<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4389</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220614">June 14, 2022</action-date><action-desc><sponsor name-id="S365">Mr. Scott of South Carolina</sponsor> (for himself and <cosponsor name-id="S402">Ms. Rosen</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the abolition of certain United Nations groups, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H0ECB8260EF0C4D35B797FB4C6F3125FC"><section section-type="section-one" id="H2E1A65C7B27444E5AFC35FE184EEC2A9"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COI Elimination Act</short-title></quote>. </text></section><section id="H447818DEC1BC423DA9E3A9CB7251401A"><enum>2.</enum><header>Abolition and restriction</header><subsection id="HE82F1F3467DB4C6CB831C2B669829236"><enum>(a)</enum><header>Statement of policy</header><text>It is the policy of the United States—</text><paragraph id="H84A239E8067E44DCA6105954C68F58CE"><enum>(1)</enum><text>to seek the abolition of the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel; and</text></paragraph><paragraph id="H8E62DCF8D0F743DCBA28226B87B8A628"><enum>(2)</enum><text>to combat systemic anti-Israel bias at the United Nations Human Rights Council and other international fora.</text></paragraph></subsection><subsection id="H465DB6A3D60140B08B495E991BE9DA12"><enum>(b)</enum><header>Abolition of certain United Nations groups</header><text display-inline="yes-display-inline">Section 721(b) of the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001, enacted by reference pursuant to section 1000(a)(7) of the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/113">Public Law 106–113</external-xref>) (<external-xref legal-doc="usc" parsable-cite="usc/22/287">22 U.S.C. 287</external-xref> note) is amended by striking <quote>; and the Division on Public Information on the Question of Palestine</quote> and inserting <quote>; the Division on Public Information on the Question of Palestine; and the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel</quote>.</text></subsection><subsection id="id12C3645E01024714A4ACCC5702F1E60A"><enum>(c)</enum><header>Withholding of funds</header><text display-inline="yes-display-inline">Section 114 of the Department of State Authorization Act, Fiscal Years 1984 and 1985 (<external-xref legal-doc="public-law" parsable-cite="pl/98/164">Public Law 98–164</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/287e">22 U.S.C. 287e</external-xref> note) is amended—</text><paragraph id="idD47107A4F475455088EF4DB7398D28B5"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="HBDFDAA35ACA84693A5DA538D8F2B00A7"><enum>(A)</enum><text>in paragraph (6), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="H2BF03A50925B478F92E0C87712A41DAC"><enum>(B)</enum><text>in paragraph (7), by striking the period and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H6B298E08EE984AEEA177DA5640B129CF"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF929B5FEF05A4EAD9591CEE491E8D5BD"><paragraph id="H4486EFC94F2B47B6B4972F144664D546"><enum>(8)</enum><text display-inline="yes-display-inline">25 percent of the amount budgeted for the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel, unless the Secretary of State submits to Congress a certification that the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel has been abolished.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id31439273D89E47678128058BC5519EE1"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE42BDAF157C746E3B20FD81C51134122"><subsection id="idA06AA7E0114D41C58C3F6391CE6CC6D6"><enum>(e)</enum><text>If the Secretary of State submits to Congress a certification under paragraph (8) of subsection (a), the United States shall, subject to available appropriations, provide to the United Nations an amount equal to the total amount of funds withheld in accordance with such paragraph during the current and any prior year.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
