which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Prairie du Rocher French Colonial National Historical Park in the State of Illinois, and for other purposes.</official-title></form><legis-body><section id="id633751c8fd7a4f78b9ea654d41aae37f" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prairie du Rocher French Colonial National Historical Park Establishment Act</short-title></quote>.</text></section><section id="id4B1F484FBCD34E09BC1E937316D06853"><enum>2.</enum><header>Findings and purposes</header><subsection id="idd56cb0e25e5c4c1d81c26a7f126919b9"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text><paragraph id="idf93fa7a6dc4f493c95cad3959c152d25"><enum>(1)</enum><text>Prairie du Rocher and the French Colonial Historic District are the finest historical and architectural examples of French colonial heritage in the United States;</text></paragraph><paragraph id="id80ff3482b2aa485d9e8f6380fd4ad973"><enum>(2)</enum><text>in 1966, Fort de Chartres and the Modoc Rock Shelter were each designated as a National Historic Landmark;</text></paragraph><paragraph id="id379dbc8b20b4428289c6576a4eae3c55"><enum>(3)</enum><text>in 1973, the Creole House in Prairie du Rocher was added to the National Register of Historic Places;</text></paragraph><paragraph id="ida9265e73f6264b53b6aee837b13775be"><enum>(4)</enum><text>in 1974, the French Colonial Historic District, which is an area of 22 square miles that includes the ancient Kolmer Indian site, was added to the National Register of Historic Places;</text></paragraph><paragraph id="id1e28accccba340049eb6159001c1ef3a"><enum>(5)</enum><text>Fort de Chartres, which was constructed in 1720— </text><subparagraph id="id40B2A4B3A2B844A08ABB05C34DE46E78"><enum>(A)</enum><text>served as the French seat of government and primary military station on the upper Mississippi River; and</text></subparagraph><subparagraph id="id7D65832F059D485C9FAEECD188650C1E"><enum>(B)</enum><text>was designated as a National Historic Landmark in 1960;</text></subparagraph></paragraph><paragraph id="idc4c5c5e59d4d4d2880ca3b22b13c6846"><enum>(6)</enum><text>Pierre Laclede Liguest—</text><subparagraph id="id95AEEFD4EDD9462E9F25F1B93045E6AE"><enum>(A)</enum><text>quartered in the Prairie du Rocher French Colonial District in the winter of 1763; and </text></subparagraph><subparagraph id="idDA132F409ECB46D0A4C7EC9C471A222E"><enum>(B)</enum><text>in February 1764, founded St. Louis, Missouri;</text></subparagraph></paragraph><paragraph id="id0dac2e2a2e51486ea72eba2dbb25f2d3"><enum>(7)</enum><text>in 1818, the village of Kaskaskia served as the first State capital of Illinois;</text></paragraph><paragraph id="idd9774bfb23b94c19810dceba9c1cbae8"><enum>(8)</enum><text>on July 4, 1778, General George Rogers Clark, with the assistance of Father Pierre Gibault, captured Prairie du Rocher and the village of Kaskaskia;</text></paragraph><paragraph id="id6729e236ff374f378af1b3123ed46521"><enum>(9)</enum><text>on November 28, 1803, Meriwether Lewis and William Clark visited the village of Kaskaskia seeking boatmen and troops to accompany the Lewis and Clark expedition;</text></paragraph><paragraph id="iddffd65f1dd73459cb4647cbf02e2ca52"><enum>(10)</enum><text>in 1825, General Marie-Joseph-Paul-Yves-Roch-Gilbert du Montier de Lafayette visited the village of Kaskaskia; and</text></paragraph><paragraph id="id99b0528d5f964a0ba7665acf7c7ec98c"><enum>(11)</enum><text>the village of Kaskaskia, Fort de Chartres, and Prairie du Rocher once served as the western boundary of the United States.</text></paragraph></subsection><subsection id="idcccb6200aef247908a13480eca71b03f"><enum>(b)</enum><header>Purposes</header><text>The purposes of this Act are—</text><paragraph id="id00c498e887d44529a83d3afa4fddaed4"><enum>(1)</enum><text>to recognize the importance of Prairie du Rocher and the French Colonial Historic District as a nationally significant architectural village that embodies the cultural heritage of the United States; and</text></paragraph><paragraph id="id0a1926a011824c9ea70ebaf4b9517b6b"><enum>(2)</enum><text>to establish the Prairie du Rocher French Colonial National Historical Park—</text><subparagraph id="idD81BD998BEEC49739086CDC0BD24EC85"><enum>(A)</enum><text>to serve as the focus of interpretive and educational programs relating to the history of the French Colonial Historic District; and</text></subparagraph><subparagraph id="id419BBF2240AF4EAC8784359942A2712A"><enum>(B)</enum><text>to assist in the preservation of historic sites within the French Colonial Historic District.</text></subparagraph></paragraph></subsection></section><section id="id1EBF35F8252C491CBB13919A5A031F66"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id6370C89D50604E778031A7F91CEF088F"><enum>(1)</enum><header>Historical Park</header><text>The term <quote>Historical Park</quote> means the Prairie du Rocher French Colonial National Historical Park established by section 4(a).