which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Child Care and Development Block Grant Act of 1990 to provide grants to States to establish positions to minimize administrative burden on families seeking child care assistance.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Early Childhood Data Systems Act</short-title></quote>.</text></section><section id="id7A8AD5935B8542918FC28736AE0562EE"><enum>2.</enum><header>State administrative improvement</header><text display-inline="no-display-inline">Section 658L of the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858j">42 U.S.C. 9858j</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idDBA8A909A88647EC818BF8B13C16D94A"><subsection id="id6F1EE54084D64D5FAD560E8F9758980E"><enum>(c)</enum><header>State administrative improvement activities</header><paragraph id="id78ADE325CF1E4F2D800F5AF753B0FDD4"><enum>(1)</enum><header>Grants</header><subparagraph id="idFF8C830AE0D74585A096D86E17D66960"><enum>(A)</enum><header>In general</header><text>The Secretary shall make grants to covered lead agencies—</text><clause id="idABC50A470902430089BF3F2A1306192E"><enum>(i)</enum><text>to establish, or expand and improve, activities to obtain existing or future data collected by—</text><subclause id="id0A6B1585A1D64029B9D655B15833DE0F"><enum>(I)</enum><text>the covered lead agency involved or a contractor of the agency, such as a child care resource and referral agency; or</text></subclause><subclause id="id6A0CEBABC0EF4D498847357568B20B39"><enum>(II)</enum><text>the agency administering a related program referred to in paragraph (4)(B), relating to the data system for the program; and</text></subclause></clause><clause id="id93e910f1de1040dbb017f23bae6f3672"><enum>(ii)</enum><text>to use the data to inform and improve administration of child care and related programs, for the State, territory, or Indian tribe involved. </text></clause></subparagraph><subparagraph id="id401BE19321BD4E318229C93982C2D941"><enum>(B)</enum><header>Number of grants</header><text>The Secretary may make grants to not more than 10 covered lead agencies under this subsection. </text></subparagraph><subparagraph id="id9187747CB5B7402D9F737EC635C39B55"><enum>(C)</enum><header>Duration and amounts</header><text>The Secretary may make the grants for periods of 5 years, in amounts of not less than $50,000, and not more than $500,000, for each year in the grant period involved.</text></subparagraph></paragraph><paragraph id="id1AA6FFB804C74B1589C0333852119CDC"><enum>(2)</enum><header>Application</header><text>To be eligible to receive a grant under this subsection, a covered lead agency shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including—</text><subparagraph id="id152462c0ce314a269dcd0231eba7bf71"><enum>(A)</enum><text>how the grant funds will be used to improve data usage and processing; </text></subparagraph><subparagraph id="id21FE18B5EFF748F49E623772677BB0D2"><enum>(B)</enum><text>how the grant funds will improve utilization of child care assistance, by minimizing the administrative burden on families seeking child care assistance under this subchapter; and</text></subparagraph><subparagraph id="id95E50DB9A4E44D4497C5D144BCD5D8D2"><enum>(C)</enum><text>if the covered lead agency intends to work with other entities to carry out the activities described in this subsection, how the covered lead agency intends to work with such entities. </text></subparagraph></paragraph><paragraph id="idcf36685d93ea4e04a5e5c4270bc8ce67"><enum>(3)</enum><header>Priority</header><text>In determining which covered lead agencies receive grants under this subsection, the Secretary shall give priority to the 1 covered lead agency that demonstrates, in the agency's application submitted under paragraph (2), the most need for activities that are described in paragraph (4)(B) and are determined by the Secretary, in the discretion of the Secretary, to be appropriate.</text></paragraph><paragraph id="id4AD2EE3BD4ED4944A01550CB0C6CF82E"><enum>(4)</enum><header>Use of funds</header><subparagraph id="id105405161E6F441A88E71CF902BD2519"><enum>(A)</enum><header>In general</header><text>A covered lead agency that receives a grant under this section shall use the grant funds to analyze the existing or future data described in paragraph (1)(A)(i) to determine how the State, territory, or Indian tribe will improve, and to use the data to improve, one or more of the following:</text><clause id="idB88649E0149B4CD59C39A8CC44019EA9"><enum>(i)</enum><text>Minimizing the administrative burden on families seeking child care assistance under this subchapter.