Voluntary participation in integration and inclusion activities.</toc-entry></toc></subsection></section><section id="idAA25F2147C1A418DAEC5C79E7FE8425C"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" id="id356167624F3D437DA43F189FAE2A4B65"><enum>(1)</enum><header>Immigrant</header><text>The term <term>immigrant</term> means an individual who—</text><subparagraph commented="no" id="idC19B861B643A4EBDAA7B37E4F5CCC2B3"><enum>(A)</enum><text>is not a citizen or national of the United States;</text></subparagraph><subparagraph commented="no" id="idDD1DE17110DD4EBEA78384CED279E4CB"><enum>(B)</enum><text>is present in the United States; and</text></subparagraph><subparagraph commented="no" id="id7179DB2747F24E03A03E55B586DFC2D3"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id18CE595A426C49F8A9EBAD7893204D02"><enum>(i)</enum><text>is in any status under the immigration laws; or</text></clause><clause commented="no" indent="up1" id="id1AAEB90E6F2D4F98BCDB29F3FA9EBCC9"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="idFF02FE26588445B7900E7F075FC7134E"><enum>(I)</enum><text>is not in any status under the immigration laws; and</text></subclause><subclause commented="no" indent="up1" id="id00120595122C4A96B0DA3C6B77CF0CD5"><enum>(II)</enum><text>intends to resident permanently in the United States.</text></subclause></clause></subparagraph></paragraph><paragraph commented="no" id="idD92E51F0B466477B807F7539B3861CEA"><enum>(2)</enum><header>Immigration laws</header><text>The term <term>immigration laws</term> has the meaning given the term in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>). </text></paragraph><paragraph commented="no" id="id741532A8502C4761B97C3B400F56A3A1"><enum>(3)</enum><header>Refugee</header><text>The term <term>refugee</term> has the meaning given the term in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>).</text></paragraph></section><title id="H476257CB44DD4F728886C6AD7AEC6973"><enum>I</enum><header>New Americans and integration</header><section id="HE4B9AD1896E84D1BBB0F41E5E7D59A88"><enum>101.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text><paragraph id="idB1DEBC7032B542688A6FAE82849F54E4"><enum>(1)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the National Office of New Americans.</text></paragraph><paragraph commented="no" id="id507DC970483D4C1EBFD07EB6BC64ED27"><enum>(2)</enum><header>Federal agency</header><text>The term <term>Federal agency</term> has the meaning given the term <term>agency</term> in section 551 of title 5, United States Code.</text></paragraph><paragraph id="id4D31BE2DBC9C4A92B270D00657EFBFA1"><enum>(3)</enum><header>Office</header><text>The term <term>Office</term> means the National Office of New Americans established by section 102(a).</text></paragraph></section><section id="id08A0CCF9F899488DAAA0554257A7EFFA"><enum>102.</enum><header>National Office of New Americans</header><subsection id="H21376528E10640A48EE8D609BD15F7AA"><enum>(a)</enum><header>Establishment of the National Office of New Americans</header><text>There is established within the Executive Office of the President an office to be known as the <quote>National Office of New Americans</quote>.</text></subsection><subsection id="HE0ACEBE637C44B3089A0717A6B9EDF37"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Office are the following:</text><paragraph id="H35F8225BFB904B58BA84337B0994EF83"><enum>(1)</enum><text>To welcome and support immigrants and refugees in the United States.</text></paragraph><paragraph id="idA82B2C054B024159AA8535865235D6EF"><enum>(2)</enum><text>To promote and support immigrant and refugee integration into, and inclusion in, the social, cultural, economic, and civic life of the United States.</text></paragraph><paragraph id="H932259CAFAA5433C8B91DC41FBD48B2B"><enum>(3)</enum><text>To ensure that the Federal Government and Federal agencies promote the pursuit of United States citizenship among immigrants and refugees.</text></paragraph><paragraph id="H180FD233ABA544CD87F68ED69062D6C2"><enum>(4)</enum><text>To ensure access to quality English language learning programs that support the successful integration of immigrant adults, including by enhancing—</text><subparagraph id="HC7E39E18635E42B0B421EAB5E1A2BFB3"><enum>(A)</enum><text>employment and career prospects and economic integration; and</text></subparagraph><subparagraph id="H3AF75A6AC3504A3DA36D5791DF016EDA"><enum>(B)</enum><text>social integration in local communities and participation in civic life, including engagement with State and local governments, schools, and private and nonprofit community institutions.</text></subparagraph></paragraph><paragraph id="HDC343063C1B54DF0847F9AD2B99FDF1D"><enum>(5)</enum><text>To improve access to workforce development programs, including by ensuring that such programs meet the demand and the unique language, training, and educational needs of immigrants and refugees.</text></paragraph><paragraph id="HCC9A42BFAEA2480887D66D27C8DA9FD8"><enum>(6)</enum><text>To coordinate the efforts of Federal, State, and local entities to support the effective social, economic, linguistic, and civic integration of immigrants, refugees, and the children of immigrants and refugees.</text></paragraph><paragraph id="H065CA75145E74D7E9EE21E40360FC56D"><enum>(7)</enum><text>To provide advice and leadership to the President, Members of Congress, and other Federal Government officials on the challenges and opportunities facing such entities with respect to immigrant and refugee integration.</text></paragraph><paragraph id="HC94CBF8E3DFF48CFBE9A8B5E843729F8"><enum>(8)</enum><text>To evaluate the scale, quality, and effectiveness of Federal Government efforts with respect to immigrant and refugee social and economic integration, including access to United States citizenship, English language learning, education, and workforce development programs.</text></paragraph><paragraph id="HD529BE7CDA6C4C808348B17BED76AB33"><enum>(9)</enum><text>To identify the anticipated effects of new Federal policies on existing integration efforts and advise the President on how to address potential integration needs and the effects of such policies.</text></paragraph><paragraph id="HC41DED5D94AD4DBBB2F1C3076ABEC345"><enum>(10)</enum><text>With respect to immigrant and refugee integration efforts, to consult on a biannual basis with State and local government officials on challenges and opportunities presented by such efforts.</text></paragraph><paragraph id="id2A665923B19440B6983723FC76F35C62"><enum>(11)</enum><text>With respect to the activities described in paragraphs (8) through (10), to ensure the inclusion of the perspectives of immigrants and refugees.</text></paragraph><paragraph commented="no" id="H6C627C36185743A3B9945598D83F9890"><enum>(12)</enum><text>With respect to the administration of the grant programs under title II, to consult with the applicable heads of Federal agencies.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H51DFDBF0024E4FADA40E2850E24E5478"><enum>(13)</enum><text>To submit to the President and the appropriate committees of Congress a biannual report that describes the activities of the Office and the results of the consultation processes described in paragraphs (10) through (12). </text></paragraph></subsection><subsection id="id2977B937FC7548F8996F0B80C93EB00E"><enum>(c)</enum><header>Director</header><paragraph id="H71679BC200E14C27A94CC122BF165ACE"><enum>(1)</enum><header>In general</header><text>The Office shall be headed by a Director, who shall be appointed by the President, by and with the advice and consent of the Senate.</text></paragraph><paragraph id="idAD022EF9867340C99902C5651A055196"><enum>(2)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The Director shall—</text><subparagraph id="H2F0D80AC038946C6BBC90465B8CD4086"><enum>(A)</enum><text>establish policies, objectives, and priorities for the Office with respect to immigrant and refugee integration;</text></subparagraph><subparagraph id="HC486485FB7A3445CAB27FA41011AB59F"><enum>(B)</enum><text>with the assistance of the Deputy Director for Citizenship and Inclusion, the Deputy Director for Workforce and the Economy, the Deputy Director for Children's Integration Success, and the Associate Director of State and Local Affairs, carry out the purposes of the Office, as described in subsection (b);</text></subparagraph><subparagraph id="H7B06DA8C4C664ADC87957D7D23FDC8D6"><enum>(C)</enum><text>serve as the Chair of the Federal Initiative for New Americans established under section 103;</text></subparagraph><subparagraph id="H362457B1043E44F48A29B6EB2A5C310B"><enum>(D)</enum><text>make recommendations to the President on changes in the organization, management, programs, and budget of the Federal agencies to promote the integration of immigrants and refugees;</text></subparagraph><subparagraph id="H1D68CC4E22F44FE1AB426FF0FCAE576F"><enum>(E)</enum><text>with respect to efforts to promote United States citizenship and the integration of immigrants and refugees, consult, support, and coordinate with State and local governments; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5B0D46D4A0664AD59AABEDDBFDE07927"><enum>(F)</enum><text>serve as a member of the Domestic Policy Council and the National Economic Council. </text></subparagraph></paragraph><paragraph id="H2BFE1BB5D1A14CD79D166460B5B5F4A7"><enum>(3)</enum><header>Powers of the Director</header><text>In carrying out the responsibilities under paragraph (2) and the purposes under subsection (b), the Director may—</text><subparagraph id="H43164E4AB121433CAB009E17F2DA604E"><enum>(A)</enum><text>select, appoint, employ, and fix compensation of such officers and employees as may be necessary to carry out such responsibilities and purposes;</text></subparagraph><subparagraph id="H19CDBBDBEC474267BB76F1182373331D"><enum>(B)</enum><text>with the concurrence of the head of the applicable Federal agency, direct the temporary reassignment within the Federal Government of personnel employed by such Federal agency;</text></subparagraph><subparagraph id="HB64B7CF5E1FF40E2AB842461B469D8FF"><enum>(C)</enum><text>use for administrative purposes, on a reimbursable basis, the available services, equipment, personnel, and facilities of Federal, State, and local agencies;</text></subparagraph><subparagraph id="HDD775807A9984B64910EB5041FA838BB"><enum>(D)</enum><text>procure the services of experts and consultants, in accordance with section 3109 of title 5, United States Code (relating to appointments in the Federal service) at rates of compensation for individuals not to exceed the daily equivalent of the rate of pay payable for level GS–18 of the General Schedule under section 5332 of title 5, United States Code;</text></subparagraph><subparagraph id="H98A2E4A3F58C48C1A7D1F89F1A7750D2"><enum>(E)</enum><text>accept and use donations of property from Federal, State, and local government agencies;</text></subparagraph><subparagraph id="HB29D447CB07740D8A4A61C1FD2404C54"><enum>(F)</enum><text>use the mail in the same manner as other Federal agencies; and</text></subparagraph><subparagraph id="H74682E7BA3664025B32321152D622020"><enum>(G)</enum><text>monitor the implementation of immigrant and refugee integration-related activities of the Federal Government, including by—</text><clause id="H7C8F3BE941A04D55972A0D97ECEF28CF"><enum>(i)</enum><text>conducting program and performance audits and evaluations of each Federal agency; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HA98C94FA8FCA445CBD6B7963B257D0BB"><enum>(ii)</enum><text>requesting assistance from the Inspector General of the applicable Federal agency in such audits and evaluations. </text></clause></subparagraph></paragraph></subsection><subsection id="H21AAEC4CC0BF4C4487E58E3364EC05A8"><enum>(d)</enum><header>Deputy Directors</header><paragraph id="id52891C80434840B89D4CA05F7335AF30"><enum>(1)</enum><header>In general</header><text>There shall be in the Office a Deputy Director for Citizenship and Inclusion, a Deputy Director for Workforce and the Economy, and a Deputy Director for Children's Integration and Success, each of whom shall be appointed by the President, in consultation with the Director.</text></paragraph><paragraph id="id0C26C65F78A6457197977562A149CD88"><enum>(2)</enum><header>Responsibilities</header><subparagraph id="idF7B75C055B134428B5D9E521B7BD8A1A"><enum>(A)</enum><header>Deputy Director for Citizenship and Inclusion</header><text>The Deputy Director for Citizenship and Inclusion shall, among other duties as assigned by the Director, assist the Director in promoting—</text><clause id="idE20F78B8F04F42D08084463717E7DCD9"><enum>(i)</enum><text>inclusion of immigrants and refugees in the social, economic, and civic life of their communities and the United States; and </text></clause><clause id="id17247558796A44F2810A7B8A28B3231C"><enum>(ii)</enum><text>access to United States citizenship.</text></clause></subparagraph><subparagraph id="id810320DE44604B83B61D0AC4254405DB"><enum>(B)</enum><header>Deputy Director for Workforce and the Economy</header><text>The Deputy Director for Workforce and the Economy shall, among other duties as assigned by the Director, assist the Director in—</text><clause id="idEDBB9A2D561C420D9CE0F090396ADE2A"><enum>(i)</enum><text>promoting participation of immigrants and refugees in the United States workforce; and</text></clause><clause id="id2920B17AA0334617A08FBDF25296B834"><enum>(ii)</enum><text>increasing the contributions of immigrants and refugees to the United States economy. </text></clause></subparagraph><subparagraph id="idDEEF52A0886241C6A2A6AA71747983DF"><enum>(C)</enum><header>Deputy Director for Children's Integration Success</header><text>The Deputy Director for Children's Integration Success shall, among other duties as assigned by the Director, assist the Director in ensuring that Federal policies and programs intended to support the healthy development and educational success of children are effective in reaching and serving the children of immigrant families.</text></subparagraph></paragraph></subsection><subsection id="H8DCBC06E36D541F38BF45AB7A257FFC1"><enum>(e)</enum><header>Bureau of State and Local Affairs</header><paragraph id="idBD924186ACF4408F99677E28EA5F81F1"><enum>(1)</enum><header>In general</header><text>There is established within the Office a Bureau of State and Local Affairs.</text></paragraph><paragraph id="id6A943590BF354D6DA93E54A0C32F6C01"><enum>(2)</enum><header>Associate Director</header><subparagraph id="id56A391EC6CDF4BB09AC98BD70F292280"><enum>(A)</enum><header>In general</header><text>The Bureau of State and Local Affairs shall be headed by an Associate Director of State and Local Affairs, who shall be appointed by the President, in consultation with the Director.</text></subparagraph><subparagraph id="idCB4CA4BBAA7944A1B9EA5C9BA9EEEE92"><enum>(B)</enum><header>Duties</header><text>The Associate Director of State and Local Affairs shall, among other duties as assigned by the Director, assist the Director in coordinating the efforts of State and local entities to support the economic, linguistic, and civic integration of immigrants, refugees, and the children of immigrants and refugees.</text></subparagraph></paragraph></subsection><subsection id="idB9C9B65C26A0484B8A33E1F24CDED55F"><enum>(f)</enum><header>Limitation</header><text>An individual may not serve as Director, Deputy Director for Citizenship and Inclusion, Deputy Director for Workforce and the Economy, Deputy Director for Children's Integration Success, or Associate Director of State and Local Affairs while serving in any other position in the Federal Government.</text></subsection><subsection id="H6141BF10822D4BDDAC6470292D41C246"><enum>(g)</enum><header>Access by Congress</header><text>The establishment of the Office within the Executive Office of the President shall not affect access to the Office by a Member of Congress or any member of a committee of the Senate or the House of Representatives, including access to—</text><paragraph id="HE49F7CF75A0E4E5988121C6E9A59060D"><enum>(1)</enum><text>any information, document, or study in the possession of, or conducted by or at the direction of, the Director; or</text></paragraph><paragraph id="H51DB2E2B666848D5B1335A26CE2F25E9"><enum>(2)</enum><text>personnel of the Office.</text></paragraph></subsection></section><section id="HE675254D7C8541539117EC17A696A88C"><enum>103.</enum><header>Federal Initiative on New Americans</header><subsection id="H63F07078879F4B738F61ABDA192B5329"><enum>(a)</enum><header>Establishment</header><text>Not later than 180 days after the confirmation of the Director of the Office, the Director shall establish within the Office a Federal Initiative on New Americans (referred to in this section as the <quote>Initiative</quote>).</text></subsection><subsection id="HE42058137B744503A3EBA99892EBC72A"><enum>(b)</enum><header>Purpose</header><text>The purposes of the Initiative are—</text><paragraph id="HCDED502EF69D46D081C11FAC64B56277"><enum>(1)</enum><text>to welcome and support immigrants and refugees in the United States;</text></paragraph><paragraph id="id7698D13CA3A04853A740917C9ADF574D"><enum>(2)</enum><text>to establish a coordinated Federal program to respond effectively to immigrant and refugee integration issues; and</text></paragraph><paragraph id="HBA1EA4C3CFF44F37BEB38D68FB1B34DF"><enum>(3)</enum><text>to advise and assist the Director in identifying and implementing the necessary policies to carry out such program.