<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4732</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220802">August 2, 2022</action-date><action-desc><sponsor name-id="S370">Mr. Booker</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Georgetown African American Historic Landmark Project and Tour to establish a commemorative work in the District of Columbia and its environs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H4B50D4C832AE4E3DBB6B1BD4BC8C43B1"><section section-type="section-one" id="H9AC33C495D3144249ECF598F23123E85"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enslaved Voyages Memorial Act</short-title></quote>.</text></section><section id="H09DF25D8F0B74823A6B743C7425F9F60"><enum>2.</enum><header>Authorization to establish commemorative work</header><subsection id="H3B464BC951AE48C786DCB109BCD552EB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Georgetown African American Historic Landmark Project and Tour may establish a commemorative work on Federal land in the District of Columbia and its environs to commemorate the enslaved individuals, the identities of whom may be known or unknown, who endured the Middle Passage.</text></subsection><subsection id="HAAE5AFB377644F72BACCC00050D968C2"><enum>(b)</enum><header>Compliance with standards for commemorative works</header><text>The establishment of the commemorative work under this section shall be in accordance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/89">chapter 89</external-xref> of title 40, United States Code (commonly known as the <quote>Commemorative Works Act</quote>).</text></subsection><subsection id="HB1454B189D344FBFABE6677D4CC2EA50"><enum>(c)</enum><header>Prohibition on the use of Federal funds</header><paragraph id="H3620064369094BC9884F2CE784C958AE"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Federal funds may not be used to pay any expense of the establishment of the commemorative work under this section.</text></paragraph><paragraph id="HD2D8A47AA4994924816A60786F7EDF50"><enum>(2)</enum><header>Responsibility of the Georgetown African American Historic Landmark Project and Tour</header><text display-inline="yes-display-inline">The Georgetown African American Historic Landmark Project and Tour shall be solely responsible for the acceptance of contributions for, and the payment of the expenses of, the establishment of the commemorative work under this section.</text></paragraph></subsection><subsection id="H1072A590E08E47548DA4A62500A9C09E"><enum>(d)</enum><header>Deposit of excess funds</header><paragraph id="HC1AB0FA6B0994CD8B2864E8D0A0D1F37"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">If, on payment of all expenses for the establishment of the commemorative work (including the maintenance and preservation amount required by paragraph (1) of section 8906(b) of title 40, United States Code), there remains a balance of funds received for the establishment of the commemorative work, the Georgetown African American Historic Landmark Project and Tour shall transmit the amount of the balance to the Secretary of the Interior for deposit in the account provided for in paragraph (3) of that section.</text></paragraph><paragraph id="H434F1D8CCCF34182955F7D8DE466A947"><enum>(2)</enum><header>On expiration of authority</header><text display-inline="yes-display-inline">If, on expiration of the authority for the commemorative work under section 8903(e) of title 40, United States Code, there remains a balance of funds received for the establishment of the commemorative work, the Georgetown African American Historic Landmark Project and Tour shall transmit the amount of the balance to a separate account with the National Park Foundation for memorials, to be available to the Secretary of the Interior or the Administrator of General Services, as appropriate, in accordance with the process provided in paragraph (4) of section 8906(b) of that title for accounts established under paragraph (2) or (3) of that section.</text></paragraph></subsection></section></legis-body></bill>
