<section id="H9AB5368A218C46AA88CBBC6DF86339BB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advanced Air Mobility Coordination and Leadership Act</short-title></quote></text></section> <section id="H2432C764BD504BFD89AEA49CB2D5A540" section-type="subsequent-section"><enum>2.</enum><header>Advanced air mobility working group</header> <subsection id="H5C58516AD63C4AA78426942B92C1C7E6"><enum>(a)</enum><header>In general</header><text>Not later than 120 days after the date of enactment of this Act, the Secretary of Transportation shall establish an advanced air mobility interagency working group (in this section referred to as the <quote>working group</quote>).</text></subsection> 
<subsection id="H87626FBA0FF24B28A0B3624B31B274B1"><enum>(b)</enum><header>Purpose</header><text>Advanced Air Mobility represents a key area of sustainable transportation and economic growth for the United States and it is imperative that the Federal Government foster leadership and interagency collaboration in the adoption and deployment of this technology. The purpose of the working group established under this section shall be to plan for and coordinate efforts related to safety, operations, infrastructure, physical security and cybersecurity, and Federal investment necessary for maturation of the AAM ecosystem in the United States, particularly passenger-carrying aircraft, in order to—</text> <paragraph id="HFC5E36FA2C9949E598A0EA1E84F90B97"><enum>(1)</enum><text>grow new transportation options;</text></paragraph> 
<paragraph id="HF60C043ABD5A4FC187BECC20E2F3B6E6"><enum>(2)</enum><text>amplify economic activity and jobs;</text></paragraph> <paragraph id="H65D008758AB54DDA84359E3BD0997799"><enum>(3)</enum><text>advance environmental sustainability and new technologies; and</text></paragraph> 
<paragraph id="H6B5CE4763222410BB4B8DE3C803677B5"><enum>(4)</enum><text>support emergency preparedness and competitiveness.</text></paragraph></subsection> <subsection id="HC29FEBAF0A2A4524B9BEDE7EA6C6957D"><enum>(c)</enum><header>Membership</header><text>Not later than 60 days after the establishment of the working group under subsection (a), the Secretary of Transportation shall—</text> 
<paragraph id="HEBB7C1F47A994D71B1B217838B3B4B10"><enum>(1)</enum><text>appoint the Under Secretary of Transportation for Policy to chair the working group;</text></paragraph> <paragraph id="HEEA704F165CA4C898BCEDB583821DAB6"><enum>(2)</enum><text>designate not less than 1 additional representative to participate on the working group from each of—</text> 
<subparagraph id="H14D8EDAD9F7B48B4B5E908BD1453A3F4"><enum>(A)</enum><text>the Department of Transportation; and</text></subparagraph> <subparagraph id="H4E509FE870DA40D591298CC8DD503E71"><enum>(B)</enum><text>the Federal Aviation Administration; and</text></subparagraph></paragraph> 
<paragraph id="H7365792728C442D9A6213CB7B42BD531"><enum>(3)</enum><text>invite the heads of each of the following departments or agencies to designate not less than 1 representative to participate on the working group, including—</text> <subparagraph id="H6A2D0DC727444052B623ACFE1E6C57C8"><enum>(A)</enum><text>the National Aeronautics and Space Administration;</text></subparagraph> 
<subparagraph id="HEAB660CB4D9A4A03A9E1375350DC0B9C"><enum>(B)</enum><text>the Department of Commerce;</text></subparagraph> <subparagraph id="H0C9278E6819E4C15B01CD66FCB8401E0"><enum>(C)</enum><text>the Department of Defense;</text></subparagraph> 
<subparagraph id="HD11E00AA8F97450A94BB9620AE07FBDD"><enum>(D)</enum><text>the Department of Energy;</text></subparagraph> <subparagraph id="H3562198472C143929EF0B8F323E72BB2"><enum>(E)</enum><text>the Department of Homeland Security;</text></subparagraph> 
<subparagraph id="H5E7DF7D1E32B4B59BB743F15CD4B4CFB"><enum>(F)</enum><text>the Department of Agriculture;</text></subparagraph> <subparagraph id="HAC7FC50703EB4FF3BF0DFC73473ADDBE"><enum>(G)</enum><text>the Department of Labor;</text></subparagraph> 
