<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4793</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220907">September 7, 2022</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself and <cosponsor name-id="S380">Mr. Peters</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a plan to clarify the roles and responsibilities of officials and organizations of the Army with respect to the force modernization efforts of the Army.</official-title></form><legis-body><section id="HEBF3704C407E44C9BFFF30C73AAA9649" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Army Facilitating Untapped Technology, Utilities, Resources, and Equipment for Servicemembers Act of 2022</short-title></quote> or the <quote><short-title>Army FUTURES Act of 2022</short-title></quote>.</text></section><section section-type="subsequent-section" id="id204B05142CFC4467BDBE723391BC6A3A"><enum>2.</enum><header>Clarification of roles and responsibilities for force modernization efforts of the Army</header><subsection id="HD663C8122AFF4EB8A6D7771E15B3A246"><enum>(a)</enum><header>Plan required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the Committees on Armed Services of the Senate and the House of Representatives a plan that comprehensively defines the roles and responsibilities of officials and organizations of the Army with respect to the force modernization efforts of the Army.</text></subsection><subsection id="H0AF7B13ADD224BA4AEAE7C57E1125AD9"><enum>(b)</enum><header>Elements</header><text>The plan required under subsection (a) shall—</text><paragraph id="H995D4587C15A4F62A7C52A22771AFCB9"><enum>(1)</enum><text display-inline="yes-display-inline">identify the official within the Army who shall have primary responsibility for the force modernization efforts of the Army, and specify the roles, responsibilities, and authorities of that official;</text></paragraph><paragraph id="H15EAB998C67A4415AA5DCC8F64BA10C3"><enum>(2)</enum><text display-inline="yes-display-inline">clearly define the roles, responsibilities, and authorities of the Army Futures Command and the Assistant Secretary of the Army for Acquisition, Logistics, and Technology with respect to such efforts;</text></paragraph><paragraph id="H4C0FD799C73941A9A6520B10CA62E286"><enum>(3)</enum><text display-inline="yes-display-inline">clarify the roles, responsibilities, and authorities of officials and organizations of the Army with respect to acquisition in support of such efforts; and</text></paragraph><paragraph id="HE04A575962C54DACADFD6A695025D65A"><enum>(4)</enum><text>include such other information as the Secretary of the Army determines appropriate.</text></paragraph></subsection><subsection id="H67DECAFF794C4B43AD9A82FFD7D450E7"><enum>(c)</enum><header>Role of Army Futures Command</header><text>In the event the Secretary of the Army does not submit the plan required under subsection (a) by the expiration of the 180-day period specified in such subsection, then beginning at the expiration of such period—</text><paragraph id="H109D0B67797447448A7612620AE6B4A4"><enum>(1)</enum><text>the Commanding General of the Army Futures Command shall have the roles, responsibilities, and authorities assigned to the Commanding General pursuant to Army Directive 2020–15 (<quote>Achieving Persistent Modernization</quote>) as in effect on November 16, 2020; and</text></paragraph><paragraph id="H69D1E4A3472A4316A58C9A4CEDDB059C"><enum>(2)</enum><text display-inline="yes-display-inline">any provision of Army Directive 2022–07 (<quote>Army Modernization Roles and Responsibilities</quote>), or any successor directive, that modifies or contravenes a provision of the directive specified in paragraph (1) shall have no force or effect.</text></paragraph></subsection></section></legis-body></bill>
