<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4716</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220802">August 2, 2022</action-date><action-desc><sponsor name-id="S364">Mr. Murphy</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require inspectors general to offer a briefing of the contents of each semiannual report to the appropriate committees or subcommittees of Congress, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Secret Service Transparency and Accountability Act</short-title></quote>.</text></section><section id="id9E8C40E78A7F4A16952A9278C6F946CB"><enum>2.</enum><header>Amendments to the Inspector General Act of 1978</header><text display-inline="no-display-inline">The Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text><paragraph id="id4F0A4BC94D4C44EA8D18F9A580FFFE85"><enum>(1)</enum><text>in section 5—</text><subparagraph id="idE0D6F8D3D7964269AC2F089FEB7F3195"><enum>(A)</enum><text>by redesignating subsection (f) as subsection (g); and</text></subparagraph><subparagraph id="id8B3A0F68819C466B9F3974C1181A1016"><enum>(B)</enum><text>by inserting after subsection (e) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id431B52E633354069B50431D5D01C4924"><subsection id="id2AC3C429A3834960936E65B9188EF821"><enum>(f)</enum><text>Each Inspector General shall offer a briefing of the contents of each semiannual report prepared under this section to the appropriate committees or subcommittees of Congress with jurisdiction over the Inspector General, or at the request of any Member, committee, or subcommittee of Congress.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id3E7C025D45494460955D23962FC9BD2C"><enum>(2)</enum><text>in section 6(a)(1)(B), in the matter preceding clause (i), by inserting <quote>including any provision of law that restricts the release of records outside of a Federal agency,</quote> after <quote>other provision of law,</quote>; and</text></paragraph><paragraph id="idC4E58CB47572468B9E127E8962E7ECBE"><enum>(3)</enum><text>in section 8I(b), by inserting <quote>may not be delegated and</quote> after <quote>paragraph (2)</quote>.</text></paragraph></section></legis-body></bill>
