which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve certain sexual assault and domestic violence prevention policies.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting our Servicemembers through Proven Methods Act of 2022</short-title></quote>.</text></section><section id="id026f581f76a24d4fb48a66f063386f95"><enum>2.</enum><header>Annual primary prevention research agenda</header><text display-inline="no-display-inline">Section 549A(c) of the National Defense Authorization Act for Fiscal Year 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/81">Public Law 117–81</external-xref>) is amended—</text><paragraph id="ide721ee6049bd455dabb0ea7a940aeabc"><enum>(1)</enum><text>by redesignating paragraphs (2), (3), and (4) as paragraphs (5), (6), and (7), respectively;</text></paragraph><paragraph id="idc150761e9c7d4c83840657482abb4360"><enum>(2)</enum><text>by inserting after paragraph (1) the following new paragraphs:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idc21af9f359d7457bb91a55490cd34527"><paragraph id="idccd16ac9f5d44ecc83e6f07e4e93cc78"><enum>(2)</enum><text>include a focus on whether and to what extent sub-populations of the military community may be targeted for sexual assault, sexual harassment, or domestic violence more than others;</text></paragraph><paragraph id="idf20f74d009c74822bc96b5e227db4239" commented="no"><enum>(3)</enum><text>seek to identify factors that influence the prevention, perpetration, and victimization of sexual assault, sexual harassment, and domestic violence;</text></paragraph><paragraph id="id2e771ea2e58a4e6e9dee378d430beb22"><enum>(4)</enum><text>seek to improve the collection and dissemination of data on hazing and bullying related to sexual assault, sexual harassment, and domestic violence;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="ide37607d474114a25be055311bb750287"><enum>(3)</enum><text>in paragraph (6), as redesignated by paragraph (1) of this section, by amending the text to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9fa03aca416f40f389de67585f3c009a"><paragraph id="id0988c1f692ea472684936f1d7809cc73"><enum>(6)</enum><text>incorporate collaboration with other Federal departments and agencies, including the Department of Health and Human Services and the Centers for Disease Control and Prevention, State governments, academia, industry, federally funded research and development centers, nonprofit organizations, and other organizations outside of the Department of Defense, including civilian institutions that conduct similar data-driven studies, collection, and analysis; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id180fda5b354343c899fea56c449491fc"><enum>3.</enum><header>Primary prevention workforce</header><text display-inline="no-display-inline">Section 549B of the National Defense Authorization Act for Fiscal Year 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/81">Public Law 117–81</external-xref>) is amended—</text><paragraph id="idc1ed4687887e447f8822a34f2f92ad82"><enum>(1)</enum><text>in subsection (c), by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3555a88f7ff449eea7f8b9ea7748a3c6"><paragraph id="idb3b960c592334011959f4fbd9f0b21bf"><enum>(3)</enum><header>Comptroller general report</header><text>Not later than one year after the date of the enactment of this paragraph, the Comptroller General of the United States shall submit to the congressional defense committees a report comparing the sexual harassment and prevention training of the Department of Defense with similar programs at other Federal departments and agencies and including data collected by colleges and universities and other relevant outside entities.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id1309EB6D632B4F9680858FB2770D2793"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id32339193A870421CA6BF5A3145BA3A7A"><subsection id="id1a7773893a5543c58e51bbf832a0ed52"><enum>(e)</enum><header>Incorporation of research and findings</header><text>The Primary Prevention Workforce established under subsection (a) shall, on a regular basis, incorporate findings and conclusions from the primary prevention research agenda established under section 549A, as appropriate, into the work of the workforce.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
