which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the training demonstration program, and for other purposes.</official-title></form><legis-body><section id="idBC36D3FAA016474686338A34EC8052B7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mental Health Workforce for Kids Act</short-title></quote>.</text></section><section id="id49CB6E5810E3424AA80A413A4E4149BC"><enum>2.</enum><header>Reauthorization of training demonstration program with provisions to strengthen the pediatric mental health care workforce</header><text display-inline="no-display-inline">Section 760 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294k">42 U.S.C. 294k</external-xref>) is amended—</text><paragraph id="idaa1808f4bb74403cb4e9ae20660d8ca1"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="idC666EFB823604F3381B4647073CEC7CD" commented="no"><enum>(A)</enum><text>in paragraph (2)—</text><clause commented="no" id="id90CFC0275D9B41BDA4274D089372ACCD"><enum>(i)</enum><text>by striking <quote>nurse practitioners, physician assistants, health service psychologists, and social workers</quote> and inserting <quote>registered nurses and nurse practitioners, physician assistants, health service psychologists, counselors, social workers, and other health care providers (as the Secretary determines appropriate to provide trauma-informed, developmentally appropriate care for pediatric mental health, developmental, and substance use disorders)</quote>; and</text></clause><clause commented="no" id="id922E0D4AED89429AA2093C867A25F85B"><enum>(ii)</enum><text>by striking <quote>; and</quote> and inserting a semicolon;</text></clause></subparagraph><subparagraph id="id66137830957A47AF92990EF00CA37BD1"><enum>(B)</enum><text>in paragraph (3)—</text><clause id="id86BDDC75FB514B0AB28D1304DFC32774"><enum>(i)</enum><text>in subparagraph (A), by inserting <quote>or pediatric mental health and substance use disorder care</quote> after <quote>addiction</quote>; and</text></clause><clause id="idCA50DC50FCEB41929B2055EC2B9F1B2D"><enum>(ii)</enum><text>in subparagraph (B), by striking the period and inserting <quote>; and</quote>; and</text></clause></subparagraph><subparagraph id="idFCC0391FAE814F3FA480F88D77CCD917"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB6C3C22A8012460896544C585A008519"><paragraph id="id7C123C2359904107819C43F8E15AC06E"><enum>(4)</enum><text>training for provisionally licensed mental health and substance use disorder professionals in underserved community-based settings.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id83cfe670ac6c460a931fe5bb14e4fcf9"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="id6E8A80732F9A48019EE95A2EDC23AAAB"><enum>(A)</enum><text>in paragraph (1)(A)(i)—</text><clause id="id51D12C2DADCF41FFAF0D37C05CF59F10"><enum>(i)</enum><text>in subclause (l), by inserting <quote>or child and adolescent psychiatry</quote> after <quote>addiction medicine</quote>; and</text></clause><clause id="idaf4277a3a72043e0b4b735ae08efd4da"><enum>(ii)</enum><text>in subclause (ll), by inserting <quote>or child and adolescent psychiatry</quote> after <quote>addiction medicine</quote>; and</text></clause></subparagraph><subparagraph id="idB1FB07BA448743CDAADA06D70CC66C47"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id33E3DFFBCDAA47B5A8A964087B196A94"><paragraph id="idBE0003197DDD4C6399D3AC977A9C98F5"><enum>(4)</enum><header>Support for provisionally-licensed providers</header><text>A recipient of a grant under subsection (a)(4)— </text><subparagraph id="id59D8A4D469904EAE9871F135A42B36E7"><enum>(A)</enum><text>shall use the grant funds to provide clinical training or to provide trainee support, including in the form of stipends, to individuals pursuing postgraduate supervised clinical training required for licensure to provide mental and behavioral health services, public health services, or primary care services, as appropriate; and</text></subparagraph><subparagraph id="idDAB7597C1D554C9D9878934DA25D190B"><enum>(B)</enum><text>may use the grant funds to provide additional support for the administration of the program or to meet the costs of projects to establish, maintain, or improve clinical supervision or departments, divisions, or other units necessary to implement such program.