which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to provide for peer support specialists for claimants who are survivors of military sexual trauma, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H6F52AFD6DDFE4821BCE5C8486C80232E"><section section-type="section-one" id="H0F08FD7073E24B1A9E8AE317AAF30419"><enum>1.</enum><header>Improvements to the processing of claims by veterans for compensation for certain mental health conditions based on military sexual trauma</header><subsection id="H25E181309D644E2880CD54DC513A1E7C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1166 of title 38, United States Code, is amended—</text><paragraph id="H2B8920F6E1754C61A33318A871F5D3B8"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>or air service</quote> both places it appears and inserting <quote>air, or space service</quote>;</text></paragraph><paragraph id="HA454E0143C674A6DBB05647D008BB75A"><enum>(2)</enum><text>in subsection (a)—</text><subparagraph id="HA9BB27EB0851416D8CD9661F0776E708"><enum>(A)</enum><text>in the heading, by striking <quote><header-in-text level="subsection" style="USC">In general</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="USC">Processing</header-in-text></quote>;</text></subparagraph><subparagraph id="HAFB6A5A86BF34DD78C1F5376DB7573F5"><enum>(B)</enum><text>by inserting <quote><header-in-text level="paragraph" style="USC">(1)</header-in-text></quote> before <quote>The Secretary</quote>; and</text></subparagraph><subparagraph id="HEA5E6D48C9BB435983C1A0B49B7EB5C6"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following new paragraphs:</text><quoted-block style="USC" display-inline="no-display-inline" id="HC8D1AD7FC0464ADE80BFD5271263CF20"><paragraph id="H9E69C519E683482B89727FD0B518F77F" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">A peer support specialist of the Department—</text><subparagraph id="HBE695BC7E0684A6AA41B3989BB8CD9D8"><enum>(A)</enum><text display-inline="yes-display-inline">shall not be responsible for providing any assistance to a veteran regarding a claim described in paragraph (1), other than counseling services, guidance, and support, pursuant to duties determined by the Under Secretary for Health; and</text></subparagraph><subparagraph id="HBF1893908ED94B1D969187C0113388AD"><enum>(B)</enum><text>shall not participate in the adjudication of such a claim.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HDD2AE323ACAA4D7E826584B7A4395F09"><enum>(3)</enum><text>by redesignating subsections (b) and (c) as subsections (c) and (d), respectively;</text></paragraph><paragraph id="H222C7B9099E9439CA10D3B75519359A5"><enum>(4)</enum><text>by inserting, after subsection (a), the following new subsection (b):</text><quoted-block style="USC" display-inline="no-display-inline" id="HE3EA0A3A64D84446B86C15964494098B"><subsection id="HA5452A9D4047423DA233F1CF951E8571"><enum>(b)</enum><header>Referrals to MST coordinators</header><text display-inline="yes-display-inline">The Secretary shall include, in forms for claims described in subsection (a), an option for a veteran to elect to be referred to a military sexual trauma coordinator of the Veterans Health Administration at the facility of the Department nearest to the residence of such veteran.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HD6B3129910174990A6953CE65DD64E7F"><enum>(5)</enum><text>in subsection (c), as redesignated—</text><subparagraph id="HB770F014E67A4B67A6BAD72F8D9C2C9D"><enum>(A)</enum><text>by inserting <quote><header-in-text level="paragraph" style="USC"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>The Secretary</quote>; and</text></subparagraph><subparagraph id="H880C0C6889174D1D8F17805B9C73A964"><enum>(B)</enum><text>by adding at the end the following new paragraphs:</text><quoted-block style="USC" display-inline="no-display-inline" id="HD39CC4D069384E509070E2166905ED49"><paragraph id="HCC08E4492EDD489D931DC54C9312C3EE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary shall ensure that peer support specialists of the Department receive annual training on how to provide peer support regarding military sexual trauma.</text></paragraph><paragraph id="HB731E0C392494038A5A023B6F88DE9D9" indent="up1"><enum>(3)</enum><text>The Secretary shall provide annual training, regarding the processing of claims described in subsection (a), to the following individuals:</text><subparagraph id="H19E2E66FE99E46C9998C807E83416679"><enum>(A)</enum><text display-inline="yes-display-inline">Military sexual trauma coordinators of the Veterans Health Administration.</text></subparagraph><subparagraph id="HE8491948666C4797AFF2F99160FD5EB5"><enum>(B)</enum><text display-inline="yes-display-inline">Peer support specialists of the Department.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H65D8F8103350498383B8C902861B91CF"><enum>(b)</enum><header>Clerical amendments</header><paragraph display-inline="no-display-inline" id="H949D663FBF634B75AD91D74E6A754BF5"><enum>(1)</enum><header>Section heading</header><text>The heading of such section is amended by striking <quote><header-in-text level="section" style="USC">Specialized teams to evaluate claims</header-in-text></quote> and inserting <quote><header-in-text level="section" style="USC">Claims</header-in-text></quote>.</text></paragraph><paragraph id="H675A8B447A0B4855A7BD76721301E50A"><enum>(2)</enum><header>Table of sections</header><text>The table of sections at the beginning of chapter 11 of such title is amended by striking the item relating to section 1166 and inserting the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="H316D2E91EE8D424D8F04992CD40703AF"><toc regeneration="no-regeneration"><toc-entry level="section">1166.
