which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To extend the use of, and set forth priorities for, the International Space Station, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>ISS Extension Act of 2022</short-title></quote>.</text></section><section id="idF839F1DC78274AD192232B7C702E95E8"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idBB3541E8AB5145A08F57AFC77EC493D6"><enum>(1)</enum><header>Administration</header><text>The term <term>Administration</term> means the National Aeronautics and Space Administration. </text></paragraph><paragraph id="idC70A7FAE7E1C4975A5E42FFFF3095A7E"><enum>(2)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the National Aeronautics and Space Administration.</text></paragraph><paragraph id="id595B94A766A041F19936B155778CDB9A"><enum>(3)</enum><header>Appropriate committees of Congress</header><text>Except as otherwise expressly provided, the term <term>appropriate committees of Congress</term> means—</text><subparagraph id="id9D4AABEB1D8C42618BDD38AA5CCC9A74"><enum>(A)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph><subparagraph id="id6E781E0F61B445E5A04CBA3139D314C3"><enum>(B)</enum><text>the Committee on Science, Space, and Technology of the House of Representatives. </text></subparagraph></paragraph><paragraph id="idF1178DC755734F4AADFF3A1A238D4F4B"><enum>(4)</enum><header>ISS</header><text>The term <term>ISS</term> means the International Space Station. </text></paragraph></section><section id="idFBBB0F20F60C470A92E425C4412648B1"><enum>3.</enum><header>Extension and modification relating to International Space Station</header><subsection id="id27FC2F3282DF4A1696A791921D6E2DB6" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Policy</header><text display-inline="yes-display-inline">Section 501(a) of the National Aeronautics and Space Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18351">42 U.S.C. 18351(a)</external-xref>) is amended by striking <quote>2024</quote> and inserting <quote>September 30, 2030</quote>.</text></subsection><subsection id="idE46C0F71E7C947B4A3B1E15D699DE0EA" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Maintenance of United States segment and assurance of continued operations</header><text display-inline="yes-display-inline">Section 503(a) of the National Aeronautics and Space Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18353">42 U.S.C. 18353(a)</external-xref>) is amended by striking <quote>September 30, 2024</quote> and inserting <quote>September 30, 2030</quote>.</text></subsection><subsection id="idA68D136B98C9486093429A7F2DE8FF5F" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Research capacity allocation and integration of research payloads</header><text display-inline="yes-display-inline">Section 504(d) of the National Aeronautics and Space Administration Authorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/18354">42 U.S.C. 18354(d)</external-xref>) is amended—</text><paragraph id="id3AFA383D6BD74692999CFBAA39EA32CB" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), in the first sentence—</text><subparagraph id="id76B7C59DDE594266BAE5A3A43D51E7B2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>As soon as practicable</quote> and all that follows through <quote>2011,</quote> and inserting <quote>The</quote>; and</text></subparagraph><subparagraph id="idBA8D4EC01DD943B18B2CF38D4BA95207" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>September 30, 2024</quote> and inserting <quote>September 30, 2030</quote>; and</text></subparagraph></paragraph><paragraph id="id93C72A376A334779B18BB24CB9F175DE" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2), in the third sentence, by striking <quote>September 30, 2024</quote> and inserting <quote>September 30, 2030</quote>.