and</text></paragraph><paragraph id="H5949EAEE6B4F4B989AC1B16BA6D84202"><enum>(2)</enum><text>by inserting after subsection (c) the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H28B3B68AC69447AEA197FE4386958D18" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><subsection id="HF84726B29BC140F6AAAB06A9272EFDBE"><enum>(d)</enum><header>Congressional oversight</header><paragraph id="HDB011DB7241F42649E30E69EFB05564D"><enum>(1)</enum><header>In general</header><text>Not later than 60 days after receiving a request from the chairman and ranking member of one of the appropriate congressional committees with respect to whether a person meets the criteria of a person described in subsection (a), the President shall—</text><subparagraph id="H8E4DC473A0684F79B33D4A476465B286"><enum>(A)</enum><text>determine if the person meets such criteria; and </text></subparagraph><subparagraph id="H0A850F0976C049FEB6CA1BB3CAB293A7"><enum>(B)</enum><text>submit a classified or unclassified report to such chairman and ranking member with respect to such determination that includes a statement of whether or not the President imposed or intends to impose sanctions under subsection (b) with respect to such person. </text></subparagraph></paragraph><paragraph id="HC22E4D99C15E458FBE91B29E5FAB70BF"><enum>(2)</enum><header>Appropriate congressional committees defined</header><text>In this subsection, the term <quote>appropriate congressional committees</quote> means—</text><subparagraph id="H6018452DBE504F929021D1DC97C10DF8"><enum>(A)</enum><text>the Committee on Foreign Affairs of the House of Representatives; and </text></subparagraph><subparagraph id="H3C4F4E69B01D4B89A95CE957061169BB"><enum>(B)</enum><text>the Committee on Foreign Relations of the Senate.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HB6168B184C3640D6868E6F9302033B9A" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">Section 252 of the Countering America’s Adversaries Through Sanctions Act (<external-xref legal-doc="usc" parsable-cite="usc/22/9542">22 U.S.C. 9542</external-xref>) is amended—</text><paragraph id="H4D27E9EEE0DB4E7E91ADE9AF2F9EFEF3"><enum>(1)</enum><text>by striking paragraph (1) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H161A6608D7B34F75AD6636551691AE9B" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><paragraph id="H9A70E5988FB041FB8DF08842E51941D1"><enum>(1)</enum><text display-inline="yes-display-inline">the Government of the Russian Federation bears responsibility for the continuing violence in Ukraine and imposition onto Ukrainian sovereignty;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="HF6163A7FE6D84DD0A2A8F84C56D9E41F"><enum>(2)</enum><text>by redesignating paragraphs (2) through (10) as paragraphs (5) through (13), respectively;</text></paragraph><paragraph id="HBCF23F007B5645309BCD82C929CE47FB"><enum>(3)</enum><text>by inserting after paragraph (1) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HFB52E6C2A7C7403EBB89FA7A1D9853E4" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><paragraph id="H091D8BEF80E7446EAE2CFAA073A5458C"><enum>(2)</enum><text display-inline="yes-display-inline">the Government of the Russian Federation’s invasion of Ukraine reflects years of disregard for territorial integrity across the European continent;</text></paragraph><paragraph id="H5381A41CF9C64B97A0EA0EDB0F791CE4"><enum>(3)</enum><text>paramilitary organizations are utilized by the Government of the Russian Federation to execute foreign policy goals, including through influence campaigns, economic coercion, and violence;</text></paragraph><paragraph id="H17492C85F9674CDBA0980B10023974DA"><enum>(4)</enum><text>ongoing violence from the Government of the Russian Federation across Europe creates implications for allies and partners of the United States outside of the European continent, and a deterrence strategy therefore requires coordination and cooperation with like-minded partners across the globe;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H29A3233497B34FCAAF1D40016A60341C"><enum>(4)</enum><text>by amending subparagraph (A) of paragraph (12) (as redesignated) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H6FA1AF0331DD4EEBB3CD33915AE3452C" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><subparagraph id="H3DB390CC141B4A1BA439FA543024892C"><enum>(A)</enum><text display-inline="yes-display-inline">to identify vulnerabilities to aggression, information operations, in particular cyber warfare and military information support operations, corruption, and hybrid warfare by the Government of the Russian Federation and its proxy forces;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" id="HF954E90F518A4F29BB08F4F5007C530F" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>4.