<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4491</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220623">June 23, 2022</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S174">Mr. McConnell</cosponsor>, <cosponsor name-id="S236">Mr. Inhofe</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S153">Mr. Grassley</cosponsor>, and <cosponsor name-id="S184">Mr. Shelby</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the use of funds for the transfer or release of individuals detained at United States Naval Station, Guantanamo Bay, Cuba, to Afghanistan. </official-title></form><legis-body><section id="idE507DA4DC2124FC6A43FDE5144144EF6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Terrorist Transfers to Afghanistan Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id52077E5444CE4DAABF5A58BC45828A3F"><enum>2.</enum><header>Prohibition on use of funds for transfer or release of individuals detained at United States Naval Station, Guantanamo Bay, Cuba, to Afghanistan</header><subsection id="id67B07E3B15304F5B89F164CABABA380B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1035 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (<external-xref legal-doc="public-law" parsable-cite="pl/115/232">Public Law 115–232</external-xref>; 132 Stat. 1954), as most recently amended by section 1032 of the National Defense Authorization Act for Fiscal Year 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/81">Public Law 117–81</external-xref>; 135 Stat. 1901), is further amended—</text><paragraph id="id8BA2312816524669B890CDDD38F78D30"><enum>(1)</enum><text>by redesignating paragraphs (1) through (4) as paragraphs (2) through (5), respectively; and </text></paragraph><paragraph id="id6AB08495DF8649569EC34D337E4E3CFF"><enum>(2)</enum><text>by inserting before paragraph (2), as so redesignated, the following new paragraph: </text><quoted-block id="idBAEBA37FB801465683F24DA3B444FE0E" style="OLC" act-name=""><paragraph id="id0F07516F756241FABA1AE0653CF55876"><enum>(1)</enum><text>Afghanistan.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id8BE0BE3691E9420AA770DFF41BF66FBA"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall take effect as if enacted on December 27, 2021. </text></subsection></section></legis-body></bill>
