<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4901</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220920">September 20, 2022</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself, <cosponsor name-id="S316">Mr. Whitehouse</cosponsor>, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, <cosponsor name-id="S407">Mr. Hagerty</cosponsor>, and <cosponsor name-id="S357">Mrs. Fischer</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Foreign Agents Registration Act of 1938, as amended, to modify requirements under that Act relating to exemptions, and for other purposes.</official-title></form><legis-body><section id="idEDA9207311C149938F049918725F64B9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2022</short-title></quote> or the <quote><short-title>PAID OFF Act of 2022</short-title></quote>.</text></section><section id="id78F5E64CF5B340C0BB4B50C13B98D707" section-type="subsequent-section"><enum>2.</enum><header>Treatment of exemptions under FARA</header><text display-inline="no-display-inline">Section 3 of the Foreign Agents Registration Act of 1938, as amended (<external-xref legal-doc="usc" parsable-cite="usc/22/613">22 U.S.C. 613</external-xref>), is amended, in the matter preceding subsection (a), by inserting <quote>, except that the exemptions under subsections (d)(1) and (h) shall not apply to any agent of a foreign principal that is listed as a foreign adversary (as defined in section 8(c) of the Secure and Trusted Communications Networks Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/47/1607">47 U.S.C. 1607(c)</external-xref>)) in accordance with that Act</quote> before the colon. </text></section></legis-body></bill>
