which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to conduct a study on providing benefits under TRICARE Reserve Select and the TRICARE dental program to members of the Selected Reserve and their dependents.</official-title></form><legis-body><section id="id7265872fbabb449da6d95a6c8d2a55b2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Access to Healthcare for Reservists Act</short-title></quote>.</text></section><section id="idde2cad4d1eda4237b79f07b103ed71c2"><enum>2.</enum><header>Study on providing benefits under TRICARE Reserve Select and TRICARE dental program to members of the Selected Reserve and their dependents</header><subsection id="id1a48e99270384ca3bed6c1135fc80da4"><enum>(a)</enum><header>Study</header><text>The Secretary of Defense shall conduct a study on the feasibility, potential cost effects to the budget of the Department of Defense, changes in out-of-pocket costs to beneficiaries, and effects on other Federal programs of expanding eligibility for TRICARE Reserve Select and the TRICARE dental program to include all members of the Selected Reserve of the Ready Reserve of a reserve component of the Armed Forces, their dependents, and their non-dependent children under the age of 26.</text></subsection><subsection id="id1c11740a88c04291bb3de706f06cdca7"><enum>(b)</enum><header>Specifications</header><text>In conducting the study under subsection (a), the Secretary shall include an assessment of the following:</text><paragraph id="idd196a1b743b84fa388b7f363e9178054"><enum>(1)</enum><text>Cost-shifting to the Department of Defense to support the expansion of TRICARE Reserve Select and the TRICARE dental program from—</text><subparagraph id="idF13D19C8853F4A4B84BEBD8E7EBD6DD3"><enum>(A)</enum><text>health benefit plans under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/89">chapter 89</external-xref> of title 5, United States Code; </text></subparagraph><subparagraph id="id4C34AEFFBFB94A28A4979871341A60B7"><enum>(B)</enum><text>employer-sponsored health insurance;</text></subparagraph><subparagraph id="idB4CAC4855C0C436795EDBAE5C9D07C41"><enum>(C)</enum><text>private health insurance;</text></subparagraph><subparagraph id="idC36FE2D213F5462690415391AD38A6A3"><enum>(D)</enum><text>insurance under a State health care exchange; and</text></subparagraph><subparagraph id="id5015A2DB9B77499D8B77C8622235D50D"><enum>(E)</enum><text>the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="id920F6731D6F54089857EFF81C309939D"><enum>(2)</enum><text>New costs for the Department of Defense to enroll in TRICARE Reserve Select and the TRICARE dental program members of the Selected Reserve of the Ready Reserve of a reserve component of the Armed Forces who were previously uninsured.</text></paragraph><paragraph id="id36494FDA3B034C7B952785FEB768E81F"><enum>(3)</enum><text>The resources needed to implement TRICARE Reserve Select and the TRICARE dental program for all such members, their dependents, and their non-dependent children under the age of 26.</text></paragraph><paragraph id="iddb016534037445b484b16f7ac5faa6d0" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">Anticipated cost-savings or cost-avoidance of the expansion of TRICARE Reserve Select and the TRICARE dental program with regard to increased training days performed in support of mass medical events during battle assemblies of the reserve components, including an assessment of the impact of such expansion on—</text><subparagraph commented="no" id="id23B77D5E266D40FA9C37BC867AB29208"><enum>(A)</enum><text display-inline="yes-display-inline">medical readiness;</text></subparagraph><subparagraph commented="no" id="id6AE2E2673BFD497B9AE8EDF9279C3B08"><enum>(B)</enum><text display-inline="yes-display-inline">overall deployability rates;</text></subparagraph><subparagraph commented="no" id="idAEA16B4E91B24B57B2664B8E0566B936"><enum>(C)</enum><text display-inline="yes-display-inline">deployability timelines;</text></subparagraph><subparagraph commented="no" id="idA4E086E815CF4F13973287B8640D58CE"><enum>(D)</enum><text display-inline="yes-display-inline">fallout rates at mobilization sites;</text></subparagraph><subparagraph commented="no" id="idC0A90BCB5DB9444B92EABE868D2BC40D"><enum>(E)</enum><text display-inline="yes-display-inline">cross-leveling of members of the reserve components to backfill medical fallouts at mobilization sites; and</text></subparagraph><subparagraph commented="no" id="id975D5F638ABA496D88D6CB28915403D4"><enum>(F)</enum><text display-inline="yes-display-inline">any other readiness metrics affected by such expansion.</text></subparagraph></paragraph><paragraph commented="no" id="id2611475F15A4428EB42F63EE8B782ACC"><enum>(5)</enum><text>Any impact of such expansion on recruitment and retention of members of the Ready Reserve of the reserve components of the Armed Forces. </text></paragraph><paragraph id="id28dfb89bbebe45fda57842f384c48e27"><enum>(6)</enum><text>Any changes to out-of-pocket costs for such members and their dependents resulting from such expansion.</text></paragraph><paragraph id="id80cdaafb560a48749adeb18734bdaf0c"><enum>(7)</enum><text>Anticipated cost-savings or cost-avoidance in contracts that implement the Reserve Health Readiness Program of the Department of Defense.</text></paragraph></subsection><subsection id="id9a8c55b3bee54892bdcbfaa47cae2873"><enum>(c)</enum><header>Determination of cost effects</header><text>In studying the potential cost effects to the budget of the Department of Defense under subsection (a), the Secretary of Defense shall study the cost effects for the following scenarios of expanded eligibility for TRICARE Reserve Select and the TRICARE dental program:</text><paragraph id="id7d6476d2efcc4a37892119cfa4632766"><enum>(1)</enum><text>Premium free for members of the Selected Reserve of the Ready Reserve of a reserve component of the Armed Forces, their dependents, and their non-dependent children under the age of 26.</text></paragraph><paragraph id="idccbedd31dc6247778287889b7fcf1946"><enum>(2)</enum><text>Premium free for such members and subsidized premiums for such dependents and non-dependent children.</text></paragraph><paragraph id="id1db5655a82c2453c833193fdeb96852e"><enum>(3)</enum><text>Subsidized premiums for such members, dependents, and non-dependent children.</text></paragraph></subsection><subsection id="idd6d10f4244ee48bcaba2baa50188f82c"><enum>(d)</enum><header>Use of a federally funded research and development center</header><text>The Secretary shall contract with a federally funded research and development center that is qualified and appropriate to conduct the study required under subsection (a).</text></subsection><subsection id="id7ad7f9e8824748889ac2c6ef1dcae43f"><enum>(e)</enum><header>Briefing; report</header><paragraph id="id9D849111C7CA447DA5058C7411C4C232"><enum>(1)</enum><header>Briefing</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall provide to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a briefing on the methodology and approach of the study required under subsection (a). </text></paragraph><paragraph id="idDD8ACD496EFC4437ADC295E0E9F56338"><enum>(2)</enum><header>Report</header><text>Not later than two years after the date of the enactment of this Act, the Secretary shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on the results of the study required under subsection (a).</text></paragraph></subsection><subsection id="id0D8C0B2A99974E2C956D9571D35FDC15"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id63359B9A9C2D4F569E27A9AA77C0DF48"><enum>(1)</enum><header>TRICARE dental program</header><text>The term <term>TRICARE dental program</term> means dental benefits under section 1076a of title 10, United States Code.</text></paragraph><paragraph id="idC865EE37A3A94F0FB010687EF004754B"><enum>(2)</enum><header>TRICARE Reserve Select</header><text>The term <term>TRICARE Reserve Select</term> means health benefits under section 1076d of such title.</text></paragraph></subsection></section></legis-body></bill>
