families</quote>; </text></subparagraph><subparagraph id="id568DC92F589B4C009BD233D09E0955E4"><enum>(B)</enum><text>in paragraph (4), by striking <quote>veteran families</quote> and inserting <quote>eligible families</quote>; and</text></subparagraph><subparagraph id="id24255A89E47445AB82EA6262AC586FB0"><enum>(C)</enum><text>in paragraph (6), by striking <quote>veteran family</quote> and inserting <quote>eligible family</quote>; </text></subparagraph></paragraph><paragraph id="idF065472239944013846D752E73896617"><enum>(3)</enum><text>in subsection (b)—</text><subparagraph id="id01A13AFB1610492F8424B20ED209CB85"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="id604AE8684977499EB999D23B6B7192E7"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>veteran families</quote> and inserting <quote>eligible families</quote>; and</text></clause><clause id="id2DE65F560923418492AA6BDB9D08F2BF"><enum>(ii)</enum><text>in subparagraph (D)(vii), by striking <quote>veteran family</quote> and inserting <quote>eligible family</quote>; </text></clause></subparagraph><subparagraph id="id359678237A7D4CD3AE4421E29CACD0DF"><enum>(B)</enum><text>in paragraph (2), by striking <quote>veteran families</quote> and inserting <quote>eligible families</quote>; and </text></subparagraph><subparagraph id="id04E2417ABCD7428CA7B8581A70FC05F9"><enum>(C)</enum><text>in paragraph (3), by striking <quote>veteran families</quote> and inserting <quote>eligible families</quote>; </text></subparagraph></paragraph><paragraph id="idDBBD548EF8FF445CA543FF5EE67342CF"><enum>(4)</enum><text>in subsection (c)(2), by striking <quote>veteran families</quote> each place it appears and inserting <quote>eligible families</quote>; </text></paragraph><paragraph id="id11E80A73A2594BF0950CD67D54B9F087"><enum>(5)</enum><text>in subsection (d)(1), by striking <quote>veteran families</quote> and inserting <quote>eligible families</quote>; and</text></paragraph><paragraph id="id708563102D2349A3AC2D215586989D7E"><enum>(6)</enum><text>in subsection (f)—</text><subparagraph id="id5EDB7C7A70EE498CBAEFBDEA34D5F936"><enum>(A)</enum><text>in paragraph (6)(A), by striking <quote>veteran family</quote> each place it appears and inserting <quote>eligible family</quote>; and </text></subparagraph><subparagraph id="id19AD9811ADCD4D26A793601E943A3FCD"><enum>(B)</enum><text>by striking paragraph (7) and inserting the following: </text><quoted-block id="idE29DD02EC78F46729671CAE14CBE5E4E" style="USC" act-name=""><paragraph id="idE38A6116C3F140389B2639BAAEC12828"><enum>(7)</enum><text>The term <term>eligible family</term> includes—</text><subparagraph id="id31D11CAFC2034995A9AE9370666A0A0E"><enum>(A)</enum><text>a veteran who is a single person;</text></subparagraph><subparagraph id="id9E71C0A898114F6B9653BA636B088AD5"><enum>(B)</enum><text>a family in which the head of household or the spouse of the head of household is a veteran; </text></subparagraph><subparagraph id="idE3D99CE526FC47A28A8130AABB9E4608"><enum>(C)</enum><text>a former member of a reserve component of the Armed Forces who has retired or separated from service after having served a term of enlistment and is a single person; and </text></subparagraph><subparagraph id="id3CACF665136A498C970C3AC438E19CE0"><enum>(D)</enum><text>a family in which the head of household or spouse of the head of household is a former member of a reserve component of the Armed Forces who has retired or separated from service after having served a term of enlistment.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="idE709A6EAF4D249E6B5553B0428A83A69"><enum>(b)</enum><header>Funding</header><text>Subsection (e)(1) of such section is amended by adding at the end the following new subparagraph: </text><quoted-block id="id062466DC6F47480CA30241A44CC532BC" style="USC" act-name=""><subparagraph indent="up1" id="idA072A931478D49BFA19926BE30B5D794"><enum>(I)</enum><clause commented="no" display-inline="yes-display-inline" id="id413D7968552D4D38969042582D10F1C2"><enum>(i)</enum><text>Such sums as may be available for such purposes for fiscal year 2023, of which $50,000,000 shall be available to carry out subsections (a), (b), and (c) with respect to eligible families described in subparagraphs (C) and (D) of subsection (f)(7).</text></clause><clause indent="up1" id="id6D3289B12CBD43E987446AEC6C5F24A3"><enum>(ii)</enum><text>Any amounts made available under clause (i) to carry out subsections (a), (b), and (c) with respect to eligible families described in subparagraphs (C) and (D) of subsection (f)(7) that remain available after supportive services have been provided to such families under this section shall be available during fiscal year 2023 to carry out subsections (a), (b), and (c) with respect to eligible families described in subparagraphs (A) and (B) of such subsection.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id471ADC44AE6A413398C6890B120FA136"><enum>2.</enum><header>Study on food and housing insecurity experienced by members of the reserve components of the Armed Forces</header><subsection id="id8160319EAC6D4F93B7C36B26AB4E40F4"><enum>(a)</enum><header>Study on food and housing insecurity</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report detailing plans to establish a study to analyze food and housing insecurity experienced by members of the reserve components of the Armed Forces.</text></subsection><subsection id="id100D9E45F3B2442889768F354833E649"><enum>(b)</enum><header>Annual report</header><text>Not later than one year after submitting the report required under subsection (a), and annually thereafter, the Secretary of Defense shall submit to Congress a report including the findings of the study conducted pursuant to subsection (a).</text></subsection><subsection id="id39661BC9C51D42D09DD032DF0FCFFE0D"><enum>(c)</enum><header>Reserve component defined</header><text>In this section, the term <term>reserve component</term> has the meaning given that term in section 101 of title 38, United States Code. </text></subsection></section></legis-body></bill>
