Pribilof Island transition completion actions.</toc-entry></toc></subsection></section><section id="idBDE090E26C6B4F3693FA5ECCA48D0EE6"><enum>2.</enum><header>Defined term</header><text display-inline="no-display-inline">In this Act, the term <term>appropriate committees of Congress</term> means—</text><paragraph id="idDFFC37F0EC33428CA52FC879C9B536EF"><enum>(1)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSAS00">Committee on Armed Services of the Senate</committee-name>;</text></paragraph><paragraph id="idC8DE3A9317BD4389890EB4B4E04D42E0"><enum>(2)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>; </text></paragraph><paragraph id="idE9DDA49659F747389295BD8A6BBF6773"><enum>(3)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text></paragraph><paragraph id="idA26FD71E29904441B4BE92A7BD0B340B"><enum>(4)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources of the Senate</committee-name>;</text></paragraph><paragraph id="id85BF25F917E8463E91DBE5D332884E51"><enum>(5)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Armed Services of the House of Representatives</committee-name>;</text></paragraph><paragraph id="idF2E9EB6F265648DBB3A225A3A3EA6AF2"><enum>(6)</enum><text>the <committee-name committee-id="">Committee on Homeland Security of the House of Representatives</committee-name>;</text></paragraph><paragraph id="id04DB23D9F2F5421BA9F61A942CF5D98D"><enum>(7)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>; and</text></paragraph><paragraph id="idDEE57945ECE141EABA7B468DAA6F5110"><enum>(8)</enum><text>the <committee-name committee-id="">Committee on Energy and Commerce of the House of Representatives</committee-name>.</text></paragraph></section><section id="idd20ea13ff32f446c95ebc0670be71a68"><enum>3.</enum><header>Arctic Shipping Federal Advisory Committee</header><subsection id="id917786724B5846B39720C9367A7D1D84"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of Transportation shall establish the Arctic Shipping Federal Advisory Committee, as required in section 8426 of the Elijah E. Cummings Coast Guard Authorization Act of 2020 (division G of <external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>).</text></subsection><subsection id="id693FA018107047189238C05BB6E0D42E"><enum>(b)</enum><header>Funding</header><text display-inline="yes-display-inline">The Secretary of Transportation shall make available to the Arctic Shipping Advisory Committee, from amounts appropriated to the Office of the Secretary of Transportation, such funds as may be necessary for the operation and sustainment of the Committee. </text></subsection></section><section id="id0adbdbe0ab54429eb7d368317743c210"><enum>4.</enum><header>Arctic Executive Steering Committee</header><text display-inline="no-display-inline">The Arctic Executive Steering Committee, which was originally established by Executive Order 13689 (80 Fed. Reg. 4191; relating to enhancing coordination of national efforts in the Arctic), is reauthorized for the 10-year period beginning on the date of the enactment of this Act. </text></section><section id="idB16948BDC2104F16A323CFEC4DCD58EB"><enum>5.</enum><header>Implementation of Arctic strategy at Port of Nome</header><text display-inline="no-display-inline">The Secretary of the Navy, in consultation with the Commandant of the Coast Guard, shall engage in a consultation with the Chief of Engineers of the Army Corps of Engineers to ensure that the Port of Nome is usable for the implementation of the National Strategy for the Arctic Region and the Arctic strategy of the Department of the Navy, as described in the strategic blueprint for the Arctic of the Department of the Navy entitled <quote>A Blue Arctic</quote>.</text></section><section id="id109C445DA623493C888FD1D08D8B0D6F"><enum>6.