Wellstone Federal Building</quote>, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Paul D. Wellstone Building Act of 2022</short-title></quote>.</text></section><section id="idEF19006A9D18430790E3A49CF91EB41D"><enum>2.</enum><header>Findings</header><subsection id="idDD2AF06363E54E5F81906F412A8C9A65"><enum/><text>Congress finds that—</text><paragraph id="ida48081819632409c90983fffaa592026"><enum>(1)</enum><text>Paul David Wellstone was born on July 21, 1944, in Washington, DC, and raised in Arlington, Virginia, as the second child of Ukrainian Jewish immigrants Leon and Minnie Wellstone;</text></paragraph><paragraph id="id98237f946cdb416fb1f745af08e513b4"><enum>(2)</enum><text>Wellstone graduated from the University of North Carolina at Chapel Hill—</text><subparagraph id="idC6437716CDE340A5BFBA456BB5386171"><enum>(A)</enum><text>in 1965, with a bachelor's degree in political science; and </text></subparagraph><subparagraph id="id82CF6E6187084EC28A947AB48253D949"><enum>(B)</enum><text>in 1969, with a Ph.D. in political science;</text></subparagraph></paragraph><paragraph id="idb0ea857ef4a742fbacbeaacab2c150fc"><enum>(3)</enum><text>after earning his Ph.D., Wellstone moved to Minnesota to teach political science at Carleton College in Northfield, Minnesota, during which he became an advocate for marginalized communities and fought for improved healthcare, education, housing, and labor and human rights;</text></paragraph><paragraph id="id2bad8f33a506461787746eb0dc772d45"><enum>(4)</enum><text>as an activist, Wellstone helped to bring attention to issues important to the people by protesting in favor of peace, civil rights, and social justice, including by standing by farmers and working families in their struggles;</text></paragraph><paragraph id="id7b15a1c23a714db8b216ee652f6ca245"><enum>(5)</enum><text>in 1990, Wellstone extended his community activism during his first run for the Senate;</text></paragraph><paragraph id="idEFF21B6AE5874499AF3097E85498CA29"><enum>(6)</enum><text>as an underdog, Wellstone was the only candidate to unseat an incumbent Senator in the 1990 election;</text></paragraph><paragraph id="id398D3020F820461F97768CCF5AE47C0F"><enum>(7)</enum><text>the grassroots campaign that was run by Wellstone became well-known for the green bus that he used to travel across Minnesota;</text></paragraph><paragraph id="id91684a9927124e378820f579359fc6b8"><enum>(8)</enum><text>Senator Wellstone continued his commitment to activism throughout his time in the Senate, including by pushing for legislation that—</text><subparagraph id="id95E0A1BEF1204900A7612FA84DF695EE"><enum>(A)</enum><text>expanded support for mental health care coverage; </text></subparagraph><subparagraph id="id8080CE33665E400B82273CE5B228A37D"><enum>(B)</enum><text>increased the Federal minimum wage; and </text></subparagraph><subparagraph id="id8F04A2602B7247749F27C3D92A6EDD6B"><enum>(C)</enum><text>offered greater funding and protections for workers, seniors, schools, and <quote>atomic</quote> veterans;</text></subparagraph></paragraph><paragraph id="id704e1718fc5444a294304f443b96c006"><enum>(9)</enum><text>in 1997, Senator Wellstone traveled across the country on <quote>The Children’s Tour</quote> to hear from disadvantaged communities across the United States;</text></paragraph><paragraph id="ida2f3849cf285435bb9ad08a5489fc4dd"><enum>(10)</enum><text>on October 25, 2002, at the age of 57, Senator Wellstone was killed in a plane crash in Minnesota along with his wife, daughter, and several campaign staff; and</text></paragraph><paragraph id="idEBF84E1E3E924F439F37232B938DC913"><enum>(11)</enum><text>the loss of Senator Wellstone was mourned across the United States, but his legacy of advocacy and candor will always be remembered.</text></paragraph></subsection></section><section id="id93d424dd12fb4f59914c9d55e59f496d"><enum>3.</enum><header>Paul D. Wellstone Federal Building</header><subsection id="idC91E993C6D814000A9E9263FB10FE8B4"><enum>(a)</enum><header>Redesignation</header><text>The Federal building located at 212 Third Avenue South in Minneapolis, Minnesota, shall be known and designated as the <quote>Paul D. Wellstone Federal Building</quote>.</text></subsection><subsection id="id79948E8AD2A04FD7B303E0346D31CEDC"><enum>(b)</enum><header>References</header><text>Any reference in a law, map, regulation, document, paper, or other record of the United States to the Federal building referred to in subsection (a) shall be deemed to be a reference to the <quote>Paul D. Wellstone Federal Building</quote>.</text></subsection></section></legis-body></bill>
