which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide continued funding for services under the Older Americans Act of 1965, and for other purposes.</official-title></form><legis-body><section id="id92B15AEB537F47B4BD92320F8FF2531F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Continued Funding for Senior Services During COVID–19 Act</short-title></quote>.</text></section><section id="id5A1017DCADE549139DADBE29F5CE10AB"><enum>2.</enum><header>Continued funding for services under the Older Americans Act of 1965</header><subsection id="idA48927EB404449C881E54C5858D8626E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is appropriated, out of amounts in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2021, for an additional amount for <quote>Aging and Disability Services Programs</quote> within the Administration for Community Living, for activities authorized under the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3001">42 U.S.C. 3001</external-xref> et seq.), $1,529,500,000, to remain available until expended, of which— </text><paragraph id="idf3ef7dc344344292a5b386adaff977d1"><enum>(1)</enum><text>$480,000,000 shall be available for providing supportive services under part B of title III of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030d">42 U.S.C. 3030d</external-xref> et seq.), including—</text><subparagraph id="id7B49F2C7B9474E5EA78991AA8B179145"><enum>(A)</enum><text>for efforts to ensure that older individuals have access to legal assistance by supporting the network of legal services in the State for older individuals, which may include—</text><clause id="idA3EAF1B2902645B882F6FC3189B8A677"><enum>(i)</enum><text>supporting the State in maintaining or developing a legal hotline for older individuals; and</text></clause><clause id="idDF56434EA25E4F6FA1A9DA89AECB288D"><enum>(ii)</enum><text>supporting other legal assistance services authorized under part B of title III of such Act;</text></clause></subparagraph><subparagraph id="id485E07063D2F4A9CB0FCAD50B14A36AE"><enum>(B)</enum><text>for efforts to provide services to support older individuals with limited English proficiency in addressing concerns as a result of COVID–19; </text></subparagraph><subparagraph id="id2C7651D65C5144DABB812FB3E8BC19F5"><enum>(C)</enum><text>for efforts related to COVID–19 vaccination outreach, including education, communication, transportation, and other activities to facilitate vaccination of older individuals; and </text></subparagraph><subparagraph id="id98C33C896E3C45F9969BA13632B1615B"><enum>(D)</enum><text>for prevention and mitigation activities related to COVID–19 focused on addressing extended social isolation among older individuals, including activities for investments in technological equipment and solutions or other strategies aimed at alleviating negative health effects of social isolation due to long-term stay-at-home recommendations for older individuals for the duration of the COVID–19 public health emergency; </text></subparagraph></paragraph><paragraph id="id802F6B4C08CD4B61B7EA1D75DEDE8D16"><enum>(2)</enum><text>$750,000,000 shall be available for providing nutrition services under subparts 1 and 2 of part C of title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030e">42 U.S.C. 3030e</external-xref> et seq.); </text></paragraph><paragraph id="idAF2C05206A404B77BDFB583E007D5E2E"><enum>(3)</enum><text>$44,000,000 shall be available for providing evidence-based disease prevention and health promotion services and information under part D of title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030m">42 U.S.C. 3030m</external-xref> et seq.);</text></paragraph><paragraph id="id5E7691ED6A174BD888B8400D9B3EB7CC"><enum>(4)</enum><text>$145,000,000 shall be available for providing caregiver services under part E of title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s">42 U.S.C. 3030s</external-xref> et seq.); </text></paragraph><paragraph id="id9D9D02907827435A9D868BF32844675B"><enum>(5)</enum><text>$75,500,000 shall be available for providing activities for health, independence, and longevity under titles II and IV of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3011">42 U.S.C. 3011</external-xref> et seq.; <external-xref legal-doc="usc" parsable-cite="usc/42/3031">42 U.S.C. 3031</external-xref> et seq.), of which—</text><subparagraph id="id64F953578E6E46018BA8C670CFDFE7CA"><enum>(A)</enum><text>$500,000 shall be available for carrying out section 417 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3032f">42 U.S.C. 3032f</external-xref>); and</text></subparagraph><subparagraph id="id90E0E55DADFE4F48845F1D15AEEA1353"><enum>(B)</enum><text>$75,000,000 shall be available for the Research, Demonstration, and Evaluation Center for the Aging Network under section 201(g) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3011">42 U.S.C. 3011(g)</external-xref>); </text></subparagraph></paragraph><paragraph id="idA7DF9F9E025048258B8ECC868FC80E74"><enum>(6)</enum><text>$25,000,000 shall be available for providing supportive services, including nutrition services, under title VI of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3057">42 U.S.C. 3057</external-xref> et seq.); and</text></paragraph><paragraph id="id4BB0446EBD104367A1785E67B130878B"><enum>(7)</enum><text>$10,000,000 shall be available to carry out the long-term care ombudsman program under title VII of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3058">42 U.S.C. 3058</external-xref> et seq.).</text></paragraph></subsection><subsection id="id0F5A7AE80ED8400E909C736C3F45DE63"><enum>(b)</enum><header>Inapplicability of matching requirements</header><text>Notwithstanding any other provision of law, the State matching requirements under sections 304(d)(1)(D) and 309(b)(2) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3024">42 U.S.C. 3024(d)(1)(D)</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/3029">42 U.S.C. 3029(b)(2)</external-xref>) shall not apply to any funds made available under subsection (a).</text></subsection><subsection id="idC43D0AC7FA944FDC9B661601ADE00DD7"><enum>(c)</enum><header>Definitions</header><text>In this section, the terms <term>older individual</term> and <term>State</term> have the meanings given such terms in section 102 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3002">42 U.S.C. 3002</external-xref>).</text></subsection></section></legis-body></bill>