</enum><header>Report on establishing persistent presence of Navy or Coast Guard in the United States Arctic</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Commandant of the Coast Guard and the Secretary of the Navy shall jointly submit a report to the appropriate committees of Congress that—</text><paragraph id="idf5f132e176444c1e85b78c38f2c7aed5"><enum>(1)</enum><text>describes the requirements necessary to establish, and the feasibility of establishing, a persistent, year-round presence of the Navy and the Coast Guard in the Arctic region at— </text><subparagraph id="id7E27B20BC4F34735ACA402AFCF26053B"><enum>(A)</enum><text display-inline="yes-display-inline">the Port of Nome; </text></subparagraph><subparagraph id="idA65543365B5D4449839B03B3FAAE55C2"><enum>(B)</enum><text display-inline="yes-display-inline">the natural deepwater port of Unalaska; </text></subparagraph><subparagraph id="idC919C66EB93C4A849AA56F67615C5D04"><enum>(C)</enum><text display-inline="yes-display-inline">the former Coast Guard Station at Port Clarence; </text></subparagraph><subparagraph id="id45ddc74a9e364f0f93402335340b5425"><enum>(D)</enum><text>Point Spencer (as defined in section 532 of the Pribilof Island Transition Completion Act of 2015 (subtitle B of title V of <external-xref legal-doc="public-law" parsable-cite="pl/114/120">Public Law 114–120</external-xref>));</text></subparagraph><subparagraph id="idf7ab2967e2eb4adbb9816f00e91c2340"><enum>(E)</enum><text>the port on Saint George Island in the Bering Sea; </text></subparagraph><subparagraph id="id5bcd229896ce461d8effcdbcf3ac3b8b"><enum>(F)</enum><text>the Port of Adak;</text></subparagraph><subparagraph id="id2ba91772ad6448a79f057022548349df"><enum>(G)</enum><text>Cape Blossom; </text></subparagraph><subparagraph id="id425FF7AD8A714631A7D447C0CD4135FD"><enum>(H)</enum><text>ports in the Northeastern United States, including Eastport, Searsport, and Portland, Maine; and </text></subparagraph><subparagraph id="id8723314B81B044948F0BDBFA69F65406"><enum>(I)</enum><text display-inline="yes-display-inline">any other deepwater port that the Commandant determines would facilitate such a presence in the places described in subparagraphs (A) through (H); and</text></subparagraph></paragraph><paragraph id="id818BBAC5A0574F34AF30005D7628FB71"><enum>(2)</enum><text display-inline="yes-display-inline">provides an estimate of the costs of implementing the requirements described in paragraph (1), after taking into account the costs of constructing the onshore infrastructure that will be required to support year-round maritime operations in the vicinity of the Bering Sea and the Arctic region.</text></paragraph></section><section id="id174df7b519494030a3f216c0c423f80e"><enum>7.</enum><header>Report on eliminating the Russian monopoly on Arctic shipping</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Committee on the Maritime Transportation System, in coordination with the Arctic Shipping Federal Advisory Committee, shall submit a report to the appropriate committees of Congress that—</text><paragraph id="id827AE0258FBF41CCB7C3B5A6D20E8616"><enum>(1)</enum><text display-inline="yes-display-inline">describes the control and influence of the Russian Federation on shipping in the Arctic region;</text></paragraph><paragraph id="idD698F8B98EB64FAE9E2D8361A70E0023"><enum>(2)</enum><text display-inline="yes-display-inline">analyzes the effect of such control and influence on ongoing efforts to increase the presence, capacity, and volume of United States shipping in the Arctic region; and</text></paragraph><paragraph id="id98C32E51BB6E416D99146B18F42967ED"><enum>(3)</enum><text display-inline="yes-display-inline">includes a plan for eliminating the Russian monopoly on shipping in the Arctic region to enable an increase United States presence in the Arctic shipping domain.</text></paragraph></section><section id="id0bb8bd1f648a44b6a3850b7a02098068"><enum>8.