</text></paragraph></subsection><subsection id="HA5EF652C8B7C4D1B9F6E46FF43E6336C"><enum>(c)</enum><header>Membership</header><text>The Initiative shall be composed of—</text><paragraph id="H932BEBB10A964D849855F5E0A95341C0"><enum>(1)</enum><text>the Director, who shall serve as Chair;</text></paragraph><paragraph id="H9769B0008187433BBB2C52F02D83BEBB"><enum>(2)</enum><text>the Secretary of the Treasury;</text></paragraph><paragraph id="HA78495B9A95448F9B45D156C324AF723"><enum>(3)</enum><text>the Attorney General;</text></paragraph><paragraph id="H2B782B73462144448920DA1C389C0663"><enum>(4)</enum><text>the Secretary of Commerce;</text></paragraph><paragraph id="HF1790CAE0EEC4D5B8457CF3D8DA2CB62"><enum>(5)</enum><text>the Secretary of Labor;</text></paragraph><paragraph id="H38FF03C9798048B8837D0F1C0ACFD587"><enum>(6)</enum><text>the Secretary of Health and Human Services;</text></paragraph><paragraph id="H5D75D85B85304DD6BBE85287F543E372"><enum>(7)</enum><text>the Secretary of Housing and Urban Development;</text></paragraph><paragraph id="HCF17CECC91FA409B8CBCE8F49F699669"><enum>(8)</enum><text>the Secretary of Education;</text></paragraph><paragraph id="HA0312B712FBB41B29BD993021CC660C4"><enum>(9)</enum><text>the Secretary of Homeland Security;</text></paragraph><paragraph id="H9535D8D4FEF64F0E8E88AF091BF634CC"><enum>(10)</enum><text>the Secretary of State;</text></paragraph><paragraph id="H8A6197BDCC1C4D0891E6B083CF3CE310"><enum>(11)</enum><text>the Director of the Office of Refugee Resettlement;</text></paragraph><paragraph id="H7F1D00FCA1E24A06A8E07FAC1E188866"><enum>(12)</enum><text>the Director of the Small Business Administration;</text></paragraph><paragraph id="H5C0A794EE9354EA4845488803E278BE2"><enum>(13)</enum><text>the Director of the Office of Management and Budget;</text></paragraph><paragraph id="H238102DE544844078D5A708C9DA9D694"><enum>(14)</enum><text>the Director of the Bureau of Consumer Financial Protection; and</text></paragraph><paragraph id="H822225F20F5040B9B0E6E3B622EA0EFD"><enum>(15)</enum><text>any other individual—</text><subparagraph id="idE648D38DF86D464EB511531B1E962C73"><enum>(A)</enum><text>invited by the Director to participate; and</text></subparagraph><subparagraph id="idDD7680C7432046849BBFC7D497D6EF23"><enum>(B)</enum><text> who occupies a position listed under level I or II of the Executive Schedule, as provided in sections 5312 and 5313 of title 5, United States Code.</text></subparagraph></paragraph></subsection><subsection id="H659B4B676E934EB79E187E7EE9A05485"><enum>(d)</enum><header>Duties</header><paragraph id="HBEDFEA11006645399CA8E251C959D49B"><enum>(1)</enum><header>In general</header><text>The Initiative shall meet at the call of the Chair and perform such duties as the Chair reasonably requires.</text></paragraph><paragraph id="H7EFD5813BEC74DCD9B471C84FBD72736"><enum>(2)</enum><header>Coordinated response to immigrant and refugee issues</header><text>The Initiative shall join with Federal agencies in providing a coordinated Federal response to adequately address matters that affect the lives of immigrant and refugee families and local communities with growing immigrant and refugee populations, including access to—</text><subparagraph id="H4058FED55167424A90E8E7B0DDA2F0D6"><enum>(A)</enum><text>English language learning;</text></subparagraph><subparagraph id="H33B9E38195314FD4942DAC743AEA7BE8"><enum>(B)</enum><text>adult education and workforce training;</text></subparagraph><subparagraph id="H560C02EC58A34714B6E2990C6FA9D24E"><enum>(C)</enum><text>occupational licensure;</text></subparagraph><subparagraph id="H0D842A88BF3F42D2AE615FD53D7BC104"><enum>(D)</enum><text>early childhood care and education;</text></subparagraph><subparagraph id="H091D51F74A234472B36AEE865B9057F4"><enum>(E)</enum><text>elementary, secondary, and postsecondary education;</text></subparagraph><subparagraph id="H39EFE8D9E1FD4DB38B7705B9EC3EC225"><enum>(F)</enum><text>health care;</text></subparagraph><subparagraph id="HE7FEF97A928A450995BC36F6A2A4C81B"><enum>(G)</enum><text>naturalization;</text></subparagraph><subparagraph id="HE349912DB87543D09BAE5F9654BF969D"><enum>(H)</enum><text>civic engagement;</text></subparagraph><subparagraph id="HA6B12D4BE3794F91A71083EDBBC55A82"><enum>(I)</enum><text>immigration assistance and legal services;</text></subparagraph><subparagraph id="H9130CFFEE5974707A7E3FE110E064EEB"><enum>(J)</enum><text>economic development; </text></subparagraph><subparagraph id="idE6DE9569681E439FBBBB0D5027F8DA47"><enum>(K)</enum><text>language access services; and</text></subparagraph><subparagraph id="H660A499338794C1DACC4006830710276"><enum>(L)</enum><text>other services the Director identifies as aiding the integration of immigrants and refugees into the social, cultural, economic, and civic life of the United States.</text></subparagraph></paragraph><paragraph id="HF5C2D4F86E3A4A7A8080172FBF63E53C"><enum>(3)</enum><header>Liaison with Federal agencies</header><subparagraph id="H9A74839B35F9409598AFDB26DB108FD8"><enum>(A)</enum><header>In general</header><text>Each member of the Initiative shall serve as a liaison to the Federal agency of the member to ensure that the Federal agency coordinates with and responds to the recommendations of the Initiative in a timely and meaningful manner.</text></subparagraph><subparagraph id="H2FA19A8665D14E19815E14737974B83F"><enum>(B)</enum><header>Duties of a liaison</header><text>The duties of each member as a Federal agency liaison include—</text><clause id="H9C50F46E0A2B41D6B437D4FFA4DF2BAD"><enum>(i)</enum><text>developing, for the applicable Federal agency, immigrant and refugee integration goals and indicators;</text></clause><clause id="HD03026E1F51D45DF977BB70D0D9466E0"><enum>(ii)</enum><text>implementing the biannual consultation process described in section 102(b)(10) by consulting with the State and local counterparts of the Federal agency;</text></clause><clause id="H92C75EE3D55F4A00A3EB2A44EF314C86"><enum>(iii)</enum><text>reporting to the Initiative on the progress made by the Federal agency in achieving the goals and indicators described in clause (i); and</text></clause><clause id="H5A628E9B518247558423DEB5473EEC4D"><enum>(iv)</enum><text>upon request by the Director and subject to laws governing disclosure of information, providing such information as may be required to carry out the responsibilities of the Director and the functions of the Office.</text></clause></subparagraph></paragraph><paragraph id="H2CDB0342104E427C9215F0980255216F"><enum>(4)</enum><header>Recommendations of the Initiative</header><text>Not later than 1 year after the date on which the Initiative becomes fully operational, and every 2 years thereafter, the Director shall submit to Congress a report that includes the following:</text><subparagraph id="H16881E6173974203AB8C3F3234A63653"><enum>(A)</enum><text>Findings from the consultation process described in section 102(b)(10), including a description of the immigrant and refugee integration opportunities offered by, and integration challenges facing, State and local governments.</text></subparagraph><subparagraph id="H9178E8FBED97443DA3D4E6E9B25F7199"><enum>(B)</enum><text>An assessment of the effects of, and recommendations with respect to, pending legislation and executive branch policy proposals.</text></subparagraph><subparagraph id="id7F0701D3D40740EEA27DACEB860D0B4E"><enum>(C)</enum><text>A description of the possible effects of pending legislation and executive branch policy proposals on immigrant and refugee integration.</text></subparagraph><subparagraph id="HA3751A9476A04CFFA10F540F6B84DA02"><enum>(D)</enum><text>An identification of any Federal program or policy that has a negative impact on immigrants, refugees, and local communities with growing immigrant and refugee populations, as compared to the general population, and recommendations for changes to any such program or policy.</text></subparagraph><subparagraph id="HB1CEC8FDE749408AAAF233BC4A8597CB"><enum>(E)</enum><text>Recommendations on legislative solutions to better support the successful integration of immigrants and refugees and the children of immigrants and refugees.</text></subparagraph></paragraph></subsection></section></title><title id="H74027E5D031B441DBF43272574F8BD01"><enum>II</enum><header>Programs To promote citizenship, integration, and prosperity</header><section id="HD1A70498D0894169A51FEE7910E3515B"><enum>201.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text><paragraph id="id45AA34E51BAF44B7AAA9459E43C24C24"><enum>(1)</enum><header>Foundation</header><text>The term <term>Foundation</term> means the United States Citizenship and Integration Foundation established under section 207.</text></paragraph><paragraph id="id10ADEB6462B64B70BFD327D1EC41634F"><enum>(2)</enum><header>Service area</header><text>The term <term>service area</term> means the jurisdiction or geographical area in which an entity carries out activities using funds awarded under this title. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBD1460ACA2C946429C8570A169BFC1FF"><enum>(3)</enum><header>State</header><text>The term <term>State</term> means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. </text></paragraph></section><section id="id89513766820D4CFBB121DABB33EB99E9"><enum>202.</enum><header>Sense of Congress on access to legal counsel</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="HEB1BDC3C4C344117A65AEB12E28157C7"><enum>(1)</enum><text display-inline="yes-display-inline">immigration law is so complex that it is nearly impossible, and therefore unjust, for immigrants to navigate the immigration system without legal assistance or represent themselves in immigration court;</text></paragraph><paragraph id="H1FE43CDEC67243C8BFBCD695425E2464"><enum>(2)</enum><text>immigrants without legal counsel are far more likely, as compared to immigrants with legal counsel, to be denied immigration benefits or be deported, which may result in dire consequences, including—</text><subparagraph id="idC7ED2148C0C443429F1FC49B3B74016A"><enum>(A)</enum><text>the denial of lawful immigration status or United States citizenship;</text></subparagraph><subparagraph id="id09D9391EC196463BA73659458605EE3E"><enum>(B)</enum><text>loss of livelihood;</text></subparagraph><subparagraph id="id817E10AB8A2449D88D839001367D1474"><enum>(C)</enum><text>the separation of an immigrant from, or the inability of an immigrant to support, his or her family; </text></subparagraph><subparagraph id="id365B6CAD8E6445B4AC8CF57BC47C737C"><enum>(D)</enum><text>life-threatening danger in the country of origin of an immigrant; and</text></subparagraph><subparagraph id="id053EC815899448968881A58AFD514350"><enum>(E)</enum><text>a long-term or permanent ban on reentering the United States; and</text></subparagraph></paragraph><paragraph id="H2A806BE42C514DE3B38EC54D90F1E11E"><enum>(3)</enum><text>consistent with the United States values of fairness and justice and the Fifth Amendment to the Constitution of the United States, which guarantees all individuals the due process of law, any individual subject to immigration proceedings or the appeal of a proceeding before an immigration judge or the Attorney General should have the right to be represented by counsel, including Government-funded counsel, regardless of the ability of the individual to pay.</text></paragraph></section><section id="H2B670699709D43EC8DB586E9C8A8AE6C"><enum>203.</enum><header>Legal Services and Immigration Assistance grant program</header><subsection id="H0036D5A2E92449FCA2A0AF3EA632CB87"><enum>(a)</enum><header>In general</header><text>The Attorney General, acting through the Director of the Executive Office for Immigration Review, in consultation with the Director of the National Office of New Americans, shall award legal services and immigration assistance grants to eligible entities.</text></subsection><subsection id="H8C7BACE8510E4193BAB2FF771ADDD228"><enum>(b)</enum><header>Eligibility criteria</header><text>An entity eligible to receive a grant under this section is a State or unit of local government, a Tribal government, a private organization, a community-based organization, or a nonprofit organization that—</text><paragraph id="H5BE18F0460ED4C44A4C676ED52F0CF11"><enum>(1)</enum><text>provides authorized direct legal assistance to immigrants;</text></paragraph><paragraph id="H683490115CF74F02841B6A64F932BB19"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of an entity that has previously been awarded a grant under this section, uses matching funds from non-Federal sources, which may include in-kind contributions, equal to 25 percent of the amount received under this section;</text></paragraph><paragraph id="H7B03766B7E3F4121AB3D57F37383CF9D"><enum>(3)</enum><text>provides immigration education, outreach, and quality paralegal services to immigrants, in coordination with immigration attorneys or representatives accredited by the Recognition and Accreditation Program of the Executive Office for Immigration Review; and</text></paragraph><paragraph id="HDFC3BF613E7843DA95A339626D02D85F"><enum>(4)</enum><text>submits to the Director of the Executive Office for Immigration Review an application at such time, in such manner, and containing such information as the Director may reasonably require.</text></paragraph></subsection><subsection id="HFF786FFE75A04BAB93D39BE2F84A3662"><enum>(c)</enum><header>Use of funds</header><paragraph id="H731F958467BC4501B94C1AFD39981A2E"><enum>(1)</enum><header>In general</header><text>Funds awarded under this section shall be used to provide to eligible immigrants legal assistance relating to the immigration status of such immigrants, or related services, which may include—</text><subparagraph id="HC5371E2CD63A429387C7329C72CE661C"><enum>(A)</enum><text>outreach and education to identify and support immigrants in need of legal services;</text></subparagraph><subparagraph id="HCA20CE251DAA4F51B97BEB94631D6D87"><enum>(B)</enum><text>liaison services to connect immigrants with trusted legal service providers, social service organizations, and government representatives;</text></subparagraph><subparagraph id="H6B02F2F45D674117832E8E58174FE271"><enum>(C)</enum><text>screening to assess the eligibility of an immigrant for any status under the immigration laws;</text></subparagraph><subparagraph id="HB964E629613C4D479DEEF0D49B62A76F"><enum>(D)</enum><text>completing applications for immigration benefits;</text></subparagraph><subparagraph id="HC5DE16908F994F938AC3BB80CBED484D"><enum>(E)</enum><text>translation and interpretation services;</text></subparagraph><subparagraph id="HD00CC2877FD1488AB278E4C697A1DCC9"><enum>(F)</enum><text>gathering documents, including documents relating to proof of identification, employment, residence, family relationships, and tax payment;</text></subparagraph><subparagraph id="H43FB922968D543399DAD5D8FA8E35908"><enum>(G)</enum><text>completing applications for any waiver under the immigration laws for which an eligible immigrant and qualifying family members may be eligible; and</text></subparagraph><subparagraph id="H607243F02AA246288BE6628D7D07917E"><enum>(H)</enum><text>with respect to applications relating to United States citizenship, assistance with application preparation and the naturalization process, including preparation for the English and civics exams. </text></subparagraph></paragraph><paragraph id="H3B09E3A5E6DB483495B41EE79CF2C009"><enum>(2)</enum><header>Eligible immigrants</header><text>An immigrant shall be eligible to receive the assistance described in paragraph (1) if the immigrant is seeking—</text><subparagraph id="H9104BA4435F54916BC58BC80293BFC10"><enum>(A)</enum><text>to become a lawful permanent resident or naturalized citizen of the United States;</text></subparagraph><subparagraph id="id5217B66FB7E14ED88C7951364A54F086"><enum>(B)</enum><text>to establish that he or she has derived or acquired United States citizenship; or</text></subparagraph><subparagraph id="HDA475247BE914A1980F19693909225B5"><enum>(C)</enum><text>relief from removal and authorization to remain lawfully in the United States.</text></subparagraph></paragraph></subsection><subsection id="H44138B5AA422434F9614EBE1233EE8EC"><enum>(d)</enum><header>Conditions</header><text>As a condition of receiving a grant under this section, a participating entity shall—</text><paragraph id="id8C8F6CFDC9BB408A81DCADA956AC421B"><enum>(1)</enum><text>submit to the Attorney General a certification that the proposed uses of grant funds by the entity—</text><subparagraph id="id214CD3ED29774B5F86DCB18AEDA623CD"><enum>(A)</enum><text>are consistent with this section; and</text></subparagraph><subparagraph id="id36E37C94603848BFA3EA96658031F40D"><enum>(B)</enum><text>meet the criteria determined by the Attorney General, in consultation with the Director of the National Office of New Americans; and</text></subparagraph></paragraph><paragraph id="idBFBAC6F7377F4C8780D6324721911CEE"><enum>(2)</enum><text>make a reasonable effort to estimate the number of immigrants who live in the service area.</text></paragraph></subsection><subsection id="H0D9968DD354E494BBA8DAD8681652117"><enum>(e)</enum><header>Annual report and evaluation</header><text>Not later than 90 days after the end of each fiscal year for which an entity receives grant funds under this section, the entity shall submit to the Director of the Executive Office for Immigration Review the following:</text><paragraph id="H4A8B80EFB3A74D9D9939C8839441B190"><enum>(1)</enum><text>A report that describes—</text><subparagraph id="H50454C76F9874A71AA9AB893C22B5207"><enum>(A)</enum><text>each activity carried out by the entity funded entirely or partially by the grant funds;</text></subparagraph><subparagraph id="H576C34C3D9604CEAB75035B43FF99D64"><enum>(B)</enum><text>the service area;</text></subparagraph><subparagraph id="HB88508760D8546EA96D8EDEE11255787"><enum>(C)</enum><text>the estimate made under subsection (d)(2);</text></subparagraph><subparagraph id="HF3704773468042EAA00799F66FEB691D"><enum>(D)</enum><text>the number of immigrants who received legal assistance funded entirely or partially by the grant funds;</text></subparagraph><subparagraph id="HFAC27AA9AE5A4AFE97AE1205D4F1CE91"><enum>(E)</enum><text>a disaggregation of the costs of each service provided using the grant funds and the average per capita cost of providing the service; and</text></subparagraph><subparagraph id="HACCD80CC859048C582AA35C074910F6F"><enum>(F)</enum><text>the primary languages spoken in the service area.</text></subparagraph></paragraph><paragraph id="H5EADD53A9F2142ACAC9C3268877D4D1B"><enum>(2)</enum><text>An evaluation of any program of the entity for which grant funds were used, including—</text><subparagraph id="id9D40B00DFF954C7CA00E01FF59DBED77"><enum>(A)</enum><text>an assessment of the effectiveness of the program;</text></subparagraph><subparagraph id="id74E26A7E1EFC4A28A827616BE2B657ED"><enum>(B)</enum><text>recommendations for improving the program; </text></subparagraph><subparagraph id="H47E0E1257229452B95DD3BF9DB07A564"><enum>(C)</enum><text>an assessment of whether the legal services needs of the service area have been met; and</text></subparagraph><subparagraph id="id493653EE85224CDFBD353B2987325EC9"><enum>(D)</enum><text>in the case of an assessment under subparagraph (C) that such needs have not been met, a description of the additional assistance required to meet such needs.</text></subparagraph></paragraph></subsection><subsection id="HDB266891BB61446EBFB11849A1C069FF"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for fiscal years 2022 through 2023.