which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To study how the Great Salt Lake and other saline lakes are affected by drought and to require a feasibility study on drought solutions, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Great Salt Lake Recovery Act</short-title></quote>.</text></section><section id="idCDBFF752CFE146D38FBF9F41256A2D9F"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idF25730543AC8479F94CCDADB8E0FC066"><enum>(1)</enum><header>Program</header><text>The term <term>program</term> means the program established under section 3(a).</text></paragraph><paragraph id="id8B358B72E18F4BFEBAB00EA6A4B78713"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Army. </text></paragraph></section><section id="id1BD1A522E108457B9F47D45AD620D18C"><enum>3.</enum><header>Great Salt Lake monitoring and assessment program</header><subsection id="idc46a6ac85c6b4cf0b1614f4ae8516802"><enum>(a)</enum><header>In general</header><text>The Secretary is authorized to carry out a program to monitor and assess the hydrology of saline lake ecosystems in the Great Basin, including the Great Salt Lake, to inform and support Federal and non-Federal management and conservation activities to benefit those ecosystems.</text></subsection><subsection id="idfba8eb6ba887454f95cdddc22298de17"><enum>(b)</enum><header>Coordination</header><text>The Secretary shall coordinate implementation of the program with relevant—</text><paragraph id="ide593da9607ce4b14b1dc92d1aa907f92"><enum>(1)</enum><text>Federal and State agencies;</text></paragraph><paragraph id="id024c4b21e5ee40de8df659f255300504"><enum>(2)</enum><text>Indian Tribes;</text></paragraph><paragraph id="id2c6b02dddcc542c98f2512a19ed84b93"><enum>(3)</enum><text>local governments; and</text></paragraph><paragraph id="id151ea4910fbb43b8a7795392b6dedb4c"><enum>(4)</enum><text>nonprofit organizations.</text></paragraph></subsection><subsection id="id07c5f2d46f8345e08ce64172cb52f962"><enum>(c)</enum><header>Contracts, grants, and cooperative agreements</header><text>The Secretary is authorized to enter into contracts, grant agreements, and cooperative agreements with institutions of higher education and with entities described in subsection (b) to implement the program.</text></subsection><subsection id="id6cf8b84d8d9843619137867dfb529c73"><enum>(d)</enum><header>Update</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall submit to Congress an update on the progress of the Secretary in carrying out the program.</text></subsection><subsection id="idd8edfa274f0a42c583720ca6b076708a"><enum>(e)</enum><header>Additional information</header><text>In carrying out the program, the Secretary may use available studies, information, literature, or data on the Great Basin region published by relevant Federal, State, or local entities, including the United States Geological Survey.</text></subsection><subsection id="iddc05846377b44cc288193d9cf37eecca"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000.</text></subsection></section><section id="id38FDDF6F8C9C433B8CA859D9BA72D720"><enum>4.</enum><header>Drought solutions feasibility study</header><text display-inline="no-display-inline">The Secretary is authorized to investigate the feasibility of a project for ecosystem restoration and water supply in the Great Salt Lake, which may include an identification of—</text><paragraph id="id89c9f4948d4d4b7282132806ef4a0e6b"><enum>(1)</enum><text>technology capabilities currently in practice or expected to be commercialized within the next 10 years that can redirect water sources to drought-impacted saline lakes, or conserve and increase water supply and delivery, including—</text><subparagraph id="idfa8c6cd74a284b2eaa414729618fecb7"><enum>(A)</enum><text>pipelines;</text></subparagraph><subparagraph id="ide12a4d5c7c514337af3aee673702029b"><enum>(B)</enum><text>coastal desalination plants; and</text></subparagraph><subparagraph id="id4a46231db1cd437b9e24967b9bfb20c6"><enum>(C)</enum><text>canal reinforcement; and</text></subparagraph></paragraph><paragraph id="id5e775d6482824025b730026d1beffce7"><enum>(2)</enum><text>necessary permitting to redirect water sources across State borders. </text></paragraph></section></legis-body></bill>
