which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to establish a pilot program to provide competitive grants to land-grant colleges and universities to facilitate research and rapid workforce development and promote entrepreneurship and other benefits to communities, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Innovation and Modern Skills Training Act of 2022</short-title></quote>.</text></section><section id="idB4B32A0A29B9483BB7164E8224B2DFAE"><enum>2.</enum><header>National innovation and modern skills training competitive grant pilot program</header><text display-inline="no-display-inline">The National Agricultural Research, Extension, and Teaching Policy Act of 1977 is amended by inserting after section 1418 (<external-xref legal-doc="usc" parsable-cite="usc/7/3153">7 U.S.C. 3153</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAD257E7F705F44C1914C1E20FA853BBB"><section id="id2DE731AD6C9C4F7D9811424F638A3840"><enum>1419.</enum><header>National innovation and modern skills training competitive grant pilot program</header><subsection id="id97D8FB3D97CE479284686E16523D2AA2"><enum>(a)</enum><header>Definition of land-Grant college or university</header><text>In this section, the term <term>land-grant college or university</term> includes a 1994 Institution (as defined in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/301">7 U.S.C. 301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/382">Public Law 103–382</external-xref>)).</text></subsection><subsection id="idAF87A8A8E4974E3481107C6BFE44AD8D"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish a pilot program (referred to in this section as the <term>pilot program</term>) to award competitive grants to land-grant colleges and universities to carry out activities described in subsection (c).</text></subsection><subsection id="id6F58D00E65AC43DEAD41F3E03665AC00"><enum>(c)</enum><header>Eligible activities</header><paragraph id="id0E3F7E5D6547465C912DE25BAD283CE4"><enum>(1)</enum><header>In general</header><text>A land-grant college or university that receives a grant under the pilot program shall use the grant funds to establish a statewide program, in cooperation with cooperative extension services and industry experts, to facilitate research and rapid workforce development and promote entrepreneurship and other benefits to communities across the applicable State.</text></paragraph><paragraph id="id60352FE7DB76455DBF8D19E7C2E12209"><enum>(2)</enum><header>Workforce development, research, and entrepreneurship programs</header><subparagraph id="id4990F1D0973F4F1480E81A95921952B2"><enum>(A)</enum><header>In general</header><text>A statewide program established under paragraph (1) shall be composed of 1 or more workforce development, research, or entrepreneurship programs, which shall—</text><clause id="idABC6D83D10B848D580FCF49E4966A4D0"><enum>(i)</enum><text>be provided through cooperative extension services, in partnership with 1 or more colleges or universities in the applicable geographic area;</text></clause><clause id="idFAE4DCC9358E49729D11BE7014B66B2B"><enum>(ii)</enum><text>be administered by the applicable land-grant college or university; and</text></clause><clause id="id28F2AC961C0244D7AF2F215CF3057A09"><enum>(iii)</enum><text>confer to a participant a measurable benefit or credential on successful completion of the program.</text></clause></subparagraph><subparagraph id="idC5CADF70C1DC429191DA43E088606480"><enum>(B)</enum><header>Workforce development programs</header><text>A workforce development program established under subparagraph (A) shall—</text><clause id="id26D72B0E92864F2288E1B1F7CEE09A26"><enum>(i)</enum><text>offer flexible and alternative educational pathways to promote workforce development, including—</text><subclause id="id68A799AAD5B2446E9095487D5C677CA8"><enum>(I)</enum><text>stackable credentials;</text></subclause><subclause id="id3FDCA481CFA841E2909C16EC13540B6E"><enum>(II)</enum><text>micro degrees;</text></subclause><subclause id="id05855AA2BF684191AFE5094AF846F151"><enum>(III)</enum><text>boot camps; or</text></subclause><subclause id="idD1E05B7852704D7496937A60F5CC1D71"><enum>(IV)</enum><text>credit-by-examination programs; and</text></subclause></clause><clause id="id8670B6B2DF704E4D92039DA88B47D236"><enum>(ii)</enum><text>focus on the middle- and high-skilled jobs needed in the economy, including local and remote work opportunities, with an emphasis on the unemployed and underemployed, through rapid upskilling, registered apprenticeships, and mentorship opportunities.