<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 5273</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20221215">December 15, 2022</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a determination of whether certain Chinese entities are responsible for human rights abuses that meet the criteria for the imposition of sanctions under the Global Magnitsky Human Rights Accountability Act or the Uyghur Human Rights Policy Act of 2020.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Uyghur Human Rights Sanctions Review Act</short-title></quote>. </text></section><section section-type="subsequent-section" id="id86AC4314D86A4F54ADE0C483DA14668B"><enum>2.</enum><header>Determination of whether actions of certain Chinese entities meet criteria for imposition of sanctions</header><subsection id="id75E4453DB8684A3E83C4DA220F4F3B07"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of the Treasury, in consultation with the Secretary of State and the Attorney General, shall—</text><paragraph id="id14452FD0528F4A45A0B7F10F06136BD6"><enum>(1)</enum><text>determine whether any entity specified in subsection (b)—</text><subparagraph id="id01E977082A4842889B81E2C2AF2EF589"><enum>(A)</enum><text>is responsible for or complicit in, or has directly or indirectly engaged in, serious human rights abuses against Uyghurs or other predominantly Muslim ethnic groups in the Xinjiang Uyghur Autonomous Region of the People's Republic of China; and </text></subparagraph><subparagraph id="id7879F06A61F04D69B1C672E3025C5A16"><enum>(B)</enum><text>meets the criteria for the imposition of sanctions under—</text><clause id="idE7A8EBF420AD4763857D2F11688C25B5"><enum>(i)</enum><text>the Global Magnitsky Human Rights Accountability Act (<external-xref legal-doc="usc" parsable-cite="usc/22/10101">22 U.S.C. 10101 et seq.</external-xref>); </text></clause><clause id="idF2674740ABD548A7B33C70AFDC70533A"><enum>(ii)</enum><text>section 6 of the Uyghur Human Rights Policy Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/145">Public Law 116–145</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/6901">22 U.S.C. 6901</external-xref> note); or </text></clause><clause id="id80FB0EC12E3E47EA9E31300B21A7CF8F"><enum>(iii)</enum><text>Executive Order 13818 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking the property of persons involved in serious human rights abuse or corruption), as amended on or after the date of the enactment of this Act; and</text></clause></subparagraph></paragraph><paragraph id="id8F96E60E8F46486BBD798A2C1AF8CCAB"><enum>(2)</enum><text>submit to Congress a report on that determination that includes the reasons for the determination.</text></paragraph></subsection><subsection id="id88731002731F40739F9D7A0DEEA1C016"><enum>(b)</enum><header>Entities specified</header><text>An entity specified in this subsection is any of the following:</text><paragraph id="idE86D83952F0E4C01883B4F534D08304B"><enum>(1)</enum><text>Hangzhou Hikvision Digital Technology Co., Ltd. </text></paragraph><paragraph id="id79458B9566464080B146EED8CC65BE27"><enum>(2)</enum><text>Shenzhen Huada Gene Technology Co., Ltd. (BGI Group). </text></paragraph><paragraph id="idCA905B7B76AB40C09EE50BA29AD819D8"><enum>(3)</enum><text>Tiandy Technologies Co., Ltd.</text></paragraph><paragraph id="idF230957D06CE4CC7A59ADF89CF950D25"><enum>(4)</enum><text>Zhejiang Dahua Technology Co., Ltd.</text></paragraph></subsection></section></legis-body></bill>