</enum><header>Expanding investment by the United States International Development Finance Corporation in Arctic countries</header><subsection id="id0bf6ca380e7b40f3bf17106dc5e21b2b"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id08514338AA8A459DBD29F5D106BC7430"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="idf6336bac6e0c46169c078f4aea0207bf"><enum>(A)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text></subparagraph><subparagraph id="id82EC8EC6BFD349BCB6DB15D7FC905E49"><enum>(B)</enum><text>the <committee-name committee-id="SSAS00">Committee on Armed Services of the Senate</committee-name>;</text></subparagraph><subparagraph id="idEB9615BC2B3B48EB8DA8DB701197C8A5"><enum>(C)</enum><text>the <committee-name committee-id="SLIN00">Select Committee on Intelligence of the Senate</committee-name>;</text></subparagraph><subparagraph id="id30996B8E0EA64A3D872F0124398A0D60"><enum>(D)</enum><text>the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources of the Senate</committee-name>;</text></subparagraph><subparagraph id="id28F910B301E44C0AA3501B6E18A71ADD"><enum>(E)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>;</text></subparagraph><subparagraph id="idE2ACE05CDB584B109A23D4DF19DA1AF3"><enum>(F)</enum><text>the <committee-name committee-id="">Committee on Armed Services of the House of Representatives</committee-name>;</text></subparagraph><subparagraph id="id2C4721D0AD5B4B2EA8528093512C9D54"><enum>(G)</enum><text>the <committee-name committee-id="">Permanent Select Committee on Intelligence of the House of Representatives</committee-name>; and</text></subparagraph><subparagraph id="id87FD26B619904A9696694D7CC6FF6754"><enum>(H)</enum><text>the <committee-name committee-id="">Committee on Energy and Commerce of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph id="id044d11529a2d4ea68235e2153adf77ca"><enum>(2)</enum><header>Arctic countries</header><text>The term <term>Arctic countries</term>—</text><subparagraph id="id2B7DC46D962E4531A365BB739EE5C3A1"><enum>(A)</enum><text>means the United States, Canada, Denmark, Iceland, Norway, Sweden, and Finland, which are permanent members of the Arctic Council; and </text></subparagraph><subparagraph id="id8288EC9F16A54FDAA4A2892547BC6C24"><enum>(B)</enum><text>does not include the Russian Federation.</text></subparagraph></paragraph><paragraph id="idBB46F584D6214631AAD95B9ED9330D89"><enum>(3)</enum><header>Arctic indigenous organizations</header><text>The term <term>Arctic indigenous organizations</term>—</text><subparagraph id="id5E22F28492B5422B8020968992EDE126"><enum>(A)</enum><text>means the Aleut International Association, the Arctic Athabaskan Council, the Gwich’in International Council, the Inuit Circumpolar Council, and the Saami Council; and</text></subparagraph><subparagraph id="id7424C810A2F94EC4A9EF7FD8DB8D7E12"><enum>(B)</enum><text>does not include the Russian Association of Indigenous Peoples of the North.</text></subparagraph></paragraph></subsection><subsection id="idd468aa2b7dbc4b2193422a0dd28e1691"><enum>(b)</enum><header>Sense of Congress</header><text>It is the sense of Congress that—</text><paragraph id="iddc18343944a64b419e85667fac0b62e9"><enum>(1)</enum><text>Arctic countries are important partners of the United States; and</text></paragraph><paragraph id="idd8dd4db69c9d4d3a96ae17de31eb05e1"><enum>(2)</enum><text>the United States International Development Finance Corporation should make investments in Arctic countries to facilitate technologies that—</text><subparagraph id="id88EBF81D8A0C45738DC18554B62FC2E3"><enum>(A)</enum><text>strengthen energy security and reliability; and </text></subparagraph><subparagraph id="id2B07572B9F824E958774999A37E8BE55"><enum>(B)</enum><text>provide durable, sustainable opportunities for indigenous entities. </text></subparagraph></paragraph></subsection><subsection id="id755626a385ab4cb4a1d3500e504b5790"><enum>(c)</enum><header>Authorization</header><text>The United States International Development Finance Corporation is authorized to provide financing to entities in Arctic countries, including Arctic indigenous organizations, for projects that—</text><paragraph id="iddcaf7ddee37e48aa9a97e1161fdf33ed"><enum>(1)</enum><text>involve the responsible extraction, processing, development, and recycling of critical minerals (as defined in section 7002(a) of the Energy Act of 2020 (<external-xref legal-doc="usc" parsable-cite="usc/30/1606">30 U.S.C. 1606(a)</external-xref>)); or</text></paragraph><paragraph id="id70bd57bafea94ff7902b576bf31b62a9"><enum>(2)</enum><text>the Chief Executive Officer of the United States International Development Finance Corporation, in coordination with the Secretary of State, determine to be in the strategic interest of the United States.