</text></clause></subparagraph><subparagraph id="idBF4EDE623CE6489399CD9962DAA310EE"><enum>(C)</enum><header>Research programs</header><text>A research program established under subparagraph (A)—</text><clause id="idfe53438048da4fa4804ef25478cd6698"><enum>(i)</enum><text>may be tailored to support the needs of regional attributes, workforce needs, and economic development goals; and</text></clause><clause id="id362A039D8F1A4A37B3E3C48E5086BDA7"><enum>(ii)</enum><text>shall—</text><subclause id="id5683602C2ED548BCBD7EB5250939B629"><enum>(I)</enum><text>immerse participants in emerging science, technology, engineering, and mathematics fields and technologies such as artificial intelligence, cybersecurity, advanced computing, advanced manufacturing, 3D technology and printing, data management and use, digital technologies, biotechnology, health information technology, agricultural technology, advanced telecommunications, and robotics; </text></subclause><subclause id="id240a022646d54152acd9cb53471fafd4"><enum>(II)</enum><text>be tailored to support—</text><item id="idD814CA767C124A0CB50C63FA032B55E0"><enum>(aa)</enum><text>the needs of large industry partners and their innovation pipelines;</text></item><item id="id6780D1F3558849B3B87D5961CD5CF7CE"><enum>(bb)</enum><text>regional attributes; or</text></item><item id="ide42af29b1389494fa606824ca971d79f"><enum>(cc)</enum><text>economic development goals;</text></item></subclause><subclause id="idEB36E9F7D5E74B0A8C53981992DEEEC0"><enum>(III)</enum><text>consist of research conducted by the land-grant college or university in partnership with the applicable community; and</text></subclause><subclause id="idaab6ca04a80a4142a6a88c585887901d"><enum>(IV)</enum><text>include the provision of match-funded research grants to local community members—</text><item id="idD78785B5AC854EF3B62464D5E72908BF"><enum>(aa)</enum><text>to conduct research led by the land-grant college or university under subclause (III); and </text></item><item id="idC6E1EA3005EE4792ADF8EF4F858843CA"><enum>(bb)</enum><text>to submit to faculty of the land-grant college or university or staff of the cooperative extension service quarterly reports describing findings of the research conducted under item (aa), which may be shared with private sector providers of grants.</text></item></subclause></clause></subparagraph><subparagraph id="id3265EB3D84F24AC1B6C1B14E7A092BE7"><enum>(D)</enum><header>Entrepreneurship programs</header><text>An entrepreneurship program established under subparagraph (A)—</text><clause id="id19F8DAFADE004BA58EC9E2757FDF42D2"><enum>(i)</enum><text>shall focus on—</text><subclause id="id7DCEC94A77FD4B62877256C2C4E1AA8F"><enum>(I)</enum><text>the strengths of local historical industries;</text></subclause><subclause id="idC9AA7FC152BD4D52B68EADC4EF760881"><enum>(II)</enum><text>the modern globalized versions of those industries;</text></subclause><subclause id="id080E94F3AE0C4B138B93AB4D77469372"><enum>(III)</enum><text>the innovation opportunities within those industries;</text></subclause><subclause id="idDA11F0476B324E24A0AE244C2B3D52C8"><enum>(IV)</enum><text>the needs of the community; and </text></subclause><subclause id="id2A817AD99D5F4F17A0ED224541E2781E"><enum>(V)</enum><text>the variety of localized industries in the region; and</text></subclause></clause><clause id="idECC1D99C5775470DA5A3D776E3AAB5F9"><enum>(ii)</enum><text>may focus on creating an entrepreneurial environment, professional network, mentoring, and other resources to develop strong entrepreneurial ecosystems and small businesses—</text><subclause id="id20440CED6886453A9CA1FC1C50857483"><enum>(I)</enum><text>to spur economic development in underrepresented communities; and </text></subclause><subclause id="idE2E16CDF4D8747A983BAAD03B9CEEB50"><enum>(II)</enum><text>to develop the next generation of entrepreneurs across the United States. </text></subclause></clause></subparagraph><subparagraph id="id1E31E21040EC45F88D1C6112E1528178"><enum>(E)</enum><header>Collaboration</header><text>In carrying out a workforce development, research, or entrepreneurship program under this paragraph, a land-grant college or university is encouraged to collaborate with private-sector partners, workforce development boards, other institutions of higher education, and local leaders to develop programs that—</text><clause id="idE47520FA82A24DF1828A2D1E811C0C04"><enum>(i)</enum><text>meet the professional and social needs of the applicable community; and </text></clause><clause id="id1677F01C8AD24D79A448B56AB1A5576E"><enum>(ii)</enum><text>address areas of national importance or need.