</text></subsection><subsection id="H0B64BE23CFDD4327A225B31F0645BE5D"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id8CCDA83058AF4C45B9C496B1612E8806"><enum>(1)</enum><header>Service area</header><text>The term <term>service area</term> means the jurisdiction or geographical area in which an entity carries out activities using funds awarded under this section.</text></paragraph><paragraph id="idE60CB3A082674E4BBAD188ACD05C3C5A"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.</text></paragraph></subsection></section><section id="idE53D5D045E5C431AAD94EC09A259A9FC"><enum>204.</enum><header>English as a Gateway to Integration grant program</header><subsection id="id2bd6bc11aa6040f78d4023f53c202536"><enum>(a)</enum><header>Authorization</header><text>The Assistant Secretary for Career, Technical, and Adult Education at the Department of Education and the Assistant Secretary for the Administration for Children and Families at the Department of Health and Human Services (referred to in this section as the <quote>Assistant Secretaries</quote>), in consultation with the Director of the National Office of New Americans, shall award English as a Gateway to Integration grants to eligible entities.</text></subsection><subsection id="id23f6fdcf43ce4b398871ba5c0c394190"><enum>(b)</enum><header>Eligibility</header><text>An entity eligible to receive a grant under this section is a State or unit of local government, a Tribal government, a private organization, an educational institution, a community-based organization, or a nonprofit organization that—</text><paragraph id="id831b349335c746ddbd2143e25322fd54"><enum>(1)</enum><text>in the case of any applicant that has previously received a grant under this section, uses matching funds from non-Federal sources, which may include in-kind contributions, equal to 25 percent of the amount received from the English as a Gateway to Integration program to carry out such program;</text></paragraph><paragraph id="id1fbd0bc4188442cead0794329c00f7ad"><enum>(2)</enum><text>submits to the Assistant Secretaries an application at such time, in such manner, and containing such information as the Assistant Secretaries may reasonably require, including—</text><subparagraph id="id3a6a641a8c2d46b6a3ed5f388fb0ffbd"><enum>(A)</enum><text>a description of the target population to be served, including demographics, literacy levels, integration needs, and English language levels of the target population; and</text></subparagraph><subparagraph id="ide130ed1559164a2087bda1541798dfff"><enum>(B)</enum><text>the assessment and performance measures that the grant recipient plans to use to evaluate the integration and English language learning progress of students and overall success of the instruction and program;</text></subparagraph></paragraph><paragraph id="ide9792ca4ff0649f8a29ab6ecdbddf693"><enum>(3)</enum><text>demonstrates collaboration with public and private entities to provide the instruction and assistance described in subsection (c)(1);</text></paragraph><paragraph id="idbda392ae679e4fd982802e75f76c9ae8"><enum>(4)</enum><text>provides integration-focused English language programs that—</text><subparagraph id="id1cbb4ef9345a4c22827fee42c62a263e"><enum>(A)</enum><text>teach integration and English language skills to—</text><clause id="ida8b46cbb8c12419b8b18a78a51915f5a"><enum>(i)</enum><text>lower-educated individuals;</text></clause><clause id="idbdc4d702038c4aa499e40d8cd4a24a9f"><enum>(ii)</enum><text>limited English proficient (LEP) individuals; and</text></clause><clause id="id6ff34f5567ae4e5c97be973dbcfa84f7"><enum>(iii)</enum><text>parents and others who are caretakers of young children;</text></clause></subparagraph><subparagraph id="id5ca2a18e49684e5bb789179651f86140"><enum>(B)</enum><text>support and promote the social, economic, and civic integration of adult English language learners and their families; and</text></subparagraph><subparagraph id="id956027487a1b4b2d88133c263f7f8847"><enum>(C)</enum><text>equip adult English language learners for ongoing independent study and learning beyond classroom or formal instruction; and</text></subparagraph></paragraph><paragraph id="id156d7559178b4ab1b0a6bcbaeba44b91"><enum>(5)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idFEB34FE0A6D4436AB3086C13D04C4407"><enum>(A)</enum><text>is located in 1 of the 10 States with the highest rate of foreign-born residents; or</text></subparagraph><subparagraph indent="up1" id="id9EF0BB7F4451428F87967B4BCB20D35B"><enum>(B)</enum><text>is located in an area that has experienced a large increase in the population of immigrants during the most recent 10-year period relative to past migration patterns, based on data compiled by the Office of Immigration Statistics or the United States Census Bureau.</text></subparagraph></paragraph></subsection><subsection id="idbad570ae6e6e415ba5b38b325a164c3f"><enum>(c)</enum><header>Use of funds</header><paragraph id="id1c671c04b82b4b708f2f1500646d4dbb"><enum>(1)</enum><header>In general</header><text>Funds awarded under this section shall be used to provide English language and integration knowledge and skill instruction along with student guidance and navigation services to learners. Such instruction shall advance the integration of students in order to help them—</text><subparagraph id="idbbf27c722a3d412c9b070c8d463c8c76"><enum>(A)</enum><text>build their knowledge of United States history and civics;</text></subparagraph><subparagraph id="id1c0f940f38c04b61bcbeaaefb42d932b"><enum>(B)</enum><text>prepare for United States citizenship and the naturalization process;</text></subparagraph><subparagraph id="id93247cf6edff42cba5fb324231a4ccf3"><enum>(C)</enum><text>gain digital literacy;</text></subparagraph><subparagraph id="id95ee94d5b8f74ac983f4b57a8297744c"><enum>(D)</enum><text>understand and support children’s success within the early childhood, K–12, and postsecondary education systems;</text></subparagraph><subparagraph id="id1e9f31b746844c9db956f6bca9d73496"><enum>(E)</enum><text>gain financial literacy;</text></subparagraph><subparagraph id="id46532eeed5cc4d9eb850254c876430b0"><enum>(F)</enum><text>build an understanding of the housing market and systems in the United States;</text></subparagraph><subparagraph id="id861f4a91d01749dab247ff50793aec0f"><enum>(G)</enum><text>learn about and access the United States, State, and local health care systems;</text></subparagraph><subparagraph id="id2dedd3c65c0c4e3bb703011ac9a3eb26"><enum>(H)</enum><text>prepare for a high school equivalency diploma or postsecondary training or education; and</text></subparagraph><subparagraph id="id5b427da55f844d789e31dfdda985dba6"><enum>(I)</enum><text>prepare for and secure employment.</text></subparagraph></paragraph><paragraph id="id0e8d944368b04c39afd047de617fdda5"><enum>(2)</enum><header>Design of program</header><text>Funds awarded under this section shall be used to support program designs that may include the following elements:</text><subparagraph id="ida1c5d600701d4b81bb17b784bde6bcd4"><enum>(A)</enum><text>English language and integration knowledge and skill instruction in a classroom setting, along with associated guidance and navigation supports provided that such setting is in a geographic location accessible to the population served.</text></subparagraph><subparagraph id="id0c5bafb4cca043c0b84027d893b1b2d9"><enum>(B)</enum><text>English language and integration knowledge and skill instruction programs that may incorporate online and digital components, such as the use of mobile phones, computers, and blended or distance learning platforms.</text></subparagraph><subparagraph id="idead47e132a7840b58aa8107e49c96a85"><enum>(C)</enum><text>Educational support and specialized instruction for adult English language learners with low levels of literacy in their first language.</text></subparagraph><subparagraph id="idc459813abfd14b0ea13f396baa51f107"><enum>(D)</enum><text>Two-generation approaches designed to support children’s school success and lift family integration trajectories.</text></subparagraph></paragraph></subsection><subsection id="id10e3d0a06c0c4193b88baa8b0fbc752d"><enum>(d)</enum><header>Certification</header><text>In order to receive a payment under this section, a participating entity shall submit to the Assistant Secretaries a certification that the proposed uses of grant funds by the entity are consistent with this section and meet all necessary criteria determined by the Assistant Secretaries.</text></subsection><subsection id="ida43f833f8255495bb496f73f543d8fbe"><enum>(e)</enum><header>Annual report and evaluation</header><text>Not later than 90 days after the end of each fiscal year for which an entity receives grant funds under this section, the entity shall submit to the Assistant Secretaries the following:</text><paragraph id="id05f4654512d74f579464bed69de980b1"><enum>(1)</enum><text>A report that describes—</text><subparagraph id="id268ef36e055f493d87c2514066d3a201"><enum>(A)</enum><text>the activities undertaken by the entity that were funded entirely or partially by the grant funds;</text></subparagraph><subparagraph id="idbebf2a24c53e4be0871f14c7a22348da"><enum>(B)</enum><text>the service area;</text></subparagraph><subparagraph id="id6e13e833ab69489686f426c6d1ce5184"><enum>(C)</enum><text>the number of immigrants in the service area;</text></subparagraph><subparagraph id="id661f88fdaea543d98720d599b82586fe"><enum>(D)</enum><text>the primary languages spoken in the service area;</text></subparagraph><subparagraph id="id3dea15cc49c9441e8eec1056be91a148"><enum>(E)</enum><text>the number of adult English language learners receiving assistance that was funded entirely or partially by grant funds received by the entity under this section; and</text></subparagraph><subparagraph id="id946e42ca548249da96977352d2d4069f"><enum>(F)</enum><text>a breakdown of the costs of the program services provided and the average per capita cost of providing such instruction.</text></subparagraph></paragraph><paragraph id="ida7385f97142d4163bb13e165d325ee61"><enum>(2)</enum><text>An evaluation of any program of the entity using grant funds under this section, including—</text><subparagraph id="idfc2a09ceecda4c06810c43a130d48cfe"><enum>(A)</enum><text>an assessment of—</text><clause id="id74a0e4cbc9634019a4b20445798d9228"><enum>(i)</enum><text>the effectiveness of such program and recommendations for improving the program; and</text></clause><clause id="id45bd61c1e789434580fa7b150dac7fe5"><enum>(ii)</enum><text>whether the English language and integration knowledge and skill instruction needs of the service area have been met;</text></clause></subparagraph><subparagraph id="id474164eec6c84f10893d534718a8bedc"><enum>(B)</enum><text>in the case of an assessment under subparagraph (A)(ii) that such needs have not been met, a description of the additional assistance required to meet such needs; and</text></subparagraph><subparagraph id="id4f2b6ccdf3e941dbbfcdb093513959e2"><enum>(C)</enum><text>the results of any assessment or evaluation of progress or success described in subsection (b)(2)(B).</text></subparagraph></paragraph></subsection><subsection id="id119e310b6b5942ea82ea5b45bd8f0731"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id8285d5c17b1c419aae99b0f93170036d"><enum>(1)</enum><header>Adult English language learner</header><text>The term <term>adult English language learner</term> refers to an individual age 16 or older who is not enrolled in secondary school and who is limited English proficient.</text></paragraph><paragraph id="id3281ffb7ad4c4655888952ebd24550b7"><enum>(2)</enum><header>English language learner; limited English proficient</header><text>The terms <term>English language learner</term> and <term>limited English proficient</term> describe an individual who does not speak English as their primary language and who has a limited ability to read, speak, write, or understand English.</text></paragraph></subsection><subsection id="id611b12a3e1454a5db0f35313bbda6b43"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for fiscal years 2022 through 2023.</text></subsection></section><section id="idd7d3837e2b6e4f21968e6b92fc5f18cd"><enum>205.</enum><header>Workforce Development and Shared Prosperity grant program</header><subsection id="id4b7060d106e14df881f31afe726a7fef"><enum>(a)</enum><header>Declaration of policy</header><text>It is the policy of the United States—</text><paragraph id="id3d1d8d71ee864298b84dfb658a9b73bd"><enum>(1)</enum><text>that adults shall have equitable access to education and workforce programs that—</text><subparagraph id="idebb411383fcd453bba5f8683edc61933"><enum>(A)</enum><text>help them learn basic skills in reading, writing, mathematics, and the English language; and</text></subparagraph><subparagraph id="ideb71d95cdfae4b5d8ec68ca736220b6a"><enum>(B)</enum><text>equip them with occupational skills needed to secure or advance in employment, fill employer needs, and support themselves and their families;</text></subparagraph></paragraph><paragraph id="id94766861aff9494e958657e0f1ddb40a"><enum>(2)</enum><text>to strengthen the economy by helping adults with limited skills to attain recognized postsecondary credentials (as defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>)); and</text></paragraph><paragraph id="idbc47fa4975a5485e83ebf8443b0d6d32"><enum>(3)</enum><text>that workforce programs for adults with limited skills use a pre-apprenticeship or integrated education and training approach that allows adults to acquire basic skills while pursuing occupational or industry-specific training.</text></paragraph></subsection><subsection id="idb654f1175cf94491926c279dcac39f67"><enum>(b)</enum><header>Authorization</header><text>The Assistant Secretary for Career, Technical, and Adult Education at the Department of Education and the Assistant Secretary for Employment and Training at the Department of Labor (referred to in this section as the <quote>Assistant Secretaries</quote>), in consultation with the Director of the National Office of New Americans, shall award Workforce Development and Shared Prosperity grants, on a competitive basis, to State, local, and Tribal governments or other qualifying entities described in subsection (c), in collaboration with State and local governments.</text></subsection><subsection id="id9cd33cd0690d47a3bbf3ca5cffcdd8cc"><enum>(c)</enum><header>Qualifying entities</header><text>Qualifying entities under this section may include—</text><paragraph id="id07ed42930e574d3992a3107de55c6a63"><enum>(1)</enum><text>an educational institution;</text></paragraph><paragraph id="id4baca4fe0294474987fcb9d5e49d607b"><enum>(2)</enum><text>a private organization;</text></paragraph><paragraph id="id3012427a6532461f84f837544f4ffdb4"><enum>(3)</enum><text>a community-based organization; or</text></paragraph><paragraph id="id36c347721fcb45fbb614a42eb0214cc6"><enum>(4)</enum><text>a nonprofit organization.</text></paragraph></subsection><subsection id="ide520fd328d9e44969c8f0c8a7c86d57e"><enum>(d)</enum><header>Eligibility</header><text>A State, local, or Tribal government or qualifying entity in collaboration with a State, local, or Tribal government is eligible to receive a grant under this section provided that the State, local, or Tribal government or entity—</text><paragraph id="id1cb5095861444193a5ddea9c06df69c5"><enum>(1)</enum><text>supports and promotes the economic integration of immigrants;</text></paragraph><paragraph id="id3e08671262e04e64b8c471556ecbb420"><enum>(2)</enum><text>has expertise in workforce development and adult education for the purpose of developing and implementing pre-apprenticeship programs or integrated education and training programs;</text></paragraph><paragraph id="idb441ae198b944459ab0236ac5d72f276"><enum>(3)</enum><text>in carrying out the grant program, includes at least one entity—</text><subparagraph id="id7d2f5f7b7ffd402999b3107c48d03ae2"><enum>(A)</enum><text>with expertise in providing training in a workforce sector in which immigrant workers are heavily represented or in which there is a demonstrated need for immigrant workers to fill jobs; and</text></subparagraph><subparagraph id="id3dbfe553bebb47f6bbbc2d4f532bec48"><enum>(B)</enum><text>with expertise in providing adult basic education services to immigrants;</text></subparagraph></paragraph><paragraph id="id7b9a2c53b3eb482394bb4a00e430e6e9"><enum>(4)</enum><text>uses matching funds from non-Federal sources, which may include in-kind contributions, equal to 25 percent of the amount received from the Workforce Development and Shared Prosperity grants program to carry out such program; and</text></paragraph><paragraph id="id5c0f66c97034465f8c3965a7b5a14a29"><enum>(5)</enum><text>submits to the Assistant Secretaries an application at such time, in such manner, and containing such information as the Assistant Secretaries may reasonably require, including—</text><subparagraph id="id985e8bc686424aaca0b360d3e3b4f861"><enum>(A)</enum><text>a description of the target population to be served, including demographics, and English proficiency, educational, and skill levels of the target population;</text></subparagraph><subparagraph id="id5c3b4890b5d34e8eb45103284f3447ce"><enum>(B)</enum><text>the specific integrated education and training model to be implemented;</text></subparagraph><subparagraph id="id92b44d9a941441b581d2a99e8b7f16a1"><enum>(C)</enum><text>how the program will be designed and implemented by educators with expertise in adult education, English language instruction and occupational skills training;</text></subparagraph><subparagraph id="id0b29e68813da4a7c8b56e4faafaf782f"><enum>(D)</enum><text>the occupation or industry for which the program will prepare students for employment and the education and training progress or employer-recognized credentials the program is designed to support participants in achieving;</text></subparagraph><subparagraph id="idbd2f2b29c1654e87a4a381c8cc5c42ea"><enum>(E)</enum><text>evidence of employer demand for the skills or occupational training offered by the grant program;</text></subparagraph><subparagraph id="id0fab2bef3fae440fb971c119809688a4"><enum>(F)</enum><text>how the program will provide student support services including guidance counseling in order to promote student success; and</text></subparagraph><subparagraph id="idc4afa5eead0440b39945fcf3ff6c01cc"><enum>(G)</enum><text>the assessment and performance measures that the grant recipient plans to use to evaluate—</text><clause id="idfafaaee889ca434fadaa5a0bd5e42812"><enum>(i)</enum><text>the progress of adult learners in acquiring basic skills such as reading, writing, mathematics, and the English language; and</text></clause><clause id="id03670f19f05e47bdadac0aff5d485936"><enum>(ii)</enum><text>the success of the grant program in preparing students for employment and in helping them find employment or advance in employment.