which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for assistance to improve the resilience of historic light stations, to study the long-term protection needs of historic light stations, and to establish a national database of historic light stations, and for other purposes. </official-title></form><legis-body><section id="id717FC422036C4F34979E651124F162CD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Historic Lighthouse Resiliency Act</short-title></quote>. </text></section><section id="id0A94F8D55BED4841AEF053E6364C8271"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act: </text><paragraph id="idA1318A663AF94279A6BB6D87F7AB9D88"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means a State or local government or nonprofit organization that owns or controls a historic light station.</text></paragraph><paragraph id="idA6453A4E104A4A3880498999DC339C25"><enum>(2)</enum><header>Historic light station</header><text>The term <term>historic light station</term> means a lighthouse, including walkways and underlying, adjacent, and appurtenant land and related real property and associated improvements—</text><subparagraph id="id1DB19A38B07E4141B0ADB8135C29C6B3"><enum>(A)</enum><text>that is owned or controlled by an eligible entity as a result of a conveyance under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3051">chapter 3051</external-xref> of title 54, United States Code; and</text></subparagraph><subparagraph id="id890626B4D17D42579FE979DCA0ACA396"><enum>(B)</enum><text>that is included, or eligible for inclusion, in the National Register of Historic Places. </text></subparagraph></paragraph><paragraph id="idA222458954634CE2B91F7AB58374AC47"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Army. </text></paragraph></section><section id="id49770EE610E54E78B8F5EB552D0D106A"><enum>3.</enum><header>Historic light stations</header><subsection id="idAB83A8FEB3A941A0BE27AC1C2E340012"><enum>(a)</enum><header>In general</header><text>The Secretary may carry out projects to make structural or nonstructural improvements, including relocation—</text><paragraph id="id2BF0A7F8860B4EF5AE97742842E03B5C"><enum>(1)</enum><text>to improve the resilience of a historic light station against the adverse effects of climate change, such as sea level rise and storm damage; </text></paragraph><paragraph id="id40ADA81C5AC748CD9B2AF5F5886B35EB"><enum>(2)</enum><text>to ensure continued public access to the historic light station; and </text></paragraph><paragraph id="id4BC77873D500434CA2EE8D0FAE5DE95C"><enum>(3)</enum><text>to improve public safety on the grounds of the historic light station.</text></paragraph></subsection><subsection id="id03E7C4A91C6A430389EFA3B352B3C82C"><enum>(b)</enum><header>Costs</header><paragraph id="idF46D710F3DEE48C388D4478C16C4F79C"><enum>(1)</enum><header>Cost-share</header><text>The Federal share of the cost of a project carried out under this section shall be 65 percent.</text></paragraph><paragraph id="idB5F840B129A34CC5BDDB67DB33F23D9D"><enum>(2)</enum><header>Project limit</header><text>The Federal cost of a project carried out under this section may not exceed $15,000,000.</text></paragraph></subsection></section><section id="id44709A8EED8C4CFA859B48C12384FA31"><enum>4.</enum><header>Study; national database</header><subsection id="idB94DB60C96C74DA9A57E6E32F1CCFA55"><enum>(a)</enum><header>Study</header><paragraph id="idA4ACE9F09C194374AFE46DB729B560AE"><enum>(1)</enum><header>In general</header><text>The Secretary, in consultation with the Secretary of the Interior, State Historic Preservation Officers, and other appropriate State and local public agencies and private organizations, shall conduct a study of national historic light stations to determine the long-term protection needs of historic light stations.</text></paragraph><paragraph id="id9ef5cd16f3cd4ff387774812adddc3ae"><enum>(2)</enum><header>Requirements</header><text>As part of the study under paragraph (1), the Secretary shall—</text><subparagraph id="idAEACA66E2C434C9E928367D444368E0B"><enum>(A)</enum><text>identify each historic light station in the United States;</text></subparagraph><subparagraph id="id46BA277FCA1F4129B92BD8F4CF936B03"><enum>(B)</enum><text>recommend management alternatives that would be most effective for the long-term resiliency of historic light stations; </text></subparagraph><subparagraph id="idDB768C7A92884B8E8E62D8AF32AF389E"><enum>(C)</enum><text>identify sources of financial and technical assistance for communities to maintain, repair, and preserve historic light stations; and </text></subparagraph><subparagraph id="id91F52F90289E47C3B5E7F2A0CCD5FE70"><enum>(D)</enum><text>address how to assist eligible entities in increasing public access to historic light stations. </text></subparagraph></paragraph><paragraph id="id8C4F53E9100040B49BD853C4C3403DF9"><enum>(3)</enum><header>Report</header><text>Not later than 3 years after the date on which funds are made available to carry out the study under paragraph (1), the Secretary shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report that describes the results of the study and any findings and recommendations of the Secretary.</text></paragraph></subsection><subsection id="id64B268C9C0104BB8A8F4B230D649416E"><enum>(b)</enum><header>National database</header><text>Based on the results of the study under subsection (a), the Secretary shall establish a national database of historic light stations.</text></subsection></section><section id="idA97AA341394B434B9EC689C220DB689B"><enum>5.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act such sums as are necessary for each of fiscal years 2022 through 2024. </text></section></legis-body></bill>
