<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4547</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220719">July 19, 2022</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a report on efforts by Venezuelan state actors and transnational criminal organizations to capture and detain United States citizens as hostages.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Report on efforts to capture and detain United States citizens as hostages</header><subsection id="idA8383C2B376344C5B085B6C062958586"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate committees of Congress a report on efforts by the Government of Venezuela to detain United States citizens and permanent residents. </text></subsection><subsection id="id018BE31C57EC4D47A4DA28648E0A9077"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include, regarding the seizure and detainment of United States citizens or permanent resident aliens—</text><paragraph id="id777487bdef6c4ffdbb84ea5c0c7d0bb2"><enum>(1)</enum><text>the names and positions of Venezuelan persons or those acting on their behalf who have engaged in those activities;</text></paragraph><paragraph id="id367225f9a5ca4bc79c46043352755389"><enum>(2)</enum><text>a description of any roles played by transnational criminal organizations, and an identification of those organizations; and</text></paragraph><paragraph id="id7e8ac08b2ba74b3e9ccb00183bcdafc6"><enum>(3)</enum><text>where relevant, an assessment of whether and how United States citizens and permanent resident aliens have been lured to Venezuela.</text></paragraph></subsection><subsection id="id0D59EB8A6A2345C4A3ACA983FF35E608"><enum>(c)</enum><header>Form</header><text>The report required under subsection (a) shall be submitted in unclassified form, but shall include a classified annex listing the total number of United States citizens and permanent resident aliens presently in custody of Venezuelan state actors operating in the hemisphere.</text></subsection><subsection id="id75F99E8D692C4856AC489385DFF5E9F5"><enum>(d)</enum><header>Appropriate committees of Congress defined</header><text>In this Act, the term <term>appropriate committees of Congress</term> means—</text><paragraph id="id17ac1b9c33524369bc35f3b7f3d87963"><enum>(1)</enum><text>the Committee on Foreign Relations and the Committee on Armed Services of the Senate; and</text></paragraph><paragraph id="id271826be020644e2b499ed3f4842de0c"><enum>(2)</enum><text>the Committee on Foreign Affairs and the Committee on Armed Services of the House of Representatives.</text></paragraph></subsection></section></legis-body></bill>