</text></clause></subparagraph></paragraph></subsection><subsection id="id1c1c89d7bac84475ab67e5239a163c4c"><enum>(e)</enum><header>Certification</header><text>In order to receive a payment under this section, a participating entity shall submit to the Assistant Secretaries a certification that the proposed uses of grant funds by the entity are consistent with this section and meet all necessary criteria determined by the Assistant Secretaries in consultation with the Director of the National Office of New Americans.</text></subsection><subsection id="ide0a86c729d0a4a1387ba728c55ba97df"><enum>(f)</enum><header>Annual report and evaluation</header><text>Not later than 90 days after the end of each fiscal year for which an entity receives grant funds under this section, the entity shall submit to the Assistant Secretaries the following:</text><paragraph id="idf3add699c24b47c696fcab4f80468edc"><enum>(1)</enum><text>A report that describes—</text><subparagraph id="id0b9b5ca8b79949bc92a12f1e25531ce0"><enum>(A)</enum><text>the activities undertaken by the entity that were funded entirely or partially by the grant funds;</text></subparagraph><subparagraph id="ida3ee2d98a9ba4d908478042ed06bb266"><enum>(B)</enum><text>the service area;</text></subparagraph><subparagraph id="idea705c9f102b40d282e9d8f1adfe39ba"><enum>(C)</enum><text>the number of immigrants in the service area;</text></subparagraph><subparagraph id="id12b7792c9d0540648239a8130ecfdbba"><enum>(D)</enum><text>the primary languages spoken in the service area; and</text></subparagraph><subparagraph id="id3531fccf20cc4ecfbe643f7aeb739038"><enum>(E)</enum><text>a breakdown of the costs of each of the services provided and the average per capita cost of providing such services.</text></subparagraph></paragraph><paragraph id="idf22ced5744684c0eaeef2b6b093fea2f"><enum>(2)</enum><text>An evaluation of any program of the entity using grant funds under this section, including—</text><subparagraph id="idf792c0708a194ec59d85db6e0764980e"><enum>(A)</enum><text>an assessment of—</text><clause id="id2abeeacffc0348c98aec2d924cbca730"><enum>(i)</enum><text>the effectiveness of such program and recommendations for improving the program; and</text></clause><clause id="id72563dc23eb841698d90818f80c60575"><enum>(ii)</enum><text>whether the adult education and workforce development needs of the service area have been met and if not, what further assistance is required to meet such need;</text></clause></subparagraph><subparagraph id="id817b2fcbd6924cd9b3e69fc4e15e39a5"><enum>(B)</enum><text>in the case of an assessment under subparagraph (A)(ii) that such needs have not been met, a description of the additional assistance required to meet such needs; and</text></subparagraph><subparagraph id="ide029e95a6cb64d2782ddf3626b849cf9"><enum>(C)</enum><text>the results of any assessment or evaluation of progress or success described in subsection (d)(5)(G).</text></subparagraph></paragraph></subsection><subsection id="id7bc40f577a9b46d091b5adc22949aed9"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id76b964cc31284dee907c4ca1bd0f367b"><enum>(1)</enum><header>Adult education</header><text>The term <term>adult education</term> means academic instruction and education services below the postsecondary level that increase an individual’s ability to read, write, and speak English and perform mathematics or other activities necessary for the attainment of a secondary school diploma or its recognized equivalent, transition to postsecondary education and training, or obtain employment.</text></paragraph><paragraph id="ida8eff76907744330904d76358b5dc431"><enum>(2)</enum><header>Integrated education and training</header><text>The term <term>integrated education and training</term> means instruction that provides adult education, literacy and English language activities concurrently and contextually with workforce preparation activities and workforce training for a specific occupation or occupational cluster for the purpose of educational and career advancement.</text></paragraph><paragraph id="id4cdcfb029845407ea7e6303c2c5d415d"><enum>(3)</enum><header>Pre-apprenticeship program</header><text>The term <term>pre-apprenticeship program</term> means a program or set of services designed to prepare individuals to enter and succeed in a registered apprenticeship program.</text></paragraph></subsection><subsection id="idb3cca3ade4d24272ad959779aad884f6"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for fiscal years 2022 through 2023.</text></subsection></section><section id="H5C7697AE0D51450B8903484E69A63F8F"><enum>206.</enum><header>Department of Homeland Security grants</header><subsection id="id74DAE2882234463C8ADE3E737DCD0DB8"><enum>(a)</enum><header>Consideration of grant recipients</header><text>With respect to grants administered and awarded to public or private nonprofit organizations by the Secretary of Homeland Security, unless otherwise required by law, in making determinations about such grants, the Secretary shall not consider enrollment in or use by such organizations of the E-Verify Program described in section 403(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/8/1324a">8 U.S.C. 1324a</external-xref> note).</text></subsection><subsection id="id04735037B9544FDABAEA3F99D8728B01"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated $25,000,000 to the Secretary of Homeland Security for the Citizenship and Integration Grant Program of U.S. Citizenship and Immigration Services to award grants to public or private nonprofit organizations.</text></subsection></section><section id="HBB0708FD3EF646AD958AA4D4584746EE"><enum>207.</enum><header>United States Citizenship and Integration Foundation</header><subsection id="idB1F2DB0BDD9742FF947FBC99BBECD534"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, acting through the Director of U.S. Citizenship and Immigration Services and in coordination with the Director of the National Office of New Americans, shall establish a nonprofit corporation or a not-for-profit, public benefit, or similar entity, which shall be known as the <quote>United States Citizenship and Integration Foundation</quote>.</text></subsection><subsection id="H007FFEA82C0A480D9F63833AE112A833"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of the Foundation shall be—</text><paragraph id="H5EF82694D8F049588ACE29738A7A3810"><enum>(1)</enum><text>to spur innovation in the promotion and expansion of citizenship preparation programs for individuals lawfully admitted for permanent residence (as defined in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>));</text></paragraph><paragraph id="H23D4527C0A79416CB798C06A9894FDA1"><enum>(2)</enum><text>to evaluate and identify best practices in citizenship promotion and preparation and to make recommendations to the Director of U.S. Citizenship and Immigration Services and the Director of the National Office for New Americans about how to bring such best practices to scale;</text></paragraph><paragraph id="H540AA217EFA3435F99DD7F520BE55DCD"><enum>(3)</enum><text>to support direct assistance for immigrants seeking lawful permanent resident status (within the meaning of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> et seq.)), or naturalization as a United States citizen; and</text></paragraph><paragraph id="HD3884566CEC842398587361B820F419D"><enum>(4)</enum><text>to support immigrant integration efforts in partnership with State and local entities.</text></paragraph></subsection><subsection id="H7AEB2333A61A4C9B83C782AA4F76274C"><enum>(c)</enum><header>Gifts to Foundation</header><text display-inline="yes-display-inline">To carry out the purposes described in subsection (b), the Foundation may—</text><paragraph id="HB3FFF13FE662469EAD281C36305898AF"><enum>(1)</enum><text>solicit, accept, and make gifts of money and other property, in accordance with <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986;</text></paragraph><paragraph id="HEA985BC5D9EC4F9B983620D032ACBA5E"><enum>(2)</enum><text>engage in coordinated work with the Department of Homeland Security, including U.S. Citizenship and Immigration Services, and the National Office of New Americans; and</text></paragraph><paragraph id="HB5537878D4BA470BB379B3882725EB65"><enum>(3)</enum><text>accept, hold, administer, invest, and spend any gift, devise, or bequest of real or personal property made to the Foundation.</text></paragraph></subsection><subsection id="H32846EDF7F044C5BBE1658B9D1FCAA19"><enum>(d)</enum><header>Activities</header><text display-inline="yes-display-inline">The Foundation shall carry out the purposes described in subsection (b) by—</text><paragraph id="HC198D9AAA7ED4013AC37C7056D8BCE39"><enum>(1)</enum><text>making United States citizenship instruction and naturalization application services accessible to low-income and other underserved lawful permanent resident populations;</text></paragraph><paragraph id="HFE445D993D844C5B83859265F9207F96"><enum>(2)</enum><text>developing, identifying, and sharing best practices in United States citizenship promotion and preparation;</text></paragraph><paragraph id="H1617FB67B145462B8B533A8FB03F49A2"><enum>(3)</enum><text>supporting innovative and creative solutions to barriers faced by individuals seeking—</text><subparagraph id="id0DC2B667DE0B4C54ADDD2A5625394090"><enum>(A)</enum><text>to become naturalized citizens of the United States; or </text></subparagraph><subparagraph id="idB63C9998E52C453CBDB6307349A9B44E"><enum>(B)</enum><text>to obtain certificates of citizenship;</text></subparagraph></paragraph><paragraph id="H1C0D564E0C0B49AF8106E600B56DE3E9"><enum>(4)</enum><text>increasing the use of, and access to, technology in United States citizenship preparation programs;</text></paragraph><paragraph id="HBCA5383213E040008FC76B5A76A31DFD"><enum>(5)</enum><text>engaging communities in the process of United States citizenship and civic integration;</text></paragraph><paragraph id="HB590194D74E246AD91D486E82E64C836"><enum>(6)</enum><text>fostering public education and awareness;</text></paragraph><paragraph id="HBD50A48E2915417490F3B033003DDCC0"><enum>(7)</enum><text>coordinating the immigrant integration efforts of the Foundation with the integration efforts of U.S. Citizenship and Immigration Services and the National Office of New Americans; and</text></paragraph><paragraph id="H0E9C9EFF55BA4968AE53FB8936556942"><enum>(8)</enum><text>awarding grants to State and local governments consistent with such purposes.</text></paragraph></subsection><subsection id="H81D25A308E6149EAAD5A96755F427BC5"><enum>(e)</enum><header>Council of directors</header><text>To the extent consistent with <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986, the Foundation shall have a council of directors (referred to in this section as the <quote>Council</quote>), which shall be comprised of—</text><paragraph id="HEA0369C2361043A5AD815E00FCB9C0C8"><enum>(1)</enum><text>the Director of U.S. Citizenship and Immigration Services;</text></paragraph><paragraph id="HDE937426A41A465094CFB09A96F21CAD"><enum>(2)</enum><text>the Director of the National Office of New Americans; </text></paragraph><paragraph id="id570E906F3FD048F1B1E8BCD48F47F620"><enum>(3)</enum><text>the head of the Domestic Policy Council; and</text></paragraph><paragraph id="HCF0066E74F1D44B4A6826BC61020CBCF"><enum>(4)</enum><text>10 individuals from national private and public nonprofit organizations that promote and assist lawful permanent residents with naturalization.</text></paragraph></subsection><subsection id="H70E7356652DE423CA1BE8EA586FBF62A"><enum>(f)</enum><header>Executive Director</header><paragraph id="idC52949CE5F034F93AF94FD7E65E5E2CE"><enum>(1)</enum><header>In general</header><text>The Council shall appoint an Executive Director of the Foundation, who shall oversee the daily operations of the Foundation.</text></paragraph><paragraph id="H17D421C1083C41C9A6FBADA9B330D3E3"><enum>(2)</enum><header>Powers</header><text display-inline="yes-display-inline">The Executive Director shall carry out the purposes described in subsection (b) on behalf of the Foundation by—</text><subparagraph id="HC5F5D3F16CFE4868BBEC97868D2B1785"><enum>(A)</enum><text>accepting, holding, administering, investing, and spending any gift, devise, or bequest of real or personal property made to the Foundation;</text></subparagraph><subparagraph id="H1B118904B3BF4F349BE5469CC8FF396B"><enum>(B)</enum><text>entering into contracts and other financial assistance agreements with individuals, public and private organizations, professional societies, and government agencies to carry out the activities of the Foundation;</text></subparagraph><subparagraph id="HBE680295E5DF4C8D86648C132A48EB4C"><enum>(C)</enum><text>entering into such other contracts, leases, cooperative agreements, and other transactions as the Executive Director considers appropriate to carry out the activities of the Foundation; and</text></subparagraph><subparagraph id="H2A28CD8984094CD1B3B928B20128D3B3"><enum>(D)</enum><text>charging such fees for professional services provided by the Foundation as the Executive Director considers reasonable and appropriate.</text></subparagraph></paragraph></subsection><subsection id="H44502E1949434530A2C4C63C3A7E897D"><enum>(g)</enum><header>Deadline</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall ensure that the Foundation is established and operational not later than 1 year after the date of the enactment of this Act.</text></subsection></section><section id="H5AAE3FE55DB641CD979F68E2F5476A15"><enum>208.</enum><header>Pilot program to promote immigrant integration at State and local levels</header><subsection id="H1078BC4AD21B47F18AD610BCDD1928CB"><enum>(a)</enum><header>Grants authorized</header><text>The Director of the National Office of New Americans (referred to in this section as the <quote>Director</quote>), in coordination with the Assistant Secretary for Career, Technical, and Adult Education and the Assistant Secretary for Elementary and Secondary Education at the Department of Education, the Assistant Secretary for Employment and Training at the Department of Labor, the Assistant Secretary for the Administration of Children and Families at the Department of Health and Human Services, and the Chief of the Office of Citizenship at U.S. Citizenship and Immigration Services, shall establish a pilot program to award grants, on a competitive basis, to State, local, and Tribal governments— </text><paragraph id="HF4D215360EEA4521B797A9CCB9EC302C"><enum>(1)</enum><text>to establish new immigrant councils to carry out programs to integrate new immigrants; and</text></paragraph><paragraph id="H6914A3B0C9B14EF6B9DB2ADB69CF8A33"><enum>(2)</enum><text>to carry out programs to integrate new immigrants.</text></paragraph></subsection><subsection id="H31957274DD8C4889B22D3C15EC6E648D"><enum>(b)</enum><header>Application</header><text>To be considered for a grant under this section, a State, local, or Tribal government may submit an application to the Director at such time, in such manner, and containing such information as the Director may reasonably require, including—</text><paragraph id="HD8A56449553543FFA94421FE69E3790F"><enum>(1)</enum><text>a proposal to carry out 1 or more activities described in subsection (c);</text></paragraph><paragraph id="H43C3EE04B16641B19CBF914A914C0DE4"><enum>(2)</enum><text>the number of new immigrants who live in the jurisdiction of the applicant; and</text></paragraph><paragraph id="H4F8FF7FC4DD7408EA7F120E26CF42B61"><enum>(3)</enum><text>a description of the challenges presented by introducing and integrating new immigrants into the State, local, or Tribal community, as applicable.</text></paragraph></subsection><subsection id="H576173BD6E4A4F42A78F239EC16CBE54"><enum>(c)</enum><header>Activities</header><text>A grant awarded under this section may be used—</text><paragraph id="HED406C009A22401CA3202692FF942118"><enum>(1)</enum><text>to form a new immigrant council, which shall—</text><subparagraph id="H3DFD52BD1AF6419F8E1996CAB75EE9D5"><enum>(A)</enum><text>consist of not fewer than 15 and not more than 19 representatives of the State, local, or Tribal government, as applicable;</text></subparagraph><subparagraph id="H28124C516AF84846808E4B0A6B4057B9"><enum>(B)</enum><text>include, to the extent practicable, representatives from—</text><clause id="H2B4EDB6DA73D450E9C6D66BAED68C2B6"><enum>(i)</enum><text>the business community;</text></clause><clause id="H1FFB8FC4EF974CF9B325AF4D5FEC9F97"><enum>(ii)</enum><text>faith-based organizations;</text></clause><clause id="H20B17AE46F0B427F80768EFDA2254695"><enum>(iii)</enum><text>civic organizations;</text></clause><clause id="H8CC6909F4B0A4B1E80C9417C823B6ABF"><enum>(iv)</enum><text>philanthropic organizations;</text></clause><clause id="H9F6E9748B7FD4E2682162CF6BFC4CACB"><enum>(v)</enum><text>nonprofit organizations, including nonprofit organizations with legal and advocacy experience working with immigrant communities;</text></clause><clause id="H49A7DF54BEEF4D51A0ED0CA9AB614DCD"><enum>(vi)</enum><text>key education stakeholders, such as State educational agencies, local educational agencies, community colleges, and teachers;</text></clause><clause id="H9974DD2714DE4B6499AA32778B1DA8AD"><enum>(vii)</enum><text>State, local, or Tribal economic development agencies;</text></clause><clause id="idEC7FCBC0BE744FF0B38061FEA982AED6"><enum>(viii)</enum><text>State, local, or Tribal health and human services agencies;</text></clause><clause id="id844471158527435090F18573EB2A19C5"><enum>(ix)</enum><text>State, local, or Tribal early childhood coordinating councils; and</text></clause><clause id="H535C3F8E95704A17BCDD6F0BAA810B58"><enum>(x)</enum><text>State, local, or Tribal public libraries; and</text></clause></subparagraph><subparagraph id="HE82A83E3E8934216825FD4EF04E97B2B"><enum>(C)</enum><text>meet not less frequently than once each quarter;</text></subparagraph></paragraph><paragraph id="HD77C439486054B13BDCC94CF83D6CA13"><enum>(2)</enum><text>to provide subgrants to local communities, units of local government, Tribal governments, and nonprofit organizations (including veterans and civic organizations);</text></paragraph><paragraph id="H7DFBE40AB1C8452B8A61E49ED057A430"><enum>(3)</enum><text>to develop, implement, expand, or enhance a comprehensive plan to introduce and integrate new immigrants into the applicable State by—</text><subparagraph id="H01677C5728A14C7EAE8ED22DEC83BDE6"><enum>(A)</enum><text>supporting English language and integration knowledge and skills development;</text></subparagraph><subparagraph id="HCFFD4379B742403D8394C5B4A0757172"><enum>(B)</enum><text>engaging with immigrant parents and other primary caretakers to support the healthy development, kindergarten readiness, and education success of children;</text></subparagraph><subparagraph id="H95B704EEA4614E79A9E6CED19B01AC67"><enum>(C)</enum><text>improving and expanding access to workforce training programs;</text></subparagraph><subparagraph id="H584DF36A23034C5881A71B9405F699DB"><enum>(D)</enum><text>teaching United States history, civics, and citizenship rights and responsibilities;</text></subparagraph><subparagraph id="H42A83DCF587E46EAAF8DF2E84D2591DE"><enum>(E)</enum><text>improving financial literacy; and</text></subparagraph><subparagraph id="H4ACF5ABD4B46457EAF1D91A5E772D66C"><enum>(F)</enum><text>focusing on other key areas of importance with respect to integration into the social, cultural, economic, and civic life of the United States; and</text></subparagraph></paragraph><paragraph id="H912287BFD7BE4F0884FB7D1D5CB676DE"><enum>(4)</enum><text>to engage receiving communities in the citizenship and civic integration process by—</text><subparagraph id="H78B473A29A284DC189DC26574CB5B73D"><enum>(A)</enum><text>increasing local service capacity;</text></subparagraph><subparagraph id="H6CA5A6C03CFA49DD9F3EF80BF9D1FE41"><enum>(B)</enum><text>building meaningful connections between newer immigrants and long-time residents;</text></subparagraph><subparagraph id="H71420BC62E094FD6B45C489220D319C8"><enum>(C)</enum><text>publicizing the contributions of receiving communities and new immigrants; and</text></subparagraph><subparagraph id="HB60C098BF780448A838EAE96A55BAEB9"><enum>(D)</enum><text>engaging leaders from all sectors of receiving communities.