which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To increase funding for aviation workforce development grant programs of the Federal Aviation Administration.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Aviation Workforce Development Enhancement Act</short-title></quote>.</text></section><section id="id1901B47F1A4F44DF9B4FB83DA51E4507"><enum>2.</enum><header>Increasing funding for aviation workforce development grant programs</header><subsection id="idB689466C0B8A4F4EA5EA5C02FF7EDB55"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 625 of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note) is amended—</text><paragraph id="id0D54625D93534C8EA54E28BFF0162FE1"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="idC0FAD8462CE24DD8AAAC2EF7EA74EFEC"><enum>(A)</enum><text>in paragraph (1), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="id2645B368C0DE481EB1A48C8B2DED010F"><enum>(B)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id8323AAA06E0142B9921D3F8EE73669FA"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id44A9F7D5C729417794AB93343BEB8D17"><paragraph id="id0DA58B7FBEFD48A2B621841C6E7542CD"><enum>(3)</enum><text>a program to provide grants for eligible projects to support the education and recruitment of aviation manufacturing technical workers and the development of the aviation manufacturing workforce.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id8BE3F657EF394173AE316947D47F3A2A"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="id4C1266DC72C2455EB9FF37251A75E717"><enum>(A)</enum><text>in paragraph (1), by striking <quote>2023</quote> each place it appears and inserting <quote>2029</quote>; </text></subparagraph><subparagraph id="id09D9D71B74534BD28D0E79F770A256BD"><enum>(B)</enum><text>by redesignating paragraph (2) as paragraph (3);</text></subparagraph><subparagraph id="idDB4159D951C74CB3A61A2954EBD851C8"><enum>(C)</enum><text>by inserting after paragraph (1) the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0317648F03E74EBA90EAE5542FD3F7E1"><paragraph id="H6360060D9BAB47ACB10146A2689E2E5D"><enum>(2)</enum><header>Additional funding</header><text>In addition to amounts available for grants pursuant to paragraph (1), there is authorized to be appropriated—</text><subparagraph id="id9B3BD150D5314596B27BBE600C500AF0"><enum>(A)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029 to provide grants under the program established under subsection (a)(1); </text></subparagraph><subparagraph id="id442930368DFD410384F2727C3699DFC7"><enum>(B)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029 to provide grants under the program established under subsection (a)(2); and</text></subparagraph><subparagraph id="id62986E13EFBA4CAEB758FA8E4881B721"><enum>(C)</enum><text>$10,000,000 for each of fiscal years 2024 through 2029 to provide grants under the program established under subsection (a)(3).</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="id80BAE5B73B4D45729CD10A68F0DD65AD" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>in paragraph (3), as redesignated by subparagraph (B), by inserting <quote>(or, in the case of fiscal years 2024 through 2029, $1,000,000)</quote> after <quote>$500,000</quote>; </text></subparagraph></paragraph><paragraph id="id3F45596027E24F9B959C6125559B042D"><enum>(3)</enum><text>in subsection (c), by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id74C39D786C6D49D786657A2E9B9D01BD"><paragraph id="H1F7E76A96A7F4B9AA2C52B35C2421984" commented="no"><enum>(3)</enum><text>An application for a grant under the pilot program established under subsection (a)(3) shall be submitted, in such form as the Secretary may specify, by—</text><subparagraph id="H0ADFEC271EE64EDA9455ACB35A491944" commented="no"><enum>(A)</enum><text>a holder of a type or production certificate or similar authorization issued under section 44704 of title 49, United States Code, or a credible applicant for such a certificate as determined by the Secretary; </text></subparagraph><subparagraph id="HD9CF28F8D21C4FC3B4B5DAD84143DF31" commented="no"><enum>(B)</enum><text>an accredited institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)) or a high school or secondary school (as defined in section 7801 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>); and</text></subparagraph><subparagraph id="H986593D047AE4269BF4439FE3FFA13B7" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>a State or local governmental entity. </text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id5E31C75575624007B8A43CB48C25296C"><enum>(4)</enum><text>in subsection (d), by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id850FD95DCDAF49E9B801D3DDF919DDBD"><paragraph id="HC1D5C99A1B36446E9202E26F80C41B74"><enum>(3)</enum><text>For purposes of the pilot program established under subsection (a)(3), an eligible project is a project— </text><subparagraph id="id39c3ab0ca51f4a24ad9c8a7ce5c0ef14"><enum>(A)</enum><text>to establish new educational programs that teach technical skills used in aviation manufacturing, including purchasing equipment, or to improve existing such programs;</text></subparagraph><subparagraph id="id95699d2f02674c099127e7632cbfc419"><enum>(B)</enum><text>to establish scholarships or apprenticeships for individuals pursuing employment in the aviation manufacturing industry;</text></subparagraph><subparagraph id="idc37cd28c3edc4c148329d578b4523019"><enum>(C)</enum><text>to support outreach about careers in the aviation manufacturing industry to—</text><clause id="id91e8379af0ef427fad32d404a34617df"><enum>(i)</enum><text>primary, secondary, and post-secondary school students; or</text></clause><clause id="idf18bdc06adbc407595c6b1d04cb69892"><enum>(ii)</enum><text>to communities underrepresented in the industry;</text></clause></subparagraph><subparagraph id="idefa964fdaeca422f9b0e6d8c1ef056ea"><enum>(D)</enum><text>to support educational opportunities related to aviation manufacturing in both urban and rural areas;</text></subparagraph><subparagraph id="idf88237dd23e0473d9b3f9c7f994d933a"><enum>(E)</enum><text>to support transition to careers in aviation manufacturing, including for members of the Armed Forces; or</text></subparagraph><subparagraph id="id11493a15b82e427e975c5c797aa34bd0"><enum>(F)</enum><text>to otherwise enhance aviation manufacturing technical education or the aviation maintenance industry workforce.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id53ce3994ab2d45d48660dfe44e7d3a81"><enum>(b)</enum><header>Conforming amendment</header><text>Paragraph (4) of section 48105 of title 49, United States Code, is amended by striking <quote>2023</quote> and inserting <quote>2029</quote>.</text></subsection></section></legis-body></bill>