</enum><header>Statement of Policy</header><text display-inline="no-display-inline">It is the policy of the United States to consider foreign persons who are involved in the forced relocation or detention of persons in Russian filtration camps as having committed gross violations of internationally recognized human rights for purposes of imposing sanctions with respect to such persons under the Global Magnitsky Human Rights Accountability Act (<external-xref legal-doc="usc" parsable-cite="usc/22/10101">22 U.S.C. 10101 et seq.</external-xref>).</text></section><section id="HCF70BF5171A24CED87D0D9C04E276739" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>5.</enum><header>Report on human rights abuses in Ukraine and against Ukrainian residents forcibly relocated to the Russian Federation</header><subsection id="H4E6402D2FC66452CA44E4665F7815480"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall include in the report required by sections 116(d) and 502B of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151n">22 U.S.C. 2151n(d)</external-xref> and 2304) information on human rights abuses in Ukraine and against individuals who reside in Ukraine who are forcibly relocated.</text></subsection><subsection id="H3654388EB664413D9080EEAFECF592F6"><enum>(b)</enum><header>Matters To be included</header><text>The information required under subsection (a) shall include—</text><paragraph id="H2B537142F4134EA19EE4CC32DBE558DA"><enum>(1)</enum><text>an assessment of Russian forces and Russian Federation-affiliated non-state groups involved in human rights abuses against civilians in Ukraine; </text></paragraph><paragraph id="HEC405DADCD50458AACCC6934E7673F6F"><enum>(2)</enum><text>an assessment of the number of individuals detained in filtration camps operated by the Russian Federation or its proxies; </text></paragraph><paragraph id="H9D6DB44399664DE8A1909661B139984D"><enum>(3)</enum><text>a description of the conditions in such camps for detainees, including, to the extent practicable, an assessment of—</text><subparagraph id="H8AFFA58E4FBD419EB0ECB5B652CBF733"><enum>(A)</enum><text>methods of abuse; </text></subparagraph><subparagraph id="H97BF72CE29734A2A99799D7E97DE381E"><enum>(B)</enum><text>efforts to force individuals to renounce their faith; and</text></subparagraph><subparagraph id="H8FFCBF1476C9418DB75FE1E9DC4F3B6C"><enum>(C)</enum><text>other serious human rights abuses; </text></subparagraph></paragraph><paragraph id="H9ADB0B766D9A47F9A980D7A519C194C0"><enum>(4)</enum><text display-inline="yes-display-inline">to the extent practicable, an assessment of staffing levels at such camps, including such camps at which military, governmental, or other units are in charge;</text></paragraph><paragraph id="HE178258B4B064C559E66F247F9B82164"><enum>(5)</enum><text>a description, as appropriate, of United States diplomatic efforts with allies and other countries and relevant international organizations—</text><subparagraph id="H26E0CE643F2D4C06BB94C3301C9F1415"><enum>(A)</enum><text>to address the gross violations of human rights against Ukrainians; and </text></subparagraph><subparagraph id="HBD8A885D327342FBAEA93C155A9E2D8E"><enum>(B)</enum><text>to prosecute individuals responsible for committing human rights violations; and </text></subparagraph></paragraph><paragraph id="HCEFFDDB341FD4D1490775477369CE32E"><enum>(6)</enum><text>the identification of the offices within the Department of State that are responsible for leading and coordinating the diplomatic efforts referred to in paragraph (5).</text></paragraph></subsection><subsection id="id9C8A1888F2EB483B97B04E717A57FA4E"><enum>(c)</enum><header>Collection of information</header><text>The Secretary shall collect the information required under subsection (a) in consultation with the heads of other relevant Federal departments and agencies and civil society organizations.</text></subsection></section><section id="HA5D4116D7FFF4EDBA6D416373FBE1BD4" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>6.</enum><header>Classified assessment of ability of United States to collect intelligence relating to war crimes and human rights abuses</header><subsection id="id894DBA55F41E4043849473EE44E5CF56"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State and the Director of National Intelligence, in consultation with such elements of the intelligence community (as defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)) as the Director deems appropriate, shall submit to the committees specified in subsection (b) a classified report that assesses the ability of the United States Government to collect and analyze intelligence regarding—</text><paragraph id="H8CF430BD0CEF42A0801F5A1CFE809C15"><enum>(1)</enum><text>the scope and scale of war crimes committed against individuals who reside in Ukraine by the Russian Armed Forces or Russian Federation-affiliated non-state groups; </text></paragraph><paragraph id="H89D1358FBD7248EEB689F3CF8F7F29DB"><enum>(2)</enum><text>the scope and scale of the detention and forced labor of Ukrainian nationals in Ukraine and the Russian Federation;</text></paragraph><paragraph id="HD35807B4FBE9450E8ECAB50672EEE374"><enum>(3)</enum><text>the gross abuses of human rights perpetrated inside the filtration camps and other detention centers operated by the Russian Federation or Russian Federation-affiliated non-state groups; and</text></paragraph><paragraph id="HF399B1AFC2C8494DA1F6D8EC48583480"><enum>(4)</enum><text>other actions of the Government of the Russian Federation that constitute gross violations of human rights related to the invasion of Ukraine by the Russian Federation.