</text></paragraph></subsection><subsection id="idc6aaded1efd6463899bfbd0d3e78ff87"><enum>(d)</enum><header>Reporting requirement</header><paragraph id="id4124095FA78C4B1C941F99CFEB9F4F5D"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Chief Executive Officer of the United States International Development Finance Corporation, in coordination with the Secretary of State, shall submit a report to the appropriate congressional committees that—</text><subparagraph id="id65550bd902ff4741aa5035f25d13262f"><enum>(A)</enum><text>identifies the countries in which financing by the United States International Development Finance Corporation could be most impactful for responsibly producing critical minerals needed for energy security;</text></subparagraph><subparagraph id="idd79d14a5d9d440a6a12bd1610c414a48"><enum>(B)</enum><text>explains the interests of the United States and of partner countries that are served when the United States provides support for such projects;</text></subparagraph><subparagraph id="idf47da448510b40289c5a5b7a2275a06a"><enum>(C)</enum><text>describes any support provided by other United States allies and partners to expand the projects described in subsection (c); and</text></subparagraph><subparagraph id="idc513e843a0594eb7b884aafa11cedcde"><enum>(D)</enum><text>describes any support provided by the People’s Republic of China in support of the projects described in subsection (c). </text></subparagraph></paragraph><paragraph id="ide30b4cca1a46435b84be606f38b9374e"><enum>(2)</enum><header>Form of report</header><text>The report required under paragraph (1) shall be submitted in unclassified form, but may include a classified annex, if necessary.</text></paragraph></subsection></section><section id="id8A4C970C5C6E4D2CBC87FE0276D29607"><enum>9.</enum><header>Partnership with Iceland</header><subsection id="id86B57E03014B4A0EA989FD250A78B535"><enum>(a)</enum><header>Sense of Congress regarding a free trade agreement with Iceland</header><text>It is the sense of Congress that the United States should enter into negotiations with the Government of Iceland to develop and enter into a comprehensive free trade agreement between the United States and Iceland.</text></subsection><subsection id="id1cdcafd70b7440c2bbb1015dc20e98f0"><enum>(b)</enum><header>Nonimmigrant traders and investors</header><text display-inline="yes-display-inline">For purposes of clauses (i) and (ii) of section 101(a)(15)(E) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)(E)</external-xref>), Iceland shall be considered to be a foreign State under such section if the Government of Iceland offers similar nonimmigrant status to nationals of the United States.</text></subsection></section><section id="id7B75D05EE79A4A85BFADA29B54F4856E" commented="no"><enum>10.</enum><header>Amendments to Deepwater Port Act of 1974</header><text display-inline="no-display-inline">The Deepwater Port Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/33/1501">33 U.S.C. 1501 et seq.</external-xref>) is amended—</text><paragraph commented="no" id="id2532FD20E66F40AD8A9A07D4A930822A"><enum>(1)</enum><text display-inline="yes-display-inline">in section 4 (<external-xref legal-doc="usc" parsable-cite="usc/33/1503">33 U.S.C. 1503</external-xref>)—</text><subparagraph commented="no" id="id6C7EE178DA994FEAB44BF3E237DB9558"><enum>(A)</enum><text>in subsection (c)(9), by inserting <quote>(excluding any State that developed a coastal zone management program pursuant to section 305 of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1454">16 U.S.C. 1454</external-xref>) that was approved by the Secretary pursuant to section 306 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1455">16 U.S.C. 1455</external-xref>) and withdrew such plan before January 1, 2012)</quote> after <quote>connected by pipeline</quote>; and</text></subparagraph><subparagraph commented="no" id="id61C75AE68B874DF6B15048A57AF021FC"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id619DEFC388D6408B90454E975E68A0FE"><subsection id="id02E41F6ECBBB4006AF8F29B2EE0CBECF" commented="no"><enum>(j)</enum><header>Export license for all forms of hydrogen</header><text>The Secretary may issue a license in accordance with the provisions of this Act for the export of hydrogen in all of its forms, including as liquefied natural gas, hydrogen, and ammonia.