</text></paragraph></subsection><subsection id="id438993DDB42743619F302F08F7EBDDD2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(d)</enum><header display-inline="yes-display-inline">Maintenance of use</header><paragraph commented="no" display-inline="no-display-inline" changed="not-changed" id="idA0772CC642154D86BDEF81FAD9642A6B"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 70907 of title 51, United States Code, is amended—</text><subparagraph id="idECDEA91F37534CDAA551E008AD8991A2" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">in the section heading, by striking <quote><header-in-text level="section" style="USC">2024</header-in-text></quote> and inserting <quote><header-in-text level="section" style="USC">2030</header-in-text></quote>;</text></subparagraph><subparagraph id="id5D62FB67CA06422E9F3788AB36FF6198" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>September 30, 2024</quote> and inserting <quote>September 30, 2030</quote>; and</text></subparagraph><subparagraph id="id9C942442CA9B46E0A0F87525DD9D9C50" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">in subsection (b)(3), by striking <quote>September 30, 2024</quote> and inserting <quote>September 30, 2030</quote>.</text></subparagraph></paragraph><paragraph id="idCF94E385F85A45328A047D40FDE51021" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Conforming amendment</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/51/709">chapter 709</external-xref> of title 51, United States Code, is amended by striking the item relating to section 70907 and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id2C101D7AAD754EB7B590C7C0B8D648DA" style="OLC" changed="not-changed"><toc changed="not-changed"><toc-entry bold="off" level="section" changed="not-changed">70907. Maintaining use through at least 2030.</toc-entry></toc><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id836A14E3D0684E719B041D9D9D44137C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(e)</enum><header display-inline="yes-display-inline">Transition plan reports</header><text display-inline="yes-display-inline">Section 50111(c)(2) of title 51, United States Code is amended—</text><paragraph id="idBEACA723B344409E97BCDF446DDF3D5E" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>2023</quote> and inserting <quote>2028</quote>; and</text></paragraph><paragraph id="id40D8DA4A8A7948DD88D0C2DADAB7C379" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (J), by striking <quote>2028</quote> and inserting <quote>2030</quote>.</text></paragraph></subsection><subsection display-inline="no-display-inline" changed="not-changed" commented="no" id="id4CF5BE7BEA08458285D3C7DCC0D59BCE"><enum>(f)</enum><header>Assessments and report</header><text>The Administrator shall—</text><paragraph display-inline="no-display-inline" changed="not-changed" commented="no" id="id79936D9AF6144738AFBB7CE00BD4FF14"><enum>(1)</enum><text>conduct a comprehensive assessment of the viability of the ISS to operate safely and support full and productive use through 2030, including all necessary analyses to certify ISS operations through 2030; </text></paragraph><paragraph display-inline="no-display-inline" changed="not-changed" commented="no" id="id6DD19FC3DEC641329C3EF5F3551D2B84"><enum>(2)</enum><text>not later than 180 days after the date of the enactment of this Act, submit to the Aerospace Safety Advisory Panel an assessment of—</text><subparagraph id="id1C20600E3227470F8637BCE1BA516C34"><enum>(A)</enum><text>the root cause of cracks and air leaks in the Russian Service Module Transfer Tunnel;</text></subparagraph><subparagraph id="idC3856C8F48A44768AFDC26C26F118A8A"><enum>(B)</enum><text>the certification of all United States systems and modules to operate through 2030;</text></subparagraph><subparagraph id="id0937D8BF2677472EBD57DD4E219EB7CE"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="idED0CDAA22BEE4750BD8A25706C3CB1ED"><enum>(i)</enum><text>an inventory of spares or replacements for elements, systems, and equipment, including systems certified under subparagraph (B), that are currently produced, in inventory, or on order;</text></clause><clause id="idBB9E189EFC77482FBE02097522254704" indent="up1"><enum>(ii)</enum><text>a description of the state of the readiness of such spares and replacements; and</text></clause><clause indent="up1" id="id9FC69DF401C9493E9FE540951F37AB4C"><enum>(iii)</enum><text>a schedule for delivery of such spares and replacements to the ISS, including the planned transportation means for such delivery and the estimated cost and schedule for procurement of such spares and replacements and their delivery to the ISS; and</text></clause></subparagraph><subparagraph id="id46077778431F4EA5AD70ED4DE84952BB"><enum>(D)</enum><text>any other relevant