</text></paragraph></subsection><subsection id="idFDB880B676BB46718C8863A79254355D"><enum>(b)</enum><header>Committees specified</header><text>The committees specified in this subsection are—</text><paragraph id="id79FF9C5B44F04444B5175C27E7B18259"><enum>(1)</enum><text>the Committee on Foreign Relations and the Select Committee on Intelligence of the Senate; and</text></paragraph><paragraph id="idFECCDA2B40F44D6A8700124BD382CC9F"><enum>(2)</enum><text>the Committee on Foreign Affairs and the Permanent Select Committee on Intelligence of the House of Representatives. </text></paragraph></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section section-type="section-one" id="idde52129c-fbb2-45fc-86de-7b29746abea7" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ukraine Human Rights Policy Act of 2022</short-title></quote>.</text></section><section id="idec13bea4-0145-49b5-8279-6e412d97fa6d" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>2.</enum><header>Congressional oversight of mandatory imposition of sanctions with respect to transactions with persons responsible for human rights abuses</header><text display-inline="no-display-inline">Section 11 of the Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/22/8910">22 U.S.C. 8910</external-xref>) is amended—</text><paragraph id="ida1d11105-31f9-49a1-825f-adc052ca451b"><enum>(1)</enum><text>by redesignating subsections (d) and (e) as subsections (e) and (f), respectively; and</after-quoted-block></quoted-block></paragraph><paragraph id="id74d4b5b6-26a9-4450-9b11-ca058aff500b"><enum>(4)</enum><text>by amending subparagraph (A) of paragraph (12) (as redesignated) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4b1bb7d4-b9db-430c-9e88-bb19febc2b6e" changed="added" reported-display-style="italic" committee-id="SSFR00"><subparagraph id="id86ae34fe-2029-4d19-840e-df748c1d946f"><enum>(A)</enum><text display-inline="yes-display-inline">to identify vulnerabilities to aggression, information operations, in particular cyber warfare and military information support operations, corruption, and hybrid warfare by the Government of the Russian Federation and its proxy forces;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id47cfc568-6866-4573-bbff-35d19517adc5" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>4.</enum><header>Report on human rights abuses by the Russian Federation in Ukraine and against Ukrainian residents forcibly relocated</header><subsection id="idf1c2646d-f770-46e5-897a-4d57334d6ae0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State should include in the report required by sections 116(d) and 502B of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151n">22 U.S.C. 2151n(d)</external-xref> and 2304) information on human rights abuses committed by Russian forces or persons acting on behalf of the Russian Federation in Ukraine or against individuals who reside in Ukraine who are forcibly relocated.</text></subsection><subsection id="idfa9fb51f-80eb-42ed-841d-edfa6dc4e9a4"><enum>(b)</enum><header>Matters To be included</header><text>The information required under subsection (a) shall include—</text><paragraph id="ida00c1493-4cfd-481f-adc8-cbb0dc5fe846"><enum>(1)</enum><text>an assessment of Russian forces and Russian Federation-affiliated non-state groups involved in human rights abuses against civilians in Ukraine; </text></paragraph><paragraph id="id9e46c0b7-f0dc-415b-b966-cb44f7733911"><enum>(2)</enum><text>an assessment of the number of individuals, including the number of children, detained in filtration camps operated by the Russian Federation or its proxies; </text></paragraph><paragraph id="id19f70115-528d-41dc-873d-024acb688655"><enum>(3)</enum><text>a description of the conditions in such camps for detainees, including, to the extent practicable, an assessment of—</text><subparagraph id="idcc0f1475-fb89-44f9-bc90-7f5447e1e542"><enum>(A)</enum><text>methods of abuse; </text></subparagraph><subparagraph id="id2e2ffbcc-13ba-4341-88c9-96cb6e31e2a0"><enum>(B)</enum><text>efforts to force individuals to renounce their faith; </text></subparagraph><subparagraph id="id5fa39f30bfbb4d01aee8dc09a1cfbb4b"><enum>(C)</enum><text>efforts to facilitate the forced adoption of Ukrainian children in violation of Ukrainian law; and </text></subparagraph><subparagraph id="id6af33305-68e1-4d74-aa9d-a442c897ae7b"><enum>(D)</enum><text>other serious human