</text></subparagraph></paragraph></subsection><subsection id="HFCD10A67B2534C4BB0814545CBCCE318"><enum>(d)</enum><header>Reporting and evaluation</header><paragraph id="HB4DEB435CEF64870A4F86A180779FD19"><enum>(1)</enum><header>Annual report</header><text>Not later than 90 days after the end of each fiscal year for which an entity receives a grant under this section, the entity shall submit to the Director an annual report that describes—</text><subparagraph id="H94ACB7E2F9504574B35F3297CD7A4CC2"><enum>(A)</enum><text>each activity carried out by the grant recipient using grant funds;</text></subparagraph><subparagraph id="H51A3818829F14225995967099D2A6E96"><enum>(B)</enum><text>the service;</text></subparagraph><subparagraph id="HA204DAE0151A4B34B0B7FD942C610F92"><enum>(C)</enum><text>the number of new immigrants in the service area; and</text></subparagraph><subparagraph id="HB62AA63F2F5D4B2FB5343C4A9D9EDC21"><enum>(D)</enum><text>the primary languages spoken in the service area.</text></subparagraph></paragraph><paragraph id="H355AD808D98A45CD8E3A8CB0A6006D6E"><enum>(2)</enum><header>Annual evaluation</header><text>Not later than 90 days after the end of each fiscal year for which an entity receives a grant under this section, the Director shall conduct an annual evaluation of the grant program established under this section—</text><subparagraph id="H113D4E36504C4092BDABA356242B1158"><enum>(A)</enum><text>to assess and improve the effectiveness of the grant program;</text></subparagraph><subparagraph id="H898C0CF596BC42D4A13609B8BAAF88F5"><enum>(B)</enum><text>to assess the future needs of—</text><clause id="id57B08EFD320442AAA4D83B1D2C4F49C1"><enum>(i)</enum><text>new immigrants; and</text></clause><clause id="id7C28AD0DE26E465790C66266BC5C3E59"><enum>(ii)</enum><text>with respect to immigrant integration, State, local, and Tribal governments; and</text></clause></subparagraph><subparagraph id="H89A69DA081694CB5813B083256447885"><enum>(C)</enum><text>to ensure that grant recipients and subgrantees use grant funds in accordance with this section.</text></subparagraph></paragraph></subsection></section><section id="HFE249F6E9A47443E96FB72E108786A0C"><enum>209.</enum><header>Authorization of appropriations for Foundation and pilot program</header><text display-inline="no-display-inline">There are authorized to be appropriated for the first 2 fiscal years after the date of the enactment of this Act such sums as may be necessary to establish the Foundation and the pilot program described in section 208. Such amounts may be invested and any amounts resulting from such investments shall remain available for the operations of the Foundation and such pilot program without further appropriation. </text></section></title><title id="H7A3B25BBD744430BBF9505EE0D2C300E"><enum>III</enum><header>Reducing barriers to citizenship</header><section id="H256B30989AF04A9084632191EAD8D632"><enum>301.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id44A6D8D8D6334C9E9A0708948EE6D09D"><enum>(1)</enum><text display-inline="yes-display-inline">the naturalization of immigrants—</text><subparagraph id="idA68C48365DBD43A1A56B0791BECF84E2"><enum>(A)</enum><text display-inline="yes-display-inline">brings civic, economic, and social benefits to the United States; </text></subparagraph><subparagraph id="id5AF6BED34A0546688144D34B153EA6F8"><enum>(B)</enum><text display-inline="yes-display-inline">enhances the richness and diversity of the United States; and</text></subparagraph><subparagraph id="id89F8541C172B4B95ACC2548009C6D22D"><enum>(C)</enum><text>strengthens the United States;</text></subparagraph></paragraph><paragraph id="id3522C6C242ED41CF8044D67773899F0F"><enum>(2)</enum><text display-inline="yes-display-inline">millions of immigrants are eligible for naturalization but cannot access citizenship due a variety of reasons, including cost barriers, language access, and a lack of legal services and information;</text></paragraph><paragraph id="idA526E29A5F2A4C0A8AE339EE04888905"><enum>(3)</enum><text display-inline="yes-display-inline">the inability of millions of eligible immigrants to become citizens of the United States deprives the United States and the people of the United States of civic, economic, and social benefits; and</text></paragraph><paragraph id="idA7E5B1FD088B43BC8A8E26B42FEF9C44"><enum>(4)</enum><text display-inline="yes-display-inline">consistent with the process for naturalization established by the Constitution of the United States, codified by statute, and strengthened by regulations, the Federal Government, in coordination with State and local governments, community-based organizations, and other stakeholders, should establish policies and programs to encourage eligible immigrants to apply for naturalization and to facilitate the naturalization process, with the objective of helping 2,000,000 new Americans naturalize by the end of 2022.</text></paragraph></section><section id="id2018B410DEA44687A79E10BFB8BB3036"><enum>302.</enum><header>Immigration service fees</header><subsection id="H8D0A4675305744BD82489128281FE42E"><enum>(a)</enum><header>In general</header><text>Section 286(m) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356(m)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H026DD664FE3247BAB1C474B51480D969"><subsection id="H46F281F311174024943E1682D7CA2FFC"><enum>(m)</enum><header>Immigration service fees</header><paragraph id="H1F3AB1F558154BC3B8816E0F03435AE2"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), all fees designated by the Secretary of Homeland Security in regulations as <quote>immigration adjudication fees</quote> shall be deposited as offsetting receipts into the <quote>Immigration Examinations Fee Account</quote> in the Treasury of the United States, whether such fees are collected directly by the Secretary or through clerks of courts.</text></paragraph><paragraph id="HAC5DF4C087014FA7B7A3E2D49FDCAD10"><enum>(2)</enum><header>Guam and Virgin Islands</header><subparagraph id="id1BBA51CA4C4B48E28B18839FC9213A3A"><enum>(A)</enum><header>Guam</header><text>All fees described in paragraph (1) that are received by the Secretary of Homeland Security from applicants residing in Guam shall be remitted to the Department of Revenue and Taxation of Guam. </text></subparagraph><subparagraph id="id1724AF0A7452434A9F2883CB0C38715B"><enum>(B)</enum><header>Virgin Islands</header><text>All fees described in paragraph (1) that are received by the Secretary of Homeland Security from applicants residing in the United States Virgin Islands shall be remitted to the Treasury Division of the United States Virgin Islands.</text></subparagraph><subparagraph id="H025BB80EDFA447F58B5A69F92E43AAED"><enum>(C)</enum><header>Restrictions</header><text>All fees remitted pursuant to subparagraph (A) or (B) may not be expended for costs associated with—</text><clause id="HE1C1055A1DA748F8975F1C25FE40308C"><enum>(i)</enum><text>the civil revocation of naturalization;</text></clause><clause id="H13915655A95343A4B4929721E21821A3"><enum>(ii)</enum><text>Operation Second Look;</text></clause><clause id="H3DAB0F188E3D4103818797BA3BFF4EE7"><enum>(iii)</enum><text>Operation Janus;</text></clause><clause id="HE91A6B044F934735ACC8B580543F3C50"><enum>(iv)</enum><text>any activities or operations conducted by U.S. Immigration and Customs Enforcement (including Homeland Security Investigations) or U.S. Customs and Border Protection; or</text></clause><clause id="H82630CB003CF4D979AC3D5932986586F"><enum>(v)</enum><text>any other activity or operation that is not directly related to immigration adjudications.</text></clause></subparagraph></paragraph><paragraph id="H83E6D1B106514A6E8530ACD57304001F"><enum>(3)</enum><header>Fees for adjudication and naturalization services</header><subparagraph id="H8495B9F84E3A44C0975ADE91DC7BAD58"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the Secretary of Homeland Security may set fees for providing adjudication and naturalization services at a level that will—</text><clause id="H285143E555B84FFAA3D6E3C8D6F35E72"><enum>(i)</enum><text>ensure recovery of the full costs of providing such services, or a portion of such services, including the costs of naturalization and similar services provided without charge to asylum applicants or other immigrants; and</text></clause><clause id="H8D95CCF104F3469D8504BA68D31D40FA"><enum>(ii)</enum><text>recover the full cost of administering the collection of fees under this paragraph, or a portion of such administrative costs.</text></clause></subparagraph><subparagraph id="HB0308043AEEF446398A1430B3CB14F92"><enum>(B)</enum><header>Report requirement before fee increase</header><text>The Secretary of Homeland Security may not increase any fee under this paragraph above the level of such fee as of January 1, 2019, before the date that is 60 days after the date on which the Secretary submits a report to the <committee-name committee-id="SSJU00">Committee on the Judiciary of the Senate</committee-name> and the <committee-name committee-id="">Committee on the Judiciary of the House of Representatives</committee-name> that—</text><clause id="HA1819ADE395D48A3958E34792B16CD4B"><enum>(i)</enum><text>identifies the direct and indirect costs associated with providing adjudication and naturalization services;</text></clause><clause id="id8260D5C9E3B94508B6FDAA21D2152E75"><enum>(ii)</enum><text>distinguishes the costs referred to in clause (i) from immigration enforcement and national security costs;</text></clause><clause id="HA12FF76263884F1196DE8B81289DF815"><enum>(iii)</enum><text display-inline="yes-display-inline">identifies the costs allocated for premium processing services to business customers, as prescribed under subsection (u); </text></clause><clause id="idC6730B3F4D234AD893D58BB391D6B205"><enum>(iv)</enum><text display-inline="yes-display-inline">describes the extent to which the fee prescribed in subsection (u) is set at a level that ensures full recovery of the costs referred to in clause (iii);</text></clause><clause id="id0BA9A911F15F4461B281AFFFE4696F1C"><enum>(v)</enum><text display-inline="yes-display-inline">identifies the amount of funding that is being allocated for the infrastructure improvements in the adjudications and customer-service processes prescribed under subsection (u); and</text></clause><clause id="H996B538B68CE4352B658613E24BEF89A"><enum>(vi)</enum><text>contains information regarding the amount by which such fee will be increased.</text></clause></subparagraph><subparagraph id="H9BC2AD5EE76D4F58BC70DA12B5284F07"><enum>(C)</enum><header>Adjudications delay and backlog report</header><text>The Secretary of Homeland Security shall submit a quarterly report to the congressional committees referred to in subparagraph (B) that identifies each instance in which—</text><clause id="HA0B706F40C9542BAA1F59751BCBB54B5"><enum>(i)</enum><text>the processing time of more than 10 percent of adjudications in any single category of immigration benefits surpasses the agency’s stated processing goal as of January 1, 2019;</text></clause><clause id="H74CB1E57D07648B9A1A6B324A5F22710"><enum>(ii)</enum><text>the processing time of more than 5 percent of applications for legal permanent residence surpasses 150 days; and</text></clause><clause id="HBB3FD31693EC4B66831BE19AB8A1EEE0"><enum>(iii)</enum><text>the processing time of more than 5 percent of applications for naturalization surpasses 150 days.</text></clause></subparagraph></paragraph><paragraph id="H4CA27D5FCCA640ADB9983FF421239205"><enum>(4)</enum><header>Fee waivers for adjudication and naturalization services</header><subparagraph id="H1105A67F534A4C72B0D3272E37AFD771"><enum>(A)</enum><header>No fee</header><text>Except as provided in subparagraph (E), if an alien's income is less than 150 percent of the Federal poverty line, no fee shall be charged or collected for—</text><clause id="id61D3E3906AF44F01B985776585107F77"><enum>(i)</enum><text>an application, petition, appeal, motion, or other service described in this subsection; or </text></clause><clause id="idCEC5965CA2A84614B8CDDE04EEB14D72"><enum>(ii)</enum><text>the biometrics capture or background check associated with the items described in clause (i).</text></clause></subparagraph><subparagraph id="HE5AE575BDD24431A90B2F0E102730D03"><enum>(B)</enum><header>Reduced fee</header><text>If an alien's income is less than 250 percent of the Federal poverty line, not more than 50 percent of the applicable fee shall be charged or collected for an application, petition, appeal, motion, or service described in this subsection.</text></subparagraph><subparagraph id="H330BD6DEE4354CC788C277FBB9067D63"><enum>(C)</enum><header>Special circumstances</header><text>If an alien is under financial hardship due to extraordinary expenses or other circumstances affecting his or her financial situation to the degree that he or she is unable to pay a fee, no fee shall be charged or collected for—</text><clause id="id4B1955AAEEED45F7AF129E3B96F5B670"><enum>(i)</enum><text>an application, petition, appeal, motion, or other service described in this subsection; or </text></clause><clause id="id92AAD86FED3D4408AB32A64C47A0E5D8"><enum>(ii)</enum><text>the biometrics capture or background check associated with the items described in clause (i).</text></clause></subparagraph><subparagraph id="H492FA87ABDD44795AB420820F560CF22"><enum>(D)</enum><header>No fee charged for waiver request</header><text>No fee shall be charged for a fee waiver or reduction request described in subparagraph (A), (B), or (C).</text></subparagraph><subparagraph id="H0685511EC6B14DE998C729290C531CA0"><enum>(E)</enum><header>No waiver for certain fees</header><text>The fee for employment-based petitions and applications prescribed under subsection (u) may not be waived.</text></subparagraph><subparagraph id="H06586122DB04474D927C15D443959955"><enum>(F)</enum><header>Means-tested benefits</header><text>The Secretary of Homeland Security shall consider the receipt of means-tested benefits as a criterion for the purpose of demonstrating eligibility for a fee waiver or reduction under subparagraph (A), (B), or (C).</text></subparagraph><subparagraph id="H400C05B666EF4CB097450D4100627863"><enum>(G)</enum><header>Application for fee waiver</header><text>An alien requesting a waiver or reduction of fees under subparagraph (A), (B), or (C) may submit—</text><clause id="idA1094FA3CA6C453792FB8D575B9DC86A"><enum>(i)</enum><text>a completed form, as prescribed by the Secretary; or </text></clause><clause id="id224105649D5E4DFC9B2D5CD6BDD4A288"><enum>(ii)</enum><text>an applicant-generated, written request for permission to have their immigration benefit request processed without payment of the required fee.</text></clause></subparagraph><subparagraph id="H417731C4D7004282A499BE95AF2EE9EE"><enum>(H)</enum><header>Federal poverty line defined</header><text>In this paragraph, the term <term>Federal poverty line</term> has the meaning given the term <quote>poverty line</quote> in section 673(2) of the Omnibus Budget Reconciliation Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/9902">42 U.S.C. 9902(2)</external-xref>), including any revision required under such section applicable to a family of the size involved.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HBD90B5ED67D449888905136F58884B22"><enum>(b)</enum><header>Sense of Congress</header><text>It is the sense of Congress that—</text><paragraph id="HF2D6A13D107E420C978AE7A9C6C482F3"><enum>(1)</enum><text>the Secretary of Homeland Security should set fees under section 286(m)(3) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356(m)(3)</external-xref>) at a level that ensures recovery of only the direct costs associated with the services described in such section; and</text></paragraph><paragraph id="H2F39884AB04B4778BEFB9859940A10CB"><enum>(2)</enum><text>Congress should appropriate to the Secretary of Homeland Security such funds as may be necessary to pay for—</text><subparagraph id="H9610E9308495464BB18DA354ED12283A"><enum>(A)</enum><text>the indirect costs associated with the services described in such section;</text></subparagraph><subparagraph id="HE483DE0039084A8F8182AAAE03E972F8"><enum>(B)</enum><text>the adjudication of refugee and asylum processing;</text></subparagraph><subparagraph id="H0E1DFA1DF6AE4478B07678D469BEEB92"><enum>(C)</enum><text>the costs of administering the Systematic Alien Verification for Entitlements Program (commonly known as <quote>SAVE</quote>);</text></subparagraph><subparagraph id="H3D8268435E04413F9133672FC48E502E"><enum>(D)</enum><text>the adjudication of naturalization applications not covered in full by the fees paid by applicants;</text></subparagraph><subparagraph id="H59A2418409EC4E6DB31908AE9CEE587F"><enum>(E)</enum><text>the reduction or elimination of fees granted to fee waiver applicants; and</text></subparagraph><subparagraph id="H1F4B55B5261A44A2B7EEC7F550E4796C"><enum>(F)</enum><text>grants to public and private nonprofit organizations for the purposes of citizenship and training.