data, information, or analysis relevant to the safe and productive use of the ISS through 2030; and</text></subparagraph></paragraph><paragraph id="id3BCAEF6FD7334F0895901D630A5EC530"><enum>(3)</enum><text>not later than 240 days after the date of the enactment of this Act, submit to the appropriate committees of Congress—</text><subparagraph id="id6367F95AEDE740CAB6ADA24212FAD70D"><enum>(A)</enum><text>a report on the results of the assessment conducted under paragraph (1); and </text></subparagraph><subparagraph id="id1BE3C742E6634EEDB83D174019BB4DE5"><enum>(B)</enum><text>a plan to address any recommendations of the Aerospace Safety Advisory Panel, consistent with section 31101(c)(2) of title 51, United States Code, with respect to such assessment. </text></subparagraph></paragraph></subsection></section><section id="idD70371C4B10440D89886530D20545733"><enum>4.</enum><header>Priorities for International Space Station</header><subsection id="idC1E99B6827C54EC59EBCE54E8D67F1BF"><enum>(a)</enum><header>In general</header><text>The Administrator shall assess International Space Station research activities and shall ensure that crew time and resources allocated to the Administration for use on the International Space Station prioritize—</text><paragraph id="id9EA1A967E04548F7B26901684DE7FED0"><enum>(1)</enum><text>the research of the Human Research Program, including research on and development of countermeasures relevant to reducing human health and performance risks, behavioral and psychological risks, and other astronaut safety risks related to long-duration human spaceflight;</text></paragraph><paragraph id="idB9AA6058F89342AD95D598EF5C1CB26E"><enum>(2)</enum><text>risk reduction activities relevant to exploration technologies, including for the Environmental Control and Life Support System, extravehicular activity and space suits, environmental monitoring, safety, emergency response, and deep space communications;</text></paragraph><paragraph id="idF1322C0130584B70ADB9CE3CABB350B6"><enum>(3)</enum><text>the advancement of United States leadership in basic and applied space life and physical science research, consistent with the priorities of the most recent space life and physical sciences decadal survey of the National Academies of Sciences, Engineering, and Medicine; and</text></paragraph><paragraph id="id1DF0AE76BC0F4598B9A18CD35013A353"><enum>(4)</enum><text>other research and development activities identified by the Administrator as essential to Moon to Mars activities.</text></paragraph></subsection><subsection id="id6CB738AE9ECA473FA8EA2A7A479E9B14"><enum>(b)</enum><header>Reports</header><paragraph id="idE5CB36E35C4546A4A62890C2BC8BDE5A"><enum>(1)</enum><header>Assessment and prioritization</header><text>Not later than 180 days after the date of the enactment of this Act, the Administrator shall submit to the appropriate committees of Congress a report on—</text><subparagraph id="idAACFA3AE13D34750B0BEA05AA20F0FA0"><enum>(A)</enum><text>the assessment; and</text></subparagraph><subparagraph id="id6687D63DED9147CD9C31A40948B5A549"><enum>(B)</enum><text>the steps taken to achieve the prioritization required by subsection (a).</text></subparagraph></paragraph><paragraph id="id8FF4CB94A053415E8F3F3FD0C1FE938D"><enum>(2)</enum><header>Space flight participants</header><text>Not later than 120 days after the date of the enactment of this Act, the Administrator shall submit to the appropriate committees of Congress a report on measures taken, with respect to space flight participants aboard the ISS, to ensure government astronaut safety, to avoid interference in ISS operations and research priorities, and to prevent undue demands on crew time and resources. </text></paragraph><paragraph id="id862DE9837DA84D2F88D34128091C3774"><enum>(3)</enum><header>Annual progress reports</header><text>Concurrent with the annual budget submission of the President to Congress under section 1105(a) of title 31, United States Code, the Administrator shall provide to the appropriate committees of Congress an annual accounting of the use of Administration crew time and ISS resources, including the allocation of such resources toward the priorities described in subsection (a). </text></paragraph></subsection></section></legis-body></bill>
