<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4769</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220804">August 4, 2022</action-date><action-desc><sponsor name-id="S402">Ms. Rosen</sponsor> (for herself, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S408">Mr. Hickenlooper</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S403">Ms. Sinema</cosponsor>, and <cosponsor name-id="S347">Mr. Moran</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 49, United States Code, to authorize and modernize the registered traveler program of the Transportation Security Administration, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Registered Traveler Act of 2022</short-title></quote>.</text></section><section id="id0DF0A9A7E4D84A33BB2B64616096AA40"><enum>2.</enum><header>Registered traveler program</header><subsection id="id9D7F78E77DA74DAAA713C472CFB85F34"><enum>(a)</enum><header>In general</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/449">chapter 449</external-xref> of title 49, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/49/44920">section 44920</external-xref> the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="idB5DFBA5F391A4F2CA3F0C2C65EF9E417"><section id="idF06A761C861441E88BA7F3358B762D75"><enum>44920a.</enum><header>Registered Traveler Program</header><subsection id="idc6319ad0715f4ef5b9e4c98f518b5dd1"><enum>(a)</enum><header>In general</header><text>The Administrator of the Transportation Security Administration—</text><paragraph id="id44459636C6D142A8B8B4C16482236527"><enum>(1)</enum><text>shall establish and maintain the Registered Traveler Program; and </text></paragraph><paragraph id="idA091045D96E3464B80CB0D1D471EE240"><enum>(2)</enum><text>may issue rules consistent with security requirements established under the Registered Traveler Program airport security plan amendment issued by the Administration to airports and airlines to carry out this section.</text></paragraph></subsection><subsection id="id85D95A048F4A4FB68D17A9782F7E0A03"><enum>(b)</enum><header>Reimbursement</header><paragraph id="id13FD670008344B5589D9E49615E8F7E3"><enum>(1)</enum><header>In general</header><text>The Administrator may accept reimbursement from a private entity operating under the Registered Traveler Program for actual expenses incurred by the Administration for staffing, equipment, and any other resources that are in addition to the staffing, equipment, and other resources that are necessary to carry out this section. </text></paragraph><paragraph id="id1BDF304FA0E84749A4EC4BF5706A51D3"><enum>(2)</enum><header>Treatment of reimbursements</header><text>The Administrator shall deposit any reimbursement accepted under subparagraph (A) to the account providing appropriations to the Administration.</text></paragraph></subsection><subsection id="id33f825cd502f4a8fb1f4a9843b86bb67"><enum>(c)</enum><header>Rules of construction</header><text>Nothing in this section may be construed to diminish the authority of the Administrator under this title to establish and enforce regulations for transportation security.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id0a297b88616d4498a8b4282753afecb5"><enum>(b)</enum><header>Clerical amendment</header><text>The chapter analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/449">chapter 449</external-xref> of title 49, Untied States Code, is amended by inserting after the item relating to section 44920 the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8A649011BA1F4E1FBF3DA0577EBFD47D"><toc><toc-entry level="section" bold="off">44920a.