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id85fc137f950d4beaabe7556faee8e42b"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph id="id1772047FE37E4AAFA1A8D264428DDB61"><enum>(A)</enum><text>in paragraph (1)(A)(ii)(II), by inserting <quote>or child and adolescent psychiatry</quote> after <quote>addiction medicine</quote>; </text></subparagraph><subparagraph id="id5EC67701E3954F288E05ACB2081A08B0"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="idA5133B481D0C4937BEBB5DB4F4352517"><enum>(i)</enum><text>in subparagraph (E), by striking <quote>; or</quote> and inserting a semicolon;</text></clause><clause id="idA862BBB100BE4A5AADE8A2102ED819EF"><enum>(ii)</enum><text>in subparagraph (F), by striking <quote>nurse practitioners, physician assistants, health service psychologists, and social workers.</quote> and inserting <quote>registered nurses and nurse practitioners, physician assistants, health service psychologists, counselors, social workers, and other health care providers (as the Secretary determines appropriate to provide trauma-informed, developmentally appropriate care for pediatric mental health, developmental, and substance use disorders); or</quote>; and</text></clause><clause id="id8B4BC188EC904DFEBE893D6141B6BEF1"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4BD5560FEE364E87AEB58DAF6439B6DA"><subparagraph id="idD1EE5F7D992C4F5482CCD26D00B1E0AA"><enum>(G)</enum><text>a children’s hospital or children’s health system providing pediatric health services—</text><clause id="idF0C3D90145B24A0ABADD8571841BDC62"><enum>(i)</enum><text>to a high percentage of children covered under a State Medicaid program under title XIX of the Social Security Act or a State Children's Health Insurance program under title XXI of such Act; or </text></clause><clause id="id9758799FAA5D43A0B6DD842BB83FF404"><enum>(ii)</enum><text>in a rural community.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id3788FF7B57FB4540AC000269A81B6268"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id64F27980CDE54A5C9C5BF3F283EFF3DF"><paragraph id="id69DAA4DD3E9446D8AEBBA58377AB8CCB"><enum>(4)</enum><header>Support for provisionally-licensed providers</header><text>To be eligible to receive a grant under subsection (a)(4), an entity shall be—</text><subparagraph id="id288D1AF9195B4827A5F9C96F03570D0C"><enum>(A)</enum><text>an accredited institution of higher education that provides clinical training to provisionally licensed professionals; </text></subparagraph><subparagraph id="id6F95957063D8422F9E39BAC65702423E"><enum>(B)</enum><text>an accredited professional training program that provides clinical training to provisionally licensed professionals; or </text></subparagraph><subparagraph id="id88580DD1D6D84568B764B101547F53B1"><enum>(C)</enum><text>a nonprofit private or public organization that provides clinical training to provisionally licensed professionals, as the Secretary determines appropriate.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idd98b9295f6384a6ea866504d3b88b205"><enum>(4)</enum><text>in subsection (d)(1)(A)—</text><subparagraph id="id42AC9743635848559E2BDB73886A74B8"><enum>(A)</enum><text>by striking <quote>nurse practitioners</quote> and inserting <quote>health service psychologists, counselors, registered nurses, nurse practitioners</quote>; and</text></subparagraph><subparagraph id="idB4BE75E9C01540A488871CCEE4FF54B4"><enum>(B)</enum><text>by inserting <quote>or pediatric mental health and substance use disorder care</quote> after <quote>addiction medicine</quote>; and</text></subparagraph></paragraph><paragraph id="id0fc82f16c93448dd96393a92f18990a5"><enum>(5)</enum><text>in subsection (g), by striking <quote>$10,000,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>such sums as may be necessary for each of fiscal years 2023 through 2027</quote>. </text></paragraph></section></legis-body></bill>