<subparagraph id="H29D07FE5EB4647548EEE7BA2ED2C9798"><enum>(H)</enum><text>the Federal Communications Commission; and</text></subparagraph> <subparagraph id="H01BDBB965A8A46229EDAAF00B957D1F0"><enum>(I)</enum><text>such other departments or agencies as the Secretary of Transportation determines appropriate.</text></subparagraph></paragraph></subsection> 
<subsection id="HD722011D53BB49809D6DFD9DCACD5A0F"><enum>(d)</enum><header>Coordination</header> 
<paragraph id="HFFF9AF0ED6CE4F9A8339488D68D3FFD4"><enum>(1)</enum><header>In general</header><text>The working group shall engage with State, local, and Tribal governments, aviation industry and labor stakeholders, stakeholder associations, and others determined appropriate by the Secretary of Transportation and the Administrator of the Federal Aviation Administration, including—</text> <subparagraph id="HE6CE7AB9BD4247B9A4CF1CFC467B6093"><enum>(A)</enum><text>manufacturers of aircraft, avionics, propulsion systems, structures, and air traffic management systems;</text></subparagraph> 
<subparagraph id="H26686E70115E4575AF7B6B808AF70E2D"><enum>(B)</enum><text>commercial air carriers, commercial operators, unmanned aircraft system operators, and general aviation operators, including helicopter operators;</text></subparagraph> <subparagraph id="H612DBBBC35A141E984A2224F8B53560F"><enum>(C)</enum><text>intended operators of AAM aircraft;</text></subparagraph> 
<subparagraph id="H96E7F9B2AAD44BACABC3CF322459A0E6"><enum>(D)</enum><text>airports, heliports, fixed-base operators;</text></subparagraph> <subparagraph id="H564E1E757D114D7284891081D9F47AA4"><enum>(E)</enum><text>certified labor representatives for pilots associations, air traffic control specialists employed by the Federal Aviation Administration, aircraft mechanics, and aviation safety inspectors;</text></subparagraph> 
<subparagraph id="H389BE22CEC7D4082B5FC7B19976A1281"><enum>(F)</enum><text>State, local, and Tribal officials or public agencies, with representation from both urban and rural areas;</text></subparagraph> <subparagraph id="HE3ADCF5C0E314EBB9450674439863333"><enum>(G)</enum><text>first responders;</text></subparagraph> 
<subparagraph id="HB9E9284128414CA1ADB418AED93E1290"><enum>(H)</enum><text>groups representing environmental interests;</text></subparagraph> <subparagraph id="HA696EC5C08F74B7C89E2E3970CDE9682"><enum>(I)</enum><text>electric utilities, energy providers and energy market operators;</text></subparagraph> 
<subparagraph id="HA1905583511246EAAB2CFF096BA4C9D9"><enum>(J)</enum><text>academia with experience working with industry on new technology and commercialization;</text></subparagraph> <subparagraph id="HDBD6AEF773E3408698CAFE399CD42322"><enum>(K)</enum><text>groups representing the telecommunications industry; and</text></subparagraph> 
<subparagraph id="HD7AD2B6C77A043BD8B5347342991176B"><enum>(L)</enum><text>aviation training and maintenance providers.</text></subparagraph></paragraph> <paragraph id="H413143EDB3DB4065AF520F8941C5BC54"><enum>(2)</enum><header>Advisory committees</header><text>The Secretary of Transportation and Administrator of the Federal Aviation Administration may use such Federal advisory committees as may be appropriate to coordinate with the entities listed in paragraph (1).</text></paragraph></subsection> 
<subsection id="HF1F377E45D27411EADD60058A65F31C3"><enum>(e)</enum><header>Review and examination</header><text>Not later than 1 year after the working group is established under subsection (a), the working group shall complete a review and examination of, at a minimum—</text> <paragraph id="HD18E242B951948D184B02EF6B1A4646C"><enum>(1)</enum><text>the steps that will mature AAM aircraft operations, concepts, and regulatory frameworks beyond initial operations;</text></paragraph> 