</text></clause><clause id="id8A13E80622F148AF9B2E9914B9AA8989"><enum>(ii)</enum><text>Reducing barriers to access to the child care assistance.</text></clause><clause id="id6E8351BC3718414D8A16A072C4FBA769"><enum>(iii)</enum><text>Improving equity and reducing disparities in distribution of that assistance.</text></clause><clause id="id0328BCFCD6844B58BEE01956FEF66267"><enum>(iv)</enum><text>Improving related customer services.</text></clause><clause id="id750727CFB82546B48C03867101BE5B04"><enum>(v)</enum><text>Decreasing processing time in providing those services.</text></clause><clause id="idC65C2780329C42748BD3F7569B204EE9"><enum>(vi)</enum><text>Reducing temporary loss of child care assistance by families of eligible children, particularly during renewal periods.</text></clause></subparagraph><subparagraph id="id522399C1EB8944B695B025AD6004F40E"><enum>(B)</enum><header>Data systems</header><text>The covered lead agency shall use the grant funds—</text><clause id="id550C547968E54C66B35C552F18FE9CB6"><enum>(i)</enum><text>to integrate, or make interoperable, data systems used to administer the child care program (operated by the covered lead agency or a contractor of the agency) with related public assistance programs; and </text></clause><clause id="id3C3927901DCB4F59BD494D285FF19BA8"><enum>(ii)</enum><text>to provide for a system upgrade for the data system of the child care program, including by purchasing new computers and equipment.</text></clause></subparagraph></paragraph><paragraph id="idF976A749F89E483CBC2BA9B21CA69029"><enum>(5)</enum><header>Reports</header><text>A covered lead agency that receives a grant under this subsection shall, not later than the last day of the grant period, prepare and submit to the Secretary a report that describes how the grant funds have enabled the State, territory, or Indian tribe involved to use data and data systems more effectively and to carry out an activity described in paragraph (4)(A).</text></paragraph><paragraph id="id31CCD07652334BC8B559A1A5DCC61770"><enum>(6)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="idCBDB6519A16348FA89D978F3B931BC99"><enum>(A)</enum><header>Covered lead agency</header><text>The term <term>covered lead agency</term> means—</text><clause id="id4CCEF9CF78E3408B8B3365207AE5AC20"><enum>(i)</enum><text>with respect to a State, the State’s lead agency; and </text></clause><clause id="id8AEB899F23884AA1B1A66132A7692AFF"><enum>(ii)</enum><text>with respect to a territory or an Indian tribe, the analogous agency for the territory or tribe.</text></clause></subparagraph><subparagraph id="id201BA78A997E415B94F5D7AD80CC78D3"><enum>(B)</enum><header>Territory</header><text>The term <term>territory</term> means a jurisdiction referred to in section 658O(a)(1).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id65FA4D9CA41044349D8D468CBCC80C14"><enum>3.</enum><header>Technical amendments</header><subsection id="id78883E756DF248FEA7D0560B91F188F5"><enum>(a)</enum><header>Administrative costs</header><text>Section 658E(c)(3)(C) of the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858c">42 U.S.C. 9858c(c)(3)(C)</external-xref>) is amended, in the second sentence, by inserting <quote>or carrying out activities under section 658L(c)</quote> before the period at the end. </text></subsection><subsection id="id2E6C52B92B4B40778D29985204C7A17A"><enum>(b)</enum><header>Appropriations</header><text display-inline="yes-display-inline">Section 658O(a) of the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858m">42 U.S.C. 9858m(a)</external-xref>) is amended—</text><paragraph id="idD7175E1A70EF46BA8ADC8D577B786FBD"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraphs (1), (3), and (4), by striking <quote>this subchapter</quote> and inserting <quote>section 658B</quote>; and</text></paragraph><paragraph id="id02CD477D0E5B41D68DFFD6B729FCE75D" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (5), by striking <quote>this subchapter</quote> the first place it appears and inserting <quote>section 658B</quote>. </text></paragraph></subsection></section></legis-body></bill>