</text></subparagraph></paragraph></subsection><subsection commented="no" id="H46A26C5AF41B469D87178947B65B0540"><enum>(c)</enum><header>Technical amendment</header><text>Section 286 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356</external-xref>) is amended—</text><paragraph commented="no" id="HCE85A65AF51C4792A0BE514B4237E45D"><enum>(1)</enum><text>in subsections (a) and (b), by striking <quote>Service</quote> each place such term appears and inserting <quote>Department of Homeland Security</quote>;</text></paragraph><paragraph commented="no" id="id8D26EE3F44B04853A3345568F895F986"><enum>(2)</enum><text>in subsections (d), (e), (f), (h), (i), (j), (k), (l), (n), (o), (q), (t), and (u), by striking <quote>Attorney General</quote> each place such term appears and inserting <quote>Secretary of Homeland Security</quote>; </text></paragraph><paragraph commented="no" id="idFF52DFBE092C4917B85A1C52B429EC32"><enum>(3)</enum><text>in subsection (k), (l), and (t), by striking <quote>Immigration and Naturalization Service</quote> each place such term appears and inserting <quote>Department of Homeland Security</quote>; and </text></paragraph><paragraph commented="no" id="HDE0D26D14D164A5B92E9D6DA398BE9BD"><enum>(4)</enum><text>in subsection (r)—</text><subparagraph commented="no" id="HCEE06E3C336A447F93622FC6C6D81520"><enum>(A)</enum><text>in paragraph (2), by striking <quote>Department of Justice</quote> and inserting <quote>Department of Homeland Security</quote>; and</text></subparagraph><subparagraph commented="no" id="H7A99A2F302744BBE8FD2C23429C85663"><enum>(B)</enum><text>in paragraphs (3) and (4), by striking <quote>Attorney General</quote> each place it appears and inserting <quote>Secretary of Homeland Security</quote>.</text></subparagraph></paragraph></subsection></section><section id="HF8258DD39E8F416D9D5B32115446CC58"><enum>303.</enum><header>Waiver of English requirement for senior new Americans</header><text display-inline="no-display-inline">Section 312 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1423">8 U.S.C. 1423</external-xref>) is amended by striking subsection (b) and inserting the following:</text><quoted-block style="OLC" id="HC039D3EDCFE847D4ADA2ED039221C380"><subsection id="HEEC0C71C6E604C77B3460695E024505D"><enum>(b)</enum><text>The requirements under subsection (a) shall not apply to any person who—</text><paragraph id="HAC2DA4DBC14140E7B4AA3B6E48DB3D79"><enum>(1)</enum><text>is unable to comply with such requirements because of physical or mental disability, including developmental or intellectual disability; or</text></paragraph><paragraph id="H50B7224CC7BB4334A2A2AF6D9303C9BB"><enum>(2)</enum><text>on the date on which the person’s application for naturalization is filed under section 334—</text><subparagraph id="H68959525A3BA4FB2A5FBE8F891BBAF84"><enum>(A)</enum><text>is older than 65 years of age; and</text></subparagraph><subparagraph id="H7B328D6D69BA4E1295A025C5DB22A6C2"><enum>(B)</enum><text>has been living in the United States for periods totaling at least 5 years after being lawfully admitted for permanent residence.</text></subparagraph></paragraph></subsection><subsection id="H9A05F764A6FC4D13869D4ED77FFB7D76"><enum>(c)</enum><text>The requirement under subsection (a)(1) shall not apply to any person who, on the date on which the person’s application for naturalization is filed under section 334—</text><paragraph id="HDD9B2F8051864C02B753B872E187EDE6"><enum>(1)</enum><text>is older than 50 years of age and has been living in the United States for periods totaling at least 20 years after being lawfully admitted for permanent residence;</text></paragraph><paragraph id="H92DDBD17941C4CE08BB7325D90901C93"><enum>(2)</enum><text>is older than 55 years of age and has been living in the United States for periods totaling at least 15 years after being lawfully admitted for permanent residence; or</text></paragraph><paragraph id="HEA930065C1234C63BFED29E40766F4ED"><enum>(3)</enum><text>is older than 60 years of age and has been living in the United States for periods totaling at least 10 years after being lawfully admitted for permanent residence.</text></paragraph></subsection><subsection id="H7049708C885D4F3D9D6B874CACACA0D5"><enum>(d)</enum><text>The Secretary of Homeland Security may waive, on a case-by-case basis, the requirement under subsection (a)(2) on behalf of any person who, on the date on which the person’s application for naturalization is filed under section 334—</text><paragraph id="H3E0C5947336E4E44A4291B7FE8FABC97"><enum>(1)</enum><text>is older than 60 years of age; and</text></paragraph><paragraph id="H771B1265EA45475AA724C12C54666341"><enum>(2)</enum><text>has been living in the United States for periods totaling at least 10 years after being lawfully admitted for permanent residence.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HFD0E5CEA596C4C2398F9D1320E8E253C"><enum>304.</enum><header>Reduce financial obstacles to naturalization</header><text display-inline="no-display-inline">Section 316 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1427">8 U.S.C. 1427</external-xref>) is amended—</text><paragraph id="idC1A36A79CF6B4806AAB23C72C63A73DD"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsection (f) as subsection (g); and</text></paragraph><paragraph id="idC3165C4EEF034B30B84ADA8CC4E823DA"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (e) the following:</text><quoted-block style="OLC" id="HFDECBAF8CBAC4B529DEF7BDCF14EC843"><subsection id="H48AD01785B97494CBC674EC880BC603A"><enum>(f)</enum><text>The Secretary of Homeland Security shall impose a fee in an amount not to exceed $50 for the consideration of an application for naturalization. Nothing in this subsection may be construed to limit the authority of the Secretary to set adjudication fees for other benefit applications other than naturalization in accordance with section 286(m).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H749C2CEA577D4920940698457971E721"><enum>305.</enum><header>Naturalization for certain United States high school graduates</header><subsection id="HA604D81A33D1487B97D7A1CE3A92F6A2"><enum>(a)</enum><header>In general</header><text>Title III of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1401">8 U.S.C. 1401</external-xref> et seq.) is amended by inserting after section 320 the following:</text><quoted-block style="OLC" id="H1FA60824B9F6409C95B5D9B9FE03AC74"><section id="H90848C617CC74F2794100C0AEEB78F09"><enum>321.</enum><header>Citizenship for certain United States high school graduates</header><subsection id="H09E75944977D48968E8CE4762FE41CFC"><enum>(a)</enum><header>Requirements deemed satisfied</header><text>An alien described in subsection (b) shall be deemed to have satisfied the requirements under section 312(a).</text></subsection><subsection id="H8890DD0900E7449ABC18F728ADAEECF6"><enum>(b)</enum><header>Aliens described</header><text>An alien is described in this subsection if the alien submits an application for naturalization under section 334 that contains—</text><paragraph id="H2279C4BC27EE4D88A7AC096545140A8A"><enum>(1)</enum><text>transcripts from public or private schools in the United States demonstrating that the alien completed—</text><subparagraph id="H976ED61C92F14162A4D41F707197462C"><enum>(A)</enum><text>grades 9 through 12 in the United States and was graduated with a high school diploma; and</text></subparagraph><subparagraph id="HD36B3CA3B29D410E878971531319A5E6"><enum>(B)</enum><text>a curriculum that reflects knowledge of United States history, government, and civics; and</text></subparagraph></paragraph><paragraph id="HA80F3AA24EFA43329723352A41A6DEE0"><enum>(2)</enum><text>a copy of the alien’s high school diploma.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H568CA8F71D16405B962F604BA4E8CFB8"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents for the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> et seq.) is amended by inserting after the item relating to section 320 the following:</text><quoted-block style="OLC" id="HD6A52924947A45ED9154FA5FB5512083"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 321. Citizenship for certain United States high school graduates.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H19CDBF8D2CD04083B561C2DBE820255C"><enum>(c)</enum><header>Applicability</header><text>The amendments made by this section—</text><paragraph id="idA49CAAD48C7B434B85A2E7110D121BF3"><enum>(1)</enum><text>shall take effect on the date of the enactment of this Act; and </text></paragraph><paragraph id="id6702643C14E949BD88B0F9948DCCB696"><enum>(2)</enum><text>shall apply to applicants for naturalization who apply for naturalization on or after such date.</text></paragraph></subsection><subsection id="H7486B49C1D8D44E68EEFA905E61C5CA3"><enum>(d)</enum><header>Rulemaking</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security shall promulgate regulations to carry out the amendment made by subsection (a).</text></subsection></section><section id="H98B6D095AB894813A3B1A89CACC45361"><enum>306.</enum><header>Family integration</header><text display-inline="no-display-inline">Section 201(b)(2)(A)(i) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1151">8 U.S.C. 1151(b)(2)(A)(i)</external-xref>) is amended by striking <quote>21 years of age</quote> and inserting <quote>18 years of age</quote>.</text></section><section id="H9BC009996D58431E98D789BBE77C597D"><enum>307.</enum><header>Revision of grounds for deportation</header><text display-inline="no-display-inline">Section 237(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227(a)</external-xref>) is amended by striking paragraph (5).</text></section><section id="H7C54A5A16CD44860A59A3349E2B52DE8"><enum>308.</enum><header>Waiver to ensure access to citizenship</header><text display-inline="no-display-inline">The Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> et seq.) is amended—</text><paragraph id="H5005B590CC264C7D8BE42DAD869C47A1"><enum>(1)</enum><text>in section 212 (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182</external-xref>)—</text><subparagraph id="idC80DE78552204CE6BA7C22E214DBA6E0"><enum>(A)</enum><text>in subsection (a)(6)(C)—</text><clause id="id3093E78603024A9A9C0F56A8EB8F312D"><enum>(i)</enum><text>in clause (ii)—</text><subclause id="id8D28718E5C514038B28B95F5536096FB"><enum>(I)</enum><text>by inserting <quote>and willfully</quote> after <quote>falsely</quote> each place such term appears; and</text></subclause><subclause id="id11A78F1C8B4A4408A4935D792F7D5C2A"><enum>(II)</enum><text>in subclause (I), by striking <quote>or any other Federal or State law</quote>; and</text></subclause></clause><clause id="HF7379657F15F4B9F951B57B311A7DA55"><enum>(ii)</enum><text>by striking clause (iii); and</text></clause></subparagraph><subparagraph id="H927CCBD65EFA499799BEB89D131C2526"><enum>(B)</enum><text>in subsection (i), by amending paragraph (1) to read as follows:</text><quoted-block style="OLC" id="H9E1BA2A017984B628A1FC16FE6489147"><paragraph id="HCE954A439D274C559B3C02A196B09B97"><enum>(1)</enum><text>The Attorney General or the Secretary of Homeland Security may, in the discretion of the Attorney General or the Secretary, waive the application of subsection (a)(6)(C)(ii) with respect to an immigrant who is the parent, spouse, son, or daughter of a United States citizen or of an alien lawfully admitted for permanent residence, or with respect to an alien granted classification under clause (iii) or (iv) of section 204(a)(1)(A), if the Attorney General or the Secretary determines that the admission to the United States of such alien would not be contrary to the national welfare, safety, or security of the United States.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H836FE5356F8A4DD1AEC900E6432ED415"><enum>(2)</enum><text>in section 237(a)(3)(D) (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227(a)(3)(D)</external-xref>), by inserting <quote>and willfully</quote> after <quote>falsely</quote> each place such term appears.</text></paragraph></section><section id="H4EA8B39DE4524421AB23BBE1A5FEBB28"><enum>309.</enum><header>Naturalization ceremonies</header><subsection id="H925C8325F062471A953DF784EEC9EBFA"><enum>(a)</enum><header>In general</header><text>The Chief of the Office of Citizenship of the External Affairs Directorate of U.S. Citizenship and Immigration Services, in consultation with the Deputy Director for Citizenship and Inclusion of the National Office of New Americans, the Director of the National Park Service, the Archivist of the United States, and other appropriate Federal officials, shall develop and implement a strategy to enhance the public awareness of naturalization ceremonies.</text></subsection><subsection id="H4D92E437FD174BC6B3B371552C9F9D87"><enum>(b)</enum><header>Venues</header><text>In developing a strategy under subsection (a), the Chief and the Deputy Director shall consider the use of outstanding and historic locations as venues for select naturalization ceremonies.</text></subsection><subsection id="H8EC8BA4DC4F643F5B3DB12CB432EAF13"><enum>(c)</enum><header>Reporting requirement</header><text>The Secretary shall annually submit a report to Congress that describes—</text><paragraph id="H9C5A157FA084418DA0E8227D39BC1FC0"><enum>(1)</enum><text>the content of the strategy developed under subsection (a); and</text></paragraph><paragraph id="HB6598DF482B84ACB9F09D2C164B4A70F"><enum>(2)</enum><text>the progress made towards the implementation of such strategy.</text></paragraph></subsection></section><section id="H866420FCFBCE4E29AD4EE6297E8FBC48"><enum>310.</enum><header>Proud to Be a United States Citizen Program</header><subsection id="HC85B56272E8440DA869E0B022ADDB478"><enum>(a)</enum><header>Establishment</header><text>Not later than January 1, 2022, the Secretary of Homeland Security shall establish the <quote>Proud to Be a United States Citizen Program</quote> (referred to in this section as the <quote>Program</quote>) to promote United States citizenship.</text></subsection><subsection id="H5FEBFACC39DC49E688834D5FBB45896B"><enum>(b)</enum><header>Outreach activities</header><text>In carrying out the Program, the Secretary shall—</text><paragraph id="H72C0DB7D5DD64B94B8F15BCE8EDE26E4"><enum>(1)</enum><text>develop outreach materials targeted to noncitizens who have been lawfully admitted for permanent residence to encourage such aliens to apply to become citizens of the United States;</text></paragraph><paragraph id="HB66CA54A05414C51855B2C148E2CF8DE"><enum>(2)</enum><text>disseminate the outreach materials developed pursuant to paragraph (1) through public service announcements, advertisements, and such other media as the Secretary determines is appropriate;</text></paragraph><paragraph commented="no" id="HB49BDCA95CA8471E9779FF053947ED9E"><enum>(3)</enum><text>conduct outreach activities targeted to noncitizens believed to be eligible to apply for naturalization through communications by text, email, and the United States postal service, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="HDF6CDAD2EAA949AD86E02E58F159E483"><enum>(A)</enum><text>notifying individuals of their possible eligibility to apply for naturalization;</text></subparagraph><subparagraph commented="no" id="HB7E166126F1246FCB13DEE153A3CDE5F"><enum>(B)</enum><text>informing such individuals about the requirements and benefits of United States citizenship;</text></subparagraph><subparagraph commented="no" id="H877B1306BCD4424DB622A664B74F0513"><enum>(C)</enum><text>providing such individuals with partially completed naturalization applications, using available data about such individuals and instructions about how to complete the application; and</text></subparagraph><subparagraph commented="no" id="HB5876896081A41D2888B4CCB0DBDA667"><enum>(D)</enum><text>providing such individuals with information about where to get free or low-cost assistance to apply for naturalization and to prepare for the required English and civics exams.</text></subparagraph></paragraph></subsection></section><section id="HD1CC301FD9FE43FDB9F89A7DA92AD56E"><enum>311.</enum><header>Mission of U.S. Citizenship and Immigration Services</header><text display-inline="no-display-inline">Section 451 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/271">6 U.S.C. 271</external-xref>) is amended—</text><paragraph id="id99040FFDED7C47CEA9C68D3AC4CE88AE"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>Bureau of</quote> each place such term appears and inserting <quote>U.S.</quote>; and</text></paragraph><paragraph id="id679304E625BC41C28B5BB49E07182512"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a)—</text><subparagraph id="id290F21F81DA84807AB6FE9C56E860B7A"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (2), (3), (4), and (5) as paragraphs (3), (4), (5), and (6), respectively; and</text></subparagraph><subparagraph id="id99260F7368EE46C4ADBAEDF01E8C8229"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after paragraph (1) the following:</text><quoted-block style="OLC" id="H32CC69AF97B34F86B55CA93C9A0101E9"><paragraph id="H9B4B6EB4B5394A4EB329929DEA91933B"><enum>(2)</enum><header>Mission statement</header><text>The mission of U.S. Citizenship and Immigration Services is to secure America’s promise as a Nation that welcomes immigrants and refugees by—</text><subparagraph id="idBF9CF017EFF84AE2A58604079CED4F94"><enum>(A)</enum><text>providing accurate and useful information to its customers;</text></subparagraph><subparagraph id="id8E8FF2228C3E4CD8A2A2A57DA99C22CE"><enum>(B)</enum><text>granting humanitarian, immigration, and citizenship benefits;</text></subparagraph><subparagraph id="id8034BA699CE24589B0883C8E0A51185D"><enum>(C)</enum><text>promoting an awareness and understanding of citizenship; and </text></subparagraph><subparagraph id="id25383E6F07F24D83AD47327FD2E97D5D"><enum>(D)</enum><text>ensuring the integrity of the United States immigration system.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="HBEA50BB1EC144834B643B744AD84355C"><enum>312.