 zero-emission vehicle infrastructure</header><subsection id="id8762A24B25A74BD69703FF6675112CA3"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/142">Section 142</external-xref> of the Internal Revenue Code of 1986 is amended—</text><paragraph id="id9AAA5041C48A462D8EB02B7B294298BE"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id5711DE3C1C964DC8834300735C529C57"><enum>(A)</enum><text>in paragraph (14), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="id25C47AC4B3434440BACC383046CFB581"><enum>(B)</enum><text>in paragraph (15), by striking the period at the end and inserting <quote>, or</quote>; and</text></subparagraph><subparagraph id="id06170EFCB6EA4CA5B995C2EEC3EB017B"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6BFC819E63C242339EA660FE1249F273"><paragraph id="idBEA978EA4A8146F0918E4D15B083874E"><enum>(16)</enum><text>zero-emission vehicle infrastructure.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id1182918B14774784AA450C49C1B70D79"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6C04BD74EA3E4F3DA7186BE73FA7E6FF"><subsection id="idA4D6A2E6A88A48CAB2828A9CD5A0356A"><enum>(n)</enum><header>Zero-Emission vehicle infrastructure</header><paragraph id="id4121719498F44D54A811DCB85EF17CB7"><enum>(1)</enum><header>In general</header><text>For purposes of subsection (a)(16), the term <term>zero-emission vehicle infrastructure</term> means any property (not including a building and its structural components) if such property is—</text><subparagraph id="id89B71F12F659479E99F308EDB9660888"><enum>(A)</enum><text>made available for use by members of the general public, and</text></subparagraph><subparagraph id="id56A7D5A7268A4BC0B16D2F3ECECE0B4E"><enum>(B)</enum><text>used to charge or fuel zero-emissions vehicles, but only if the property is located at the point where the vehicles are charged or fueled.</text></subparagraph></paragraph><paragraph id="id8825928645474F5AB5D4291E88C4145A"><enum>(2)</enum><header>Inclusion of utility service connections</header><text>The term <term>zero-emission vehicle infrastructure</term> shall include any utility service connections, utility panel upgrades, or contributions in aid of construction (as described in section 118) which are required for the charging or fueling of zero-emissions vehicles.</text></paragraph><paragraph id="id6B7CB0D7522F4EF99DC46C72649EB4F8"><enum>(3)</enum><header>Zero-emissions vehicle</header><subparagraph id="id51C89E188327449193FA4A18F17592D4"><enum>(A)</enum><header>In general</header><text>The term <term>zero-emissions vehicle</term> means—</text><clause id="idE9BA0D2E61B04D66B07588DA7FF1D397"><enum>(i)</enum><text>a zero-emission vehicle as defined in section 88.102–94 of title 40, Code of Federal Regulations (as in effect on the date of enactment of this subsection), or</text></clause><clause id="idDB50439CAF9D4418BF67A30B5D5726C0"><enum>(ii)</enum><text>a vehicle that, under any possible operational modes and conditions, produces zero exhaust emissions of—</text><subclause id="id576DE110B2484A99BFE4F5A5A3E750E5"><enum>(I)</enum><text>any criteria pollutant for which there are national ambient air quality standards under section 109 of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7409">42 U.S.C. 7409</external-xref>) or precursor pollutant, or </text></subclause><subclause id="id67526FFB7083404D913196AC71A556C6"><enum>(II)</enum><text>any greenhouse gas.</text></subclause></clause></subparagraph><subparagraph id="idE1D8076E9B9F4A5FA705534EB09BDF5E"><enum>(B)</enum><header>Greenhouse gas</header><text>For purposes of this paragraph, the term <term>greenhouse gas</term> means any of the following:</text><clause id="idC5A129DEF22B4F28B6569EC0AE1F9EDC"><enum>(i)</enum><text>Carbon dioxide.</text></clause><clause id="id6796513D343B42B3AB99414835CD0088"><enum>(ii)</enum><text>Methane.</text></clause><clause id="idAA68DBF8E7864CAFBD233C95F5A38955"><enum>(iii)</enum><text>Nitrous oxide.</text></clause><clause id="idC03A34FE1E224228A0105DA4A833DDB8"><enum>(iv)</enum><text>Hydrofluorocarbons.</text></clause><clause id="id378482AE8ED5473DA531A08024446219"><enum>(v)</enum><text>Perfluorocarbons.</text></clause><clause id="id385D298CB45745E88F340640384D88F7"><enum>(vi)</enum><text>Sulfur hexafluoride.</text></clause></subparagraph></paragraph><paragraph id="id9BADB3684DEF430FB26F5EE7AEF44CA1"><enum>(4)</enum><header>Zero-emissions vehicle infrastructure located within other facilities or projects</header><text>For purposes of subsection (a), any zero-emission vehicle infrastructure located within—</text><subparagraph id="id587D17BEC6A444158169FC6A38324A29"><enum>(A)</enum><text>a facility or project described in subsection (a), or</text></subparagraph><subparagraph id="idF315AD690DF844C89AC8D4062AC29278"><enum>(B)</enum><text>an area adjacent to a facility or project described in subsection (a) that primarily serves vehicles traveling to or from such facility or project,</text></subparagraph><continuation-text continuation-text-level="paragraph">shall be treated as described in the paragraph in which
 such facility or project is described.</continuation-text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id08A70EA0FBCA4FE0B67E0AF20BBBA600"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to obligations issued after December 31, 2021.</text></subsection></section></legis-body></bill>
