<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4806</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220908">September 8, 2022</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself and <cosponsor name-id="S221">Mrs. Feinstein</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Secretary of Defense to use amounts available to the Department of Defense for operation and maintenance to remove munitions and explosives of concern in Guam, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Guarding against Unexploded Arms and Munitions Act</short-title></quote> or the <quote><short-title>GUAM Act</short-title></quote>.</text></section><section id="idA9639E009ED14B288409A583DF3B542C"><enum>2.</enum><header>Use of amounts available to Department of Defense for operation and maintenance for removal of munitions and explosives of concern in Guam</header><subsection id="idC69DC39C453341D68B845D95BC5FF56C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense may use amounts available to the Department of Defense for operation and maintenance to remove munitions and explosives of concern from military installations in Guam.</text></subsection><subsection id="id2e6c9b76db4346688ce8e87b1a8b16e9"><enum>(b)</enum><header>Monitoring of removal</header><text>The Secretary shall monitor and assess the removal by the Department of munitions and explosives of concern from military installations in Guam and shall constantly update processes for such removal to mitigate any issues relating to such removal. </text></subsection><subsection id="idc82b5b3f06ea4b26b03d8850a6448c6a"><enum>(c)</enum><header>Report on amounts necessary</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate congressional committees a report indicating the amounts necessary to conduct removal of munitions and explosives of concern from military installations in Guam.</text></subsection><subsection id="id84C96D03F33F449C9A3FF0933F603502" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph id="id80c9e7d6b3d84ac88d227f44590aeadc"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="idb9c274500fbd4674ae1c13cdcfc49191"><enum>(A)</enum><text>the Committee on Armed Services and the Subcommittee on Defense of the Committee on Appropriations of the Senate; and</text></subparagraph><subparagraph id="idac062f18247d43228f3a8c4e668f40d5" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>the Committee on Armed Services and the Subcommittee on Defense of the Committee on Appropriations of the House of Representatives. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id81AA1EE8BD524ED987360B29E0272A09"><enum>(2)</enum><header display-inline="yes-display-inline">Munitions and explosives of concern</header><text display-inline="yes-display-inline">The term <term>munitions and explosives of concern</term> has the meaning given that term in section 179.3 of title 32, Code of Federal Regulations, or successor regulations. </text></paragraph></subsection></section></legis-body></bill>
