<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4853</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220914">September 14, 2022</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself and <cosponsor name-id="S363">Mr. King</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a study of the programs, acquisitions, and budget of the Department of Defense.</official-title></form><legis-body><section id="id58BE2C4C84B04BE487C9733C7FF0FDD3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Defense Programs, Logistics, and Acquisitions for our Nation’s Security Act of 2022</short-title></quote> or the <quote><short-title>American Defense PLANS Act of 2022</short-title></quote>.</text></section><section section-type="subsequent-section" id="id24EE86839A6248D8957A5580A582177F"><enum>2.</enum><header>Study of the programs, acquisitions, and budget of the Department of Defense</header><subsection id="idEE37DB6D318B4BCD886BA79958440697"><enum>(a)</enum><header>In general</header><text>The Secretary of Defense shall seek to enter into an arrangement with a federally funded research and development center under which the center will—</text><paragraph id="idE830C11B66A541D5BD283562244284E7"><enum>(1)</enum><text>conduct a study of the programs, acquisitions, and budget of the Department of Defense; and</text></paragraph><paragraph id="id026C7DAF1B804DE680E3C26C87CCA0BB"><enum>(2)</enum><text>make recommendations with respect to how the Department can ensure that program development cycles and acquisition of new technologies within the Department can best keep pace with the increasing rate at which technologies acquired for programs of the Department become outdated or are replaced by new technologies.</text></paragraph></subsection><subsection id="idDE97AEA755614E038E3A613D742F1A07"><enum>(b)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the study required by subsection (a).</text></subsection></section></legis-body></bill>