</enum><header>Automatic registration of eligible individuals</header><subsection id="H59F06C37082343CAB56A32BBBD5843EE"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section and section 313:</text><paragraph id="HE66AD6966085478882710D86EEC9E92A"><enum>(1)</enum><header>Automatic registration system</header><text display-inline="yes-display-inline">The term <term>automatic registration system</term> means a system developed by a State that—</text><subparagraph id="idA4B045EF382541899258E520D6388C78"><enum>(A)</enum><text display-inline="yes-display-inline">except as provided in subparagraph (B), registers all newly naturalized individuals to vote in elections for Federal office conducted in such State by transferring the information necessary for voter registration from the Department of Homeland Security to the State voter registration database; and</text></subparagraph><subparagraph id="idE03D3E57BA5C404A91C255A2877CE36C"><enum>(B)</enum><text display-inline="yes-display-inline">excludes from registration—</text><clause id="idF379145F959E478CB2ACA7EC1680248F"><enum>(i)</enum><text display-inline="yes-display-inline">any individual who affirmatively declines to be registered; and</text></clause><clause id="id7F65B0F8FC0444868591EC7F23973930"><enum>(ii)</enum><text display-inline="yes-display-inline">any individual who is determined to be ineligible for registration.</text></clause></subparagraph></paragraph><paragraph id="H61DAE82B7B7B4BBB82329D987555B89B"><enum>(2)</enum><header>Newly naturalized citizen</header><text display-inline="yes-display-inline">The term <term>newly naturalized citizen</term> means an individual who—</text><subparagraph id="idE1C3BBBE35F44289A9C683AE818AFAB8"><enum>(A)</enum><text display-inline="yes-display-inline">has an approved application for naturalization as a United States citizen;</text></subparagraph><subparagraph id="id432A57B36EF444E5A6290F5093FD02E4"><enum>(B)</enum><text display-inline="yes-display-inline">has taken the oath described in section 337 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1448">8 U.S.C. 1448</external-xref>); and </text></subparagraph><subparagraph id="id026E29E7E01C4C489A1229CABE8DF3F2"><enum>(C)</enum><text display-inline="yes-display-inline">has received a certificate of naturalization under section 338 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1449">8 U.S.C. 1449</external-xref>).</text></subparagraph></paragraph><paragraph id="idBD4F283F9E474846837FCD25E208399C"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Homeland Security.</text></paragraph></subsection><subsection id="H8AE90AABDEBF43A489C91D3D46E1D376"><enum>(b)</enum><header>Automatic registration system for the newly naturalized</header><paragraph id="H9EA9089AB19E4A69AD540FB7E8E865FC"><enum>(1)</enum><header>In general</header><text>The chief election official of each State shall establish and operate an automatic registration system for newly naturalized citizens to vote in elections for Federal office conducted in the State, in accordance with this section.</text></paragraph><paragraph id="HE5E5FF384ACD41DFA934D7A5BEA5DB01"><enum>(2)</enum><header>Use of Department of Homeland Security records</header><text>The chief election official of each State shall—</text><subparagraph id="H3259AA26FD78444F912FFEFD0EC9996F"><enum>(A)</enum><text display-inline="yes-display-inline">upon receiving information from the Secretary about a newly naturalized citizen who has not declined voter registration—</text><clause id="H4C1D856CDF6E46D4BB99C6A77531EBF2"><enum>(i)</enum><text>ensure that such individual fulfills any local or State qualifications to register to vote relating to legal competency and past criminal convictions; and</text></clause><clause id="H03589F36C2C94CA6ADCFCB5BACAE65CF"><enum>(ii)</enum><text>determine whether such individual is subject to privacy protections for victims of domestic violence or people with sensitive or high-profile professions;</text></clause></subparagraph><subparagraph id="H97B29A605D9242A0A1E73BCEB7987F7A"><enum>(B)</enum><text display-inline="yes-display-inline">not later than 15 days after receiving information from the Secretary about an individual pursuant to section 313, ensure that the individual is registered to vote in elections for Federal office conducted in the State unless the individual is disqualified from voting by reason of incompetency or past criminal conviction;</text></subparagraph><subparagraph id="H36E72726415845E0B0A7CC0EEFE4845F"><enum>(C)</enum><text>not later than 45 days after receiving information from the Secretary about an individual pursuant to section 313, send written notice to the individual, in addition to other means of notice established under this section, of the individual’s voter registration status; and</text></subparagraph><subparagraph id="H004E51850D2D404DABC13763ECC97C2A"><enum>(D)</enum><text display-inline="yes-display-inline">exclude from all public availability or disclosure the voter registration records of any newly naturalized citizens who are protected by applicable State or local laws that prevent publication of the home address and other personally identifying information about victims of domestic violence and people with sensitive or high-profile professions.</text></subparagraph></paragraph></subsection><subsection commented="no" id="H6B96BDF9886646AFB5A4898D3C35F820"><enum>(c)</enum><header>Contents of written notice to newly registered voters</header><text>The written notice required under subsection (b)(2)(C) shall—</text><paragraph commented="no" id="HF43555A5CAC14BCE8FE600DC440699DA"><enum>(1)</enum><text>indicate the individual has been registered to vote;</text></paragraph><paragraph commented="no" id="H0F85672743894204AF9459E7F7FCB9DF"><enum>(2)</enum><text>describe the substantive qualifications of an elector in the State, as listed in the mail voter registration application form for elections for Federal office prescribed pursuant to section 9 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20508">52 U.S.C. 20508</external-xref>);</text></paragraph><paragraph commented="no" id="idF1F601AB422F47EA85A6793AFF225E28"><enum>(3)</enum><text>set forth the consequences for false registration;</text></paragraph><paragraph commented="no" id="id5F1D06CC74874F4C872C0FA81E92B32D"><enum>(4)</enum><text>instruct the individual to cancel his or her voter registration if he or she does not meet all of the qualifications referred to in paragraph (2); and </text></paragraph><paragraph commented="no" id="id37FB2ED51BE145F1B2A8B589EA0D1ABF"><enum>(5)</enum><text>providing instructions for—</text><subparagraph commented="no" id="id476290C2E49E4630880D218667C89305"><enum>(A)</enum><text>cancelling voter registration, if necessary pursuant to paragraph (4); and</text></subparagraph><subparagraph id="HC127AF7F93724D26B1A41CFEF8672756"><enum>(B)</enum><text display-inline="yes-display-inline">correcting any erroneous information in the individual’s voter registration record.</text></subparagraph></paragraph></subsection><subsection id="H92A736BABBF141508D77AE34B76C9DEF"><enum>(d)</enum><header>Treatment of individuals younger than 18 years of age</header><text>A State may not refuse to register a newly naturalized citizen under this section on the grounds that the individual is younger than 18 years of age on the date on which the Secretary receives information with respect to the individual if the individual is at least 16 years of age on such date.</text></subsection></section><section id="HDD9A1471C65941AEACD7771088D37BC3"><enum>313.</enum><header>Department of Homeland Security assistance in registration</header><subsection id="H172DCA05143F41FF95F1AAB0D9D89BD1"><enum>(a)</enum><header>In general</header><text>The Secretary shall—</text><paragraph id="idBC02647F25564F3BA9D2867E189D7310"><enum>(1)</enum><text>assist the chief election official of each State to carry out the functions set forth in section 312(b) in accordance with this section; and</text></paragraph><paragraph id="id90202C9FAD8849D6AEEB35326B64F50E"><enum>(2)</enum><text>provide each individual approved for naturalization with a document that—</text><subparagraph id="id6A1415CF8CFF4DB9B4E71A9988D02342"><enum>(A)</enum><text display-inline="yes-display-inline">informs the individual of—</text><clause id="id1393BEF15F5148A58617181583654C3A"><enum>(i)</enum><text display-inline="yes-display-inline">the substantive qualifications of an elector in the State, as set forth in the mail voter registration application form for elections for Federal office prescribed pursuant to section 9 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20508">52 U.S.C. 20508</external-xref>); and</text></clause><clause id="idD18B031B59334CC6BAEC9EAC280F7435"><enum>(ii)</enum><text display-inline="yes-display-inline">the consequences of false voter registration;</text></clause></subparagraph><subparagraph id="id1C77C79761814425BBE5D2C270ABFB60"><enum>(B)</enum><text display-inline="yes-display-inline">instructs the individual to decline to register to vote if the individual does not meet all of the qualifications referred to in subparagraph (A)(i);</text></subparagraph><subparagraph id="H9F6C00ABDF8A41749D42C5DEC5D2FC3C"><enum>(C)</enum><text display-inline="yes-display-inline">informs the individual that—</text><clause id="idB23A7E518D00447B9C0C8F02313BA776"><enum>(i)</enum><text display-inline="yes-display-inline">voter registration is voluntary; and </text></clause><clause id="id9842298027E549CE9F6960EB93E92722"><enum>(ii)</enum><text display-inline="yes-display-inline">registering to voter or declining to register to vote—</text><subclause id="id0537F11394B7421584B58A47DD5115F8"><enum>(I)</enum><text display-inline="yes-display-inline">will not affect the individual’s citizenship status;</text></subclause><subclause id="id0430312546A242458B6B55C124C2291C"><enum>(II)</enum><text display-inline="yes-display-inline">will not affect the availability of services or benefits to which the individual is entitled; and</text></subclause><subclause id="id0F44C3BD6AE3459CA18CD6E696286F11"><enum>(III)</enum><text display-inline="yes-display-inline">will not be used for other purposes;</text></subclause></clause></subparagraph><subparagraph id="HC6BBFAA4DE6C4D3A8F44E4FBE1632CEE"><enum>(D)</enum><text display-inline="yes-display-inline">informs the individual that affiliation or enrollment with a political party may be required to participate in an election to select the party’s candidate in an election for Federal office;</text></subparagraph><subparagraph id="id286F1D905DDE4FDB8A409C218471B6A1"><enum>(E)</enum><text display-inline="yes-display-inline">provides any individual who accepts voter registration the option of affiliating or enrolling with a political party;</text></subparagraph><subparagraph id="H89AC1997CFC24760811047BBA75811F4"><enum>(F)</enum><text>informs the individual that he or she will not be registered to vote if he or she—</text><clause id="idD0595875EFE44367829593A9261AFC49"><enum>(i)</enum><text>signs the document;</text></clause><clause id="idA459FC567E094962A915B9C70B4A872E"><enum>(ii)</enum><text>does not take the oath of allegiance to the United States required for naturalization under section 337 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1448">8 U.S.C. 1448</external-xref>); and</text></clause><clause id="id3328740E3A044A758E419C38A138F031"><enum>(iii)</enum><text>is not issued a certificate of naturalization;</text></clause></subparagraph><subparagraph id="H1F9F3A6DAD4D40E6AB9B6CB108049502"><enum>(G)</enum><text>instructs any individual who accepts voter registration to provide his or her residential address or coordinates if different from his or her mailing address on file with U.S. Citizenship and Immigration Services;</text></subparagraph><subparagraph id="HA1C4C1C8E1814AA1964560F36F407F30"><enum>(H)</enum><text>directs individuals to—</text><clause id="idF1F9D288C0584E10A0DA1BEB101D6530"><enum>(i)</enum><text>sign in a designated space to decline voter registration; or </text></clause><clause id="idFF78EE25863747BA88F6F0EDF0E37236"><enum>(ii)</enum><text>sign in a different designated space to attest that the individual—</text><subclause id="H126B882BF63C4225A2FD65300B80E4DB"><enum>(I)</enum><text>affirms that information provided on the document is true and complete to the best of the individual’s knowledge;</text></subclause><subclause id="H5727ED5DDAE14BEE82F36E80F01F8708"><enum>(II)</enum><text>will fulfill nationally applicable age, citizenship, and residency requirements to vote upon the individual’s naturalization; and</text></subclause><subclause id="H56392F578242403983EFE053C7E21039"><enum>(III)</enum><text>accepts voter registration if determined by State election officials to be eligible to register in the individual’s State and municipality of residence; and</text></subclause></clause></subparagraph><subparagraph id="HA2B4C88BEEA64CFBBB7457E64AC39295"><enum>(I)</enum><text display-inline="yes-display-inline">provides a phone number and other widely accessible means of contacting U.S. Citizenship and Immigration Services with questions about, or for assistance with, completing sections of the document concerning automatic voter registration, as set forth in subsection (d). </text></subparagraph></paragraph></subsection><subsection id="H29E01F6A99834F2DBA27C38CA15FFD3C"><enum>(b)</enum><header>Instructions on automatic registration</header><text display-inline="yes-display-inline">The Secretary shall require each individual approved for naturalization to sign and submit to the Secretary the document received pursuant to subsection (a)(2) at the time he or she takes the oath described in section 337 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1448">8 U.S.C. 1448</external-xref>) to acknowledge that he or she understands the information contained in the document and will comply with the applicable requirement.</text></subsection><subsection id="H7A9A1CFE2A5945AFAB9B012A5643B251"><enum>(c)</enum><header>Information submission</header><text>Not later than 15 days after a newly naturalized citizen submits a signed document to the Secretary in accordance with subsection (b), unless the individual declines to be registered to vote when signing the document, the Secretary shall submit to the appropriate State election official, in a format compatible with the statewide voter database maintained under section 303 of the Help America Vote Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/52/21083">52 U.S.C. 21083</external-xref>) to the extent possible—</text><paragraph id="H8B891619DB2F4CB587BA5683ABEA2D9A"><enum>(1)</enum><text>the individual’s given names and surnames;</text></paragraph><paragraph id="H38CC3D0533B84811844C7A1DFE0B0AD7"><enum>(2)</enum><text>the individual’s date of birth;</text></paragraph><paragraph id="HB9AA410B29004E94BEFC7C031DACE663"><enum>(3)</enum><text>the individual’s residential address or coordinates;</text></paragraph><paragraph id="HE26DE3DC782947E8AF2C92CBFF4D160B"><enum>(4)</enum><text>confirmation that the individual is a citizen of the United States;</text></paragraph><paragraph id="HA4599F1E60D746BFACA4D1B84D8084D1"><enum>(5)</enum><text>the date on which the individual was sworn in as a United States citizen;</text></paragraph><paragraph id="HF3E1641329B949878AA399A5A8E0A27E"><enum>(6)</enum><text>the individual’s signature in electronic form, if available; and</text></paragraph><paragraph id="HAB1581DA7A8F4A94A591283F387EEB8E"><enum>(7)</enum><text>information regarding the individual’s affiliation or enrollment with a political party, if the individual provides such information.</text></paragraph></subsection><subsection id="H615A0EEFB0924927B232D70763CFA45C"><enum>(d)</enum><header>Registration assistance</header><text display-inline="yes-display-inline">The Secretary shall—</text><paragraph id="id0E0BC1CAD069497990E153F9B3C14545"><enum>(1)</enum><text display-inline="yes-display-inline">publish information about, and instructions for, accepting or declining automatic voter registration for newly naturalized citizens—</text><subparagraph id="idF390EDDB7A5F4CD0A48DE2058B57B43D"><enum>(A)</enum><text display-inline="yes-display-inline">on the U.S. Citizenship and Immigration Services website; and </text></subparagraph><subparagraph id="id3F0849D2EA524A8F88C7BCA052E768BE"><enum>(B)</enum><text display-inline="yes-display-inline">in materials routinely provided to approved applicants for United States citizenship; and </text></subparagraph></paragraph><paragraph id="idCACD3C15D8E546CD8D2C1CD7557D62C5"><enum>(2)</enum><text display-inline="yes-display-inline">create a telephonic hotline staffed by live operators to provide assistance with registration to approved applicants for United States citizenship.</text></paragraph></subsection></section><section id="H59EE393B5F544C1086215ED9A3F5552E"><enum>314.</enum><header>Voter protection and security in automatic registration</header><subsection id="HF62325A25FDE40B4BFE233A4AA36BEB1"><enum>(a)</enum><header>Protections for errors in registration</header><text>An individual may not be prosecuted under any Federal or State law, adversely affected in any civil adjudication concerning immigration status or naturalization, or subject to an allegation in any legal proceeding that the individual is not a citizen of the United States on the ground that the individual—</text><paragraph id="H9F67034FACB84A8FA5EE61A21C407054"><enum>(1)</enum><text display-inline="yes-display-inline">is not eligible to vote in elections for Federal office, but—</text><subparagraph id="HFEA7DEEBEE994BC9BF914C568479640F"><enum>(A)</enum><text>was automatically registered to vote under this title; or</text></subparagraph><subparagraph id="H80C8A858E3284B678299D4DD56CF1C0E"><enum>(B)</enum><text>was automatically registered to vote under this title and subsequently voted without willful intent to do so unlawfully;</text></subparagraph></paragraph><paragraph id="H80BE24F4F2134808BCE8B93D388A1842"><enum>(2)</enum><text>was automatically registered to vote under this title at an incorrect address; or</text></paragraph><paragraph id="H605CBA10D7F6410F8DE45D773BBABE8B"><enum>(3)</enum><text>declined the opportunity to register to vote or did not make an affirmation of citizenship, including through automatic registration, under this title.</text></paragraph></subsection><subsection id="H9282DA117EFC413890C0397F20B2FE45"><enum>(b)</enum><header>Limits on use of automatic registration</header><text>The automatic registration of any individual, an individual’s declination to register to vote, or an individual’s failure to make an affirmation of citizenship under this title may not be used as evidence against that individual in any State or Federal law enforcement proceeding. An individual’s lack of knowledge or willfulness of such registration may be conclusively demonstrated by the individual’s testimony.