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="ide9b6d1f7ebed4f60a434de221f0abecb" commented="no"><enum>(2)</enum><text>in section 9(c), (<external-xref legal-doc="usc" parsable-cite="usc/33/1508">33 U.S.C. 1508(c)</external-xref>), by inserting <quote>(excluding any State that developed a coastal zone management program pursuant to section 305 of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1454">16 U.S.C. 1454</external-xref>) that was approved by the Secretary pursuant to section 306 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1455">16 U.S.C. 1455</external-xref>) and withdrew such plan before January 1, 2012)</quote> after <quote>connected by pipeline</quote>.</text></paragraph></section><section id="id436559C641F14C64A04DB9B8A66FFEF4"><enum>11.</enum><header>Amendments to the Arctic Research and Policy Act of 1984</header><subsection id="id3cd97c87913147d6816b59a8280f78b2"><enum>(a)</enum><header>Findings and purposes</header><text>Section 102(a) of the <short-title>Arctic Research and Policy Act of 1984</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/15/4101">15 U.S.C. 4101(a)</external-xref>) is amended—</text><paragraph id="id26A65C2AFCB2456E852B1FF7F9F2D301"><enum>(1)</enum><text>in paragraph (2), by inserting <quote>and homeland</quote> after <quote>national</quote>;</text></paragraph><paragraph id="idE615923F798D4142832E4FEA0BE0D52D"><enum>(2)</enum><text>by redesignating paragraphs (5) through (17) as paragraphs (6) through (18), respectively;</text></paragraph><paragraph id="id762163A62A934236A655F07D5C1AAC47"><enum>(3)</enum><text>by striking paragraph (4) and inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id9929813F9CFE4808A7B8FD151A2D85F6"><paragraph id="idCA9C7E76268945F4A4361186A1C6B161"><enum>(4)</enum><text>Changing Arctic conditions directly affect global weather and climate patterns and must be better understood—</text><subparagraph id="idC1DF7BF7EA434B56AB9572877F00F898"><enum>(A)</enum><text>to promote better agricultural management throughout the United States; and</text></subparagraph><subparagraph id="id21B7D34964F94D588231DF42924A69F0"><enum>(B)</enum><text>to address the myriad of impacts, challenges, and opportunities brought about by such change. </text></subparagraph></paragraph><paragraph id="id88F58821CEAA4A6FAC8E50AFB799999C"><enum>(5)</enum><text>Since a rapidly changing climate will reshape the economic, social, cultural, political, environmental, and security landscape of the Arctic region, sustained, robust, coordinated, reliable, appropriately funded, and dependable Arctic research is required to inform and influence sound United States domestic and international Arctic policy.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id47EECBBCFD204D3E97BB0EDA5077F9D2"><enum>(4)</enum><text>in paragraph (6), as redesignated, by inserting <quote>and climate</quote> after <quote>weather</quote>.</text></paragraph></subsection><subsection id="id69539ff5917b4908960e6983ce4ec715"><enum>(b)</enum><header>Arctic Research Commission</header><text>Section 103 of the <short-title>Arctic Research and Policy Act of 1984</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/15/4102">15 U.S.C. 4102</external-xref>) is amended—</text><paragraph id="idB512CA0D998240738F72D68AA2ACD41A"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id663BA5230DDF4E79B53BF01375ED151F"><enum>(A)</enum><text>in paragraph (1)(B)—</text><clause id="id710C7646BC0E4EC397863A2420CB2917"><enum>(i)</enum><text>by striking <quote>who are</quote> and inserting <quote>who is a</quote>; and</text></paragraph><paragraph id="idAFB87C74156444BEAF4F8EDC4742BDFD"><enum>(2)</enum><text>by inserting <quote>, or the heads of other Federal Government entities, as appropriate,</quote> before the semicolon.