1.

Short title

This Act may be cited as the Replenishing Our American Reserves Act or the ROAR Act.

2.

Definition of petroleum product under the Energy Policy and Conservation Act

Section 3(3) of the Energy Policy and Conservation Act (42 U.S.C. 6202(3)) is amended by inserting produced in the United States before the period at the end.

Objectives in determining manner of acquisition of petroleum products for the Strategic Petroleum Reserve

Section 160(b)(5) of the Energy Policy and Conservation Act (42 U.S.C. 6240(b)(5)) is amended by inserting domestic before petroleum industry.

4.

Prohibition of sales of petroleum products withdrawn from the Strategic Petroleum Reserve to entities outside the United States

Section 161 of the Energy Policy and Conservation Act (42 U.S.C. 6241) is amended by striking subsection (i) and inserting the following:(i)

Limitation

Notwithstanding any other provision of law, the Secretary shall only draw down and sell petroleum products from the Reserve to entities within the United States..