<paragraph id="H8454809027DB4A3D845F673EE08E4DF2"><enum>(2)</enum><text>the air traffic management and safety concepts that might be considered as part of evolving AAM to higher levels of traffic density;</text></paragraph> <paragraph id="HA026D704F93245B1B5363249E0A83DE4"><enum>(3)</enum><text>current Federal programs and policies that could be leveraged to advance the maturation of the AAM industry;</text></paragraph> 
<paragraph id="H632B21DAF5EA414180B8D8809E1F483E"><enum>(4)</enum><text>infrastructure, including aviation, cybersecurity, telecommunication, multimodal, and utility infrastructure, necessary to accommodate and support expanded operations of AAM after initial implementation;</text></paragraph> <paragraph id="H82867FA1BC8F45E8B0DA7074A3535D92"><enum>(5)</enum><text>steps needed to ensure a robust and secure domestic supply chain;</text></paragraph> 
<paragraph id="H40B933E8C02246B49AF7D50E161F6763"><enum>(6)</enum><text>anticipated benefits associated with AAM aircraft operations, including economic, environmental, emergency and natural disaster response, and transportation benefits;</text></paragraph> <paragraph id="H46F002D9667B49E8BEB9A5FDCE43A985"><enum>(7)</enum><text>the interests, roles, and responsibilities of Federal, State, local, and Tribal governments affected by AAM aircraft operations; and</text></paragraph> 
<paragraph id="H93F547F02ED74EF1A9059E5504E70809"><enum>(8)</enum><text>other factors that may limit the full potential of the AAM industry, including community acceptance or restrictions of such operations.</text></paragraph></subsection> <subsection id="H5CBF2539E8A347E8B6C4BA6B9054AA67"><enum>(f)</enum><header>AAM national strategy</header><text>Based on the review and examination performed under subsection (e), the working group shall develop an AAM National Strategy that includes—</text> 
<paragraph id="HB186B18C7AEA4836A0B7F22A528F994F"><enum>(1)</enum><text>recommendations regarding the safety, operations, security, infrastructure, air traffic concepts, and other Federal investment or actions necessary to support the evolution of early AAM to higher levels of activity and societal benefit; and</text></paragraph> <paragraph id="HB6B1DF82B5A34C04874F2B85698A3EC3"><enum>(2)</enum><text>a comprehensive plan detailing the roles and responsibilities of each Federal department and agency, and of State, local, and Tribal governments, necessary to facilitate or implement the recommendations developed under paragraph (1).</text></paragraph></subsection> 
<subsection id="H47C9BC43C9284CA5A04E8622D58C9E99"><enum>(g)</enum><header>Report</header><text>Not later than 180 days after the completion of the review and examination performed under subsection (e), the working group shall submit to the appropriate committees of Congress a report—</text> <paragraph id="H49FCD6F4D9394A6E9DDC93632D8019BC"><enum>(1)</enum><text>detailing findings from the review and examination performed under subsection (e); and</text></paragraph> 
<paragraph id="H10F93DA44E9F4AC6947703F253A04599"><enum>(2)</enum><text>providing the AAM National Strategy, including the plan and associated recommendations developed under subsection (f).</text></paragraph></subsection> <subsection id="H7CCDA1AA1AFF4B06BA51F8C21B1EE06B"><enum>(h)</enum><header>Evaluation of termination of working group</header><text>Not later than 30 days after the date on which the working group submits the report required under subsection (g), the Secretary of Transportation shall evaluate and decide whether to terminate the working group and shall notify the appropriate committees of Congress of such decision.</text></subsection> 
<subsection id="H93691F5BF9324BF6BFB47B92CB46F5EE"><enum>(i)</enum><header>Definitions</header><text>For purposes of this section and section 3: </text> <paragraph id="H0BDB2826CDEF4E78935EF3E9DCB2D50F"><enum>(1)</enum><header>Advanced air mobility; AAM</header><text>The terms <quote>advanced air mobility</quote> and <quote>AAM</quote> mean a transportation system that transports people and property by air between two points in the United States using aircraft with advanced technologies, including electric aircraft or electric vertical take-off and landing aircraft, in both controlled and uncontrolled airspace.</text></paragraph> 
