<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4461</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220623">June 23, 2022</action-date><action-desc><sponsor name-id="S402">Ms. Rosen</sponsor> (for herself and <cosponsor name-id="S373">Mr. Cassidy</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the program for mental health awareness training grants, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding Access to Mental Health Training Act</short-title></quote>.</text></section><section id="idC9A7A87D5371423586D3B6499CC9FEAE"><enum>2.</enum><header>Reauthorization of mental health awareness training grants</header><text display-inline="no-display-inline">Section 520J(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-41">42 U.S.C. 290bb–41(b)</external-xref>) is amended—</text><paragraph id="id3367438B96444CC5B2102D97A34F2898"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>youth and their</quote> after <quote>to refer</quote>;</text></paragraph><paragraph id="idAF1F7310EB444DCF9F794873EFA445E7"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (5)—</text><subparagraph id="idEDB64A93FC344DF88010044426FF5301"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph id="id964DC691852447C68D482DAA54877796"><enum>(B)</enum><text>in subparagraph (B)(ii), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="idECA0ADEFAECD4891ACB1F40DBA605035"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8C10A8F8D9C44500AC785093A0856073"><subparagraph id="id146A6D26E7C848A9A182F3D84111F012"><enum>(C)</enum><text>suicide intervention and prevention, including recognizing warning signs and referring someone for help, including referrals for culturally and linguistically appropriates services.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id318CE8A81D1E41D2B058CE6761215274"><enum>(3)</enum><text display-inline="yes-display-inline">by redesignating paragraph (7) as paragraph (8);</text></paragraph><paragraph id="id160334E716DF451AA1177ED3E976EDC8"><enum>(4)</enum><text>by inserting after paragraph (6) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id546260336467458A9678C75FF0E3C3CD"><paragraph id="idE79934D48F1D4909943544BF355966E8"><enum>(7)</enum><header>Technical assistance</header><text>The Secretary may provide technical assistance to grantees in carrying out this section, which may include assistance with—</text><subparagraph id="id8BF8CF6A453C418A98F11B3A6FC888A2"><enum>(A)</enum><text>program evaluation and improvement, as necessary;</text></subparagraph><subparagraph id="idAB69718C40B54447BE5A985179059E78"><enum>(B)</enum><text>dissemination and implementation of evidence-based programs; </text></subparagraph><subparagraph id="idFC7CE6FAC40F4CB19B54AC307AB56680"><enum>(C)</enum><text>operational and administrative activities; </text></subparagraph><subparagraph id="idD2B3D66BCFAC4B3A9101F0D193E93F5E"><enum>(D)</enum><text>data collection and reporting; </text></subparagraph><subparagraph id="idF4497D1FAB294C4FAE6366CF5593E2BE"><enum>(E)</enum><text>facilitating collaboration and information sharing among grantees; and </text></subparagraph><subparagraph id="id1690A94F5DAD466F9DF3B1EA274433E3"><enum>(F)</enum><text>other activities as the Secretary determines appropriate.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idCCFCD6B8B4904F9FBF2AFB9FED8D6668"><enum>(5)</enum><text display-inline="yes-display-inline">in paragraph (8), as so redesignated, by striking <quote>$14,693,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>$54,963,000 for each of fiscal years 2023 through 2027</quote>.</text></paragraph></section></legis-body></bill>
