which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to provide health equity for people with disabilities.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Equity for People with Disabilities Act</short-title></quote>.</text></section><section id="idD9A13EE426DD4876A0DA9DBD21066A4C"><enum>2.</enum><header>Health equity for people with disabilities</header><subsection id="idF924FC442692408F9A29E1270A163339"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>) is amended—</text><paragraph id="id6AE77429549E431EA53A9AD1AFCBBAE0"><enum>(1)</enum><text>in subsection (a)(1)—</text><subparagraph id="idB2109378903C44B9A8281CBC8F1A05D0"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by inserting <quote>including people with disabilities within these populations;</quote> after <quote>public housing,</quote>; and</text></subparagraph><subparagraph id="idFDA78EADA72A48999D2E68B52A38D8AF"><enum>(B)</enum><text>in subparagraph (A), by inserting <quote>including accessible healthcare services</quote> before the semicolon;</text></subparagraph></paragraph><paragraph id="idE99BC5CD06CB4B95B87EE168D83C6E51"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="id8BEF87684D8A47FDA5EAC3FB70FFEFB2"><enum>(A)</enum><text>in paragraph (1)(A)—</text><clause id="id2FA14FC606464091871FDEF03D110048"><enum>(i)</enum><text>in clause (i), in the matter preceding subclause (I), by inserting <quote>, including accessible healthcare services</quote> after <quote>health services</quote>;</text></clause><clause id="idFE97B801E89D467D895AC6DE6093568E"><enum>(ii)</enum><text>in clause (iv), by inserting <quote>, including people with disabilities,</quote> after <quote>enable individuals</quote>; and</text></clause><clause id="id78DEC21F46A1443F8A718F442A9A4470"><enum>(iii)</enum><text>in clause (v), by inserting <quote>, including people with disabilities,</quote> after <quote>health center</quote>; and</text></clause></subparagraph><subparagraph id="id67CB32410343470B80D72C82E73FAD83"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id6363F0BAF1964E529FB954F40D477CDB"><paragraph id="id7E81C97F396645E2AEC64AEF75259D68"><enum>(4)</enum><header>Disability</header><text>The term <term>disability</term> has the meaning given such term in the Americans with Disabilities Act of 1990.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id68728EAE6C214B89B220DCFA3FF97780"><enum>(3)</enum><text>in subsection (c)(1)—</text><subparagraph id="id2019CC8A03484A1E90CC6E269BCD08C0"><enum>(A)</enum><text>in the matter preceding subparagraph (A)—</text><clause id="idB77E4365933649EDB25B3F5BC3E3FF87"><enum>(i)</enum><text>by inserting <quote>, including people with disabilities within these medically underserved populations</quote> before the first period; and</text></clause><clause id="id9A13629508454C6E8B52E62BE659A981"><enum>(ii)</enum><text>by inserting <quote>accessible</quote> after <quote>lease of</quote>; and</text></clause></subparagraph><subparagraph id="idE0FB1ED9A4C34A6C9140170E5F0BD3F8"><enum>(B)</enum><text>in subparagraph (E), by inserting <quote>non-profit health and wellness agencies,</quote> after <quote>local hospitals,</quote>;</text></subparagraph></paragraph><paragraph id="id23606840CD1A4F4AB4BD94B08D7D0C32"><enum>(4)</enum><text>in subsection (d)—</text><subparagraph id="id844E932E5091438A9EE1E7712DC0BFAC"><enum>(A)</enum><text>in paragraph (1)(A), by inserting <quote>or with disabilities</quote> before the semicolon; and</text></subparagraph><subparagraph id="id657895D05F5E4D8FBF2D3A41C535B3FC"><enum>(B)</enum><text>in paragraph (3), by inserting <quote>or for addressing barriers to care affecting people with disabilities in their communities</quote> before the period;</text></subparagraph></paragraph><paragraph id="id1248FDE1FBC84C1295DAD4E164A9C79C"><enum>(5)</enum><text> in subsection (e)(6)(A)(ii), insert “, or will serve a significant population of people with disabilities” after “other applicants”;</text></paragraph><paragraph id="idDECE105A936742C799A257B2B7C2202E"><enum>(6)</enum><text>in subsection (f)(1)(B), by inserting <quote>, including people with disabilities,</quote> after <quote>women and children</quote>;</text></paragraph><paragraph id="id20ABD68510664852B43C8888CD5E0226"><enum>(7)</enum><text>in subsection (g)(1)(A), by inserting <quote>, including people with disabilities</quote> before the semicolon;</text></paragraph><paragraph id="idE47A2B87FFA34C029F9214339BB7E20A"><enum>(8)</enum><text>in subsection (h)(1), by striking <quote>and veterans at risk of homelessness</quote> and inserting <quote>veterans at risk of homelessness, and people with disabilities who are homeless or at risk of homelessness</quote>;</text></paragraph><paragraph id="id0314E7BD517F4A3BAA0A61A1239147F3"><enum>(9)</enum><text>in subsection (i)(1), by inserting <quote>, inclusive of people with disabilities in these communities</quote> before the period; and</text></paragraph><paragraph id="id4B366FB548244EEEBB87A09C2FC482BC"><enum>(10)</enum><text>in subsection (j)(4)—</text><subparagraph id="idF2CFE6B9C9D14780B520D98F2E1996B2"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="id9A5B21855E9F4D61BDE169F60C4E603C"><enum>(B)</enum><text>in subparagraph (B), by striking the period and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="id84083C8FEBF048178FB6F8DF2047FF02"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB9641CAC6A8A4AB8BF33AFE35E7ED0AF"><subparagraph id="idD3491BC6761642F7879316DA9C2D3569"><enum>(C)</enum><text>provide communication devices, aids, or services to meet disability accessibility requirements.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="idF60C31773A4D4DB487DFD416A8FAA39D"><enum>(b)</enum><header>Rule of construction</header><text>Nothing in the amendments made by subsection (a) shall be construed to modify the manner in which funding is provided to targeted populations on the date of enactment of this Act or to otherwise shift the focus of programming for such populations. Such amendments are intended to ensure that members of targeted populations with disabilities are included in such programming, have access to care, and are served under programs under section 330 of the Public Health Service Act (as amended by this section).</text></subsection></section></legis-body></bill>