</text></paragraph><paragraph id="id63ECB557DB5949CEB49EEFCD6A972911"><enum>(2)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph><paragraph id="idA90F57EE52C845FFADF039FF9000F313"><enum>(3)</enum><header>State</header><text>The term <quote>State</quote> means the State of Illinois.</text></paragraph></section><section id="id8A4C9B8FD3A447FBB577A675898DFD4F"><enum>4.</enum><header>Establishment of the Prairie du Rocher French Colonial National Historical Park</header><subsection id="id550e96e904734dce8a2b8f078569b14c"><enum>(a)</enum><header>In general</header><text>To assist in the preservation, interpretation, and education relating to Prairie du Rocher and the French Colonial Historic District and to provide technical assistance to a broad range of public and private landowners and preservation organizations, there is established in the State the Prairie du Rocher French Colonial National Historical Park.</text></subsection><subsection id="id10fa6b4de8d54e638bbce534c0bfeafb"><enum>(b)</enum><header>Area included</header><text>The Historical Park shall consist of the following:</text><paragraph id="id0a0e3a5b853c40beb91ced77ab3ef2b7"><enum>(1)</enum><text>Land and structures associated with the Creole House, which was constructed in 1800, a French Creole vernacular post-in-ground or <quote>poteaux-sur-sol</quote> structure that is 1 of 5 remaining such structures in the United States.</text></paragraph><paragraph id="id6851852933dc47a5a5dfbcf260d97817"><enum>(2)</enum><text>Land and structures associated with the Pierre Menard Home, which was constructed in 1803 and in which Pierre Menard lived during his term as the first Lieutenant Governor of Illinois.</text></paragraph><paragraph id="id5e90bdfdadd24df59dc53da367322d41"><enum>(3)</enum><text>Land and structures associated with the Doiron Bienvenue House, which is a post-in-ground or <quote>poteaux-sur-sol</quote> structure constructed in 1860.</text></paragraph><paragraph id="ide640a6adfc8c4d5d85f331e74842945a"><enum>(4)</enum><text>A portion of the Fort Kaskaskia State Historic Site, which—</text><subparagraph id="idC8397212C0394747BD0B60E7D36C0417"><enum>(A)</enum><text>is a 200-acre park that celebrates the vanished frontier village of Kaskaskia;</text></subparagraph><subparagraph id="id190616FF096E4ABB9D93EAFAEB3C9B18"><enum>(B)</enum><text>is home to the earthen remains of Fort Kaskaskia; and </text></subparagraph><subparagraph id="id1E0D4520A52D465E992AE51325BB5628"><enum>(C)</enum><text>preserves Garrison Hill Cemetery at which Pierre Menard and dozens of veterans are interred.</text></subparagraph></paragraph><paragraph id="ida11913e811b3452cac62d7ab16e01eab"><enum>(5)</enum><text>Not more than 1,000 acres of land that the Secretary may designate for an interpretive center for the Historical Park, in accordance with subsections (c) and (d) of section 5.</text></paragraph></subsection><subsection id="id223C4A70E3DA4720A1FF9EE49752D874" commented="no"><enum>(c)</enum><header>Map</header><paragraph id="id983F761A4CE1448A850F1E0D364EFA04" commented="no"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map depicting the boundaries of the Historical Park.</text></paragraph><paragraph id="idF44A7306C60349429FB17DEB6466ED2A" commented="no"><enum>(2)</enum><header>Availability</header><text>The map prepared under paragraph (1) shall be available for public inspection in the appropriate offices of the National Park Service.</text></paragraph></subsection></section><section id="idCFE7837905794B0A830D539EEE319D9E"><enum>5.</enum><header>Administration of the Prairie du Rocher French Colonial National Historical Park</header><subsection id="ida4c9619241bb409da06f45eea4a5a077"><enum>(a)</enum><header>In general</header><text>The Secretary shall administer the Historical Park—</text><paragraph id="idD19EE323D6E14308BBC22BF5C6A1EDD4"><enum>(1)</enum><text>in accordance with—</text><subparagraph id="idE8BC13E26D144794AEA758BC9B21DFBA"><enum>(A)</enum><text>this Act; and </text></subparagraph><subparagraph id="idFC50AA24E9944969A9776A1CFBF63804"><enum>(B)</enum><text>the provisions of law generally applicable to units of the National Park System, including <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code; and</text></subparagraph></paragraph><paragraph id="id62D39C988489445EAC788A02D8B7696F"><enum>(2)</enum><text>in a manner that—</text><subparagraph id="id4C7C67FEAABE45F58AC85FF4FC8125CB"><enum>(A)</enum><text>preserves resources and cultural landscapes relating to the history of the French Colonial Historic District; and </text></subparagraph><subparagraph id="idCFC74072E8494374AA757E0F812BE948"><enum>(B)</enum><text>enhances public understanding of the important cultural heritage of the French Colonial Historic District.