which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Workforce Innovation and Opportunity Act to prioritize programs that provide evidence of performance.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prioritizing Evidence for Workforce Development Act</short-title></quote>.</text></section><section id="id6D282291F2B74F02A8FB2CC79C380679"><enum>2.</enum><header>Prioritizing programs that provide evidence of performance</header><text display-inline="no-display-inline">Section 102 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3112">29 U.S.C. 3112</external-xref>) is amended—</text><paragraph id="id8ED3EA910BEB49E3A393648DBCD8387B"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id93BD0DF2D04C49B1BFDE69F5F4DFDAFD"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="idCD832C298E1448868F41E396A28E1467"><enum>(i)</enum><text>in subparagraph (D), by striking <quote>and</quote> after the semicolon;</text></clause><clause id="id54A75EDDACD84D60BC8DF50BD3814214"><enum>(ii)</enum><text>in subparagraph (E), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="id71B74B5664DB4C2EB2191D374AD98265"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id60C740FFAD374857BF1E1A14EB1124F6"><subparagraph id="idE9CB7FB68B394C2EA60FC7D218A7CB63"><enum>(F)</enum><text>a description of how the State plans to prioritize the funding of evidence-based programs for which evidence from a rigorous evaluation of the programs shows a positive effect on the target population for the programs, with highest priority given to programs that are high-evidence interventions, next priority given to programs that are moderate-evidence interventions, and next priority given to programs that are low-evidence interventions.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id734a4c791f574f1bbb1133498ddf9b8b"><enum>(B)</enum><text>in paragraph (2)(C)— </text><clause id="idE7FBC022F91F4A6C8DEF30E522816634"><enum>(i)</enum><text>in clause (vii), by striking <quote>and</quote> after the semicolon;</text></clause><clause id="id0905A0CE220B4D67A8513FC509DF52BE"><enum>(ii)</enum><text>in clause (viii), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="id1CF8CFDD379F410288EDCC9B1E0FD129"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id25C058BFB07649C2B8F5A72D21922FBF"><clause id="id6FEC3AE8EB834F4EAB6F0015F775D795"><enum>(ix)</enum><text>how the State will prioritize the funding of evidence-based programs for which evidence from a rigorous evaluation of the programs shows a positive effect on the target population for the programs.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="id24A1C405CC7D48F2B7EA766BE608D8E8"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1796F83520654267B738EEDD5F482C02"><subsection id="id08FE6DBC10DC46F2AB02BCB0E020350A"><enum>(d)</enum><header>Definitions</header><text>In subsection (b):</text><paragraph id="id616893D99B624DFEA438C8EA4C40BD45"><enum>(1)</enum><header>Evidence-based</header><text>The term <term>evidence-based</term>, used with respect to an activity, strategy, or other intervention, means a high-evidence, moderate-evidence, or low-evidence intervention.</text></paragraph><paragraph id="id66c46ebd00ca4dbf9df7b708486406e4"><enum>(2)</enum><header>High-evidence</header><text>The term <term>high-evidence</term>, used with respect to an intervention, means an intervention that is shown to produce a sizable, sustained effect on important outcomes, in—</text><subparagraph id="id23716614F30A46BC81B1D79AA8E78F57"><enum>(A)</enum><text>two or more well-conducted experimental studies carried out in typical community settings and conducted at different implementation sites; or</text></subparagraph><subparagraph id="id9F8AFAC2A17C4C4B98F088A1CA1DB586"><enum>(B)</enum><text>one large multisite well-conducted experimental study carried out in such a setting. </text></subparagraph></paragraph><paragraph id="idbb69973f431e4214aed256029a606d09"><enum>(3)</enum><header>Low-evidence</header><text>The term <term>low-evidence</term>, used with respect to an intervention, means an intervention that is shown to produce or have the potential to produce a positive effect on important outcomes, in a study based on a reasonable hypothesis and with credible research findings, such as a correlational study with statistical controls for selection bias or descriptive research such as a case study. </text></paragraph><paragraph id="idc112cda7d9434384969c1996e6f8d0fd"><enum>(4)</enum><header>Moderate-evidence</header><text>The term <term>moderate-evidence</term>, used with respect to an intervention, means an intervention that is shown to produce a positive effect, that is sizable but not yet conclusive, on important outcomes, in at least one well-conducted experimental study, or in a rigorous quasi-experimental study from which a researcher can draw a causal conclusion regarding the intervention’s effectiveness.</text></paragraph><paragraph id="id2ABBEE370D9745B789DFA78565FD5B8F"><enum>(5)</enum><header>Well-conducted experimental study</header><text>The term <term>well-conducted experimental study</term> means an experimental study such as a study with randomized controlled trials.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
