Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5187">42 U.S.C. 5187</external-xref>) is amended—</text><paragraph id="H186AA2C67BB249B7B03939A5718EB78B"><enum>(1)</enum><text>by redesignating subsection (e) as subsection <deleted-phrase committee-id="SSGA00" reported-display-style="strikethrough">(g)</deleted-phrase><added-phrase committee-id="SSGA00" reported-display-style="italic">(f)</added-phrase>; and</text></paragraph><paragraph id="HAE9BB25BA9E74CA6B3FB924161601A49"><enum>(2)</enum><text>by inserting after subsection (d) the following:</text></paragraph></subsection><subsection id="H6339432AF9B74060A84D358EF0F56231"><enum>“(e)</enum><header>Federal share</header><text display-inline="yes-display-inline">The Federal share of assistance under this section shall be not less than 75 percent of the eligible cost of such <added-phrase committee-id="SSGA00" reported-display-style="italic">assistance.”.</added-phrase><deleted-phrase committee-id="SSGA00" reported-display-style="strikethrough">assistance.</deleted-phrase></text></subsection><subsection id="id52530F5F6D684029A70600E29033724A" changed="deleted" committee-id="SSGA00" reported-display-style="strikethrough"><enum>“(f)</enum><header>Eligible expense</header><text display-inline="yes-display-inline">A State or local government may use assistance provided under this section for the predeployment of assets and resources.”.</text></subsection><subsection id="idbe2ea39126b8482ea75300ee69bfc286"><enum>(b)</enum><header>Applicability</header><text>The amendments made by subsection (a) shall only apply to amounts appropriated on or after the date of enactment of this Act.</text></subsection></section><section id="H0449B294B078411CA9A28501BF8A255F"><enum>3.</enum><header>Rulemaking</header><text display-inline="no-display-inline">Not later than 3 years after the date of enactment of this Act, the President, acting through the Administrator of the Federal Emergency Management Agency, shall conduct and complete a rulemaking to provide criteria for the circumstances under which the Administrator may recommend the President increase the Federal cost share for section 420 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5187">42 U.S.C. 5187</external-xref>). </text></section></legis-body><endorsement><action-date date="20221215">December 15, 2022</action-date><action-desc>Reported with amendments</action-desc></endorsement></bill>