</text></clause></subparagraph></paragraph></subsection><subsection id="id675E4CF2A1ED4CEBAECD40EBF0856262"><enum>(d)</enum><header>Eligibility</header><text>To be eligible for a grant under the pilot program, a land-grant college or university—</text><paragraph id="id28F39C40AD76452884421FAB5C4DFDE9"><enum>(1)</enum><text>shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including—</text><subparagraph id="id47269E5A9F8546D98820CBD8D1B1F04E"><enum>(A)</enum><text>a demonstration of the availability of matching funding from the private sector equal to the amount of the grant to carry out activities under the pilot program; </text></subparagraph><subparagraph id="id01D82CA11B8B4F158E9B764DF5CE9EC8"><enum>(B)</enum><text>a 12-month plan that defines outcome goals under the pilot program for workforce, entrepreneurship, and research focuses; and</text></subparagraph><subparagraph id="idFA471CA1B656454D9A7ED2EFC84BC9D6"><enum>(C)</enum><text>a demonstration of community engagement or community partners;</text></subparagraph></paragraph><paragraph id="idBDC5DAD3B525487A8D016BA3D249556F"><enum>(2)</enum><text>may submit an application under paragraph (1) jointly with 1 or more other land-grant colleges or universities in the same State; and</text></paragraph><paragraph id="idFD96BFD01B964F89AC636F5250934ACF"><enum>(3)</enum><text>shall be subject to an evaluation, including metrics, relating to the performance of the land-grant college or university under the pilot program.</text></paragraph></subsection><subsection id="idDF025EBFF8384DBAA2F6F32A8357AEA2"><enum>(e)</enum><header>Selection of recipients</header><text>The Secretary shall provide grants under the pilot program—</text><paragraph id="idF1BE7690341B46FBACFC571B1868D4F2"><enum>(1)</enum><text>to land-grant colleges or universities in 10 States, including not more than 1 land-grant college or university in any State, unless 2 or more land-grant colleges or universities in a State submit a joint application in accordance with subsection (d)(2); and</text></paragraph><paragraph id="id470E8CA4E7014B84874FE2732415A2E0"><enum>(2)</enum><text>taking into consideration—</text><subparagraph id="idEFA824A22DD94590A73BD8DC88FA1F55"><enum>(A)</enum><text>regional and geographic diversity; and </text></subparagraph><subparagraph id="id9E5A40B92A4647A4883BCE57A390AFE5"><enum>(B)</enum><text>the capacity of a land-grant college or university to engage industry, the workforce, and other organizations.</text></subparagraph></paragraph></subsection><subsection id="idD48EFD077EC24EE1A68497D18AA85157"><enum>(f)</enum><header>Amount and duration</header><text>A grant under the pilot program shall be—</text><paragraph id="id3D53F99308BB478C9E7E4F79754C3B09"><enum>(1)</enum><text>in the amount of $5,000,000; and</text></paragraph><paragraph id="id0C7D124F27B549E5842C4FE5D434D5AD"><enum>(2)</enum><text>provided over a 3-year period.</text></paragraph></subsection><subsection id="id80510FFF51D545C1A70C9B7EA28A6AA0"><enum>(g)</enum><header>Economic Development Coordinator</header><text>The Secretary may appoint an Economic Development Coordinator—</text><paragraph id="id2ECECF51BBDB4075B2B3FC0346506DFE"><enum>(1)</enum><text>to work with recipients of grants under this section; and</text></paragraph><paragraph id="id1CEAA03481EB47519333620B70127E49"><enum>(2)</enum><text>to coordinate efforts with cooperative extension services.</text></paragraph></subsection><subsection id="id8CDFEE3F0A9C4FBD8950CE026EA28B32"><enum>(h)</enum><header>Coordination</header><text>In carrying out the pilot program, the Secretary shall coordinate with—</text><paragraph id="id2F360D83FAFC4C35BBF442FCCF7E9D7D"><enum>(1)</enum><text>the Secretary of Commerce;</text></paragraph><paragraph id="id1049C925394D4432A8367C4881728423"><enum>(2)</enum><text>the Secretary of Labor;</text></paragraph><paragraph id="id19240D7894824F35934450A94434BC87"><enum>(3)</enum><text>the Secretary of Education; </text></paragraph><paragraph id="id1B0C7434050A4E6283F9BC5BCBB8D854"><enum>(4)</enum><text>the Administrator of the Small Business Administration; and</text></paragraph><paragraph id="id2AFD54A90A7B49168FFEE8B289084C9D" commented="no"><enum>(5)</enum><text>the Director of the National Science Foundation.</text></paragraph></subsection><subsection commented="no" id="id6018B0DA019A4143BAB86D0EAB6136C6"><enum>(i)</enum><header>Reports</header><paragraph commented="no" id="id4445B0C4E94F4252B7FCF9834E7FF82D"><enum>(1)</enum><header>Economic impact reports</header><text>Not later than 180 days after the end of the period of a grant under the pilot program, the recipient of the grant shall submit to the Secretary a report describing the economic impacts of activities carried out using the grant. </text></paragraph><paragraph commented="no" id="idF2B6E2C3D3CF4508B127AF08CB759B07"><enum>(2)</enum><header>Report to Congress</header><text>Not later than 180 days after the Secretary receives the report under paragraph (1) from the last recipient of a grant under the pilot program, the Secretary shall submit to Congress a report describing the economic impacts of activities carried out using grants under the pilot program, based on the reports submitted to the Secretary under paragraph (1).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