</text></paragraph></subsection><subsection id="id1f1dc0bd155740c49827faaff9b706b1"><enum>(d)</enum><header>Interagency Arctic Research Policy Committee</header><text>Section 107(b)(2) of the <short-title>Arctic Research and Policy Act of 1984</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/15/4106">15 U.S.C. 4106(b)(2)</external-xref>) is amended—</text><paragraph id="id409F9FDBCDEB454C9AB7966422A1A797"><enum>(1)</enum><text>by redesignating subparagraph (L) as subparagraph (P);</text></paragraph><paragraph id="id62905FC6009F42C195AED1B3792E5D8A"><enum>(2)</enum><text>in subparagraph (K), by striking <quote>and</quote> at the end; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id3913fd0e087d4dbdb7df1dd32c116090"><enum>(e)</enum><header>5-Year Arctic research plan</header><text>Section 109(a) of the <short-title>Arctic Research and Policy Act of 1984</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/15/4108">15 U.S.C. 4108(a)</external-xref>) is amended by striking <quote>The Plan</quote> and inserting <quote>Notwithstanding section 3003 of the Federal Reports Elimination and Sunset Act of 1995 (<external-xref legal-doc="public-law" parsable-cite="pl/104/66">Public Law 104–66</external-xref>), the Plan</quote>.</text></subsection></section><section id="idf571edab5bfc492e9f4f8c1a594b2e4a"><enum>12.</enum><header>Crosscut report on Arctic research programs</header><subsection id="id1eaa053cd7df491aba5ff45823b87132"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, and annually thereafter, the Director of the Office of Management and Budget shall submit a detailed report to Congress regarding all existing Federal programs relating to Arctic research, including—</text><paragraph id="idB9D8BAA36E014915BC20E9B082D09DC1"><enum>(1)</enum><text>the goals of each such program;</text></paragraph><paragraph id="id519E300AF6A8441BB8D08A9D5524A301"><enum>(2)</enum><text>the funding levels for each such program for each of the 5 immediately preceding fiscal years;</text></paragraph><paragraph id="idD4C1CA9AAEF34B178121C73645D62A38"><enum>(3)</enum><text>the anticipated funding levels for each such program for each of the 5 following fiscal years; and </text></paragraph><paragraph id="idFCEED33E70824F52A0806661979AC937"><enum>(4)</enum><text>the total funding appropriated for the current fiscal year for such programs.</text></paragraph></subsection><subsection id="id588b2486cc634843be29d81d7bdb64a4"><enum>(b)</enum><header>Distribution</header><text>Not later than 3 days after submitting the report to Congress pursuant to subsection (a), the Director of the Office of Management and Budget shall submit a copy of the report to the National Science Foundation, the United States Arctic Research Commission, and the Office of Science and Technology Policy.</text></subsection></section><section id="id026af2341bc7415f9e126939e50f1473" commented="no"><enum>13.</enum><header>Pribilof Island transition completion actions</header><subsection id="id549c8cb9fa1b4eb59d5f2eca5c17b909"><enum>(a)</enum><header>Extensions</header><text>Section 524 of the Pribilof Island Transition Completion Act of 2015 (subtitle B of title V of <external-xref legal-doc="public-law" parsable-cite="pl/114/120">Public Law 114–120</external-xref>) is amended—</text><paragraph id="idd57cc64b5c654255b2e5b5f9019ce02f"><enum>(1)</enum><text>in subsection (b)(5), by striking <quote>5 years</quote> and inserting <quote>6 years</quote>; and</text></paragraph><paragraph id="id0ecfd60c236a44a693dafe38ddef6f47"><enum>(2)</enum><text>in subsection (c)(3), by striking <quote>60 days</quote> and inserting <quote>120 days</quote>.