<paragraph id="HF67089A06C62451B95E94DC304D89301"><enum>(2)</enum><header>Appropriate committees of congress</header><text>The term <quote>appropriate committees of Congress</quote> means—</text> <subparagraph id="H7131023F8A0940CE82F998BC4770BEB5"><enum>(A)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph> 
<subparagraph id="H720F3D00EC77447C98A22ECEC3CC3A6B"><enum>(B)</enum><text>the Committee on Transportation and Infrastructure of the House of Representatives.</text></subparagraph></paragraph> <paragraph id="HA714BAFAFC6D435C84E72E2C1BB7D408"><enum>(3)</enum><header>Electric aircraft</header><text>The term <quote>electric aircraft</quote> means an aircraft with a fully electric or hybrid (fuel and electric) driven propulsion system used for flight.</text></paragraph> 
<paragraph id="HAC5BFEBD58DE4F9B93E3B4555DF9B261"><enum>(4)</enum><header>Fixed-base operator</header><text>The term <quote>fixed-base operator</quote> means a business granted the right by an airport sponsor or heliport sponsor to operate on an airport or heliport and provide aeronautical services, including fueling and charging, aircraft hangaring, tiedown and parking, aircraft rental, aircraft maintenance, and flight instruction.</text></paragraph> <paragraph id="H15B1C28D89F2487F85D08C73570C72A9"><enum>(5)</enum><header>State</header><text>The term <quote>State</quote> has the meaning given such term in section 47102 of title 49, United States Code.</text></paragraph> 
<paragraph id="H54E0587E2F48491D8ACC506B50CD44EE" commented="no" display-inline="no-display-inline"><enum>(6)</enum><header>Vertical take-off and landing</header><text>The term <quote>vertical take-off and landing</quote> means an aircraft with lift/thrust units used to generate powered lift and control and with two or more lift/thrust units used to provide lift during vertical take-off or landing.</text></paragraph></subsection></section> <section id="H99E27F869B87420EBA1708CA82F43BE1" changed="added" reported-display-style="italic"><enum>3.</enum><header>GAO study and report</header> <subsection id="HA9425890528C438AB6134905264C4C23" changed="added" reported-display-style="italic"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall—</text> 
<paragraph id="H8EE6F7E8CB5443D482EA4B3853BBA4E4" changed="added" reported-display-style="italic"><enum>(1)</enum><text>conduct a study on the interests, roles, and responsibilities of Federal, State, local, and Tribal governments affected by AAM aircraft and operations; and</text></paragraph> <paragraph id="HD0DD20C5DB1E476E9571F85CD14566C2" changed="added" reported-display-style="italic"><enum>(2)</enum><text>submit to the appropriate committees of Congress a report on the study, including the Comptroller General's findings and conclusions.</text></paragraph></subsection> 
<subsection id="H295AD34E36E0499CA7157D81241D88C1" changed="added" reported-display-style="italic"><enum>(b)</enum><header>Requirements</header><text>In conducting the study required under subsection (a), the Comptroller General shall review the following:</text> <paragraph id="H32CD08BCEE1548F29013D35AF8E92532" changed="added" reported-display-style="italic"><enum>(1)</enum><text>The state of the law as of the enactment of this Act with respect to Federal authority over operations of AAM aircraft systems in the national airspace system.</text></paragraph> 
<paragraph id="HF936D6783B8E4239A229F35DECBB72D6" changed="added" reported-display-style="italic"><enum>(2)</enum><text>The state of the law as of the enactment of this Act with respect to State, local, and Tribal authority over operations of AAM aircraft in the national airspace system.</text></paragraph> <paragraph id="HB663815BB65342DBBC8F12F874E353D0" changed="added"><enum>(3)</enum><text>Potential gaps between authorities under paragraphs (1) and (2).</text></paragraph>
