<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4711</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220802">August 2, 2022</action-date><action-desc><sponsor name-id="S384">Mr. Tillis</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Administrator of the Environmental Protection Agency to amend regulations relating to exemptions for engines and equipment for purposes of national security, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HD559255B012745D5A86E3F5FAC6D91B1"><section section-type="section-one" id="HCCE8AB0A169748308D7030ADF29FCF25"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>First Responders’ Equipment Access Act</short-title></quote>.</text></section><section id="HF2670F0BAF2A458AA5100A62E2F04C08"><enum>2.</enum><header>Amendment to regulations exempting engines/equipment for national security</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall revise the regulations under section 1068.225 of title 40, Code of Federal Regulations (as in effect on the date of enactment of this Act), to specify that an engine or equipment is exempt under that section without a request described in that section if the engine or equipment—</text><paragraph id="id17A9C0A831394C18A8BD284A423C9197"><enum>(1)</enum><text>is for a marine vessel;</text></paragraph><paragraph id="idB40CAC39B2324EA7BED4747DE324EE62"><enum>(2)</enum><text>has a rated horsepower of 60 or less; and</text></paragraph><paragraph id="id58B0AF0C49C540759005D10D3948D3D9"><enum>(3)</enum><text>will be owned by a Federal, State, or local emergency response or public safety agency responsible for domestic response or homeland security activities.</text></paragraph></section></legis-body></bill>
