<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 451</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210225">February 25, 2021</action-date><action-desc><sponsor name-id="S372">Mrs. Capito</sponsor> (for herself and <cosponsor name-id="S380">Mr. Peters</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology, to help facilitate the adoption of composite technology in infrastructure in the United States, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HB0F0B722CD464C7DBAE7FF3AA563F6A5"><section id="id9FD9F8522B244C3B8AAC623746B6F2B0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Composite Standards Act of 2021</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" changed="not-changed" id="id5b75482c-0cb2-4c83-9bd4-1dab6652d545"><enum>2.</enum><header display-inline="yes-display-inline">Facilitating the adoption of composite technology in infrastructure</header><subsection commented="no" display-inline="no-display-inline" id="id5c096296-c4c4-4986-8671-3a9ce84328f0" changed="not-changed"><enum>(a)</enum><header display-inline="yes-display-inline">Research</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, the Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology, shall implement the recommendations contained in the December 2017 report entitled <quote>Road Mapping Workshop Report on Overcoming Barriers to Adoption of Composites in Sustainable Infrastructure</quote>, as appropriate, to help facilitate the adoption of composite technology in infrastructure in the United States. In implementing such recommendations, the Secretary, acting through the Director shall, with respect to the use of composite technology in infrastructure—</text><paragraph commented="no" display-inline="no-display-inline" id="id867c44b1-a7e5-4b15-8980-aad12e1ddbc2" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">not later than 1 year after the date of the enactment of this Act, develop a design for a data clearinghouse to identify, gather, validate, and disseminate existing design criteria, tools, evaluation methods and services, guidelines, and standards in a timely manner;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id479312f4-0ede-457a-86b5-186bc7dee675" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">not later than 18 months after the date of the enactment of this Act, establish the data clearinghouse described in paragraph (1);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id361e58b8f9834b1390e90a96b66f4b38"><enum>(3)</enum><text display-inline="yes-display-inline">when it would not duplicate or displace building product-specific private sector developed methods and resources, develop methods and resources for testing and evaluating safe and appropriate uses of composite materials for infrastructure, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9a8be5265b914dfd8e8a5ff3b38a4dba"><enum>(A)</enum><text display-inline="yes-display-inline">conditioning protocols, procedures and models;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66f20455ce4540b98d8c32fc3cfd69ce"><enum>(B)</enum><text display-inline="yes-display-inline">screening and acceptance tools; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfa9a9c82b7904cd2aceb3788e74606ae"><enum>(C)</enum><text display-inline="yes-display-inline">minimum allowable design data sets that can be converted into design tools; and </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9E60A48E2C1C49E4B48CEAC3688E7D3C" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">work with other Federal agencies, as appropriate, to identify environmental impacts and recyclability of composite materials.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7bc5260a-3de0-4a2f-8557-19790d8df990" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Standards coordination</header><text display-inline="yes-display-inline">The Secretary, acting through the Director, shall assure that the appropriate Institute staff consult regularly with standards developers, evaluation and accreditation bodies, members of the composites industry, institutions of higher education, and other stakeholders in order to facilitate the adoption of standards for use of composite materials in infrastructure that are based on the research and testing results and other information developed by the Institute.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id9f51f418-26bb-46db-9559-12b039f05714" changed="not-changed"><enum>(c)</enum><header display-inline="yes-display-inline">Pilot program</header><paragraph commented="no" display-inline="no-display-inline" id="idfaee94dc-22f5-4db9-90bc-579db0e91996" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, commencing not later than 1 year after the date of the enactment of this Act, the Director of the National Institute of Standards and Technology shall, in consultation with the Industry-University Cooperative Research Centers Program of the National Science Foundation, conduct a pilot program to assess the feasibility and advisability of adopting composite technology in sustainable infrastructure.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id74f9ceaf-a891-49d8-8518-c9ef4b5b514a" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Duration</header><text display-inline="yes-display-inline">The Director shall carry out the pilot program during the 4-year period beginning on the date of the commencement of the pilot program.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3fc0c27b-d349-46c6-a207-68b514459ba5" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Reports</header><subparagraph commented="no" display-inline="no-display-inline" id="id12a75f4f-8587-48e7-9fb5-e1f7fa1ef18a" changed="not-changed"><enum>(A)</enum><header display-inline="yes-display-inline">Preliminary report</header><text display-inline="yes-display-inline">Not later than the date that is 2 years after the date of the commencement of the pilot program, the Director shall submit to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name> and the <committee-name committee-id="">Committee on Science, Space, and Technology of the House of Representatives</committee-name> a report on the preliminary findings of the Director with respect to the pilot program.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfa2c7036-746e-4d00-acfc-98e5ce970d6a" changed="not-changed"><enum>(B)</enum><header display-inline="yes-display-inline">Final report</header><text display-inline="yes-display-inline">Not later than the date that is 90 days after the date of the completion of the pilot program, the Director shall submit to the committees referred to in subparagraph (A) a report on the findings of the Director with respect to the pilot program.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