rights abuses; </text></subparagraph></paragraph><paragraph id="id13126f04-62d4-472c-a5d8-94e16a62f30f"><enum>(4)</enum><text display-inline="yes-display-inline">to the extent practicable, an assessment of staffing levels at such camps, including such camps at which military, governmental, or other units are in charge;</text></paragraph><paragraph id="id723a69bd-1f2a-4229-b233-64e96720ba09"><enum>(5)</enum><text>a description, as appropriate, of United States diplomatic efforts with allies and other countries and relevant international organizations—</text><subparagraph id="id14cc3da0-b0e2-474b-9803-94d5061afc1d"><enum>(A)</enum><text>to address the gross violations of human rights against Ukrainians; </text></subparagraph><subparagraph id="idc31ae443-c8b3-4770-9dd7-2be509c4dceb"><enum>(B)</enum><text>to prosecute individuals responsible for committing human rights violations; and </text></subparagraph><subparagraph id="idae8528f8abc74574ae8f8551b95cb132"><enum>(C)</enum><text>to hold accountable through economic sanctions, including sanctions under the Global Magnitsky Human Rights Accountability Act (<external-xref legal-doc="usc" parsable-cite="usc/22/10101">22 U.S.C. 10101 et seq.</external-xref>), individuals responsible for gross violations of internationally recognized human rights against Ukrainians; </text></subparagraph></paragraph><paragraph id="idaf006083-ec4d-46c0-a267-c54efc6b0537"><enum>(6)</enum><text>the identification of the offices within the Department of State that are responsible for leading and coordinating the diplomatic efforts referred to in paragraph (5);</text></paragraph><paragraph id="id3540606ac6104342a28d2ef2bffe1b3f"><enum>(7)</enum><text>an assessment of the use by Russian forces and Russian Federation-affiliated non-state groups of rape as a weapon of war, including the specific human rights abuses inflicted on women and girls in Ukraine; and</text></paragraph><paragraph id="id19563d4b67fa410ba9bde17c50b7bb62"><enum>(8)</enum><text>efforts undertaken by the United States to monitor the scope and scale of the impact and targeting of women and girls in particular, especially with sexual violence, within the filtration camps and other detention facilities operated by the Russian Federation or its proxies. </text></paragraph></subsection><subsection id="idd35a28d9-6d0f-4723-bba1-1d1b21af5b2a"><enum>(c)</enum><header>Collection of information</header><text>The Secretary shall collect the information required under subsection (a) in consultation with the heads of other relevant Federal departments and agencies and civil society organizations.</text></subsection></section><section id="id642209b0-78fe-4bc7-bac7-c7c30470aa60" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>5.</enum><header>Classified assessment of ability of United States to collect intelligence relating to war crimes and human rights abuses</header><subsection id="id0971c480-8818-4cb4-b510-1d9840000331"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State and the Director of National Intelligence, in consultation with such elements of the intelligence community (as defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)) as the Director deems appropriate, shall submit to the committees specified in subsection (b) a classified report that assesses the ability of the United States Government to collect and analyze intelligence regarding—</text><paragraph id="id666a3ec0-5a86-4835-bd69-7182080a3e7d"><enum>(1)</enum><text>the scope and scale of war crimes and genocide committed against individuals who reside in Ukraine by the Russian Armed Forces or Russian Federation-affiliated non-state groups; </text></paragraph><paragraph id="id1ae3d78d-4a59-4cdc-892a-f2d99d2858b1"><enum>(2)</enum><text>the scope and scale of the detention and forced labor of Ukrainian nationals in Ukraine and the Russian Federation;</text></paragraph><paragraph id="idd616e8db159c46358403de3dd45d16e8"><enum>(3)</enum><text>the scope and scale of forced adoptions of Ukrainian children; </text></paragraph><paragraph id="idcf726b57-eced-43ab-b283-209ff1df166a"><enum>(4)</enum><text>the gross abuses of human rights perpetrated inside the filtration camps and other detention centers operated by the Russian Federation or Russian Federation-affiliated non-state groups; and</text></paragraph><paragraph id="id059d358f-ae25-43c6-b982-2ce8630c7960"><enum>(5)</enum><text>other actions of the Government of the Russian Federation that constitute gross violations of human rights related to the invasion of Ukraine by the Russian Federation.</text></paragraph></subsection><subsection id="idc2c063d6-d19c-4fca-bcc9-b9daa738d807"><enum>(b)</enum><header>Committees specified</header><text>The committees specified in this subsection are—</text><paragraph id="idadc1d747-d334-4851-abde-46f9fd296992"><enum>(1)</enum><text>the Committee on Foreign Relations and the Select Committee on Intelligence of the Senate;