</text></subsection><subsection id="H5EEF296FF9D84129BE7AEAE063B77061"><enum>(c)</enum><header>Contributing agencies’ protection of information</header><text display-inline="yes-display-inline">Nothing in this title may be construed to authorize the Department of Homeland Security to collect, retain, transmit, or publicly disclose, except to State election officials, as authorized under this title—</text><paragraph id="H1C79D721B4A44C34AD36B84DCE6374B7"><enum>(1)</enum><text>an individual’s decision to decline to register to vote or to not register to vote;</text></paragraph><paragraph id="H0C1116EA8301450490843C74973C4380"><enum>(2)</enum><text>an individual’s decision to not affirm his or her citizenship; or</text></paragraph><paragraph id="HE10787C366AD41458127BEC6502F0594"><enum>(3)</enum><text>any information that a contributing agency transmits pursuant to section 313(c), except in pursuing the agency’s ordinary course of business.</text></paragraph></subsection><subsection id="H574BB0D7E6444892861621D951381941"><enum>(d)</enum><header>Public disclosure prohibited</header><text>State election officials may not publicly disclose, with respect to any individual for whom any a State election official receives information from the Department of Homeland Security—</text><paragraph id="HE757A54C01AF47A184175B086789D505"><enum>(1)</enum><text>any information that is not necessary to voter registration;</text></paragraph><paragraph id="H75B111664AE14D2C92485932B40C93B8"><enum>(2)</enum><text>any voter information otherwise shielded from disclosure under State law or section 8(a) of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507(a)</external-xref>);</text></paragraph><paragraph id="H3BD3D473E208449E8E89BFA1E5D2820E"><enum>(3)</enum><text>any portion of the individual’s Social Security number;</text></paragraph><paragraph id="H7FCE7FD842E34C51A4DB48CBD980FE2F"><enum>(4)</enum><text>any portion of the individual’s motor vehicle driver’s license number;</text></paragraph><paragraph id="HA95BEAB33470406F9EBAE294A4BEFDE2"><enum>(5)</enum><text>the individual’s signature;</text></paragraph><paragraph id="H9729322D88B24BDE9A0AA6A7E8164A35"><enum>(6)</enum><text>the individual’s telephone number; or</text></paragraph><paragraph id="H394607E4E52F410EA44D0024A3DF0982"><enum>(7)</enum><text>the individual’s email address.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H8D05C4CE8C3F4296BEA1FF672FDAAFA8"><enum>315.</enum><header>Effective date</header><text display-inline="no-display-inline">Sections 312, 313, and 314 shall take effect on January 1, 2022.</text></section></title><title id="HA27F388434064543991D6AF0710A0A05"><enum>IV</enum><header>Refugee resettlement and integration</header><section id="HFDB784EB074543A0933FAB6E60B3C89C"><enum>401.</enum><header>Definition of Secretary</header><text display-inline="no-display-inline">In this title, the term <term>Secretary</term> means the Secretary of State.</text></section><section id="id801FECFB899D454F972EA15714F23D4F"><enum>402.</enum><header>Minimum number of refugees to be admitted</header><text display-inline="no-display-inline">Section 207(a)(2) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1157">8 U.S.C. 1157(a)(2)</external-xref>) is amended by inserting after <quote>as the President determines</quote> the following: <quote>(except that in any fiscal year after fiscal year 2018, such number may not be less than 125,000)</quote>.</text></section><section id="HCACE615F81BD4F8A96B9BEA994DA8BDB"><enum>403.</enum><header>Pre-arrival English language and work orientation training for approved refugee applicants</header><subsection id="HAB0289EEAD1741AFB06D3E5AA5D59DAF"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish overseas refugee training programs to offer to refugees described in subsection (b) optional English-as-a-second-language and work orientation training before departure for the United States.</text></subsection><subsection id="id863AC44C688A453AA82971AF1E731EA2"><enum>(b)</enum><header>Refugees described</header><text>Refugees described in this subsection are refugees who have been—</text><paragraph id="idD5E40B30E24B484AA657883D0EC1BF91"><enum>(1)</enum><text>approved for admission to the United States;</text></paragraph><paragraph id="idBAA64D9243954B8AAB63AE70546A44A9"><enum>(2)</enum><text>conditionally approved for admission to the United States; or</text></paragraph><paragraph id="idE888A108F5A54DA7B2C0D5F92041EBB4"><enum>(3)</enum><text>selected at the discretion of the U.S. Refugee Admission Program.</text></paragraph></subsection><subsection id="H01F608BCD79543ECAB3127127382B2EF"><enum>(c)</enum><header>Design and implementation</header><text>In designing and implementing the programs referred to in subsection (a), the Secretary shall consult with or enter into a contract with 1 or more nongovernmental or international organizations that has—</text><paragraph id="id670883681415484192339DFA343E9954"><enum>(1)</enum><text>direct affiliation with the United States refugee resettlement program; and</text></paragraph><paragraph id="H01AEE3CDB7994C378943E1350E2E2AAE"><enum>(2)</enum><text>appropriate expertise in developing curriculum and teaching English as a second language.</text></paragraph></subsection><subsection id="H21C39097EAB44B96B1FA1A2C553BDD62"><enum>(d)</enum><header>Impact on processing times</header><text>The Secretary shall ensure that training programs under this section—</text><paragraph id="id51D0B121D2774901840F1CBAA39A9FEE"><enum>(1)</enum><text>are offered to refugees as strictly optional;</text></paragraph><paragraph id="id4EB66C3BECEA4E4ABF7D0088221710D3"><enum>(2)</enum><text>occur within applicable processing times; and</text></paragraph><paragraph id="idDC23AE99D92D4DD0B58A0D7F37CD8F81"><enum>(3)</enum><text>do not delay or prevent the departure for the United States of any refugee who has been approved for admission to the United States.</text></paragraph></subsection><subsection id="H9B2AC52E91C7437792C6C3B5550EEC11"><enum>(e)</enum><header>Timeline for implementation</header><paragraph id="H22C28198CD874257A4EC5C9562308CDF"><enum>(1)</enum><header>Initial implementation</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary shall ensure that training programs under this section are fully and consistently operational in not fewer than 3 refugee processing regions.</text></paragraph><paragraph id="HF960B28EBAFB47519A7E683C530F1965"><enum>(2)</enum><header>Additional implementation</header><text>Not later than 2 years after the date of the enactment of this Act, the Secretary shall notify the appropriate committees of Congress that such training programs are fully and consistently operational in not fewer than 5 refugee processing regions.</text></paragraph></subsection><subsection id="HE071CEAD321543F59F6B77DC92642DE4"><enum>(f)</enum><header>GAO study and report</header><paragraph id="id66024845B99E4E168D48A67F55EC5365"><enum>(1)</enum><header>Study</header><text>The Comptroller General of the United States shall conduct a study on the implementation of this section that includes—</text><subparagraph id="id193E3A39BCD64FF88A91D150F30B3891"><enum>(A)</enum><text>an assessment of—</text><clause id="id1E5C79068D6B4E26835309040130064B"><enum>(i)</enum><text>the quality of English-as-a-second-language curricula and instruction; and</text></clause><clause id="id5633CFEE13084B40BC0DBDDF125D77DD"><enum>(ii)</enum><text>the benefits to refugees of the work orientation and English-as-a-second-language training programs; and</text></clause></subparagraph><subparagraph id="idAC44744723BD48F59D8D214C9A41B3CB"><enum>(B)</enum><text>recommendations on whether such programs should be continued, broadened, or modified. </text></subparagraph></paragraph><paragraph id="id7B635423144B4F6AB0BA40443FAABDA3"><enum>(2)</enum><header>Report</header><text>Not later than 4 years after the date of the enactment of this Act, the Comptroller General shall submit to the appropriate committees of Congress a report on the findings of the study under paragraph (1).</text></paragraph></subsection><subsection id="H7B279AC6E07B4988A21D5BEDB02EA8E1"><enum>(g)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to require a refugee to participate in a training program under this section as a precondition for the admission of the refugee to the United States.</text></subsection></section><section id="H0B612E385656480E8B00AEE1567335BA"><enum>404.</enum><header>Update of reception and placement grants</header><text display-inline="no-display-inline">Beginning in fiscal year 2021, in setting the amount of reception and placement grants for refugees, the Secretary shall ensure that—</text><paragraph id="H5817E47C6DC6470CAB04C88B2B42ED39"><enum>(1)</enum><text>the grant amount is adjusted to an amount that is adequate to provide for the anticipated initial resettlement needs of refugees and includes adjustments for inflation and the cost of living;</text></paragraph><paragraph id="H919D90EE134843948608B223EA4FBBC1"><enum>(2)</enum><text>the administrative portion of such grants provided at the beginning of the fiscal year to each national resettlement agency is sufficient to ensure adequate local and national capacity to serve the initial resettlement needs of the number of refugees the Secretary anticipates the agency will resettle during the fiscal year; and</text></paragraph><paragraph id="H78D7E340E4D54CC680563FCAEBEA8783"><enum>(3)</enum><text>additional amounts are provided to each national resettlement agency promptly upon the arrival of refugees that, exclusive of the amounts provided pursuant to paragraph (2), are sufficient to meet the anticipated initial resettlement needs of such refugees and support local and national operational costs in excess of the amount described in paragraph (1).</text></paragraph></section><section id="H44EC4738EE004800983CCF906C7CAC22"><enum>405.</enum><header>Case management grant program</header><subsection id="HD9736C3324234026BA750DF002A31D21"><enum>(a)</enum><header>Establishment</header><text>The Director of the Office of Refugee Resettlement shall make grants to national resettlement agencies to operate a case management system for the purpose of offering case management to qualified individuals to assist in accessing any service, benefit, or assistance for which qualified individuals are eligible provided by—</text><paragraph id="H0F56E87AC57A426899312F254BB7E2A0"><enum>(1)</enum><text>the Office of Refugee Resettlement;</text></paragraph><paragraph id="HC252BA74270A4E899EF42B8EEFB9C1EE"><enum>(2)</enum><text>any other Federal, State, or local agency; and</text></paragraph><paragraph id="H50E698EB3A224BF9B9FD160C66B993C6"><enum>(3)</enum><text>a private entity or a nonprofit organization.</text></paragraph></subsection><subsection id="H71BA4AE521244D3A8F96B7C7F6DA6424"><enum>(b)</enum><header>Period of qualification</header><paragraph id="id1B4E9C8A262C4A248E81EACAD2C323FA"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), a qualified individual may receive case management services under this section during the period beginning on the date on which the qualified individual was determined to be eligible for resettlement, acculturation, or subsistence services provided by the Office of Refugee Resettlement and ending on the date that is 1 year after the date on which the qualified individual ceases to be so eligible.</text></paragraph><paragraph id="HADF4D746DFBC4F40B487860E4F2D656E"><enum>(2)</enum><header>Exceptional circumstances</header><subparagraph id="H55FA1991C8C7418885E93514CCF92104"><enum>(A)</enum><header>In general</header><text>Notwithstanding paragraph (1), an individual described in subparagraph (B) may receive such case management services during the period beginning on the date on which such individual was determined to be eligible for resettlement, acculturation, or subsistence services provided by the Office of Refugee Resettlement and ending on the date that is 3 years after the date on which such individual ceases to be so eligible.</text></subparagraph><subparagraph id="HA7D7F14D92794424A73BC26ECBAEDEB5"><enum>(B)</enum><header>Exceptional circumstances</header><text>An individual described in this subparagraph is a qualified individual who—</text><clause id="H49E86B9695934937B9871A159FD35258"><enum>(i)</enum><text>is 65 years of age or older;</text></clause><clause id="HB36E98A77E1E4733AAE2E7C88A7F760A"><enum>(ii)</enum><text>has extraordinary resettlement or acculturation needs that impede the ability of the individual to achieve durable self-sufficiency;</text></clause><clause id="HF4F1B23F004A4E73A5D5C08F2013B334"><enum>(iii)</enum><text>is a refugee resettled from a situation of protracted displacement;</text></clause><clause id="HCE3D28FCF03345859A0D5199BBEBD7D6"><enum>(iv)</enum><text>is a member of a family caring for an unattached refugee minor; or</text></clause><clause id="HE1C29DA758C74884988AA83BAC34A64F"><enum>(v)</enum><text>on the date on which the individual was admitted to the United States—</text><subclause id="HFDFC1C6699144C31822A5BD703359940"><enum>(I)</enum><text>had a disability or serious medical condition;</text></subclause><subclause id="H6C9C6BBC97594968B4395BC4DB4584AF"><enum>(II)</enum><text>had a mental health condition;</text></subclause><subclause id="H2DF15D8280794076BB9BF7852D587C01"><enum>(III)</enum><text>was part of a household headed by a single parent; or</text></subclause><subclause id="HC2659E8CA86B44DAB27DDF517AF3501F"><enum>(IV)</enum><text>was a victim of a severe form of violence.</text></subclause></clause></subparagraph></paragraph></subsection><subsection id="idC7300A5A826D4DF38BA1B0ADF4584746"><enum>(c)</enum><header>Savings clause</header><text>Nothing in this section shall be construed as affecting the authority of the Director of the Office of Refugee Resettlement under section 412(e)(7)(A) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1522">8 U.S.C. 1522(e)(7)(A)</external-xref>) or of any other section of such Act to provide case management services to qualified individuals who have been in the United States for longer than 3 years.</text></subsection><subsection id="HA4C650EBA75044C3985B3A0F27247CD4"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id9B4FBDF06F8340C2916AA83FE97E3D6B"><enum>(1)</enum><header>Qualified individual</header><text>The term <term>qualified individual</term> means an individual who was, at any time, eligible for resettlement, acculturation, or subsistence services provided by the Office of Refugee Resettlement.</text></paragraph><paragraph id="id35464DBBDD2E4B1E9FEB2AA25A141373"><enum>(2)</enum><header>Resettlement, acculturation, or subsistence services</header><text>The term <term>resettlement, acculturation, or subsistence services</term> includes each of the services provided by the Office of Refugee Resettlement to aliens (as defined in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>)), except the case management services under this section.</text></paragraph></subsection></section><section id="H55E2EC94DFCA47A197C8DA076BDC39ED"><enum>406.</enum><header>Increase in cash payments</header><subsection id="H96DB6B0FB4C14A51AC33AD49CB549402"><enum>(a)</enum><header>In general</header><text>Section 412 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1522">8 U.S.C. 1522</external-xref>) is amended—</text><paragraph id="H780A8FAC523F46658FBBA3BECFC56956"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id809ACC187D6C4867A53FF6F3F1987B70"><enum>(A)</enum><text>in paragraph (1), by adding at the end the following:</text><quoted-block style="OLC" id="H8A1704C4C8344BF28B2A38F31EAE6A64"><subparagraph id="H3C4D36874802411B8A606696B3C6CC14" indent="up1"><enum>(C)</enum><text>Subject to the availability of funds, assistance and social services for employment and health and living expenses under this section shall be available to refugees for a period of not less than 1 year.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H4F3E163A053C4E05987B855620722CB8"><enum>(B)</enum><text>in paragraph (5), by adding at the end the following: <quote>Subject to the availability of funds, such assistance and services shall be made available to refugees for a period of not less than 1 year.</quote>; and</text></subparagraph></paragraph><paragraph id="H05D3FF7F30924B28BD3FFBFD48E00361"><enum>(2)</enum><text>in subsection (e)(1)—</text><subparagraph id="H24FF1B861B244D41867544E8253575A4"><enum>(A)</enum><text>by striking <quote>(1)</quote> and inserting <quote>(1)(A)</quote>; and</text></subparagraph><subparagraph id="H3E8DE41151AB4F95B4AE672D73A80543"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HA19F327FE5234C4AA60BFB2BAE9E1767"><subparagraph id="H911AC7990F774F31B52561EF7CB7ADAA" indent="up1"><enum>(B)</enum><text>Subject to the availability of funds, such assistance shall be provided for not less than 1 year beginning on the first day of the month in which a refugee enters the United States.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H2FACFF7E551743A6AEE264EB241DB70A"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall take effect on the date that is the earlier of—</text><paragraph id="H94AC1BE758DA4B7593D5C215574AFD05"><enum>(1)</enum><text>the first day of the first fiscal year beginning after the date of the enactment of this Act; or</text></paragraph><paragraph id="H2E57E4707B2441FFBC25F53E4597D1CF"><enum>(2)</enum><text>the date on which a final rule is promulgated to implement such amendments.</text></paragraph></subsection><subsection id="HD64859884ED54D15B64B586A925BD77B"><enum>(c)</enum><header>Rule of construction</header><text>Nothing in this section or in the amendments made by this section shall be construed as limiting or reducing assistance provided for a period that is more than 1 year.</text></subsection></section></title><title id="id74D15B43E49C4FA29F8C91BA5CCDDEA3" style="OLC"><enum>V</enum><header>Protections for immigrants</header><section section-type="subsequent-section" id="idFCF64F0EE38F45C9A5C0923EE458B8A5"><enum>501.</enum><header>Personally identifiable information</header><text display-inline="no-display-inline">A recipient of a grant described in, or established under, this title may not be required, as a condition of receiving such a grant, to transmit the personally identifiable information of an immigrant, or a family member or household member of an immigrant, served by the recipient.</text></section><section section-type="subsequent-section" id="id00FF438E0E5C45C690D5C8E8C8426625"><enum>502.</enum><header>Voluntary participation in integration and inclusion activities</header><text display-inline="no-display-inline">The participation of an immigrant in any integration or inclusion activity under this Act shall be strictly voluntary.</text></section></title></legis-body></bill>
