which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize and amend the Homeland Security Act of 2002 to create stronger accountability mechanisms for Joint Task Forces.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DHS Joint Task Forces Reauthorization Act of 2022</short-title></quote>.</text></section><section id="idFC1FEC471F3D489DB95FCCBB204E4556"><enum>2.</enum><header>Amending section 708 of the Homeland Security Act of 2002</header><text display-inline="no-display-inline">Section 708(b) of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/348">6 U.S.C. 348(b)</external-xref>) is amended—</text><paragraph id="id0FF8109E9A11472B9D789860D9993013"><enum>(1)</enum><text>by striking paragraph (8) and inserting the following: </text><quoted-block id="id21F0517405D5490A8942EA3ACBC7523A" style="OLC" act-name=""><paragraph id="idC3F07B126637445F866DBD3F7E45525B"><enum>(8)</enum><header>Joint Task Force staff</header><text><?xm-replace_text text?></text><subparagraph id="idCA98FA3FA7B24558969463332407616B"><enum>(A)</enum><header>In general</header><text>Each Joint Task Force shall have a staff, composed of officials from relevant components and offices of the Department, to assist the Director of that Joint Task Force in carrying out the mission and responsibilities of that Joint Task Force.</text></subparagraph><subparagraph id="id7C89BCAFF4FD4F9BA58AAB61F46B39F3"><enum>(B)</enum><header>Report</header><text>The Secretary shall include in the report submitted under paragraph (6)(F)—</text><clause id="id1F0835056A954A70AA70D60BD1354954"><enum>(i)</enum><text>the number of personnel permanently assigned to each Joint Task Force by each component and office; and </text></clause><clause id="id3CE7D3ADB9B14C88885B94C30CEF7F52"><enum>(ii)</enum><text>the number of personnel assigned on a temporary basis to each Joint Task Force by each component and office.</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id884CF50949DC414EB8437F96323A31DC"><enum>(2)</enum><text>in paragraph (9)—</text><subparagraph id="idB40B7D2363FE41618BD74F0C28E3B042"><enum>(A)</enum><text>in the heading, by inserting <quote><header-in-text style="OLC" level="paragraph">Strategy and of</header-in-text></quote> after <quote><header-in-text style="OLC" level="paragraph">Establishment of</header-in-text></quote>;</text></subparagraph><subparagraph id="id032945E8DF794021BE6281882CD233F3"><enum>(B)</enum><text>by striking subparagraph (A) and inserting the following: </text><quoted-block id="idABEFF46BD2ED450A943AF88F8A31A858" style="OLC" act-name=""><subparagraph id="idE6243B37B9374B91922C10D5C0364E67"><enum>(A)</enum><text>using leading practices in performance management and lessons learned by other law enforcement task forces and joint operations, establish a strategy for each Joint Task Force that contains—</text><clause id="id55FD48DC2D2A45529471E5D5A00D3EC5"><enum>(i)</enum><text>the mission of each Joint Task Force and strategic goals and objectives to assist the Joint Task Force in accomplishing that mission; and</text></clause><clause id="id002ED369FF074CCCAB04B7C5E811EF01"><enum>(ii)</enum><text>outcome-based and other appropriate performance metrics to evaluate the effectiveness of each Joint Task Force and measure progress towards the goals and objectives described in clause (i), which include—</text><subclause id="idE736CFEEE17C467E845FA39269BEA4F1"><enum>(I)</enum><text>targets for current and future fiscal years; and </text></subclause><subclause id="id3FE250A2995C4308A36F0FA69DDEAF06"><enum>(II)</enum><text>a description of the methodology used to establish those metrics and any limitations with respect to data or information used to assess performance.</text></subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="id554FC769FDF74445B877303048F47285"><enum>(C)</enum><text>in subparagraph (B)—</text><clause id="id66E6946D021647EF8D44D2F22EAEC420"><enum>(i)</enum><text>by striking <quote>enactment of this section</quote> and insert <quote>enactment of the DHS Joint Task Forces Reauthorization Act of 2022</quote>;</text></clause><clause id="id5FE3886FB9694451ABE42110242A263B"><enum>(ii)</enum><text>by inserting <quote>strategy and</quote> after <quote>Senate the</quote>; and</text></clause><clause id="idC976284190EA4AD594893F1E77C2A668"><enum>(iii)</enum><text>by striking the period at the end and inserting a semicolon; and</text></clause></subparagraph><subparagraph id="idC44726FF200E4BD39AD5167A49CE42B4"><enum>(D)</enum><text>by striking subparagraph (C) and inserting the following: </text><quoted-block id="id38268B05846C41EB9821224DD150D2B9" style="OLC" act-name=""><subparagraph id="id06BDC44E481346FF92982BB407F70BE2"><enum>(C)</enum><text>beginning not later than 1 year after the date of enactment of the DHS Joint Task Forces Reauthorization Act of 2022, submit annually to each committee specified in subparagraph (B) a report that—</text><clause id="id221CE8C8FE874910B3C3129AB55C09A1"><enum>(i)</enum><text>contains the evaluation described in subparagraphs (A) and (B); and</text></clause><clause id="idAF7AC124D08846EA86D5C2E49D6041F8"><enum>(ii)</enum><text>outlines the progress in implementing outcome-based and other performance metrics referred to in subparagraph (A)(ii).</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id7F12C8C3DD4D455CB3A89AD18BF06F47"><enum>(3)</enum><text>in paragraph (11)(A), by striking the period at the end and inserting the following: </text><quoted-block id="id589299EB3ED44CAA90A7FE42EC2236B3" style="OLC" act-name="" display-inline="yes-display-inline"><text>, which shall include—</text><clause id="id6C9B609481644F12B2EACF363656CF02"><enum>(i)</enum><text>the justification, focus, and mission of the Joint Task Force; and</text></clause><clause id="idE4EF331CB7E945A399D945F84A261CC9"><enum>(ii)</enum><text>a strategy for the conduct of the Joint Task Force, including goals and performance metrics for the Joint Task Force.</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id95CB4A0BE4A14078AB9BE9D6C9CFAAA6"><enum>(4)</enum><text>in paragraph (12)—</text><subparagraph id="idBEFBDB73A902429CB8328EB14EB18CFF"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>January 31, 2018, and January 31, 2021, the Inspector General of the Department</quote> and inserting <quote>1 year after the date of enactment of the DHS Joint Task Forces Reauthorization Act of 2022, the Comptroller General of the United States</quote>; and</text></subparagraph><subparagraph id="id8684ACE1569C479E84D937D080BC5AEF"><enum>(B)</enum><text>in subparagraph (B), by striking clauses (i) and (ii) and inserting the following:</text><quoted-block id="idF3876762A8A34693A4DF365E2446199D" style="OLC" act-name=""><clause id="id3537985018FE448F96F9E4862B12A843"><enum>(i)</enum><text>an assessment of the structure of each Joint Task Force;</text></clause><clause id="id8C75168DA7EC4DE5A255B226327FD38E"><enum>(ii)</enum><text>an assessment of the effectiveness of oversight over each Joint Task Force;</text></clause><clause id="idA773AB19180A4E809DFC90C3548F0400"><enum>(iii)</enum><text>an assessment of the strategy of each Joint Task Force; and</text></clause><clause id="id770D077E8B62453D8880682F667B1CDA"><enum>(iv)</enum><text>an assessment of staffing levels and resources of each Joint Task Force.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id170DA7941CBA4CC282C2C50A7C8E0B12"><enum>(5)</enum><text>in paragraph (13), by striking <quote>2022</quote> and inserting <quote>2024</quote>.</text></paragraph></section></legis-body></bill>