</text></paragraph></subsection><subsection id="id72a30bd38f0840f99089bdeb7b9d2cc7"><enum>(b)</enum><header>Quarterly actual use and occupancy reports</header><text>Not later than 90 days after the date of the enactment of this Act, and every 3 months thereafter, the Secretary of the department in which the Coast Guard is operating shall submit a report to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name> and the <committee-name committee-id="">Committee on Transportation and Infrastructure of the House of Representatives</committee-name> that describes—</text><paragraph id="ide2b5a4ae1e8b490c88c798f56f0e2ed5"><enum>(1)</enum><text>the degree to which Coast Guard personnel and equipment are deployed to St. Paul Island, Alaska, in actual occupancy of the facilities, as required under section 524 of the Pribilof Island Transition Completion Act of 2015 (subtitle B of title V of <external-xref legal-doc="public-law" parsable-cite="pl/114/120">Public Law 114–120</external-xref>); and</text></paragraph><paragraph id="idec2aae76f3654dffaa265f4d0f7a4224"><enum>(2)</enum><text>the status of the activities described in subsections (c) and (d) if such activities have not been completed.</text></paragraph></subsection><subsection id="id35ac8489b010433db9a7fc6c85aa1495"><enum>(c)</enum><header>Aircraft hanger</header><text>The Secretary of the department in which the Coast Guard is operating may—</text><paragraph id="id4a16a9df92234cc795742eda4cbaecba"><enum>(1)</enum><text> enter into a lease for a hangar to house deployed Coast Guard aircraft if such hanger was previously under lease by the Coast Guard for the purposes of housing such aircraft;</text></paragraph><paragraph id="idb7089bbc3a3c4f2c8c244285fdcf3f1d"><enum>(2)</enum><text> enter into an agreement with the lessor of the hanger referred to in paragraph (1) in which the Secretary may carry out repairs necessary to support the deployment of such aircraft; and </text></paragraph><paragraph id="idB22DE346EBC1472A822994822E25DB22"><enum>(3)</enum><text>offset the cost such repairs under the terms of the lease entered into pursuant to paragraph (2).</text></paragraph></subsection><subsection id="ida56d2e62df234a06bfd71affc0ab3717"><enum>(d)</enum><header>Fuel tank</header><paragraph id="idcd7fdcc7d5b240c7ac7b5acd1aa13247"><enum>(1)</enum><header>Determination</header><text>Not later than 30 days after the date of the enactment of this Act, the Secretary of the department in which the Coast Guard is operating shall determine whether the fuel tank located on St. Paul Island, Alaska, that is owned by the Coast Guard is needed for Coast Guard operations.</text></paragraph><paragraph id="id8105abea73dd435b811ca3cdd9cba818"><enum>(2)</enum><header>Transfer</header><text>Subject to paragraph (3), if the Secretary determines the tank referred to in paragraph (1) is not needed for Coast Guard operations, the Secretary, not later than 90 days after making such determination, shall transfer such tank to the Alaska Native Village Corporation for St. Paul Island, Alaska.</text></paragraph><paragraph id="ida389cc5ce545474c840e2881efc29bc3"><enum>(3)</enum><header>Fair market value exception</header><text>The Secretary may only carry out a transfer described in paragraph (2) if the fair market value of such tank is less than the aggregate value of any lease payments for the property on which the tank is located that the Coast Guard would have paid to the Alaska Native Village Corporation for St. Paul Island, Alaska, had such lease been extended at the same rate.</text></paragraph></subsection><subsection id="id892b7361c6f24f27baeef328d107085d"><enum>(e)</enum><header>Rule of construction</header><text>Nothing in this section may be construed to limit any rights of the Alaska Native Village Corporation for St. Paul Island, Alaska to receive conveyance of all or part of the lands and improvements related to Tract 43 under the same terms and conditions as prescribed in section 524 of the Pribilof Island Transition Completion Act of 2015 (subtitle B of title V of <external-xref legal-doc="public-law" parsable-cite="pl/114/120">Public Law 114–120</external-xref>).</text></subsection></section></legis-body></bill>
