<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4564</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220720">July 20, 2022</action-date><action-desc><sponsor name-id="S415">Mr. Warnock</sponsor> (for himself, <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>, <cosponsor name-id="S385">Ms. Cortez Masto</cosponsor>, <cosponsor name-id="S221">Mrs. Feinstein</cosponsor>, <cosponsor name-id="S414">Mr. Ossoff</cosponsor>, <cosponsor name-id="S330">Mr. Bennet</cosponsor>, <cosponsor name-id="S314">Mr. Tester</cosponsor>, <cosponsor name-id="S311">Ms. Klobuchar</cosponsor>, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S322">Mr. Merkley</cosponsor>, and <cosponsor name-id="S370">Mr. Booker</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Defense to report on the basic allowance for housing for members of the uniformed services.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HD105EC8DF9F84B9286FA5623023E35C5"><section section-type="section-one" id="H4086BEA279C5440A99D51315691990AB"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>BAH Calculation Improvement Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="HF2582B0EA14C4E26809354CEE8481278"><enum>2.</enum><header>Report on basic allowance for housing for members of the uniformed services</header><subsection id="H1A78FB26AFAF41088C17071F65372C92"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the basic allowance for housing for members of the uniformed services. </text></subsection><subsection id="id4870674E245740F5BBFC362A80D0879F"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The report required by subsection (a) shall contain the following elements:</text><paragraph id="H356CD092B28245C48A0EEE847A0A3377"><enum>(1)</enum><text>The evaluation of the Secretary—</text><subparagraph id="H4BB84095CD4A47AC94ADBA36F87F55AB"><enum>(A)</enum><text>of the efficiency and accuracy of the current system used to calculate the basic allowance for housing for members of the uniformed services under section 403 of title 37, United States Code;</text></subparagraph><subparagraph id="HB69C33B2EB224A4D8F88FB4387C01086"><enum>(B)</enum><text>the appropriateness of using mean and median housing costs in such calculation;</text></subparagraph><subparagraph id="H1F6FE2F4675547CC8D7B0A8A1C888B9A"><enum>(C)</enum><text>of existing military housing areas, in relation to choices in, and availability of, housing for members of the uniformed services; and</text></subparagraph><subparagraph id="H713D6ACD5F2A445F8B54F4D304AE4D2B"><enum>(D)</enum><text display-inline="yes-display-inline">of the suitability of the six standard housing profiles in relation to the average family sizes of members of the uniformed services, disaggregated by uniformed service, rank, and military housing area.</text></subparagraph></paragraph><paragraph id="H8BB6E59DDDEC486899495CDC8DF2BB24"><enum>(2)</enum><text>The recommendation of the Secretary—</text><subparagraph id="HF1F88B42546D4370A314D829B5EEBAE5"><enum>(A)</enum><text>regarding the feasibility of including information, furnished by Federal entities, regarding school districts, in calculating the basic allowance for housing;</text></subparagraph><subparagraph id="H9B4FAE5748DC4ADABA9037C5592A0A21"><enum>(B)</enum><text display-inline="yes-display-inline">whether to calculate the basic allowance for housing more frequently, including in response to a sudden change in the housing market;</text></subparagraph><subparagraph id="H721F13D22FD349AE84D776A47E59B544"><enum>(C)</enum><text>whether to enter into an agreement with a commercial entity, to compile data and develop an algorithm, in order to calculate the basic allowance for housing; and</text></subparagraph><subparagraph id="HE1D1026376954075B221665C44B5A760" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>whether to publish the methods used by the Secretary to calculate the basic allowance for housing on a publicly accessible website of the Department of Defense.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
