<congress display="yes">117th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 4859</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To reauthorize the Project Safe Neighborhoods Grant Program Authorization Act of 2018, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section id="S1" section-type="section-one" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Project Safe Neighborhoods Reauthorization Act of 2022</short-title></quote>.</text></section><section id="idD395CC54AA804484BA15020D573612BF" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="idC7251BDBE72B4F64878E08F9E63F2473" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">Launched in 2001, the Project Safe Neighborhoods program is a nationwide initiative that brings together Federal, State, local, and Tribal law enforcement officials, prosecutors, community leaders, and other stakeholders to identify the most pressing crime problems in a community and work collaboratively to address those problems.</text></paragraph><paragraph id="idA2C7658032584BA9B6A371DA01A3148F" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">The Project Safe Neighborhoods program—</text><subparagraph id="idC8DD42B617F04DF8AACA953237EDE503" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">operates in all 94 Federal judicial districts throughout the 50 States and territories of the United States; and</text></subparagraph><subparagraph id="idE725727D7454435C863BB9E2C07E9B5C" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">implements 4 key components to successfully reduce violent crime in communities, including community engagement, prevention and intervention, focused and strategic enforcement, and accountability.</text></subparagraph></paragraph></section><section id="id93014125A0634A74BD8F20BBD4EC8083" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Reauthorization</header><subsection id="idD6B186EC718C45DEAF7847789B527127" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">Section 2 of the Project Safe Neighborhoods Grant Program Authorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/34/60701">34 U.S.C. 60701</external-xref>) is amended—</text><paragraph id="idA028EB7D7ADB46EAA0024E8537615953" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1), (2), and (3) as paragraphs (2), (4), and (5), respectively;</text></paragraph><paragraph id="id4148E6B112C54E718E2E46DD16E2ED2E" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting before paragraph (2), as so redesignated, the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id11056E77C0894C028F8898D3171A0AD7"><paragraph id="id11A1053138864F879F16FD9D53ED00D0" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>crime analyst</term> means an individual employed by a law enforcement agency for the purpose of separating information into key components and contributing to plans of action to understand, mitigate, and neutralize criminal threats;</text></paragraph><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></paragraph><paragraph id="idB39F0AA41728450EBFCCAC801C0E098E" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after paragraph (2), as so redesignated, the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idFE9FB5BC1D004B8B9EB82C5DB75E0F9F"><paragraph id="id5A994FAC043349F18734CD48373D6671" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>law enforcement assistant</term> means an individual employed by a law enforcement agency or a prosecuting agency for the purpose of aiding law enforcement officers in investigative or administrative duties;</text></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idB0A3DAE4F0384D41BFAB9188D79273A2" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Use of funds</header><text display-inline="yes-display-inline">Section 4(b) of the Project Safe Neighborhoods Grant Program Authorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/34/60703">34 U.S.C. 60703(b)</external-xref>) is amended—</text><paragraph id="id72C345B3D4374EA5A297E9788755DB1E" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>or</quote> at the end;</text></paragraph><paragraph id="id363BD9FB7CD24EDB9EF50925095DDD75" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking the period at the end and inserting a semicolon; and</text></paragraph><paragraph id="idE33F01F4835C41F5BBBACFA0D683AF1C" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD025955B7AF74F72BC757F4043323C89"><paragraph id="idE24F9BDFD127494289A7D6C330FAB448" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">hiring crime analysts to assist with violent crime reduction efforts;</text></paragraph><paragraph id="idCFBD8AEBA69645379171746E78AF1A76" commented="no" display-inline="no-display-inline"><enum>(6)</enum><text display-inline="yes-display-inline">the cost of overtime for law enforcement officers, prosecutors, and law enforcement assistants that assist with the Program; and</text></paragraph><paragraph id="idB89196F740764A0CAD9120FE61488C13" commented="no" display-inline="no-display-inline"><enum>(7)</enum><text display-inline="yes-display-inline">purchasing, implementing, and using technology to assist with violent crime reduction efforts.</text></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id3DAD83C5573940DB9832140791717D37" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">Section 6 of the Project Safe Neighborhoods Grant Program Authorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/34/60705">34 U.S.C. 60705</external-xref>) is amended by striking “fiscal years 2019 through 2021” and inserting <quote>fiscal years 2023 through 2026</quote>.</text></subsection></section><section display-inline="no-display-inline" commented="no" id="id7B213B67BF4B4DFA993BF2200E84F94D"><enum>4.</enum><header>Task force support</header><subsection id="idf051e8fe403e46c382daab6d88ca9101"><enum>(a)</enum><header>Short title</header><text>This section may be cited as the <quote><short-title>Officer Ella Grace French and Sergeant Jim Smith Task Force Support Act of 2022</short-title></quote>.</text></subsection><subsection id="id64e34597901146afab704d52117eef57"><enum>(b)</enum><header>Amendment</header><text>Section 4(b) of the Project Safe Neighborhoods Grant Program Authorization Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/34/60703">34 U.S.C. 60703(b)</external-xref>), as amended by section 3(b), is amended—</text><paragraph id="id2BB442203E0447BCA626EC191A682FC9"><enum>(1)</enum><text>in paragraph (6), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="id36350E54349740D48D20E7E1598D1368"><enum>(2)</enum><text>in paragraph (7), by striking the period at the end and inserting <quote>;