</text></subparagraph></paragraph></subsection><subsection id="id9aad74d254734ec89819ba94990da205"><enum>(b)</enum><header>Donations</header><paragraph id="idB4E37D437D9D4BEBA6FD93175AC54043"><enum>(1)</enum><header>In general</header><text>The Secretary may accept donations of funds, property, or services from individuals, foundations, or other public or private entities for the purposes of providing programs, services, facilities, and technical assistance that further the purposes of the Historical Park.</text></paragraph><paragraph id="idA016B42296F04DAF8309D47B399DF5B3"><enum>(2)</enum><header>Expenditure</header><text>Any funds donated to the Secretary under paragraph (1) may be expended by the Secretary without further appropriation.</text></paragraph></subsection><subsection id="id0e6fbd0673634e52bb00d440aa7d3509"><enum>(c)</enum><header>Interpretive center</header><paragraph id="id2C6057DF75754C2E8A26FA5A76B96AE5"><enum>(1)</enum><header>In general</header><text>The Secretary may construct or lease space to operate and maintain on land identified to be appropriate by the Secretary an interpretive center for the Historical Park.</text></paragraph><paragraph id="id74347B63698C4764905E872357452C40"><enum>(2)</enum><header>Consultation</header><text>The Secretary shall consult with the State, Randolph County, Illinois, the village of Prairie du Rocher, Illinois, and the Illinois Department of Natural Resources in the planning and development of the interpretive center authorized under paragraph (1).</text></paragraph></subsection><subsection id="id1b9a16fb0460442b8b185b36b1bde3ca"><enum>(d)</enum><header>Cooperative agreements</header><text>The Secretary may enter into cooperative agreements with the State, Randolph County, Illinois, the village of Prairie du Rocher, Illinois, the Illinois Department of Natural Resources, and other public or private organizations for the development of—</text><paragraph id="idDC9AA0E0EC2B456890DA323C1C3B4BF5"><enum>(1)</enum><text>the interpretive center authorized under subsection (c)(1); and</text></paragraph><paragraph id="id61B0D9ED11894E2AA3155C8350BF3FBF"><enum>(2)</enum><text>educational programs and other materials that would facilitate public use of the Historical Park.</text></paragraph></subsection><subsection id="id07d36da499d1486f93335c0e45097e90"><enum>(e)</enum><header>Grants</header><paragraph id="idBF717C99F50E4FAD8048CF9965AAF944"><enum>(1)</enum><header>In general</header><text>Subject to the availability of appropriations, the Secretary may make grants to partners of the Historical Park for eligible projects described in paragraph (2).</text></paragraph><paragraph id="id78150BFB19F74CC0BAD6F9B4F8220ECF"><enum>(2)</enum><header>Eligible project</header><text>A project eligible for a grant under paragraph (1) is a project that—</text><subparagraph id="id0885EC35E88344D1A3825670D725A441"><enum>(A)</enum><text>does not require Federal involvement other than the provision of financial assistance; </text></subparagraph><subparagraph id="id01575B929905439FAB629F6BF9A698B0"><enum>(B)</enum><text>supports the purposes of the Historical Park;</text></subparagraph><subparagraph id="id2052FC346E3448DCBABF737169DDE98F"><enum>(C)</enum><text>enhances public use and enjoyment of the Historical Park; and</text></subparagraph><subparagraph id="id338305D3ED9F4B2B8C36DAE38DF04CF2"><enum>(D)</enum><text> may include financial assistance for construction and development on non-Federal land within the boundaries of the Historical Park. </text></subparagraph></paragraph></subsection><subsection id="id943826b6ba81452f842ba940bacf0573"><enum>(f)</enum><header>Acquisition of land</header><paragraph id="id18d88099d80044d380787a668bb88042"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), the Secretary may acquire land and interests in land within the boundaries of the Historical Park by—</text><subparagraph id="idF4038320F1E94BA89DADC7359B698BAF"><enum>(A)</enum><text>donation;</text></subparagraph><subparagraph id="idBE8F93AE825240E08C446813F6730148"><enum>(B)</enum><text>purchase with donated or appropriated funds; or</text></subparagraph><subparagraph id="id1D47C15BAC1144A79CFE116A049825A6"><enum>(C)</enum><text>exchange.</text></subparagraph></paragraph><paragraph id="id7295d4f4bf72441faafb1762c6f99f29"><enum>(2)</enum><header>Exception</header><text>Land and interests in land that are owned by the State or any political subdivision of the State may be acquired for the Historical Park under paragraph (1) only by donation or exchange.</text></paragraph></subsection></section></legis-body></bill>
