which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To enhance existing aviation workforce development pilot programs.</official-title></form><legis-body><section id="id2159d9cdeb024da680221aed9380e207" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Aviation Workforce Development Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id6043C41AAC414565AE415B57C47B4763"><enum>2.</enum><header>Aviation maintenance workforce development program</header><subsection id="ida63c6a492328486bab94a0f1648e6d41" commented="no"><enum>(a)</enum><header>Amendments to the advanced training facilities for maintenance technicians for air carrier aircraft grant program</header><text>Section 44515 of title 49, United States Code, is amended—</text><paragraph id="id9ae264910ffa4b59a40ed9b6070824e1" commented="no"><enum>(1)</enum><text>in subsection (a), by striking <quote>not more than 4</quote>; and</text></paragraph><paragraph id="id42c5c411215a4da0814e597695807445" commented="no"><enum>(2)</enum><text>in subsection (c), by striking <quote>$5,000,000</quote> and inserting <quote>$7,000,000</quote>.</text></paragraph></subsection><subsection id="idc6058c4d11ab40059ea3d22aae747330" commented="no"><enum>(b)</enum><header>Amendments to the aviation workforce development program</header><text>Section 625 of the FAA Reauthorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note) is amended—</text><paragraph id="id76d4802beaac4617aa7fb930cdc60f1c" commented="no"><enum>(1)</enum><text>in subsection (b)(1), by inserting <quote>and $7,000,000 for each of fiscal years 2024 through 2028</quote> after <quote>2023</quote> each place it appears; and</text></paragraph><paragraph id="id865e3e3d548d47568d68aeeafbee3766" commented="no"><enum>(2)</enum><text>in subsection (d)(2)—</text><subparagraph id="idA9F47176186445599E4B21B0500C905E" commented="no"><enum>(A)</enum><text>in subparagraph (E), by striking <quote>or</quote> after the semicolon;</text></subparagraph><subparagraph id="id966293CCD2504CE5A30CF8EEDBE21244" commented="no"><enum>(B)</enum><text>by redesignating subparagraph (F) as subparagraph (G); and</text></subparagraph><subparagraph id="idA8D7A06178604B2A9E5BD61708B368B5" commented="no"><enum>(C)</enum><text>by inserting after subparagraph (E) the following new subparagraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2B0153D1ACE94F59AC6ECFEBEC7500BA"><subparagraph id="id38c72a823dfe46a9b7157bf57743d850" commented="no"><enum>(F)</enum><text>to acquire equipment necessary to deliver curriculum described in paragraph (1)(A); or</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section><section id="iddd870a7f2962486e929fcdef11066290"><enum>3.</enum><header>National strategic plan for aviation workforce development</header><subsection id="id30DEB23A18274897969E4EC635ABF2D3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Federal Aviation Administration shall, to the extent practicable and in consultation with other Federal agencies and private individuals, establish a national strategic plan for addressing projected shortages of aviation workers in the aviation industry, including—</text><paragraph id="id863820D2CCC74B749D5122CB083F3FA7"><enum>(1)</enum><text display-inline="yes-display-inline">any short-term, medium-term, and long-term needs critical to the economy, national security, workforce readiness, environmental concerns, and priorities of the United States aviation sector, such as emergency readiness and resilience; and</text></paragraph><paragraph id="idAA8DDC20911345D9A65FEB96745D4A07"><enum>(2)</enum><text>any situation or condition that warrants special attention by the Federal Government.</text></paragraph></subsection><subsection id="idDA9ECA31E587437A876C6254ED4D6D86"><enum>(b)</enum><header>Requirements</header><text>The national strategic plan established under subsection (a) shall—</text><paragraph id="id7C83CD89DE844209819496BB945EEA8A"><enum>(1)</enum><text>take into account the activities and accomplishments of all agencies in the Executive branch of the Federal Government that are related to carrying out such national strategic plan; and</text></paragraph><paragraph id="id61a20b6f246149f58e54eb738df9e71e"><enum>(2)</enum><text>include recommendations for legislation, regulations, and budget proposals to carry out such national strategic plan. </text></paragraph></subsection></section></legis-body></bill>
